The policies and guidelines of this
manual shall apply to all employees regardless of status of appointment, students, visitors, transients and residents of Central Mindanao University. Responsibilities of CMU under this Policy 1. Adopt a continuing and sustainable substance abuse awareness program through the Drug Free Committee by informing the employees, students and other CMU constituents through various platforms about: a. CMU’s policy of maintaining a drug-free workplace and community b. The dangers posed by the abuse of dangerous drugs c. The availability of employee and student assistance program
d. The consequences, penalties, and
administrative sanctions in violation thereof
2. Distribute a copy of the Policy to all units
and colleges 3. Implement to the fullest, the contents of this Policy
4. Display a Bill Board at a strategic place in the
office with the message:
“This is a Drug Free University. Let’s Keep it That
Way!” Responsibilities of CMU Employees, Officials and Students of CMU a. Must never possess and/or use dangerous drugs and other substances of abuse.
b. Must not directly or indirectly sell, give, provide or
administer any dangerous drugs and/or other substance of abuse to his/her co-employees/ students or others and/or to commit or abet/aid in the commission of any unlawful acts penalized under RA 9165. c. Must faithfully abide by the terms of the Policy as a condition for continued employment and, in the case of students, admission to the University.
d. Must voluntarily seek treatment and rehabilitation if
they have problems related to dangerous drugs.
e. Must be an advocate against drug abuse
f. Must help maintain a drug free workplace/
community. GUIDELINES IN THE CONDUCT OF THE AUTHORIZED DRUG TEST AND NECESSARY INTERVENTION and SANCTIONS
In accordance with the following:
Republic Act No. 9165 Civil Service Memorandum Circular No. 13, s. 2017 CHED Memorandum Order No. 18, Series of 2018. Confidentiality of Records
a. All results of the drug test conducted by the
University shall remain strictly confidential.
b. Government officials, employees and/or any
person who intentionally or unintentionally breach the confidentiality of any drug test result shall be charged in accordance with Section 72 of Republic Act No. 9165. Funding/Cost Requirements
a. The cost of the drug testing for government
officials, employees and students shall be for the account of CMU; however the same shall be subject to the availability of funds.
b. Persons and students who intend to work and
study in CMU shall shoulder the cost of the drug testing fee, as part of the employment or admission requirements of the University. Monitoring
CMU shall submit to the Dangerous Drugs Board,
Civil Service Commission and Commission on Higher Education a yearly compliance report on the drug testing activities conducted on the personnel, students, and other constituents. The data would include the number of personnel and students who have already undergone testing, the dates and the names of drug testing laboratories that conducted the test. Effectivity
