If more than 2700 plus emails are resend then it looks like more entries
Amazon - Low IP
are showing on success and queue logs using Amazon low IP

Excat duplicates entries are showing on success and que logs. Amazon - Shared IP
Excat entries are showing on success and que logs if we try through
shared IP .(looks like upto 2705 duplicates entries are not going but if we Amazon - Shared IP
exceed more than 3k then we get an issue.)
Tried this scenarios on 4 different browser for single user to check if

emails are getting double entries.
