Abstract
Pilkada is one of the major events held in political contests in Indonesia every 5 years and is
included in the election package. Regional head elections are carried out directly without
any confidentiality by residents of the local administrative area who meet the requirements.
Regional head elections are held together with deputy regional heads. The decision to
choose a regional election mechanism directly at the provincial and district/city levels
through Article 56 of Law no. 32/2004 is the spirit of reform to build a democratic local
democracy. However, various researches on pilkada practice have found that the dream of
political freedom has been hijacked by the oligarchs of power, which causes pilkada to
become an expensive political practice in terms of cost, but does not provide a guarantee
for the realization of democracy substantially.
We have not yet arrived at the design of direct Pilkada regulations on how to reduce the
political costs of election participants. Each candidate is overshadowed by the political
capital that needs to be prepared to enter the regional head contest, from the political
dowry case to get party recommendations (political boats), the cost of driving the party
machine, funding the winning team, online and offline campaign costs, political donations to
the community. , to the payment of witnesses at the polling station. So with conditions like
this, the emergence of the discourse on changes to the regional head election system – from
direct election to election by the DPRD (indirect election) – as happened during the 2014
Pilkada Law draft and has always been an alternative discourse in the midst of despair at the
high cost of the election. political.
