1 Scope

This specification defines the minimum mandatory requirements for piston Small
Volume Provers (SVP) for use in proving or calibrating royalty and custody transfer
meters in petroleum refined products and liquefied petroleum gases (e.g., butane,
propane, mixed LPG's) service. Using SVP for other services shall be approved by the
Chairman of Custody Measurement Standards Committee.

The specification covers the requirements of a complete stationary and portable skid-
mounted, packaged unit, including the prover, outlet block valve, control valve, piping,
local instruments and auxiliary equipment.

2 Conflicts and Deviations

2.1 Any conflicts between this specification and other applicable Saudi Aramco
Materials System Specifications (SAMSSs), Engineering Standards (SAESs),
Standard Drawings (SASDs), or industry standards, codes, and forms shall be
resolved in writing by the Company or Buyer Representative through the
Manager, Process & Control Systems Department of Saudi Aramco, Dhahran.

2.2 Direct all requests to deviate from this specification in writing to the Company or
Buyer Representative, who shall follow internal company procedure SAEP-302
and forward such requests to the Manager, Process & Control Systems
Department of Saudi Aramco, Dhahran.

2.3 Direct all requests for interpretation of this specification in writing to the
Company or Buyer Representative who shall forward them to the Chairman,
Custody Measurement Standards Committee for resolution. The Chairman,
Custody Measurement Standards Committee shall be solely responsible for
determining whether a proposed installation meets the requirements of this
specification.

4 Definitions

Buyer or Purchaser: The Company (Saudi Aramco, AOC, or ASC) actually placing
the order for the material. The buyer can be a third party metering customer/supplier.

Buyer's Representative: The person acting on behalf of the Buyer, who may be from
the Engineering, Inspection, Purchasing, or User organization.

Custody Transfer Measurement: A specialized form of measurement that provides


quantity and quality information used for the physical and fiscal documentation of a
change in ownership and/or responsibility of hydrocarbon commodities. This includes
measurement of hydrocarbon liquid movements (deliveries or receipts) between Saudi
Aramco and its customers, suppliers, joint ventures and transport contractors including
VELA ships.

Displacer: A piston that transcends the prover calibrated section during meter proving.

Nearshore: Any outdoor, onshore location within one kilometer from the shoreline of
the Arabian Gulf; all of the Ras Tanura Refinery and Terminal; and within three
kilometers from the shoreline of the Red Sea.

Nominal K Factor: A fixed factor used to convert pulses to volume for a given size
and type of meter. The nominal K factor is established and published by the meter
manufacturer.

Prover Calibrated Section: The section of a displacement prover defined by the


upstream and downstream detector switches that establishes the calibrated volume.

Prover Pass: A prover pass is one movement of the displacer between the detectors in
the prover.

Prover Skid: The field portion of a metering system consisting of the meter prover,
outlet block valve, flow control valve, piping, instruments, electrical equipment and
associated structural steel.

Royalty Measurement: A specialized form of measurement that is used as the basis


for paying royalty to the Saudi Arabian Government.

Small Volume Prover (SVP): Meter prover having a volume between two detectors
that does not permit a minimum accumulation of 10,000 direct (unaltered) pulses from
the meter. Small Volume Provers require meter pulse discrimination by pulse
interpolation counter or other techniques that increases the resolution.

Third Party Inspector: An independent agency whose function is to conduct an


unbiased inspection of certain systems, equipment, materials, etc., against a set of
standards, guidelines or procedures. For purposes of this material specification, the
Third Party Inspector has particular knowledge of and experience with industry custody
measurement standards and procedures.

Vendor: The party that supplies or sells integrated metering systems, metering
equipment, or components.

5 General Requirements

5.1 Design Criteria

5.1.1 The prover shall be supplied by an Aramco approved Vendor.

5.1.2 The prover shall be furnished in accordance with Instrument


Specification Sheet, Form 8020-121-ENG. The following design

5.1.3 The Vendor shall be provided with the product specification

5.2 Units of Measurement

The units of measurement shall be either U.S. Customary (USC) or metric (SI)
system of units as designated on Instrument Specification Sheet, Form
8020-121-ENG.

5.3 Volume Correction Factors

Volumes shall be corrected to reference conditions by the flow computer using


factors determined from the standards stated in the table below published by the
American Society of Testing and Materials (ASTM) and/or the American
Petroleum Institute (API).

A look-up table shall be used whenever ASTM D1250-52 is specified.


A computer algorithm and its implementation procedures shall be used whenever
ASTM D1250-04 is specified. A mathematical model shall be used whenever a
section from API MPMS 11.2 is specified.

5.4 Environmental Conditions

The basic meteorological and seismic data is provided in SAES-A-112.


The equipment to be supplied, including the design, manufacture, installation
and operation, shall consider the requirements for environmental conditions,
which may vary, and meet the criteria specified in SAES-A-112. Sound

emission during unit operation shall not exceed 90 dBA measured one (1) meter
away from any point on the prover skid.

5.4.1 Temperature

Equipment and instrumentation shall operate continuously under the


following ambient air temperatures without any degradation of the
manufacturer's guaranteed performance:

Notes:
1) "Sheltered" refers to permanent, ventilated enclosures or buildings, or permanently
fixed sunshades with a top and three sides".
2) For instruments which dissipate internal heat and are installed in custom
engineered enclosures (e.g., enclosures not included in the original manufacturer's
temperature certification), an additional 15°C shall be added to the above maximum
temperatures. An example, for "indoor air conditioned" installation, the equipment
must perform at 35 + 15 = 50°C. Similarly, for the "outdoor unsheltered" case, the
equipment shall be designed for a maximum operating temperature of 65 + 15 =
80°C.
3) For the outdoor installations only, the designer can take credit for forced or passive
cooling to eliminate or reduce the 15°C heat rise. For example, if vortex coolers are
used, the heat removal capacity of the coolers may be subtracted from the
generated heat. No more than 15°C reduction in temperature will be given as
credit. The designer shall substantiate his claim by providing the support data and
calculations.

5.4.2 Humidity

Indoor humidity design basis shall be 20% to 80% relative humidity.


Outdoor design basis shall be 5% to 95% relative humidity (non-
condensing).

5.4.3 Offshore and Near-shore Environment

Equipment which is not enclosed or hermetically sealed, but is situated


offshore or nearshore, shall be protected against corrosion and
operational failure due to wind-borne sea water spray and the
accumulation of wetted salt (NaCl). Nearshore is defined as any
outdoor, onshore location within one kilometer from the shoreline of the
Arabian Gulf; all of the Ras Tanura Refinery and Terminal; and within
three kilometers from the shoreline of the Red Sea.

6 Stationary Skid Mounted Small Volume Prover

6.1 Scope of Supply

If a stationary skid mounted Small Volume Prover is specified on the Instrument


Specification Sheet, Form 8020-121-ENG, the prover shall include, but not be
limited to, the following components:
a) Skid
b) Discharge control valve
c) Outlet block valves
d) Temperature transmitter, RTD and check thermowell in the outlet piping
e) Additional thermowell in the inlet piping
f) Detector bar temperature transmitter
g) Additional pressure gauge in the inlet piping
h) Pressure transmitter and gauge in the outlet piping
i) Junction box for termination to/from meter control system
j) Electro-mechanical, electro-hydraulic or pneumatic power unit
k) The Vendor shall provide all tools and accessories required for maintenance
of the Small Volume Prover equipment.
l) 2x2” flanged calibration connections (minimum size)
m) Flow computer if specified in the Instrument Specification Sheet, Form
8020-121-ENG

6.2 Modifications to Industry Standard

The following section numbers refer to API Manual of Petroleum Measurement


Standards, Chapter 4, Proving Systems, Section 2, “Displacement Provers,”
3rd Edition, September 2003 (API MPMS 4.2) which is a part of this
specification. The text in each paragraph is an addition, modification,
exception, or deletion to the requirements of API MPMS 4.2, as noted.

6.2.1 Section 3.1 (Materials and Fabrication)

(Addition-1): All piping and pressure containing components shall be


designed to operate at the maximum allowable working
pressure (MAWP) specified on the Instrument
Specification Sheet, Form 8020-121-ENG and
constructed in accordance with ASME B31.3 and
01-SAMSS-010. Auxiliary piping shall conform to
01-SAMSS-017. Welding bosses shall be installed in
accordance with Standard Drawing AE-036175.

(Addition-2): Pipe shall meet the requirements of 01-SAMSS-038 and


the certification requirements of API SPEC 5L.
Submerged-arc welding (SAW) straight-seam pipe in
accordance with API SPEC 5L Grade B or X60 shall be
used when the required pipe diameter is greater than
24 inches. Internal weld seams in calibrated section shall
be machined or ground smooth and shall be free of any
grooves.

(Addition-3): Process connections for pressure and differential pressure


instruments shall be ½ inch NPT tapered thread per
ASME B1.20.1.

(Addition-4): The skid shall be designed to ensure a practical overall size


for shipping and transportation. The stationary skid-
mounted equipment shall have lifting lugs, and a davit for
lifting each component weighing in excess of 20 kg that
cannot be lifted with a sling. The structural portion of the
skid shall be fabricated in accordance with
12-SAMSS-007. Prover shall be provided with acceptable
access and egress for personnel and materials by using
access ways, stairways, and walking/working surfaces
platforms to allow working safely on this equipment.

(Addition-5): The flow tube wetted parts shall be 316 stainless steel as a
minimum with chrome-plated bore.

(Addition-6): All electrical wiring, terminations and other requirements


shall be in accordance with 34-SAMSS-831 and
17-SAMSS-515.

(Addition-7): Armored cables and cable trays shall be in accordance


with 34-SAMSS-831.

(Addition-8): Conduit installed in outdoor, industrial facilities shall be


threaded, rigid steel per ANSI C80.1, hot-dip galvanized.
Additional factory PVC coating (minimum thickness of
PVC: 40 mils (1 mm) shall be applied for conduit
installed outdoors in severe corrosive environment
(per NEMA RN 1).

(Addition-9): Conduit fittings for outdoor rigid steel conduit shall be


cast or forged steel, cast iron or malleable iron, as
supplied by the vendor.

(Addition-10): All field transmitters shall be installed facing the same


direction to ease maintaining and calibrating the
instruments.

6.2.2 Section 3.2 (Internal, External Coating)

(Addition-1): External steel surfaces shall be painted as follows unless


otherwise specified:

(Addition-2): Onshore Installations: Non-galvanized steel shall be


coated in accordance with SAES-H-101, Mastic Epoxy
Coating System (APCS-26). SAES-H-100 shall apply.

(Addition-3): Near and Offshore Installations: All steel shall be coated


in accordance with SAES-H-101. SAES-H-100 applies.
Commentary Note:

The Vendor may propose an alternative surface


preparation and finishing system with the quotation, for
Buyer's approval.

6.2.3 Section 3.3 (Temperature Measurements)

(Exception-1): A temperature transmitter shall be installed on the outlet


piping of the prover or mounted on the displacer chamber.

(Addition-1): A temperature transmitter shall be installed on the


detector switch mounting bar.

(Addition-2): Thermowells shall be furnished in accordance with


Instrument Specification Sheet 8020-418-ENG.
Thermowells shall be tapered and machined from bar
stock material.

(Addition-3): Thermowells in the small volume prover shall be


constructed and installed in accordance with Standard
Drawing AB-036019. However, thermowell dimensions
shall allow for stem thermometer insertion in accordance
with Saudi Aramco requirements. Refer to Standard
Drawing AE-036175 for the thermowell boss connection
requirements.

(Addition-4): The transmitter shall be a microprocessor based smart unit


that uses a platinum resistance temperature detector
(RTD) as its primary element. The temperature
transmitter and RTD shall be furnished in accordance

with Instrument Specification Sheet 8020-400-ENG and


Instrument Specification Sheet 8020-416-ENG. The RTD
shall be Pt100, four-wire design, with an alpha coefficient
of 0.00385 per IEC 60751. The calibrated span of the
transmitter shall normally be -18 to 65°C (0 to 150°F).
The overall transmitter/RTD accuracy shall be ±0.2% of
the calibrated span or better.

(Modification-1): Temperature instruments shall meet the requirements


of API MPMS 7.

6.2.4 Section 3.4 (Pressure Measurements)

(Exception-1): A pressure transmitter and a pressure gauge shall be


installed downstream of the test thermowell on the outlet
piping of the prover or mounted on the displacer chamber.

(Addition-1): Pressure transmitters shall be furnished with local display


and shall be provided with over-range protection. Wetted
parts shall be suitable for the liquid to be handled.
Installation shall incorporate vent/drain/test features in
accordance with Library Drawings DC-950042 and
DC-950043. The pressure transmitter shall be furnished
in accordance with Instrument Specification Sheet
8020-200-ENG. The pressure transmitter shall be a
microprocessor based smart unit with an accuracy of
±0.075% of calibrated span or better to be used for
pressure correction compensation.

(Addition-2): Pressure gauges shall be furnished in accordance with


Instrument Specification Sheet 8020-212-ENG. Pressure
gauge accuracy shall be ± 0.5 % of span or better.
The standard ranges shall be selected such that the normal
operating pressure falls between 30% and 70% of the scale
range. Pressure gauges shall be installed in accordance
with Detail 1 or 2, as applicable, of Library Drawing
DC-950040. Pressure gauges shall be glycerin filled.

6.2.5 Section 3.6 (Valves)

(Addition-1): If liquefied petroleum gas (LPG), butane or propane is


specified as the service on the Instrument Specification
Sheet, Form 8020-121-ENG, the outlet block valve shall
be a double block-and-bleed plug valve meeting the
requirements of 04-SAMSS-041. The cavity bleed on the

double block-and-bleed valve shall be equipped with a


pressure gauge, and isolation valve which is capable of
discharging to a flare or other safe location.

(Addition-2): The outlet block valve shall be furnished with an electric


motor operated actuator meeting the requirements of
34-SAMSS-718. The operator shall be able to revert to
manual operation in the case of loss of power.

(Addition-3): An outlet block valve shall be furnished.

(Addition-4): A globe-type control valve shall be installed in the outlet


piping between the pressure transmitter/gauge and outlet
block valve. The valve shall meet the requirements of
34-SAMSS-711 and Instrument Specification Sheet, Form
8020-711-ENG. In some circumstances where a minimum
back pressure is maintained for proving stability, ball valve
may be acceptable as the flow regulating valve.

6.2.6 Section 3.7 (Connections)

(Addition-1): Vents shall be installed at high points on the prover to


permit removal of trapped air. The number of vents and
drains on the inlet piping to a prover shall be kept to a
minimum. All vent and drain connections except those on
the prover outlet piping shall be provided with a means to
permit examination for, or prevention of, leakage during
operation of the prover. Each such drain connection shall
be furnished with a spectacle blind on the discharge side
of the drain valve. The drain system piping shall slope to
a single discharge point on skid edge. Vent, drain and
sample connections shall be per Standard Drawing
AC-036045.

6.2.7 Section 3.7.1 (Connections for Prover Calibration)

(Addition-1): Two 2-inch or larger flanged connections shall be


provided for each prover. One connection shall be
located upstream of the pressure gauge and test
thermowell on the inlet piping. The other connection
shall be located between the temperature and pressure
instruments, and the control valve on the outlet piping.

6.2.8 Section 3.7.3 (Flange Connections in the Calibrated Section)

(Addition-1): Flanged connections shall be used for all bends located


between detector switches (calibrated section).

(Addition-2): Flange O-ring material shall be compatible with the


hydrocarbon to be measured.

(Addition-3): Adjoining flanges within the calibrated section shall be


die-stamped with a unique identifier.

6.2.9 Section 3.8 (Detectors)

(Modification-1): Externally mounted optically actuated detector


switches shall be provided.

(Addition-1): Each detector switch shall be non-adjustable and shall be


provided with a means for sealing the switch in place with
a lead-and-wire seal.

6.2.10 Section 3.9 (Peripheral Equipment)

(Addition-1): The flow computer will be provided by others. The flow


computer shall be supplied by a Saudi Aramco approved
vendor.

(Addition-2): The flow computer shall be capable of operating the


prover during proving and performing calculations using
inputs from the plant meter and associated, temperature
and pressure instruments, and the prover. The proving
calculations shall conform to the requirements of
API MPMS 12.2.3.

(Addition-3): The prover shall include junction box for termination


from/to meter control system. SVP skids shall be
provided with an electric system that consolidates all of
the electrical connections into adjacent terminal box(es).

(Addition-4): The flow computer must provide as a minimum single


meter run with dual pulse inputs from the meter run.
The flow computer shall have an option to configure two
meter runs using single pulse from each meter run.
Integrated proving within the same flow computer or
using a dedicated flow computer is acceptable for the
proving methods outlined in API MPMS 4.8.

(Addition-5): The flow computer shall have the capability to


accommodate all the required signals to establish as a
minimum a single meter run per API MPMS 5.1.

6.2.11 Section 4.3.4.1 (Maximum Displacer Velocities)

(Modification-1): The prover diameter shall be selected to limit the


displacer velocity in the calibrated section to 1.5 m/s
(5 ft/s) at the maximum linear (continuous) flow rate
for the largest meter to be proved.

6.2.12 Section 4.3.4.2 (Minimum Displacer Velocities)

(Modification-1): The prover shall be designed to maintain the displacer


velocity above 0.075 m/s (0.25 ft/s) at the maximum
flow of the largest meter.

(Addition-1): Shock absorbers for the piston shaft shall be designed and
selected to absorb the mechanical shocks on piston shaft
and prover body.

6.2.13 Section (NEW) Electrical


a) Either conduits or cable trays can be used to support the cables.
b) All electrical equipment shall be designed in accordance with
17-SAMSS-515, 34-SAMSS-831 and the Instrument Specification
Sheet, Form 8020-121-ENG. Equipment shall be suitable for
location in a Class l Zone 2 Group IIA area and shall be designed,
fabricated and tested in accordance with the standards,
specifications and codes indicated in the reference section.
c) Power requirement for the Prover and accessory equipment shall be
120 VAC 60 Hz.
d) Available voltages on location may include one or more of
480 VAC 60 Hz, 208 VAC 60 Hz and 120 VAC 60 Hz.
e) LEDs or lamps shall be provided on the transformer and Prover to
alert operator when power is ON. Mating plugs, sockets and other
wiring accessories shall be provided as required.
f) The communication cable connection from the prover flow
computer to the laptop shall have enough length per the Instrument
Specification Sheet, Form 8020-121-ENG to position the laptop
outside the hazardous zone.

g) The SVP skids shall be provided with an electric system that


consolidates all of the electrical connections into adjacent terminal
box(es). Electrical connection shall be a flameproof four-pin plug
for 480 V supply, or 3-pin plug for 120 V supply, with 10 meters
flexible, armored type cable cord. Minimum copper size shall be
6 mm².
h) Cables between skid mounted instruments and junction boxes may
be routed utilizing one of two methods:
 Instrument cables routed in conduits or
 Armored cables routed on trays.
i) Metallic conduit shall be grounded at both end points. Conduit
grounding may be accomplished:
 Externally with approved grounding clamps and conductors.
 Through a grounded enclosure having integral threaded bushings
or using a conduit hub (such as Myers hub), which is approved for
grounding purposes, or through an approved grounding bushing.
j) Grounding with locknuts is not acceptable.
k) All conduits and multi-conductor power cable shall contain a
grounding conductor.
l) Breathers shall be installed at high points in the conduit runs and
drains shall be installed at low points as per NFPA 70 (NEC)
requirements.
m) Earthing cable shall be single core, stranded copper, PVC-insulation
colored green and yellow, sized to suit duty. Two earthing bosses
shall be provided on skids at diagonally opposite ends for
connection to main earthing systems.
n) Conduit connections shall be bottom entry only.

7 Portable Small Volume Prover

7.1 Scope of Supply


a) The Small Volume Prover shall be delivered as a completely assembled and
tested unit, ready for operation. The Small Volume Prover shall be mounted
on trailer, suitable for towing over the road by standard pickup trucks.
b) The Prover shall be of piston type. All materials selected for the Prover

shall conform to applicable codes, pressure ratings, corrosion resistance and


area classifications. The calibrated volume-measurement section of the
Prover shall exclude any appurtenances such as vents or drains. Flanges
and other provisions shall be included for access to the inside surfaces of
the calibrated and pre-run sections. The Prover internal section shall be
coated in accordance with SAES-H-101 to reduce corrosion and prolong the
life of the displacer, the displacer seals and the Prover.
c) Design of the SVP shall be such that a single individual can perform Prover
setup and operation. The Prover shall be arranged on the trailer such that
all components are easily accessible for operation and maintenance.
Removal space shall be provided. The skid-mounted instruments and
controls shall be consolidated in a common location on the trailer for easy
access and readability.
d) Swivel-joint piping shall be installed on the Prover outlet connection to
allow for universal Prover connection configuration.
e) A quarter-turn throttling valve shall be fitted on the outlet of the Prover to
manually provide Prover backpressure as necessary.
f) The portable prover shall include, but not be limited to, the following
components:
1) Trailer
2) Prover
3) Flow computer
4) RTD and Thermowell
5) Detector bar temperature Sensor
6) Pressure transmitter and gauges
7) Inlet hose with adapter and outlet hose with coupler
8) Couplings/Adapters
9) Inlet/outlet block valves
10) Laptop computer
11) Printer
12) Electro-mechanical, electro-hydraulic or pneumatic power unit
13) Cables and connectors for interface with plant electrical system and
instrumentation
g) The Vendor shall provide all tools and accessories required for maintenance
of the Small Volume Prover equipment.

7.2 Modifications to Industry Standard

The following paragraph numbers refer to API Manual of Petroleum


Measurement Standards, Chapter 4, Proving Systems, Section 2, “Displacement
Provers,” 3rd Edition, September 2003 (API MPMS 4.2) which is a part of this
specification. The text in each paragraph is an addition, modification,
exception, or deletion to the requirements of API MPMS 4.2, as noted.

7.2.1 Section 3.1 (Materials and Fabrication)

(Addition-1): All piping and pressure containing components shall be


designed to operate at the maximum allowable working
pressure (MAWP) specified on the Instrument
Specification Sheet, Form 8020-121-ENG and constructed
in accordance with ASME B31.3 and 01-SAMSS-010.
Auxiliary piping shall conform to 01-SAMSS-017.

(Addition-2): Welding bosses shall be installed in accordance with


Standard Drawing AE-036175.

(Addition-3): Pipe shall meet the requirements of 01-SAMSS-038 and


the certification requirements of API SPEC 5L. Seamless
pipe meeting the requirements of API SPEC 5L Grade B
shall be used when the required pipe diameter is 24 inches
or less. Submerged-arc welding (SAW) straight-seam
pipe in accordance with API SPEC 5L Grade B or X60
shall be used when the required pipe diameter is greater
than 24 inches. Internal weld seams in calibrated section
shall be machined or ground smooth and shall be free of
any grooves.

(Addition-4): Piping shall be equipped with a male-end API adapter


(dry-break) for loading-arm attachment and shall be
mounted on the Prover inlet connection. When mating
with loading arm, the male-end API adapter shall be
positioned approximately one meter above ground level.

(Addition-5): Swivel-joint piping, shall have double 90° movement


and shall be equipped with a matching ASME piping
size and rating flange, hose connection shall be facing
downward and shall be mounted on the Prover outlet
connection.

(Addition-6): Swivel-joint piping for Prover outlet shall be adequately


secured in its stowed position during towing.

(Addition-7): Process connections for pressure instruments shall be ½


inch NPT tapered thread per ASME B1.20.1.

(Addition-8): The prover and associated equipment shall be portable


skid-mounted type. The skid shall be designed to ensure
a practical overall size for shipping and transportation.
The skid shall have lifting lugs, and a davit for lifting
each component weighing in excess of 20 kg that cannot
be lifted with a sling. The structural portion of the skid
shall be fabricated in accordance with 12-SAMSS-007.

(Addition-9): The wetted parts of the flow tube shall be 316 stainless
steel, as a minimum, with chrome plated bore.

(Addition-10): All electrical wiring, terminations and other requirements


shall be in accordance with 34-SAMSS-831 and
17-SAMSS-515.

(Addition-11): Conduit shall be threaded, rigid steel per ANSI C80.1


and shall be hot-dip galvanized per NEMA RN 1.

(Addition-12): Conduit fittings for outdoor rigid steel conduit shall be


cast or forged steel, cast iron or malleable iron, as
supplied by the vendor.

(Addition-13): All field transmitters shall be installed facing the same


direction to ease maintaining and calibrating the
instruments.

(Addition-14): The pressure drop across the skid shall not exceed
10 psig at the maximum proving rate. The pressure drop
shall include the API RP 1004 inlet adapter, piping,
Prover cylinder, valves and outlet API RP 1004 coupler.

(Addition-15): (Addition): Forklift lifting points shall be provided for


trailer mounted small volume provers. Lugs shall also be
provided for a single point lift.

7.2.2 Section 3.2 (Internal and External Coating)

(Addition-1): External steel surfaces shall be painted as follows unless


otherwise specified:

(Addition-2): Onshore Installations

(Addition-3): Non-galvanized steel shall be painted in accordance with

Commentary Note:

The Vendor may propose an alternative surface preparation and finishing


system with the quotation, for Buyer's approval.

7.2.3 Section 3.3 (Temperature Measurements)

(Exception-1): A Resistance Temperature Detector (RTD) shall be


installed on the outlet piping of the prover or mounted on
the displacer chamber. A test thermowell shall be
installed downstream of temperature RTD at a distance
not to exceed 0.3 m. A second test thermowell with
chained plug shall be installed on the inlet piping of the
prover.

(Addition-1): A temperature RTD shall be installed on the detector


switch mounting bar.

(Addition-2): Thermowells shall be furnished in accordance with


Instrument Specification Sheet 8020-418-ENG.
Thermowells shall be tapered and machined from bar
stock material.

(Addition-3): Thermowells shall be made of one-piece bar stock


stainless steel. Their installation shall be in accordance
with Standard Drawing AB-036019. However,
thermowell dimensions shall allow for stem thermometer
insertion in accordance with Saudi Aramco requirements.
Refer to Standard Drawing AE-036175 for the
thermowell boss connection requirements.

(Addition-4): The temperature RTD shall be furnished in accordance


with Instrument Specification Sheet 8020-416-ENG.
The RTD shall be Pt100, four-wire design, with an alpha
coefficient of 0.00385 per IEC 60751. The overall RTD
accuracy shall be ±0.2% of the calibrated span or better.

(Modification-1): Temperature instruments shall meet the requirements


of API MPMS 7.

7.2.4 Section 3.4 (Pressure Measurements)

(Exception-1): A pressure transmitter and a pressure gauge shall be


installed downstream of the test thermowell on the outlet
piping of the prover or mounted on the displacer
chamber. A second pressure gauge shall be installed
upstream of the test thermowell on the inlet piping of the
prover.

(Addition-1): Pressure transmitters shall be furnished with local


display and shall be provided with over-range protection.
Wetted parts shall be suitable for the liquid to be
handled. Installation shall incorporate vent/drain/test
features in accordance with Library Drawings
DC-950042 and DC-950043. The pressure transmitter
shall be furnished in accordance with Instrument
Specification Sheet 8020-200-ENG. The pressure
transmitter shall be a microprocessor based smart unit
with an accuracy of ±0.075% of calibrated span or better
to be used for pressure correction compensation.

(Addition-2): Pressure gauges shall be furnished in accordance with


Instrument Specification Sheet 8020-212-ENG. Pressure
gauge accuracy shall be ± 0.5 % of span or better.

Small Volume Prover Flow Computer and site meter
preset controller socket to communicate unaltered meter
pulse, meter temperature, and if applicable, meter
pressure.

(Addition-2): This communication connection for unaltered meter


pulse shall be as minimum 3 wires insulated cable ended
with a socket. Meter Temperature and Pressure
communication connection can be either an analog signal
or serial communication ports as EIA/RS-232,
EIA/RS-422, EIA/RS-485, or ANSI/IEEE 802.3 from

meter preset controller to SVP flow computer using


proper matching socket. For serial link communication
protocol the SVP flow computer shall be the master over
the meter preset controller.

7.2.6 Section 3.5.2 (Displacer materials)

(Addition-1): Displacer materials shall be compatible with the


hydrocarbon to be measured. Material validity
certificate shall be supplied for service piston.

7.2.7 Section 3.6 (Valves)

(Addition-1): Inlet and outlet block valves shall be furnished. Both


valves shall be ball valves meeting the requirements of
04-SAMSS-051.

(Addition-2): If liquefied petroleum gas (LPG), butane or propane is


specified as the service on the Instrument Specification
Sheet, Form 8020-121-ENG, the outlet block valve shall

meeting the requirements of the Instrument Specification
Sheet, Form 8020-121-ENG. The inlet hose shall have
an API adapter for connection to the plant piping. The

outlet hose shall have an API coupler for connection to


the plant piping or tank truck, as applicable. The coupler
and adapter shall meet the requirements of API RP 1004.

7.2.9 Section 3.7.1 (Connections for Prover Calibration)

(Addition-1): Two 2-inch or larger flanged connections shall be


provided for each prover. One connection shall be
located upstream of the pressure gauge and test
thermowell on the inlet piping. The other connection
shall be located between the temperature and pressure
instruments on the outlet piping.

7.2.10 Section 3.8 (Detectors)

(Modification-1): Externally mounted optically actuated detector


switches shall be provided.
(Addition-1): Each detector switch shall be non-adjustable and shall be
provided with a means for sealing the switch in place

7.2.11 Section 3.9 (Peripheral Equipment)

(Addition-1): The flow computer and laptop computer shall be


furnished with the prover. Laptop shall be of the latest
up-to-date specification capable communicating with the
flow computer. Laptop shall also be ordered to match
Aramco IT specification and shall be endorsed by IT
maintenance and replacement program. The flow
computer shall meet 34-SAMSS-841 requirements and
shall be capable of communication with other computers
and devices, as specified.

(Addition-2): The flow computer shall be of panel mounted type and


shall provide as a minimum single meter run with single
pulse inputs from the meter under test. The flow
computer shall have an option to configure two meter
runs using single pulse from each meter run. Integrated
proving within the same flow computer or using a
dedicated flow computer is acceptable for the proving
methods outlined in API MPMS 4.8.

(Addition-3): Multivariable sensors being an integrated part of the flow


computer are acceptable providing it satisfies the
metering design requirements per API MPMS 5.

(Addition-4): The laptop computer shall act as a graphical user


interface for the flow computer and shall be capable of
generating and storing proving reports from the data
calculated or stored in the flow computer.

(Addition-5): The Small Volume Prover shall have the capability to


receive retransmitted pulse signals from the Preset
Controller without degradation of the signals (unaltered
pulses).

7.2.12 Section 4.3.4.1 (Maximum Displacer Velocities)

(Modification-1): The prover diameter shall be selected to limit the


displacer velocity in the calibrated section to 1.5 m/s
(5 ft/s) at the maximum linear (continuous) flow rate
for the largest meter to be proved.

7.2.13 Section 4.3.4.2 (Minimum Displacer Velocities)

(Modification-1): The prover shall be designed to maintain the displacer


velocity above 0.075 m/s (0.25 ft/s) at the minimum
design flow rate.

7.2.14 Hoses
a) Two lightweight hoses in accordance with BS EN 1765, shall be
supplied with each SVP, one for inlet connection and one for outlet
connection as specified on the Instrument Specification Sheet, Form
8020-121-ENG.
b) The inlet hose shall terminate with a female-end API coupler
(dry-break) on one end, and a male-end API adapter (dry-break) on
the other. Both the coupler and the adapter shall conform to the
requirements of API RP 1004.
c) The outlet hose shall terminate with a female-end API coupler
(dry-break) for attaching to a tank truck on one end, and a matching
connection as in the Instrument Specification Sheet, Form
8020-121-ENG with an ANSI RF flanged hose connection on the
other to be attached to the mating flange on the swivel-joint piping
installed at the Prover outlet.
d) Hoses shall be conveniently and securely stowed on the trailer for
easy access by the operator.

7.2.15 Electrical

SVP power transformer output.
d) A voltage transformer matching the field available inputs certified
for use in hazardous location at 65°C maximum ambient
temperature shall be securely mounted on the trailer to provide the
power requirements.
e) Available voltages on location may include one or more of
480 VAC 60 Hz, 208 VAC 60 Hz and 120 VAC 60 Hz.
f) LEDs or lamps shall be provided on the transformer and Prover to
alert operator when power is ON. Mating plugs, sockets and other
wiring accessories shall be provided as required.
g) The SVP skid shall include provision for static grounding,
consisting of a ten (10) meter, spring type cable with clamp on the
free end for connection to the structure of the loading island where
proving will take place.
h) A rubber-sealed storage box shall be installed on the trailer for
storage of all loose Prover signal and electrical cables.
i) The communication cable connection from the prover flow
computer to the laptop shall have enough length per the Instrument
Specification Sheet, Form 8020-121-ENG to position the laptop
outside the hazardous zone.
j) The SVP skids shall be provided with an electric system that
consolidates all of the electrical connections into adjacent terminal
box(es). Electrical connection shall be a flameproof four-pin plug
for 480 V supply, or 3-pin plug for 120 V supply, with 10 meters
flexible, armored type cable cord. Minimum copper size shall be

k) Metallic conduit shall be grounded at both end points, when


applicable. Conduit grounding may be accomplished:
 Externally with approved grounding clamps and conductors.
 Through a grounded enclosure having integral threaded bushings
or using a conduit hub (such as Myers hub), which is approved for
grounding purposes, or through an approved grounding bushing.
l) Grounding with locknuts is not acceptable.
m) All conduits and multi-conductor power cable shall contain a
grounding conductor.
n) Breathers shall be installed at high points in the conduit runs and
drains shall be installed at low points as per NFPA 70 (NEC)
requirements.
o) Earthing cable shall be single core, stranded copper, PVC-insulation
colored green and yellow, sized to suit duty. Two earthing bosses
shall be provided on skids at diagonally opposite ends for
connection to main earthing systems.
p) Conduit connections shall be bottom entry only.

7.3 Trailer Specifications

7.3.1 Base Frame and Trailer


a) Base frame shall be simple open-frame unit fabricated from standard
steel sections per manufacturer’s specification.
b) Similarly, the trailer is proprietary to the trailer manufacturer and is
a part of their standard supplied in according to the government
regulations.
c) Ancillary support steelwork for the attachment of the instrument,
panels, pipe supports, etc., shall be in accordance with
ASTM A36/A36M.

7.3.2 Trailer
a) The top of the platform shall be heavy- weight ¼” inch (6 mm)
aluminum alloy diamond-pattern deck plate bolted or riveted to the
chassis below.
b) The chassis itself along with all critical fabricated steel parts will be
heavy duty galvanized. The arrangement avoids the buckling of the

deck plate during seal- welding.


c) The frame shall be heavy-duty steel box section with cross members
at 4 feet intervals. The A-frame will be heavy duty steel channel.
d) The twin axles will be mechanically braked on all four wheels.
e) The trailer shall be fitted with wheels of rim size 4 stud 5½ PCD
with 175 R15 6 Ply 94 tires, or better.
f) Grease tolerance shall be -30 to +110°C.
g) The trailer shall be equipped with tow tubular Adjustable coupling.
h) The jockey wheel is a heavy duty Ribbed Jockey or H/D fully
retractable fold up jockey. The corner steadies are wind down
having 1.5 ton (1,500 Kg) maximum design load.
i) Equipped with rear and side lights that will be indicating, stop, turn
and reverse indicator lights with suitable plug.
j) Mudguards shall be fully Galvanized Steel Tandem.

7.3.3 Certification and Documents


a) NDE- Trailer and support frame
b) 100% visual all welds
c) 10% MPI on other structural and critical weld

8 Testing and Inspection

8.1 Hydrotest

Prior to application of internal coating, external paint and insulation, all piping
and piping components shall be hydro-tested. The following test as a minimum:
a) The assembled module shall be hydro-tested at the factory prior to the
Factory Acceptance Test (FAT).
b) Unless limited by flanges or valves in the line, the hydrostatic strength test
pressure shall be calculated to produce a hoop stress of 90% of the specified
minimum yield strength but not less than the minimum test pressure per
ASME B31.3.
c) Hydrostatic test shall be conducted before the application of internal and
external coating system and insulation.

d) Hydrostatic test diagrams and test procedures shall be prepared and


submitted by Vendor for approval. These shall describe the limits of piping
and equipment included in each pressure test, test temperature, test fluid
and line flushing requirements.
e) Approved test diagrams and procedures shall be made available to Saudi
Aramco Inspector prior to conducting the test.
f) The hydrostatic test shall be designed to allow complete, verifiable drainage
of the system being tested to minimize corrosion damage related to
hydrostatic testing. If verifiable drainage is not practical, the Vendor shall
lay up the system after testing to minimize corrosion damage related to
hydrostatic testing. The lay-up procedure shall be submitted to Saudi
Aramco for review and approval prior to application.
g) The system while being tested shall be protected from over pressure by
relief valves of adequate capacity set to relieve at 5% percent above the
strength test pressure. The relief valves shall be tested, dated and tagged
within one week prior to the test. Sizing of relief valve used for testing
should follow the requirements of API STD 520 PT I.
h) A bleed valve shall be provided to protect the piping and equipment from
over pressure, in addition to the pressure-relieving device. The bleed valve
shall be readily accessible in case immediate depressurization is required.
i) Pressure gauges shall be calibrated before use. Calibration interval shall not
exceed one month. A minimum of two pressure gauges are required for the
test system and verified that they are within 5% of each other when in use.

8.2 Integration Test


a) The Vendor shall assemble and integrate the equipment supplied
(e.g., Prover, flow computer, laptop computer, and other instruments).
b) The Vendor shall prepare a procedure for the Integration Test and submit
for approval to P&CSD/PID/CMU prior to the testing.
c) The vendor shall conduct a comprehensive integration test. The vendor
shall demonstrate the control and operation of the entire system.

8.3 Prover Calibration


a) Vendor has to provide calibration procedure for Aramco review. Part of
prover calibration is to start by performing prover leak detection test on the
prover seals and internal cylinder seals to be performed at a minimum of
6 points evenly spaced of the shaft span.

b) The prover volume shall be calibrated at the factory using the waterdraw
method in accordance with API MPMS Chapters 4.9.1 and API MPMS
Chapters 4.9.2. This factory calibration calculation and reporting shall be
done in accordance with API MPMS Chapters 12.2.4. The basic
functionality of the prover shall be verified during the factory calibration
c) Final SVP calibration shall be conducted in the field using the waterdraw
method in accordance with API MPMS Chapters 4.8, 11.4.1and 12.2.4, and
witnessed by Saudi Aramco and Ministry of Petroleum of Mineral
Resources (MINPET) if it is used in royalty measurement system.
d) The prover calibration shall be conducted at its installed position,
horizontally or vertically, by an approved third-party inspector and
witnessed by Saudi Aramco.

8.4 Factory Acceptance Test (FAT)


a) If a stationary skid-mounted prover is specified on the Instrument
Specification Sheet, Form 8020-121-ENG and the prover is furnished as
part of a metering system, its performance shall be verified as part of the
FAT for the metering system in accordance with the requirements set forth
in SAEP-21 or SAEP-50, as applicable.
b) For both stationary & portable provers, full functional flow test for each
SVP component shall be conducted at the Vendor’s site. All necessary
repairs, replacements and modifications to hardware and reports shall be
completed at the factory before shipment to the field.
c) The results of the SVP calibration conducted at the factory shall be reviewed
during the FAT in accordance to SAEP-21 or SAEP-50, as applicable.
d) If a portable prover is specified on the Instrument Specification Sheet Form
8020-121-ENG, a FAT shall be conducted to verify its performance. In this
case, signals from the meter, and meter’s temperature and pressure
instruments may be simulated.

8.5 Site Acceptance Test (SAT)

The performance of the SVP and associated equipment shall be verified during a
SAT in accordance with the requirements set forth in SAEP-21 or SAEP-50, as
applicable.

8.6 Inspection

Items manufactured to this Specification are subject to the minimum Inspection


requirements as specified in Saudi Aramco Inspection Requirements Form
175-341210.

9 Accessories

The Vendor shall provide the following accessories:


a) Two spare detector switches
b) One set of piston seals
c) One set of poppet valve seals
d) One set of main shaft seals.

The Vendor shall furnish standard test measures meeting the requirements of
API MPMS 4.7 as specified on the Instrumentation Sheet, Form 8020-121-ENG.
The test measures shall have volumes calibrated “to deliver” by the U. S. National
Institute of Technology and Standards or other approved weights and measures agency.

10 Identification Tagging

An identification tag of an AISI Series 300 (Austenitic) type stainless steel shall be
attached to the equipment securely with similar stainless steel or Monel fasteners.
The tag shall be marked by raised letters or die stamping with the following information
and shall be located so that the information can be read after the equipment is installed:
a) Purchase Order Number
b) Manufacturer
c) Part/Model Number
d) Serial Number
e) Material
f) Date of Manufacture
g) Equipment Tag No.
h) Pipe Outside Diameter, Inside Diameter, Wall Thickness (inch/mm)
i) Maximum Allowable Working Pressure (MAWP) and Design Temperature
j) Base Prover Volume (U. S. bbl @ 60°F & Liter @ 15°C)
k) Modulus of Elasticity (KPa)
l) Design Nominal K-factor
m) Manufacturer, Type and Thickness of Internal Coating
n) Flow Tube Material
o) Area Coefficient of Thermal Expansion for Flow Tube (1/C or 1/F)

11 Shipping Requirements

11.1 General

All equipment and internals being shipped shall be braced and temporary
supports shall be provided, if required, to prevent damage during shipment.

11.2 Internal Protection

The internals of all piping, fabricated and assembled equipment shall be


completely cleaned and dried to the satisfaction of the Saudi Aramco Inspector.
A non-toxic vapor phase corrosion inhibitor (CORTEC VpCI-609, or
equivalent) shall be applied to the internal surfaces of all piping fabricated and
assembled equipment. Or as an alternative to the non-toxic vapor phase
corrosion inhibitor the unit could be pressurized with unreacting nitrogen gas.

11.3 External Protection

All external piping & structural surfaces shall be prepared and coated in the
shop with the complete Saudi Aramco coating system (primer and final coats).

All bolts, nuts and the faces of open flanged connections shall be coated with
temporary protective coating such as petroleum paste.

Permanent blind flanges or covers shall be installed with the gaskets and bolts
required for service.

Each connection shall be fitted with a neoprene gasket, and vapor tight steel
cover. The cover shall be held in place by a minimum of four equally spaced
bolts.

11.4 Electronic and Electrical Equipment

The Vendor shall determine if electronics and instruments are susceptible to


damage from shock, weather or extremes of temperature during shipment.
If required, such items shall be removed after the functional test and shipped
separately.

12 Documentation

12.1 The Vendor shall provide nonmaterial items as shown on Form NMR-7907.

12.2 The Vendor shall certify that the piston, flange o-ring, and plunger or ram seal
materials are compatible with the service to be used for.

12.3 The Vendor shall furnish the certificate and calculations for the factory prover
calibration.

12.4 The Vendor shall submit two copies of Electronic Files on CD-ROM for all
drawings, data sheets, specifications, manuals and other documents.
