This position oversees all functions within the Project Management Office (PMO) and reports to the Director of Solutions
Design and Project Support (SDPS).
The Manager of the Project Manager Office is accountable for the direction and operation of the Project Management
Office (PMO) with a team of 23 IT professionals, including 2 supervisors. This position is responsible for setting

standards and directing skilled project managers in leading IT projects that range from single division projects to large,
complex projects across divisions, across the enterprise-wide and/or external stakeholders, public health partners,
citizens of Washington State and projects that include oversight by the state’s Office of the Chief Information Officer
(OCIO).
Position Objective
Describe the main purpose of the position and the type and nature of the work performed.
This position is responsible for staff supervision and management of the PMO. As such it is responsible for developing
goals and objectives and developing action plans to achieve these goals and objectives. The position is responsible for
ensuring strategic alignment of projects with agency and technical strategies, supervising PMO staff, allocating staff
resources to projects, setting and adjusting priorities and developing, monitoring and evaluation key performance
indicators to continually improve PMO services.
This position works from both a strategic and tactical operational perspective with full understanding and consideration of
strategic implications of the decisions that are made at a tactical level. They do this by managing and guiding two
supervisors in the areas of project management duties and operations performed by the IT technical staff. The position
mentors and coaches these supervisors and staff to make decisions around technical IT issues or problems.
This position is responsible for applying their advanced knowledge of project management standards and principles to
plan, coordinate and manage projects and the work of the PMO while ensuring alignment with agency and IT strategy,
goals and objectives.
This position is responsible for guidance, documentation and metrics related to practices around the management and
implementation of projects across the department. This position oversees the projects throughout the project
management lifecycle (Initiation- planning – execution – monitoring and controlling – closing). This position is responsible
for all areas of project management to include consistent management of scope, schedule, costs, quality, staffing
resources, communication, risk, procurement, stakeholder engagement and integration.
By providing IT expertise and strategic thinking, this position helps to set strategic and tactical direction, provides input
into policies, and supports the Division’s and Department’s mission. This position may also participate on other
department program management teams as needed.

Management and Supervision of assigned IT Staff
Manage IT resources to assure appropriate and optimum use of the staff and resources and enhance the
effectiveness of employees.

Manage supervisory staff; provide coaching, mentoring and support to assist in improving their abilities as
effective supervisors.
Facilitate and conduct effective, lawful hiring practices following all related department policies or collective
bargaining agreements, through careful screening, effective interviews, and complete reference checking to
recommend the best candidate for vacant IT positions.
Support effective communications throughout the organization.
Support division processes by ensuring staff understand, follow and are accountable to those processes.
Organizes, facilitates and leads staff meetings, lead meetings and others as needed to facilitate communication
with IT staff, plan and develop tactical implementation plans to be carried out by assigned IT staff.
Maintain the highest standards of personal/professional and ethical conduct and support the state’s goals for a
diverse workforce.
Outcome
Staff are managed in a way that they feel supported, understand their roles, understand how they fit into the overall goals
of the department and are held accountable. Staff feel that DOH and the PMO are an employer of choice.
Management of the Project Management Office (PMO)
As a strategic partner makes strategic decisions or recommendations to the HTS leadership team that
significantly influence agency policy in the area of project management.
Sets PMO goals and objectives and leads staff to meet them.
Manages, prioritizes and oversees the IT project management function within DOH. Provides decision-making
and issue resolution for agency-wide projects, some of which are mission critical.
Conducts analysis of staff resources and develops both short and long term plans for the PMO.
Determines current and future resources needed to support the IT project portfolio today and in the future.
Presents recommendations to senior IT and division leadership. This includes looking at expected outcomes and
aligning resources to achieve long term goals with the appropriate resource allocation.
Leads a team of project managers who are assigned to lead and manage individual projects. Ensures
coordination with stakeholders and functional IT areas for all projects. Coordinates with Project Managers closely
to ensure project implementations meet customer needs, expectations and quality goals.
Establishes and continuously improves the tools, templates and practices used by the project management
team. Reviews project management services and initiates new or revises current policies, procedures or
methods as identified.
Manages the project oversight relationship with the state Office of the Chief Information Officer (OCIO), Health &
Human Services (HHS) Coalition, the Department of Enterprise Services (DES) and the Technology Services
Board (TSB). It ensures that the conditions placed upon approved projects are monitored and that follow-up
activities occur in a timely manner.
Ensures project managers projects’ Investment Plans or other external approval documents submitted by the
department to OCIO, DES and TSB, or others reflect thorough and best practice-based project planning.
Provides oversight of IT resources to assure appropriate and optimum use of the staff and resources and
enhance the effectiveness of employees. Support effective communications throughout the organization.
Maintain the highest standards of personal/professional and ethical conduct and support the state’s goals for a
diverse workforce.
Alerts senior management of issues and risks that arise on any IT projects and develop mitigation strategies and
plans to address said issues and risks.
Negotiates and manages interactions with vendors who are contracted to develop and/or install systems as part
of IT projects.
Serves as a key advisor for project management to the SDPS Director and others as assigned, for the planning,
organizing, and oversight of information technology work performed by the IT Team in particular and DOH IT
policies and procedures in general.
Outcomes
The PMO has goals and objectives that align with the agency’s strategic plan. PMO work plans are developed, prioritized
and measured. Continual service improvements are identified and acted upon. Projects are aligned to the department’s
strategic plan, are completed on time, within scope and within costs. Projects, when implemented, meet the needs of the
office, division or department.
Leadership & Communications
Serve as a key advisor to the DOH Chief Information Officer for the planning, organizing, oversight of information
technology work performed by HTS and DOH IT policies and procedures that support projects and operations.

includes department Office Directors, and management units for the planning, organizing, oversight of
information technology work performed by the PMO in particular and DOH IT policies and procedures in general.
This includes updating senior staff on proposed regulatory changes by the state or federal government in
policies and procedures that will primarily affect HTS, and/or the department.
Serve as a key advisor to the agency Information Governance Group on project management topics to aid in
decision making.
Makes strategic decisions and recommendations in the area of project management that can have significant
impact to the department and its policies and procedures.
Implements customer support and communication strategies, processes, guidelines, standards, policies and
procedures for HTS.
Coordinate and collaborate effectively with internal and external stakeholders, including but not limited to HTS
management, supervisors and staff, department management units, program staff, contractors, IT staff working
on projects, and federal representatives.
Represent HTS and the department when working with other agencies.
Makes recommendations to the HTS Leadership Team to help determine policy, strategic, and tactical planning
that affects the IT direction of the department.
Participate as a member of the IT Solutions Team, helping make technology decisions and determining tactical
implementation approaches that affect the IT direction of the department.
Serve on various committees and workgroups, both internal and external.
Plan and Coordinate with other public health systems to build IT partnerships, which will result in the efficient use
of information resources.
Attends in state and out of state technology conferences, trainings or meetings when it is feasible, within budget
and will provide a value-added experience that will both benefit HTS and the department.
Continuously works toward improving leadership competencies. Engages in professional development to
enhance management skills. Attends information technology, management and leadership training related to job
duties. Stays current with business analysis, software testing, and business process improvement practices.
Outcomes
The CIO and the HTS Leadership are informed and have the information needed to make high level strategic and tactical
decisions to support IT and the department. Project Management Office decisions and directions are well planned,
researched and carried out.
Financial Management, Budgeting, Contract Management & Reporting
Assist in the development, implementation and management of the Business Services Section approved budget
and spending plan.
Assist in the development of five division spending plans as they relate to Business Services Unit staff.
Ensure all expenditures and procurements follow department policy/procedures are budgeted, tracked, and
allowable by funding source.
Manage small and large IT contracts by following all department contracting policies, being knowledgeable in
contract management practices, and holding contractors accountable through performance management.
Write, research and assist in the development of RAGFs, and grant proposals following all department policies in
regards to requesting federal funding to support department IT systems.
Collaborate with business leaders and IT program managers on responses to bill analysis and fiscal notes to
ensure IT costs are as accurately estimated as possible and included in the decision-making process.
Collaborate with business leaders and IT program managers on decision packages to ensure requests for IT
projects funds are adequately addressed and included.
Outcomes
Approved spending plans include the needs of the project management office are complete and managed. Division
spending plans include necessary budgets to support the needs of the project management office as well as the
divisions. Grants and decision packages adequately meet project management resource allocation needs.

Recommendations from this position are often made to the Director of Solutions Design and Project Support, the Director
of Applications and Data, the Director of Information Technology Management, the CIO, department Office Directors,
Deputy Assistant Secretaries and the IT Governance Group.

The work of this position affects the development and implementation of IT project management services across the
agency. Errors in judgement affect the cost, timeline and quality of IT projects implemented to improve agency efficiency
or the health of the people of Washington state.
This position helps lead the direction IT will take within the Department. If a decision is incorrect it could mean lost
resources, both in person power and in dollars spent. The understanding of both the program direction and IT
technology is critical. Without a clear understanding of both requirements and constraints, systems could fail and clients
could be in jeopardy for loss or delay of benefits. DOH could be under more oversight by outside entities if a large IT
project was to fail or not run correctly. Management could be hindered in making decisions if data coming from a variety
of systems is not accurate. This could result in not being able to provide the legislature, granting agencies, and others
the information they require or have mandated.
Lack of understanding of federal and state IT policies, procedures, contracting practices and project planning
requirements opens the department to potential risks and failure of IT projects, IT operations and ultimately department
day to day critical business.
Poor management decisions in this positions area of accountability can lead to failure and potential withdrawal of state or
federal support and loss of federal funding, ineffective use of state or federal funding, inaccurate and inefficient data
collection, inefficiency with clients in the clinic setting, inaccurate benefit delivery, and complaints from retailers, clinic
staff, and clients.
Poor management of IT projects can lead to increased costs, loss of credibility, increased external oversight, loss of
federal funding and systems that don’t meet the needs of the program or the department.
Poorly devised and managed project management standards and processes could lead to confusion and lack of
understanding by business which in turn could lead to projects not being managed appropriately.
As new policies or processes are implemented based on recommendations or decisions, flawed analysis may result in
significant confusion, delays or unanticipated impacts to business or IT staff.

Sensitive personnel issues not properly addressed could result in grievances, arbitration or civil suits filed against the

Potential delays in IT project completion of critical public health systems could prevent the agency from providing their
