THE PROBLEM AND ITS BACKGROUND

1.1 Introduction

The coronavirus pandemic is a raging global health crisis that has dispersed the largest threat to
humanity ever since World War II. It unbelievably spread over Wuhan, China, up to every corner of the
world even the continent of Antarctica didn’t escaped. The mounting death tolls, which now exceed more
than one million, have shattered the human race. It sparked a global economic downturn and deprived
countless people of their fundamental human rights.

1.2 Background of the Study

In December of 2019, China has treated numerous cases of pneumonia of an unknown cause and
later found out that a new virus has been spreading across Asia. On the first month of 2020, the mentioned
country has announced its first death of the virus, following an announcement from the World Health
Organization (WHO) declaring a global health emergency. Countries restricted travel in and out of their
territory to prevent the spread of the virus. Unfortunately, people were still infected, thus, increasing the
number of infected patients, which also increase the demand of quarantine facilities to be provided for better
isolation from the public (WHO, 2020).

Studies have shown that the new novel corona virus is primarily spread between people through
respiratory droplets and communication routes such as a person's nose or mouth. However, airborne
transmission was not reported in a recent WHO study of 75,465 COVID-19 cases in China. The presence
of microbes within the particle emitted by a carrier distinguishes airborne transmission from droplet
transmission, which is distinguished by the presence of microbes within the particle emitted by a carrier,
which is a common confusion among people. Researchers and scientists around the world are now
investigating and checking whether the new type of corona virus can be transmitted through the air by
taking air samples from symptomatic COVID-19 patients, but no Covid-19 RNA has been discovered in the
samples.

Isolation and quarantine are public health measures that protect the public by limiting exposure to
individuals that have or may have an infectious disease. According to U.S. Department of Health & Human
Services (2020), Isolation is a method of separating sick people with infectious diseases from healthy
people. While, quarantine is the process of separating and restricting the movement of people who have
been exposed to an infectious illness in order to see whether they become ill. These individuals may have
been exposed to a disease but are unaware of it, or they may have the disease but do not show symptoms.
A quarantine complex is where positive COVID-19 patients are to be quarantined with medical treatment is
done to lessen the virus that is spreading in the present times. Similar structures has now been constructed

all throughout the world and more are being built for better healthcare and for preparation for future events
similar to the current pandemic.

1.3 Statement of the Problem

The Philippines is one of the countries that are affected by the virus, COVID-19. Various actions,
like wearing of facemasks and face shields, lockdowns, were conducted by the Philippine government to
prevent the spread of the virus all throughout the country. Although, vaccines are finally being distributed,
compared to last year’s COVID-19 case count, this year’s cases doubled the count from the previous year
because of new variants that has accumulated the country. Hospitals are in need of more equipment and
isolation facilities to provide better medical treatment to the patients. With the rapid increase of COVID-19
patients, most hospitals are already full of patients to treat and medical workers are either tired or have also
been infected by being in close contact with the positive patients. This calls for providing a better isolation
facility that could provide better quarantining and medical treatment of the frontliners to the patients.

The appointed architects are given the opportunity to do a site selection process that is preferable
in the outskirts of NCR, minimum land area of 3 hectare maximum of 6, near a tertiary hospital, is in an
urban place, and is away from people’s reach. With further research, a site has been chosen that meets
the criteria stated. The architects also chose a site that has government perks, good natural air flow for a
well-ventilated structure, and is already paved to avoid cutting down vegetation.

1.4 Project Objectives:

The following are the project objectives for the proposed NCR Quarantine Complex:

 To obtain substantial knowledge in designing and planning a quarantine complex.


 To be able to plan and design a quarantine complex that can address opportunity of both current
and future needs for the users’ ease and comfort.
 To be able to plan and design a quarantine complex that meets the protocols and safety
requirements provided by the WHO guidelines.
 To safeguard the users and the building itself from possible man-made or environmental hazards.
 To utilize a cost effective and sustainable economic operations
1.5 Significance of the Study

COVID-19 patients have been increasing in number these days and hospitals are running out of
facilities to isolate them from the public. The project will provide better healthcare for the patients, as well
as better facilities and equipment to somehow bring ease to the medical workers’ tiring job. Searching for
the appropriate lot for the Complex would be beneficial for natural air flow in and out of the building. Through
providing a better health facility, the quarantine complex will fulfill its purpose in isolating and treating the
patients, as well as serving the medical workers to conveniently do their job. This quarantine complex will
not only meet the current need, but it will also prepare for similar situations in the future.

CHAPTER 2

REVIEW OF RELATED LITERATURES AND STUDIES

2.1 Foreign Review of Related Literature

2.1.1 Pandemic Adaptability

The worldwide coronavirus disease in 2019 was the transpired by the progression of Severe Acute
Respiratory Syndrome Coronavirus 2 (SARS-CoV-2). Since then, the virus and correlated disease are
named Coronavirus and COVID-19, respectively (Amoatey et al., 2020). It is transmitted through contact
with an infected human, either directly or indirectly. In March 2020, the World Health Organization (WHO)
asserted COVID-19 as an epidemic at the time of its first outbreak and as a global pandemic. Studies of
Barcelo (2020), shows a strong connection between COVID-19 infection and air quality, a combination of
elevated atmospheric air pollution levels and the virus putting the population at risk. Therefore, recent
research suggests that viruses can be transmitted indoors through the air, especially in crowded and poorly
ventilated environments. Infections are more likely in cities with poor air quality, particularly in areas with
the lowest Air Quality Index. In the COVID-19 pandemic, air quality continues to be a vital environmental
factor.

The studies of Government of Canada (2021), shows that increased SARS-CoV-2 transmission
has been linked to crowded indoor environments. The infectiousness of the human, the infectious person's
habits, and the size and ventilation of the indoor space are all likely factors in increased SARS-CoV-2
transmission in indoor settings. There is a high probability of transmission in confined places because of
activities such as excessive talking, high-intensity workouts, singing, and creating noisy environment.

The effect of indoor atmosphere quality on occupant wellbeing has long been a topic of study in
architecture and public health. IAQ, thermal comfort, and visual and acoustic environments have all been
established as markers of indoor atmosphere quality in previous studies. The effect of the urban
environment on citizens' wellbeing is thought to be moderated by the efficiency of the indoor environment.
Sick building syndrome tends to be exacerbated by the accumulation of indoor pollution pollutants. Figure
2.1.3 reveals the connections between environmental health and the expected outcomes and impacts. As
shown in the figure, the current pandemic is focusing on the negative health impacts of the built
environment, such as bad air quality caused by inadequate ventilation. Since people spend approximately
90% of their time indoors, indoor air quality (IAQ) tends to be a significant factor influencing occupants'
fitness, convenience, happiness, and productivity. Thus, the accumulation of numerous air pollutants in the
indoor atmosphere determines IAQ, which has long been a key factor in evaluating the efficiency of different
buildings (Chan and Liu, 2018; Naethe et al., 2020; Rowan and Laffey, 2020; WHO, 2010; Yuan et al.,
2019). However, installing heating, ventilation, and air conditioning systems in a building can only worsen
the infection's spread across the building.

To minimize SARS-CoV-2, the virus that causes COVID-19, the CDC (2021) suggests a multi-
layered solution. To minimize the transmission of disease and the chance of exposure, this strategy
employs a variety of prevention techniques, including upgrades to building ventilation. Physical distancing,
wearing facial masks, hand grooming, and vaccines are also part of the layered solution, in addition to
improved ventilation. SARS-CoV-2 virus particles propagate more easily between people indoors than
outdoors. Indoors, viral particle concentrations are often higher than outdoors, where even a mild breeze
will quickly lower concentrations. Ventilation prevention techniques can help minimize viral particle
concentrations when used indoors. The smaller the concentration, the less likely virus particles are to be
inhaled into the lungs (potentially reducing the inhaled dose), come into contact with the eyes, nose, and
mouth, or slip out of the air and collect on surfaces. Airborne loads can be reduced, and the total viral dose
to passengers can be reduced, thanks to protective breathing procedures and therapies. In most cases,
reoccupying a house after the COVID-19 pandemic would not necessitate the installation of new building
ventilation systems. Upgrades or enhancements to ventilation systems, on the other hand, will maximize
the distribution of filtered air while still diluting possible pollutants. When making improvements to HVAC
systems and facilities, consult with qualified heating, ventilation, and air conditioning (HVAC) experts. Prior
to the pandemic, buildings that had safe, code-compliant indoor air quality may have improved for pandemic
occupancy with less expensive measures. In order to improve ventilation, it is important to consider open
air circulation. Reduce or remove HVAC air recirculation by opening outside air dampers above the required
settings. Increase outside air flow by opening windows and doors as the temperature permits. If opening
windows and doors poses a protection or health danger to building occupants (e.g., risk of crashing, causing
asthma symptoms), do not do so. Even a slightly ajar window will let in healthy outdoor air. Lastly, ensure
that ventilation systems are working correctly and that each room has adequate indoor air quality for the
current occupancy level.

2.1.2 Hospital infection management issues, challenges, and protocols to protect
healthcare staff

Quarantine facilities can range from living at home to being admitted to a hospital's Intensive Care
Unit (ICU), with several options in between. As this was a global phenomenon, the standards and conditions
naturally differed from country to nation. Problems, challenges, and infection prevention protocols to secure
healthcare staff in hospitals, personal protective equipment (PPE), and social distance were all addressed
in the selected papers. To combat COVID-19 at the hospital, young medical personnel should be on the
front lines. COVID-19 can be prevented by checking room and body temperatures, avoiding aerosols, and
treating emergency situations.

Healthcare workers are facing heavy workloads and high risk of infection with COVID-19. The safety of
HCW is essential in order for them to provide the best possible medical services for infected persons.
Studies shows that in certain nations, the number of infected patients rose on a regular basis, and
physicians and nurses worked 12 hours a day (WHO, 2020). According to Sun Huh (2020), personal
protective equipment is required to protect healthcare workers especially in hospitals. Hair should be
repaired and jewels should be discarded to prevent exposure, according to certain helpful personal
protective equipment (PPE) guidelines. Since medical personnel should use the restroom before starting
practice, it is advised that they drink water before using (PPE) to avoid dehydration. As well as, the
increased workload and lack of HCW would raise the risk of COVID-19 infection among medical personnel.

To prevent contamination with COVID-19, studies of Tarakji and Nassani (2020) recommends that
senior elderly healthcare staff in hospitals should operate at a healthy distance rather than on the frontline.
Personal protective equipment is needed for both hospital employees and dental practitioners. We assume
that, in the midst of a public health crisis, the above guidelines will provide invaluable advice to healthcare
staff and dental practitioners.

2..1 Pandemic Facilities and Guidelines

Requirements for Quarantine facility in a community-based facility as recommended by NCDC (2020):

Location: A Quarantine facility is must be away from residential areas or densely populated places.
Hence, it is recommended to be situated in the borer of urban areas but as much as possible, it must be
within the vicinity of a tertiary hospital facility that can provide critical care.

Access considerations: It should have a designated parking spaces for different type of users
especially for Ambulances and other emergency vehicles. Accessibility for the distribution of food, medical,
and other supplies is also important. As well as accessibility for handicapped people in order for them to
enter in and out of the buildings safely and comfortably.

Ventilation capacity: It is an advantage to use passive cooling within the building in order to save
energy costs, protect the environment and more importantly to halt the spread of COVID-19.

Functional requirements:

• Rooms/Dormitory separated from one another may be preferable with in-house capacity of 5-10
beds/room
• Each bed to be separated 1-2 meters (minimum 1 meter) apart from all sides.
• Lighting, well-ventilation, heating, electricity, ceiling fan
• Potable water to be available
• Functional telephone system for providing communications.
• Support services- fooding, snacks, recreation areas including television
• Laundry services
• Sanitation services/Cleaning and Housekeeping
• Properly covered bins as per BMW may be placed

Space requirements for the facility:

• Administrative offices- Main control room/clerical room


• Logistics areas/Pharmaceutical rooms5
• Rest rooms- doctors/nurses/supporting staffs
• Clinical examination room/ nursing station / Sampling area
• Laundry facilities (on- or off-site)
• Mess/Meal preparation (on- or off-site)
• Holding area for contaminated waste
• Wash room/Bathroom/Toilet

Social support resources/ Recreational areas:

• Television and radio / Reading materials/ indoor plays

Monitoring the health of contacts: During that period, contacts should be monitored at least daily
for fever and respiratory symptoms.

Risk assessment of the quarantine facility

Areas in a Quarantine Facility were categories according to the risk level. Risk management entails
determining the biohazard risk precaution thresholds, as well as the practices that go along with them
(NCDC, 2020). These are the following:

 Low risk areas: Control room core of quarantine center, nursing station, and parts in kitchen where
food is prepared provide little close interaction with evacuee offenders.
 Moderate risk areas: These are areas where Infectious aerosols are created from places where
the suspects were inhabiting in their bed linen, pillows and nearby clothes; low concentration of
infectious particles. Also, there is a contaminated surface near the quarantine areas.

 High risk areas: Medical consultation rooms and sample collection areas are examples of high
risk areas where close contact with suspected cases is possible such as high concentration of
infectious particles while coughing, sneezing, gag reflex during nasopharangeal & oropharangeal
sample collection. Also, Toilet and bathroom areas, dining areas, areas of bio-waste collections,
segregation and disposal.

Securing Entry and Exit points

For safety and prevention of COVID-19, the control center, where a person entering a quarantined
building receives proper infection control preparation and awareness. The international biohazard alert icon
and sign must be posted on the doors of criminal holding rooms, BMW control areas, and areas where
samples from higher-risk groups are treated (NCDC, 2020).

Establishment of Infection Prevention Control (IPC) measures

According to studies, the likelihood of contamination by potentially infectious quarantine persons to


health services, other workers, and the nearby areas was assessed. A special cubicle for individuals
developing minor symptoms for temporary monitoring (transit room) can be considered so that any
symptomatic individual is isolated as soon as possible and dissemination to other clusters of people is
prevented. (NCDC, 2020).

Biomedical waste (BMW) management

To ensure that biomedical waste management in the facility takes place as per standard guidelines,
separate yellow, red /black bags, foot operating dustbins needs to be kept at each floor and outside the
facility. It is to strictly ensure that Doffing takes place in the designated area with all the PPE kit including
mask, gloves is properly placed in yellow bags. All the health care workers collecting the possible infectious
material such as food items, PPE kits from yellow bags should also wear PPE and following the IPC
measures. Designated place to be earmarked outside the building for collection of yellow and black bags.
It should be collected at least twice daily by biomedical waste management vehicle/any other local
established practice (NCDC, 2020).

Guidelines for disinfection of quarantine facility

Since there is still a possibility of COVID-19 transmission in the surroundings for many days, cleaning
materials containing antimicrobial agents proven to be effective against coronaviruses should be used to
disinfect premises and areas easily polluted with the 2019-nCoV before re-use. In addition, experiments
with SARS-CoV revealed that sodium hypochlorite is successful. (NCDC, 2020).

Additional Recommendations for Specific Healthcare Settings

Place visual reminders for hand hygiene, respiratory hygiene (including the use of cloth face
coverings), and cough etiquette at entrances and in strategic locations, such as signs and posters in
appropriate languages. Maintain as much physical distance as possible: Increase workstation spacing to
use video conferencing. Also, Reduce the number of people permitted in public spaces such as breakrooms
and elevators. Only allow people that are absolutely necessary for the patient's physical or mental well-
being and treatment to enter the facility. Instruct all guests to wear a facemask or a cloth face covering
when in the hospital, to wash their hands frequently, and to limit their visit to the patient's room or other
specified areas (CDC, 2021).

2.2 Local Review of Related Literature

2.1.1 PDP Architects crafts plan to repurpose multi-purpose halls and barangay centers as
quarantine facilities by PDP Architects (2021)

“Architecture in Action” movement was proposed by the Managing Director of PDP Archiotects
Cathy Saldaña. Iot is a design of a quarantine facility which can be excevuted in already built spaces such
as hospital grounds, sports or multi-purpose halls and barangay centers with large open spaces. The
proposed quarantine facility design was accompanied by the Ted Jacob Engineering Group which is a
company that has a specialization of designing hospital projects and has applied all of the knowledge they
know and with the help of the healthcare architect Dan Lichuaco in drafting the plan of the quarantine
facility.

Each quarantine facility can be designed up to 100 to 500 meter per square and has a great natural
ventilation to prioritize all the isolation materials as it is more important to make sure the virus won’t spread.
The proposed quarantine facility is using a module that can be connected to one another and it is adaptable

to various locations, and can be easily installed. A 12-bed module can be installed in less than a week with
a proper integration of materials and stable structure.

The proposed quarantine facility will be built using materials that are readily available adapting to
whatever is available and ready in use but still having a stable structure. Using a galvanized steel pipe with
protective plastic covering and partitions used are vinyl plastic sheets on steel framing for an easier cleaning
remedy and can be wiped down with any solution. The bed frames were made of foams that are washable
and metal and it is important that the bed sheets are thrown away after use and bathrooms must be
sanitized after use.

The ventilation and managing the air pressure in each room should be the priority; the potentially
contaminated air must be pushed back creating negative air pressure. Fans and blowers are used for the
short solution for the air circulation and blockage.

The quarantine facility aims to decongest the hospitals and create more isolation spaces and
monitor more people for the hospitals to focus on the patients that is critical and in need of medical care.
The sanitation process is handled by the government powers as it needs a proper disclosure regarding the
waste disposal.

2.1.2 COVID-19 isolation facilities buildable within two weeks by Santos (2021).

Shortage of beds in hospitals is a problem during this pandemic, John Ryan Santos + partners
proposed a design Rapid-Build Hospital Isolation Units known as the Sagip Kanlungan project as a
response in this problem.

Standalone structures were proposed in the Rapid-Build Hospital Isolation Units (RBHI) has a one-
story building that has 18 isolation rooms. Each unit has a measurement of 12.8 x 38.4 meters which is 491
meter per square. This quarantine facility is to be built an open area within the complexes of public and
private hospitals. Each existing hospitals can build several isolation facilities depending on the available
space/area. The number of rooms also depends on how many beds are needed for the isolation facility,
aside from having a standalone isolation it can also be a help for the hospitals and will easily monitor
patients as it is closer to their area.

This quarantine facility aims to help hospitals to free up their beds and focus on the patients with
severe symptoms and in need of special medical care cponsidering the overcapacity number of hospitals
and to have better healthcare services. Aside from the benefits that is given this quarantine facility can be
ready within 12 days or less with 20-30 workers and has a lifespan up to 3 years with good maintenance.
Materials used are Light gauge steel and fiber cement boards which is a rigid and semi-permanent
structures that can withstand most weather. Light Gauge steel known as metal stud framing is readily
available in the local market and can be transported to hospitals in the province.

After the pandemic is over the standalone quarantine facility can remain usable to the hospitals or
can be removed and use the space for other agendas.

Access to the building is via a central decontamination vestibule that serves the entire unit. This central
corridor provides access to all 18 rooms.

The main door is air-locked, and two fire exits are stationed at both ends of each RBHI unit.

Nursing stations inside each RBHI unit are fully enclosed and contained units accessible via air locked
ante-room for staff protection.

In compliance with the guidelines set by the Joint Commission International and the World Health
Organization, each isolation room is equipped with an ante-room with PPE rack and toilet.

Fitted with a negative air pressure handling system, the design prevents cross-contamination,
allowing the air to flow inside but not escaping the room.

2.3 Foreign Case Studies

2.3.1

Project Title: Modular Integrated Construction (Mic) Covid-19 Quarantine Project

Project Location: Lei Yue Mun Park & Holiday Village, Chai Wan Rd, Sai Wan Shan,
Hong Kong

The Modular Integrated Construction quarantine project was built in early March 2020 by the Hong
Kong government for a temporary quarantine facility as the cases of covid-19 during this pandemic is
arising. It is a 100 single room homes that is built in rows in an outdoor sports area which will be used as
an isolation area for the citizens who has contact or been in an area that has a positive COVID-19 carrier.
The quarantine facility was completed in just one month which became a problem for the Hong Kong
government so they used lightweight construction materials that could be easily installed at the factory and
transported at the site and can also be relocated and re-install for future changes.

Modular fire protection

The quarantine facility has also a modular fire protection for the safety of all the possible users.
There are some key attributes for the materials that were used in this quarantine isolation project. The
materials that were used in this construction scored the highest, 10 out of 10 in the ASRM D3273 Mold
Resistant Test (Standard Test Method for Resistance to Growth of Mold on the Surface of Interior Coatings
in an Environmental Chamber), proven that can withstand and be exposed to limited weather up to twelve
months, 1-hour fire rating protection in columns, beams and cladding walls or the shaft wall.

Application fields

The modular fire protection can be applied to walls and it is ideal to be used in high-rise buildings
in enclosing shaft wall for lifts and elevators and other mixed used buildings and high-rise commercial
buildings.

The benefits of using this modular fire protection is that its water, moisture and mold resistance
which makes it easier to sustain in the future. It uses water resistance gypsum core with water-repellent
glass-mat on each sides and up to 1 hour fire rated systems.

This project specifically used fires top to make sure that it is safe for the users. Fire stop is
specifically formulated fire-resistant core plasterboard providing an ideal solution for projects where specific
fire resistance ratings are required in partition wall and ceiling systems. It is used in proprietary systems
providing lightweight fire and acoustic performance.

Project Title: Hebei Quarantine Camp

China is building a giant quarantine center to house more than 4,000 people as an outbreak of
coronavirus raises alarm in the northeast of the country ahead of next month’s Lunar New Year holiday.

In this aerial photo released by China's Xinhua News Agency, workers build a large centralized
quarantine facility capable of holding several thousand people in Shijiazhuang in northern China's Hebei
Province, Saturday, Jan. 16, 2021 (Yang Shiyao, 2021).

The massive camp on the outskirts of Shijiazhuang, the capital and largest city in Hebei province,
is expected to house close contacts of COVID-19 patients, CNN reported Wednesday. The site was initially

planned for 3,000 people, but authorities have expanded it to house as many as 4,160, according to the
network.

Construction workers was sent to help build the remaining project as soon as possible it is reported
that a section of the building is already done and can be used by patients. This quarantine camp began
construction on January 12. The first rush built was the hospital in Wuhan which is the first coronavirus
epicentre. China has started to follow and adapt the strict measures as the COVID-19 rapidly increases in
Heibei that is surrounded by Beijing and other provinces in the north.

Aside from this quarantine camp a new quarantine centres and several hospitals are under
construction in Heibei and one of that is a 1500 rooms that was built in just 5 days. The new quarantine
camp will house close contacts of confirmed Covid-19 patients, as authorities continue an extensive contact
tracing and testing program. The quarantine camp was supposed to house 3,000 possible covid-19 patients
but the government made it possible to house 4,160 as the construction workers worked harder in six days
and nights. Each room is 18 square meter and has own bathroom and shower, desk, chair, beds, Wi-Fi,
and television set.

2.4 Local Case Studies

2.4.1

Project Title: Bulacan Infection Control Center

Project Location: Unit 1 Javier Building, Sumapa, Malolos, 3000 Bulacan, Philippines

The Bulacan Infection Control Center is three-floor extension building of Bulacan Medical Center. It
spans a 5,817 square meter that can accommodate 250 patients. It is located at Unit 1 Javier Building,
Sumapa, Malolos, Bulacan. Originally it was built to consign with maternity and emergency clinic but instead
shifted as a centralized patient care center for suspected and positive coronavirus disease 2019 (Covid-
19) cases. It was formally opened as the central quarantine facility of the province since May 1, 2020. The
provincial government actually spent over PHP 200 million in order to keep Covid-19 at bay. The hospital
is open 24 hours a day, seven days a week, and provides free health services and food to patients, as well
as air-conditioned rooms. In addition, the facility will have 30 doctors and 54 registered nurses.

Assessment:

The building is located at the back of the Bulacan Medical Center, a DOH-accredited tertiary
hospital. Hence, providing critical care for patients in the isolation building is not a challenged. However,
the location is in a densely populated place so it is a threat to the residents within the area. Safety is ensured
since it is located in front of the BMC compound opposite of Camp Alejo Santos of the Bulacan Provincial
Police Office. The triad area and the emergency department are located on the first floor of the hospital.
The facility can cater up to 50 patients per floor. The second floor, is for positive Covid-19 patients and
installed with four dialysis machines, intensive care units (ICUs), and ventilators. While, suspected cases
or those previously referred to as "patients under review" are confined on the third floor (PUI). Each room
is air conditioned for patient’s comfortability but on the other hand it actually worsen the aerosol
transmission of COVID 19. Since, the microscopic infectious particles that linger in the air can’t escaped
easily in closed indoor settings. On a positive note, Beds are placed more than 1 meter apart. Rooms are
well lighted using rows of recessed lighting. It has enough size of windows that attract natural light and
window blinds are also provided to block direct sunlight. Powder rooms is also provided in each isolation
room. Accessibility is well provided as ambulance drop-off, emergency and private parking is provided. As
well as ramps for handicapped individuals. In addition, it includes a modern 22-bed capacity for Intensive
Care Unit, a centralized nurses’ workstation, optical coherence tomography (OCT), or "3D eye scan", 40
hemodialysis machines, two units of CT scan, 2D echo, ultrasound, ENT and X-ray machines. Basically, it
has a tertiary laboratory where almost all the procedures are automated. Thus, patients and medical staff
is in outmost care as these technology and other perks are provided by the local government. Functional
requirements provided by National Center for Disease Control are met. Further the isolation building is a
DOH accredited quarantine facility. As per the aesthetics of the building, it was painted blue and white
which is practical, preserves dignity, and serves its purpose. White color is known to reflect all wavelengths
of light and so absorb the least heat.

2.4.2

Project Title: Pampanga COVID-19 Isolation Hub

Project Location: Brgy. San Roque, Mexico, Pampanga, Philippines

Pampanga Isolation Hub was built in response to the Covid-19 pandemic. It was part of the
provincial governments proactive located in Brgy. San Roque, Mexico, Pampanga. The Department of
Health (DOH) funded this building and the other one converted container truck that was provided by the
Department of Public Works and Highways (DPWH). The facility had previously been used as an
emergency centre, but it had been changed to accommodate asymptomatic and moderate Covid-19 events.
On May 17, 2020, the facility was formally opened with guidance of Governor Dennis Pineda. It designated
215-bed as the province ramps up its coronavirus response in preparation for new and active cases, which
would necessitate isolation and quarantine. To help prepare the quarters for patient housing, the Provincial
Government's General Services Office, Provincial Manpower and Training Center, and Provincial
Engineering Office installed partitions and air-conditioning systems.

Assessment:

The buildings is secluded and not within the reach of sight of the residents. It has a wide frontage
and huge permeable areas which reduce runoff volume. Thus, keeping the area safe and easily to maintain.
Hallways are wide enough and have artificial lights. Cross ventilation can be observed as windows are
provided in every side of the structure. The windows are wide enough to have ample amount of sunlight
inside; it improves energy efficiency and better ventilation. Through this, the building can sustain itself and
decrease greenhouse gas emission. Privacy is ensured to every patient since each room can only have up
to two beds. It has an advantage of extensive parking for visitors and staff especially for emergency
vehicles. The downside of this hospital is that it is not within the vicinity of a tertiary hospital. Therefore, it
can’t response easily to the patients who need critical care. There are streetlights around the building which
increase the quality of life and promotes security. Also, there are wide landscape area which is good to filter
dust and other pollutants out of rainwater. Studies have shown that greeneries can lower blood pressure
and lower stress thus it improves quality life of patients. The design of the structure is simple but the integrity
of its function remained. It features horizontal line details and flat roof which is a character of modern
architecture. The color motive of the building are green, white and nude.

2.5 National Building Code Requirements

CHAPTER IV TYPE OF CONSTRUCTION

Section 401. Type of Construction For the purposes of this Code, all buildings proposed for
construction shall be classified of identified according to the following types: (5) Type V- Type V buildings
shall be fire – resistive. The structural elements shall be of steel, iron, concrete, of masonry construction.
Walls, ceilings, and permanent partitions shall be incombustible fire- resistive construction.

CHAPTER V REQUIREMENTS FOR FIRE ZONES

Section 501. Fire Zone Defined Fire zones are areas within which only certain types of buildings
are permitted to be constructed based on their use or occupancy, type of construction, and resistance to
fire. Section 507. Designation of Fire Zones The secretary shall promulgate specific restriction for each
type of Fire Zones.

CHAPTER VI FIRE-RESISTIVE REQUIREMENTS IN CONSTRUCTION

Section 601. Fire-resistive rating defined Fire-resistive rating means the degree to which a material
can withstand fire as determined by generally recognized and accepted testing methods. Section 602
Fire-Resistive Time Period Rating Fire-resistive time period rating is the length of time a material can
withstand being burned which may be one-hour, two-hours, three hours, four-hours, etc. Section 603.
Fire-Resistive Standards All materials construction, and assembles or combination thereof shall be

classified according to their fire-retardant or flame-spread ratings as determined by generally accepted
testing methods and/or by the Secretary.

CHAPTER VIII LIGHT AND VENTILATION

Section 801. General Requirements of Light and Ventilation. (a) Subject to the provisions of the
Civil Code of the Philippines on Basement of Light and View and to the provisions of this part of the Code,
every building shall be designed, constructed, and equipped to provide adequate light and ventilation. (b)
All buildings shall face a street or public alley or a private street which has been duly approved. (c) No
building shall be altered nor arranged so as to reduce the size of any room or the relative area of windows
to less than that provided for buildings under this Code, or to create an additional room, unless such
additional room conforms to the requirements of this Code.

Section 808. Window Openings. Every room intended for any use, not provided with artificial
ventilation system as herein specified in this Code, shall be provided with a window or windows with a
total free area of openings equal to at least ten percent of the floor area of room, and such window shall
open directly to a court, yard, public street or alley, or open water courses.

Section 811. Artificial Ventilation (a) Rooms or spaces housing industrial or heating equipment shall
be provided with artificial means of ventilation to prevent accumulation of hot and/or polluted air (b)
Whenever artificial ventilation is required, the equipment shall be designed and constructed to meet the
following minimum requirements in air changes: 1. For rooms entirely above grade and used for office,
clerical, or administrative purposes, or as stores, sales rooms, restaurant, markets, factories, workshop,
or machinery rooms, not less than three changes of air per hour shall provide 4. For wards and
dormitories of institutional buildings not less than 0.45 cubic meter of air per minute hall be supplied for
each person accommodated. 5. For other rooms or spaces not specifically covered under this section of
the code, applicable provisions of the Philippine Mechanical Engineering Code, shall be followed.

CHAPTER IX SANITATION

Section 901. General Requirements Subject to the provisions of Books II of the Civil Code of the
Philippines on Property, Ownership, and its Modification, all buildings hereafter erected, altered,
remodeled, relocated or repaired for human habitation shall be provided with adequate and potable water
supply, plumbing installation, and suitable wastewater treatment or disposal system, storm water
drainage, pest and vermin control, noise abatement device, and such other measures required for the
protection and promotion of health of persons occupying the premises and others living nearby. Section
902: Water Supply System (a) whenever available, the potable water requirements for a building used for
human habitation shall be supplied from existing municipal of city waterworks system.

(b) The quality of drinking water from meteoric, surface or underground sources shall conform to
the criteria set in the latest approved National Standards for Drinking Water

(c) The design, construction and operation of deep wells for abstraction of groundwater shall be
subject to the provisions of the Water Code of the Philippines

(e) The water piping installation inside building and premises shall conform to the provisions of the
National Plumbing Code of the Philippines.

Section 903. Wastewater Disposal System (a) Sanitary sewage from buildings and neutralized or
pre – treated industrial wastewater shall be discharged directly into the nearest street sanitary sewer main
of existing municipal or city sanitary sewerage system in accordance with the criteria set by the Code on
Sanitation and the National Pollution Control Commission. (b) All buildings located in areas where there
are no available sanitary sewerage system shall dispose their sewage “imhoff” or septic tank and
subsurface absorption field. (c) Sanitary and industrial plumbing installations inside buildings and
premises shall conform to the provisions of the National Plumbing Code.

Section 904. Storm Drainage System (a) Rainwater drainage shall not discharge to the sanitary
sewer system (b) Adequate provisions shall be made to drain low areas in buildings and their premises.

Section 907. Pipe Materials all pipe materials to be used in building shall conform to the Standard
Specifications of the Philippines Standard Council.

CHAPTER XII. GENERAL DESIGN AND CONSTRUCTION REQUIREMENTS

Section 1205. Floor Construction (a) Floor shall be of such materials and construction as specified
under Chapter 5 Fire Zones and Fire-Resistive Standards and under Chapter 6 Types of Construction. (b)
All floors shall be so framed and secured into framework and supporting wall as to form an integral part of
the whole building. (c) The types of floor construction used shall provide means to keep the beam and
girder from lateral buckling.

3.4 Design Translation
3.4.1 Group Design Philosophy

“Good Architecture protects the earth and its people towards curated future.”

In architecture, the environment is the top most to be considered as well as it will serve as an asset to
the aesthetics of the structure. Providing a purpose of the design without terminating the presence of
environment. By considering environment, green architecture will be produced that also provides purpose
and gives beauty to the structure.

3.4.2 Overall Design Concept

“SUNRISE”

It symbolizes new hope by waking up and experiencing a sunrise every day. It represents the
function of the structure and the situations of the users. This will be used for the flow of spaces and will
be applied to the architectural design of the structure. The structure will be able to adapt in situations
such as normal lifestyle and in pandemic situations.

3.4.3 Form Inspiration / Form Evolution

COCOON – refers to the evolution of butterfly which also represents new life. The form is related to the

design concept where it gives new hope to the users’ lives. Connecting to the structure cocoon serves

as a protection of the creature inside while it is evolving. Like the structure, it will serve as the place for

the users for them to heal and the structure will serve as a protection which separates them from other

people that may cause harm to those patients who may be infected by the virus.

3.4.4 Design Objectives

3.4.4.1 To design a Quarantine Complex that requires a Pandemic Facilities and Guidelines that

can also adapt other purpose such as evacuation center, athletes’ quarters and others in

case the pandemic has ended.

3.4.4.2 To design a Quarantine Complex that will provide a separation of access for public and

private spaces to avoid confusions and considering the users such as PWD and Senior

Citizens for their safety and security.

3.4.4.3 To design a Quarantine Complex that provides required spaces and proper zoning of

department and other facilities to avoid the spread of virus.

3.4.4.4 To design a Quarantine Complex that normalizes sanitation areas and social distancing to

the structure to avoid the transmission of virus.

3.4.5 Design Considerations


3.4.5.1 Zoning

The quarantine complex will be grouped according to zones as follows: Outer Zone, Second Zone,
Inner Zone, Deep Zone and Service Zone.

3.4.5.2 Auditory and Visual Privacy

A Quarantine Complex must maintain an appropriate sound level and sufficient visual seclusion in
specified areas to meet acoustical and privacy standards. Hence, visual and auditory distractions of the
users shall be prevented specially in admitting and work areas.

3.4.5.3 Safety and Security


A Quarantine Complex is expected to provide and sustain a healthy space for patients, staff, and
the general public. Therefore, adequate amount of entrance and fire exit doors will be provided. Also, the
person and property within the facility will be protected.
3.4.5.4 Function

Different spaces of the quarantine complex will be ensured where it must be functionally related
with each other. Hence, balanced and proper layout of facilities will be executed to generate a good
circulation flow for patients and medical staff.

3.4.5.5 Lighting and Ventilation

Sufficient illumination and adequate ventilation shall be provided on all zones in a Quarantine
Complex to ensure comfort of patients, personnel and public. Air-conditioning is not advised because it
recirculates contaminated air. Natural ventilation is preferred. Each room should have wide openings for
the ventilation as well as the sunlight as it is proven that sunlight helps kill the virus.

3.4.5.6 Building Laws

Guidelines related to planning a quarantine complex will be followed to maintain prescribed


practical programs and adhere to appropriate codes such as RA 9266, PD 1096, BP 344 and others
recommended by DOH.

3.4.5.7 Environment

A Quarantine Complex must be situated in such a way that they are easily open to the public and
are relatively free of excessive noise, smoke, dust, foul odor, and flooding.

3.4.5.8 Circulation

Spaces are arranged according to risk areas to lower the risk of getting the virus and the structure
is designed to receive more natural circulation by providing natural ventilations such as windows and vents
especially in quarantine area. The paths and walkways will allow circulation where users will walk, use
space without confusion. The paths will be the evident in the design.

3.4.5.9 Accessibility

Providing access for PWD and Senior Citizen users. Separation of access of public spaces and
private spaces will be considered.

various choices and weighing their relative benefits and drawbacks is known as site selection. Following
the completion of the needs evaluation, the site selection process begins. The aim of site evaluation and
review is to figure out how suitable and beneficial a site would be after anything has been built on it, as well
as what the context of that site would be in relation to its surroundings.

SUMMARY AND CONCLUSION
4.1 Summary

The quarantine Complex serves as the separation and restriction of activities of persons who are
under observation and may be infected of the virus. The appointed architects are given the opportunity to
do a site selection process that is preferable in the outskirts of NCR, minimum land area of 3 hectare
maximum of 6, near a tertiary hospital, is in an urban place, and is away from people’s reach. With further
research, a site has been chosen that meets the criteria stated. The architects also chose a site that has
government perks, good natural air flow for a well-ventilated structure, and is already paved to avoid cutting
down vegetation. There are following project objectives to propose the NCR Quarantine Complex. The
review of related Literature either foreign or local are about adaptation to pandemic and about pandemic
guidelines which will be applied and considered in designing the Quarantine Complex. Analyzing the Case
Studies so that the students have guide and knowledge on how to build that kind of structure. The required
national building code are listed in the study and will be needed for the application in design of the structure.

User analysis is also present for the flowchart of the patient and the organizational chart of the
department also. Architectural space program such as bubble diagram, matrices and room data sheet are
also presented which will also be the guide on planning of spaces depending to their zone and area to be
needed. The design translation is also included in the study such as the design philosophy, concept,
considerations, and design objectives which will be applied in designing and planning the structure.

4.2 Conclusion

This study will help the students to design a quarantine complex by analyzing the related literature
and case studies and these will serve as a guide to design the structure. The related literature about the
architectural designs will be applied to the design of the structure while the case studies will be a guide to
the plan and proper layout of the required spaces.

Choosing a proper site that provides advantages such as near to a hospital and far from the location
of residents is one of the solutions provided in building the quarantine complex. The design concept and
the form of the structure also serves as a solution to prevent the transmission of virus not only the
representation of the concept but also the application of them to the designs, plan, and purpose of the
building. The structure’s designs not only for quarantine purposes only, its design is for multipurpose event
in terms of sports, evacuation center, entertainment arenas and other programs. The structure will be able
to adapt the activity of the event.
