CHAPTER 1

1.0 INTRODUCTION

The student industrial work experience scheme (SIWES) is the accepted skill training program,which
form part of the approved minimum academic standards in the various degree programsfor all the
Nigerian universities. It is an effort to bridge the gap existing between theory and practice of
engineering and technology, science, agriculture, medical, management and other professional
education program in the Nigeria tertiary institutions. It is aimed at exposing studentto machine and
equipment, professional work methods and ways of safe guarding the work areasand workers in
industries and other organizations.The scheme is a tripartite program, involving the students, the
universities and theindustry (employers of labor). It is funded by the federal government of Nigeria and
jointlycoordinated by the Industrial Training Fund (ITF) and the National Universities Commission(NUC).

1.1 STUDENT INDUSTRIAL WORK EXPERIENCE SCHEME (SIWES)BACKGROUND

The Students Industrial Work Experience Scheme (SIWES), is a skills development programmeinitiated by
the Industrial Training Fund (ITF), in 1973 to bridge the gap between theory and practice among
students of engineering and technology in Institutions of Higher Learning in Nigeria. It provides for on-
the-job practical experience for students as they are exposed to workmethods and techniques in
handling equipment and machinery that may not be available in theirInstitutions.At inception in 1974,
the Scheme started with 784 Students from 11 Institutions and 104 eligiblecourses. By 2008, 210,390
Students from 219 Institutions participated in the Scheme with over112 eligible courses.The SIWES is a
working experience programme incorporated into the curriculum of students inthe tertiary institution in
Nigeria so as to afford the students the opportunity of practical

experience of what they had learnt in the classroom. The SIWES programme is usually arequisite to the
award in view.This programme is aimed at inculcating practical, scientific, and social and
entrepreneurship

skills needed to solve the challenges facing the nation’s technology and also contribute to the

overall development of the students of these faculties. The SIWES programme for universitystudent in
faculty of Technology and faculty of Environmental Design and Management is beingundertaken in part
three with a duration of three months and in part four which spans during therain semester for six
months.In view of this participation, the SIWES program has become a necessary prerequisite for
theaward of degree in Federal University of Technology Minna, Niger state in line with theeducation
policy of the government.

1.2 OBJECTIVES OF SIWES

The Industrial Training Funds policy Document No. 1 of 1973 which established SIWESoutlined the
objectives of the scheme. The objectives are to:1.

Provide an avenue for students in higher institutions of learning to acquire industrialskills and
experiences during their course of study.2.

Prepare students for industrial work situations that they are likely to meet aftergraduation.3.

Expose students to work methods and techniques in handling equipment and machinerythat may not be
available in their institutions.4.

Make the transition from school to the world of work easier and enhance

students’

contacts for later job placements.

1.3 IMPORTANCE OF SIWES

It provides students with an opportunity to apply their theoretical knowledge in real lifesituation.2.

It exposes students to more practical work methods and techniques.3.

It strengthens link between employers, universities and industrial training fund (ITF).

It also prepares the students for the labor market after graduation.To achieve the objectives of SIWES, I
was given a acceptance at the Niger State Ministry OfWorks and Transportation to gain a practical
knowledge and experience in my field of study.

CHAPTER 2

2.0 BACKGROUND OF ESTABLISHMENT

In 1991, when Osun State was carved out of the old Oyo State, there existed the Office of Planning and
Budget (OPB) which was responsible for the coordination of Budget for all Ministries, Departments and
Agencies and (MDAs) in the State, preparation of annual Budget and Monitoring of its implementation in
line with the approval State Development plans and policies. Over the years, the Budget and Planning
functions were separated into two different agencies of Ministry of Finance and Economic Development
(MF&ED) and the Central Economic Planning Office (CEPO) respectively.

However, the need for convergence of Budget and Planning led to the creation of Office of Budget &
Economic Planning (OBEP) in the last quarter of the Year 2013 by the Administration of Ogbeni Rauf
Aregbesola. Further to this, the restructuring exercise carried out in January 2016 which reduced the
State’s Ministries to twelve (12) changed the structure of the Office of Budget & Economic Planning to a
full-fledge Ministry called the “Ministry of Economic Planning, Budget and Development”

The Ministry was established to be a service oriented and specialized outfit, charged with the
responsibilities of advising Government on policies coordination of programmee and activities that will
fast-track the State development in line with the 6-point Integral Action Plans of the present
Government and the State Development Plans (SDP).
The Ministry of Finance evolved with the creation of the State on 27th August, 1991. It was formerly
known and referred to as the Ministry of Finance and Economic Development, but the nomenclature
changed in 2003 with a view to making the Ministry more effective, efficient and to re-engineer the
finances of the State in a more purposeful direction. It was on this basis the immediate past
administration of the State decided and directed that the Ministry of Economic Planning, Budget and
Development, be carved out of the Ministry of Finance.

Responsibilities

The Ministry is responsible for tracking activities of government and disseminating such timely
information to the public.

Some of its duties are but not limited to:

Supervise activities of Osun State Broadcasting Services and liaising with other information agencies to
disseminate accurate and unbiased reportage to the public.

Strategize on using various medium of communication to reach diverse audiences.
