1. SCOPE
This work covers the particular requirements for the electrical facilities, security, fire
detection and communications to the Buildings that conform the EPC Buildings of the
Hamaca Crude Upgrader Project located in Jose Industrial Complex, Anzoátegui state.
The electric distribution and of communications it has been made according to the use
specified by the user for each one of the ambient of the buildings.
The facilities are limited to the electrical, fire detection, security and communications
services directly associated with the building and include the following systems when
specified:

3. GENERAL DESCRIPTION
1.1. Power system: Unless otherwise specified, the electric service characteristics
shall be as follows:
Power, HVAC 480 volt, 3 phase, 4 wire, 60 hertz, solidly

grounded neutral
Lighting, convenience and power 208Y/120 V, 3 phase, 4 wire, 60 hertz,
outlets and miscellaneous solidly grounded neutral.
The power feeders shall be supplied by others in 480 V, 3 phase, 3 wire, via
underground up to an electrical external manhole near to the building. From this
manhole the feeders goes directly to the 480 V main distribution panelboard.
Step-down dry transformers shall be used to obtain 208/120 VAC for lighting.
1.2. Outlets System: In this system are included all convenience receptacles, which
were located according to the necessities of each one of the building areas. In
general these outlets are double, polarized in 120 V and fed from the lighting
panel. All receptacles located in areas susceptible to moisture, humid or in
bathroom areas shall be protected with ground fault interrupter.
1.3. Lighting System: For this system fluorescent lighting fixture have been selected
for the offices and rest areas, and incandescent lighting fixture of vapor of
sodium for the areas of double height in storage or shops areas. The lighting
fixtures placed in the building have been in accordance with the norms
COVENIN (See chart with levels of illumination in the annex 1).
All the illumination system is feeded from the normal energy system lighting
panelboard. To prevent an electric fault, some fluorescent lighting fixtures have
been equipped with special ballast to light the evacuation routes. This special
ballast has the capacity to energize one of the lamps during 90 minutes using
batteries.
To control lighting in the small areas there are individual switches, and for the
large offices areas and double height areas there are relay boxes controlled by
switches, as is indicated in the drawings.
1.4. Grounding system: This system has been designed to minimize damage in case
of ground faults by providing low fault impedance, thereby limiting the voltage to
ground and facilitating the operation of overcurrent devices.
In general, a ground network has been installed around the buildings. The
ground network consists of a main cable loop, aboveground connection points
and ground Copperweld rods. Cable for main loop shall be #4/0 AWG and for
branch ground runs shall be #2 AWG stranded bare copper.

1.5. Voice and Data system: In this system are included all voice and data
receptacles and a patch panel to centralize all building voice and data signs.
The voice and data system is intercommunicated with the rest of the buildings
by an external ring of optic fiber cable. There are two data feeders and one
voice feeder. The feeders shall be supplied by others via underground up to one
external voice manhole and two external data manholes, near to the building.
From these manholes the feeders goes directly to the patch panel.
1.6. Fire Detection System: This system include the fire panel, detectors, manual
stations, alarm devices and control devices according to the requirements of
each one of the building areas.
The Fire Panel is an intelligent panel, supplied by other, and it uses an intelligent
loop to supervise all the elements of the system. When receives signs of the
detectors or manual stations it can take actions on the control devices as disable
HVAC equipment’s or to activate the clean agents extinction system.
All the fire panel signals goes to the optical fiber patch in the voice and data rack
to communicates with the general EPC-Building fires detection system.
1.7. System of Security and CCTV: In this system the design is only for the
canalization’s routes, and the power feeders for the control of security and
CCTV equipment’s. So much the equipment of this system like their location is
responsibility of others.
Two (2) Power Panels that are located in the Equipment Room
in the low plan.
Four (4) Lighting Panels: one (1) in the Electric Equipment
Room, one (1) in the Reception, one (1) in the Storage and one
(1) in the Secretary Module.
One (1) Fire Panel that is located in the Reception in the low
plan.
The Patch Panel is located in the Network Communication Room in the
low plan.
Seven (7) Power Panels: four (4) in the Tool Room and tree (3) in the Elect.
& Inst. Repair Shop.
One (1) Fire Panel that are located in the Electric Device Repair Shop.
Tree (3) Lighting panels: two (2) that are located in the Entrance and one (1)
that are located in the Elect. Device Repair Shop.

4.10. Cafeteria
The Cafeteria Building is feed in 480 V from the Administration Building. This
building has two (2) Power Panels, one (1) in the Transformer Room and one (1)
in the Service Area equal to the Fire Panel. The Patch Panel is located near to
the food preparation area. This building has two (2) Lighting Panels and both are
located in Service Area. The Dry Transformer is located in the Transformer
