News: MAN KILLS 5 USING ARMALITE IN CAMSUR

Summary:
Five individuals were killed and another one found wounded when a suspect shot the victims
using an armalite rifle in Milaor Town, Camarines Sur province on November 5, 2021.

Initial investigations disclosed that the suspect entered the house of the victims and shot
everyone in the house using the said killer weapon.

The victims were two adults and 5 minors, including the one who was wound. They were all
residents of Brgy. Tarusanan in Malaor town. According to the Police Regional Office 5 (PRO-5), the
suspects and were relatives who had an old grudge due to a land dispute. This was confirmed by the
other relatives of the victims.

The Suspect was identified as a certain Arthur De Leon who is at large, and is now the subject of
a joint manhunt operation pursued by the members of the Camarines Sur Police Force.

Assessment:
1. It is probable that private individuals and groups had in their possession loosefire
arms, especially those as dangerous as that kind possessed by the suspect in the
incident;

2. The suspect’s act of shooting arose from uncontrolled anger and rage against his relatives
over certain land issues and/or disputes;

3. As a result, possession of loose fire arms may endanger the safety and security of the lives of
the community, when such may be utilized to realize a person’s motive and objectives

Recommendation
 Strengthen campaign against loose firm arms by intensifying accounting of all
unregistered guns in the country to ensure that both those possessing them and the fire
arms or guns itself will not be used as an instrument to showcase violence and increase
criminality;
