Scope
Scope:
This Life Safety Program describes the policies
and procedures for the active testing and
maintenance of the Life Safety Systems in the
hospital facilities. It includes the Fire Alarm and
Fire Suppressions Systems. It also provides clear
maintenance of all Life Safety Fire Detection and
Suppressions.

Definition‫التعريف‬

Life Safety systems are installation and ‫نظم سالمه الحياة هي تهيئه المعدات المراد منها كشف‬

Responsibilities‫المسئوليات‬
A. Safety / Maintenance Manager shall
1. Coordinate with the medical staff
regarding any maintenance activities that
could have an effect on the life safety
systems.
2. Ensure that the on-site work is carried out
in compliance with the relevant standards
or codes.
B. Safety Officer shall:
1. Issue the relevant work permit for
construction work on the life safety
systems
2. Inspect the work sites to ensure the
minimum standards of safety are adhered
to for protection of co-workers, staff and
patients
C. The Maintenance and Safety Department
shall:
1. (PIS) Implement the regular inspection and
testing of the fire detection and
suppression systems and equipment in
accordance with the referenced codes and
standards.
2. Keep records of all tests and maintenance
activities carried out on the fire detection
and suppression systems and equipment in
the hospital facilities.

 3. Provide adequate notice to the NH
Maintenance Management when
shutdown of the fire detection or
suppression systems and equipment is
required for repair or renovation work.
This notification shall indicate the
duration and extent of the outage.
4. Provide construction or renovation
drawings, specifications and records of
original design and alterations (change-
orders) involving fire detection and
suppression systems and associated
equipment
5. Ensure that all systems are adequately
reinstated after completion of any
shutdown.
6. Maintain a log of alarm events, both real
and false, and their location and likely
cause. Advise the Low Current Engineer
of these events
D. Responsibilities of low current engineer
The Low Current Engineer shall: Be
responsible for the overall maintenance and
operation of all fire detection and suppression
systems and equipment.
E. The Safety Officer / Safety Technician
shall:
1( Receive initial response to the alarm signal
and provide appropriate secondary
response as required
2( Investigate and identify the cause of the
signal and in the case of a real fire,
extinguish it.
3( Silence the audio alarms and reset the
system upon conclusion of the incident.
4( Prepare a report on the incident.

Checking, Testing and Maintenance: :‫الفحص واالختبار والصيانة‬

a. Fire Extinguishers: :‫ طفايات الحريق‬.‫أ‬

B. Emergency Exits / Fire, Smoke Proof Doors:
Emergency exits should be checked as follow :
1. Ensure that the emergency exits are not
locked.
2. Ensure that there are no obstacles could
obstruct easy exit either directly in front of
the door or in the corridors.
3. Ensure availability of manufacture board
which indicate that the door is fire proof
door for one hour and half.
4. Ensure door mechanics; easy open and
tightly close
5. Ensure existence of push handle and proper
function.
6. Ensure having auto close system.
7. Ensure free stairs and no obstacles.
8. Ensure availability of the guiding signs of
emergency exit.
9. Existence of emergency lamb above the
door.
C. Elevators:
Ensure that all elevators connected to fire
warning system that in case of fire warning, it
sends a sign to the elevators to take down all
elevators to the ground floor and open its doors
and stop until the system returned to its
operation nature.
D. Emergency lights:
Monthly check of emergency lambs by

effectiveness and to document the check in its
records.

used materials in the Hospital to be fire
proof such as curtains and furniture.
2. Safety Committee separates hazardous and
flammable materials, and keep it away from
heat sources, and to store it according to
Material Safety Data Sheet.
3. Safety Committee cares to advice
Maintenance Department to close holes and
gaps in the wall with anti-smoke and fire
leak materials especially in Mechanic
Rooms, Electricity Room, corridors and
staircase.

Purpose
The Plan is to inform the staff how in general to
help prevent internal disaster from starting, and
what to do if accident happens in the hospital or
premises.
To achieve this awareness and understanding, the
following should be carried out:
• Teaching staff what causes disasters and
how could they will be prevented.
• Training staff what to to deal with the
disaster quickly and effectively.
• Training staff to stop confusion and panic
among colleagues, patients and visitors.
• Advising staff how to stop fire damage to
equipment, building and property.
• Describing the evacuation plan for moving
patients, visitors and staff to safer areas.
In addition to the information in this document,
each department will prepare an individual Zone
Evacuation Plan which will be a specific set of
instructions for staff to follow in that location.
These plans will be reviewed periodically by the
Hospital Health and Safety Committee
• Code Red Alert it is the alert that will be

• Code blue: Alert it is the alert that will be

Policy
The hospital is built in separate zones; each one has a
fire separation and protection from the other.
Where more than one different department occupies
a single zone, the respective departmental managers
are expected to cooperate in the production of the
Zone Evacuation Plan.
Staff must understand and know their own internal
disaster plan and the complete hospital fire plan
described in this manual.
Information about this plans and about fire precautions:
In general will be given both in orientation and
refresher courses. Every staff member MUST attend a
refresher Fire Safety Lecture. For their own safety,
staff should read the Plan at least once a year for those
who are working one shift, twice a year for those who
are working two shifts and three times a year for nurses
who are working 24 hours Where practical,
departmental fire drills and evacuation drills are also
regularly carried out, at least annually.
This Plan is divided into four parts:
Part 1. General – What causes internal Disasters,
how to stop it, what to do if it does occur.

In most cases, for a fire to start and to continue ‫لكي يشب حريق ويستمر البد في معظم األحيان أن‬

Fire prevention means you must keep these three
elements separated, and prevent sources of ignition
from occurring.
Oxygen is in the air we breathe so we cannot keep it
out of our everyday life. It will always be there at
the start of fire, so we have to concentrate
PREVENTION of the other two elements:

ALARMS, and SPRINKLE SYSTEMS (in some areas).

The priority in a fire situation is to sound the alarm ‫في حالة الحريق تعطى األولوية لدق جرس اإلنذار‬

If a fire occurs in a patient care area, there may be a
need to move patients to a safer place while a fire is
dealt with. The move could be short term, short
distance, or could involve the evacuation of the floor,
or even the whole hospital. The following guidelines
should cover most situations and is based on
experience from the past drills

Any evacuation will normally be:
1. Evacuate the life-threatening danger to other zone in same
floor if impassible evacuate to down stair floors and secured

For an evacuation involving part of a floor or a
defined area, when there is no risk of further fire
spread, a safe assembly place close to the incident
will be designated. This decision will be made by
either the Nursing Supervisor, or by the Fire Officer.
The Nursing Supervisor, with the support of other
members of the ICT, if necessary, will take the
decision for temporarily relocating patients in other
nursing units.
The ICT will designate staff to set up an information
collection point in any assembly area. Information
collected will include roll calls of patients and staff
from the affected area, details of medical records
brought with the patient, equipments moved, and any
other information of value to the Emergency
Services.

Major Evacuation
Where clearly the whole of one floor or a greater
area of the hospital is at risk, staff not involved in
evacuating patients will follow their planned
departmental evacuations routes. By STAIRWAY
to their assembly point. An information collection
point will be established in the area in front of the
Main Gate.

HOSPITAL (Holding Area)
If it is necessary, all patients and personnel will be ‫في حالة الضرورة القصوى سيخرج كل المرضى‬

In a General Evacuation of the Hospital, all staff not
directly involved in fire fighting, or the evacuation of
patients, or those in the Resource Pool, will make
their way promptly by the most direct available safe
escape route to the designated assembly areas.
Remember which of your colleagues had been at
work before the incident.

alert response team will go to the fire scene with
additional firefighting equipment’s and attempt to

They will continue to confine the fire while it is safe
to do so or until arrival of the civil defense.

the ICT for verification, action or instruction.
• Reserve the use of the public address system
for other Disaster management issues until
the fire situation is over.
If the caller reports a fire that has not been
extinguished contact:
• Hospital Director
• Director in Duty
• Security Supervisor
Do not call a “CODE RED”, unless then instructed
to do so either of these officers.
If the Nursing Supervisor or ICT orders a partial or
general evacuation, broadcast the message, with
exact details as given, on the public address system.
Repeat the instructions three times in English and
Arabic. It is very important that the exact message
and only that message is given. A sample message
might be:
For local evacuation :
Attention all staff, this is a code red evacuation ‫نرجو من جميع الموظفين االنتباه هذه حالة الرمز‬

For hospital evacuation:

All the fire incidents should be reported to the
communication Department on Tel #1011
The call may come in on any line, but the
response should be the same. The caller should
indicate:
• His/Her name
• Location of fire
• Type of fire, if known
• Whether “CODE RED” is necessary
The message should be repeated back to the call
to verify accuracy.
• If the caller request a “CODE RED” call Fire
Brigade, 998 passing on all available
information.
• Put out a “CODE RED’ on the public address
and Group personal paging system announce
the message three time in Arabic & English:
“CODE RED” at (site of fire).
• Telephone those ICT members who fail to
respond within five minutes to the Group
paging.
• Refer all further inquiries or information to
the ICT for verification, action or instruction.

the fire situation is over.
If the caller reports a fire that has been
extinguished contact:

Do not call a “CODE RED”, unless then
instructed to do so either of these officers.
For local evacuation :
“Attention all staff, this is a code red
evacuation (station/area/name).
For hospital evacuation:
“Attention all staff, this is a hospital evacuation
all areas evacuate by the safest route
immediately.
If the Communication Department is itself
affected by a fire situation, act in accordance
with the Department Fire Safety Plan.
When instructed to do so by the ICT, broadcast
“CODE RED ALL CLEAR” three times in
English and Arabic over the public address
system.

fabric, plant and equipment.
Assume overall responsibility for fire fighting
only until the Fire Officer arrives.
• Take appropriate action to make safe the
piped medical gases, in consultation with
the Nursing Supervisor.

other relevant engineering services.
• Assist in the coordination and
utilization of staff.

building and engineering aspects of any other

The priority in a fire situation is to sound the
alarm and to preserve life.
• Communicate with the head of
incident control room and describe
the situation and desire any needed
supply medical or safety
• Ensure free movements for firefighting
teams.

safe and efficient patient, staff and public
movement.

It is the Command/Communications Center for
all disasters, located in the first floor (Hospital
Director office). It is equipped with all
necessary communication systems, where
designated members of Command Team
supported by specialized staff can manage the
disaster response activities. They are under
direct command of Hospital Director or
Medical Director or nurse supervisor in the
case of his absence.
