Recommendation to accelerate Energy Efficiency, Conservation

Demand Management Sector & Initiatives.

• State Bank Green Financing for EE and DM initiatives for industries should be
immediately announced as was done for distributed solar PV in the country.
The financing scheme significantly catalyzed distributed solar PV deployment
in the country and continues to do so. EE and DM initiatives are far more
investable than solar PV projects hence the loan tenors can be for 5 years
instead of 10 years (for solar PV) with collateral being the equipment being
purchased.
• Pushing for more technical and performance oriented industrial subsystems
and minimum operational requirement documents. KPI’s to be developed
across industrial categories and encourage competition.
• Having tools for carrying out comprehensive energy audit is crucial, NEECA
should advocate with customs dept to remove all import duties on EE & DM
tools. More tools mean more people will be monitoring and measuring their
energy performance.
• Licensed companies for carrying out energy audits, with minimum team and
certification requirements. Similar to how AEDB developed its V1-solar
Installers program (Though they are quiet a few challenges in that area but
can be worked around).
• Mandatory requirement for industries to carry out detailed level III energy
audits from licensed firms after every two years.
• Continue to push for trainings and certification (more the merrier). AEE (CEA,
CEM, CMVP), LEED and ISO 50001 certification to be encouraged. Detailed
deep dive trainings to be conducted for professional energy auditors of
specific industrial subsystems, by inviting key subject experts.
• Mandatory requirements for new building constructions (on envelop, energy
systems, appliances, HVAC etc.)
• Encouraging more ESCO companies to set up camp in the country, removing
regulatory challenges and developing standardized gain/share agreements
and determining how to define energy baseline & energy use index.
• More defined & robust energy monitoring & measurement protocols, since
there are a lot of energy audits companies that carry out audits every year
that results in no advantage for the end user. This discourages the sector in
general.
