SPECIAL POWER OF ATTORNEY

KNOW ALL MEN BY THESE PRESENTS:

I, HENRY L. MAQUINIANA, of legal age, Filipino Citizen, and residence of 1228

Unidad St. Baclaran, Paranaque City do hereby NAME, AUTHORIZE AND APPOINT,
ATTY. JESSEL S. BASANTA, Filipino Citizen and a resident of 116 Sevel Village, Sipi,
Daraga, Albay, to be my true and lawful attorney-in-fact for and in my name, place
and stead, to do and perform any and all of the following acts, and all that may be
necessary and in my name, place and stead, to wit:

1. To represent me in the prosecution of the EXPROPRIATION CASE Entitled

“PROVINCE OF CAMARINES SUR rep. by GOVERNOR MIGUEIL LUIS
VILLAFUERTE VS. PEDRO FERRER et al. Spec. Civil Action Case No. P-172-
2018” which is pending before the Regional Trial Court Branch 32, Pili,
Camarines Sur;
2. To represent me in any stage of the legal proceedings relative to the
aforementioned case;
3. To undertake settlement of dispute by way of the various modes of alternative
dispute resolution, in effect, compromise, conciliation or mediation. In the
process, to do all that is necessary to give discharge to any and all my
liabilities under this stage, as if I am personally present;
4. To do all acts, deeds, matters and things as may be required to be done by
me as the true owner and exercise all such rights emanating thereof;
5. To sign and execute necessary
pleadings/papers/documents/applications/permits/verification and
certification of non-forum shopping relative to the above mentioned
expropriation case case;
6. To receive any payment for the satisfaction of judgment relative to the
disposition of the case upon judgment; and
7. To sign any and all pleadings/documents relevant therewith.

HEREBY GIVING AND GRANTING unto my said ATTORNEY-IN-FACT full power

and authority whatsoever requisite or power to be done in or about the authority of
rights as fully to all intents and purposes as I might or could lawfully do if personally
present, and hereby ratifying and confirming all that my said ATTORNEY-IN-FACT
shall do or cause to be done under and by virtue of these presents.
