CHAPTER 3- EXERCISE 1

ENTREPRENEURSHIP AND THE GOVERNMENT

I. Site at least two (20) to three (3) various programs/platforms by the government in support
for the business industries in relation to:

1. Peace and order

a. PUBLIC INFORMATION AND ADVOCACY- This program will help the company
together with the employees and the entrepreneur itself to be more knowledgeable enough about the
business and by how they will operate it properly. This programs supports different businesses by
providing broad and stakeholders information, education, strategies, ideas and inventions from start to
finish

b. HUMAN RIGHTS PROMOTION- It aims to support human rights as the most


important value in compliance with the performance, operations, educating and proper information in
policing standards. This will help the company to grow and be successful without harming them and
causing any danger to the employees and to the owner, it is the protection of their rights.

c. SECURITIES AND EXCHANGE COMMISSIONS (SEC) - If the enterprise is a partnership


or a corporation, this is where an entrepreneur will register. It will issue a certificate of registration. This
will protect the whole company and the entrepreneur to be secured with their proper permit and
registration that they are legally allowed to open and operate their business if something may happen in
the future. They have the documents to be presented that they are legal.

2. Political Stability

a. PANTAWID PAMILYANG PILIPINO PROGRAM (4P’S)- The Pantawid Pamilyang


Pilipino Program (4Ps) is a human development measure of the national government that provides
conditional cash grants to the poorest of the poor, to improve the health, nutrition, and the education
of children aged 0-18. It is patterned after the conditional cash transfer (CCT) schemes in Latin American
and African countries, which have lifted millions of people around the world from poverty.

b. PAMANA PROGRAM- PAMANA is the Philippine government’s program and


framework for peace and development. It focuses on providing development interventions in hard-to-
reach, and conflict-affected communities. Livelihood intervention SLP is tasked to implement the
livelihood component of PAMANA’s development interventions. Its goal is to increase people’s
participation in identifying community development projects that will lead to economic empowerment.
c. CITIZEN REFORM AGENDA 2010 OR CREFORMS 2010- is a consultation process
initiated by the Ateneo School of Government (ASoG) through its PODER program that aims to bring
together the broadest possible representation of citizen organizations in the country to identify key
reform agenda or issues that candidates and political parties must address for the 2010 elections. This
will help not only in the economic growth but also in businesses because it includes promotion in the
anti-corruption, human development and environment and sustainable development that will help
businesses to know that the tax they are contributing in the country will support the country and for the
people and citizen of our country that seeks for help.

3. Price Stability

a. BANGKO SENTRAL NG PILIPINAS- was founded on July 3, 1993, in accordance with


Republic Act 7653, or the New Central Bank Act of 1993, as amended by Republic Act 11211, or the New
Central Bank Act of 2019. The BSP is responsible in producing cash in the country. The New Central Bank
Act mandates the BSP “to maintain price stability conducive to a balanced and sustainable growth of the
economy”. The Act empowers the BSP’s Monetary Board to control the expansion or contraction in
monetary aggregates for the attainment or maintenance of price stability.

b. MONETARY POLICY- The BSP's main responsibility is to formulate and implement


policy in the areas of money, banking and credit with the primary objective of preserving price stability.
Price stability refers to a condition of low and stable inflation. By keeping price stable, the BSP helps
ensure strong and sustainable economic growth and better living standards. The primary objective of
the BSP's monetary policy is to promote a low and stable inflation conducive to a balanced and
sustainable economic growth.

c. THE DEVELOPMENT BUDGET COORDINATION COMMITTEE (DBCC)- The Development


Budget Coordination Committee (DBCC) was created on May 14, 1970 through the Executive Order No.
232 creating the Presidential Development Budget Committee (PDBC) and enumerating its functions and
objectives. The role of the DBCC is primarily to review and approve the macroeconomic targets, revenue
projections, borrowing level, aggregate budget level and expenditure priorities and recommend to the
Cabinet and the President of the consolidated public sector financial position and the national
government fiscal program.

4. Taxes

a. BUREAU OF INTERNAL REVENUE(BIR)- regulates finance, taxation, and monetary


policy. The Bureau collects internal revenue taxes, fees, and charges, as well as enforces all forfeitures,
penalties, and fines connected with tax matters for the government of the Philippines.

b. VALUE-ADDED TAX (VAT)- is a flat tax levied on an item. It is similar in some respects
to a sales tax, except that with a sales tax, the full amount owed to the government is paid by the
consumer at the point of sale. With a VAT, portions of the tax amount are paid by different parties to a
transaction.
c. COMPREHENSIVE TAX REFORM PROGRAM (CTRP)- The Comprehensive Tax Reform
Program (CTRP) is needed to accelerate poverty reduction and to sustainably address inequality, in
order to attain the President's promise of tunay na pagbabago. By making the tax system simpler, fairer,
and more efficient, additional - and a more sustainable stream of - revenues will be generated to make
meaningful investments in our people and infrastructure, which will help achieve our vision for the
Philippines.

5. Infrastructures

a. DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS (DPWH)- is currently responsible


for planning, design, construction and maintenance of infrastructure, especially the national highways,
flood control, and water resources development system and other public works in accordance withy
national development objectives.

b. NATIONAL ECONOMIC AND DEVELOPMENT AUTHORITY (NEDA)- is the country's


premier social and economic development planning and policy coordinating body primarily responsible
for formulating continuing, coordinated and fully integrated social and economic policies, plans and
programs.

c. RAIL TRANSPORTATION IN THE PHILIPPINES- is a growing means of transportation for


passengers and cargo in the country. Such means of transportation are used typically for rapid transport
within major cites as well as long distance travel. The Philippine railway network consists of one
commuter rail service provided by the Philippine National Railways (PNR), and a rapid transit system
operated by the Light Rail Transit Authority and Metro Rail Transit Corporation. All three services were
integrated through the Strong Republic Transit System, a project aimed at improving interchanges from
one line to another.

6. Education and Training

a. TESDA- The Technical Education and Skills Development Authority (TESDA) was
established through the enactment of Republic Act No. 7796 otherwise known as the "Technical
Education and Skills Development Act of 1994", which was signed into law by President Fidel V. Ramos
on August 25, 1994. This Act aims to encourage the full participation of and mobilize the industry, labor,
local government units and technical-vocational institutions in the skills development of the country's
human resources.

b. K-12 PROGRAM- The K to 12 Program covers Kindergarten and 12 years of basic


education (six years of primary education, four years of Junior High School, and two years of Senior High
School [SHS]) to provide sufficient time for mastery of concepts and skills, develop lifelong learners, and
prepare graduates for tertiary education, middle-level skills development, employment, and
entrepreneurship.

c. CHED SCHOLARSHIP PROGRAM (CSP)- The Commission on Higher Education (CHED)


Scholarship reported that the monetary help for school enlistment can present their grant application
and necessities. CHED Scholarship offers full and half legitimacy grant under the Student Financial
Assistance Program (StudFAPs), award in-guide projects and understudy loan program under Study Now

7. Public Administration

a. PHILIPPINE SOCIETY FOR PUBLIC ADMINISTRATION (PSPA)- The Philippine Society


for Public Administration (PSPA) is a non-profit professional organization dedicated to the improvement
of public service. Its two fold objectives are to maintain and achieve a high degree of professionalism in
the study and practice of public administration and the dissemination and publication of research
findings in the field.

b. PHILIPPINE NATIONAL POLICE (PNP)- The Philippine National Police (PNP) originated
from the Philippine Constabulary or the PC, which was inaugurated on August 8, 1901, establishing it as
an insular police force under the American regime. On August 8, 1975, Presidential Decree no. 765 was
issued, establishing the Philippine Constabulary Integrated National Police or the PC/INP as the
country’s national police force. These fragmented and diverse local police units were integrated into a
national police force with the Philippine Constabulary as its nucleus.

c. COMMUNITY ECONOMIC DEVELOPMENT PROGRAM (CED)- is a federal grant


program funding Community Development Corporations (CDCs) that address the economic needs of
low-income individuals and families through the creation of sustainable business development and
employment opportunities.

8. Production technology

a. DEPARTMENT OF SCIENCE AND TECHNOLOGY (DOST)- The Department of Science


and Technology, is the executive department of the Philippine government responsible for the
coordination of science and technology-related projects in the Philippines and to formulate policies and
projects in the fields of science and technology in support of national development.

b. RXBOX RESEARCH PROGRAM- The objective of the RxBox research program is to


develop a locally-manufactured, medical-grade telemedicine device and demonstrate its usefulness in
target Rural Health Units / Local Health Centers in GIDA (geographically isolated and disadvantaged
areas) municipalities nationwide.

c. BUSINESS INNOVATION THROUGH S&T (BSIT)- The BIST Program aims to provide
financial assistance to Filipino private companies for the acquisition of strategic and relevant
technologies so they can undertake their R&D. The financial assistance, which may only be used to
purchase high-tech equipment or to secure technology licensing and/or patent rights, will be refunded
to DOST at zero percent interest.
9. Marketing Assistance

a. DEPARTMENT OF TRADE AND INDUSTRY (DTI)- This is where to register if the


enterprise is a single proprietorship. The agency will issue a certificate of registration of business name.
It will also help a company or a business to gain information about how they will run the business
properly, DTI provides information and some marketing assistance that will help a company and
businesses grow.

b. SMALL AND MEDIUM ENTEPRISE DEVELOPMENT (SMED) COUNCIL- The SMED


council is created to effectively spur the growth and development of small and medium enterprises
throughout the country. It is the primary agency responsible for the promotion, growth and
development of small and medium enterprises in the country by way of facilitating and closely
coordinating national efforts to promote the viability and growth of small and medium enterprises.

c. MARKET DEVELOPMENT SERVICE- it is a strategic step taken by a company to develop


its existing market rather than seeking out new markets. In order to increase sales, the company seeks
new buyers to pitch the product to a different segment of consumers.

10. Financial Assistance

a. THE NEGOSYO CENTER PROGRAM- The Negosyo Center Program is responsible for
promoting ease of doing business and facilitating access to services for Micro, Small, and Medium
Enterprises (MSMEs). Republic Act No. 10644 otherwise known as the “Go Negosyo Act,” seeks to
strengthen MSMEs to create more job opportunities in the country.

b. DEVELOPMENT BANK OF THE PHILIPPINES (DBP)- is a development banking


institution dedicated to nation-building by assisting critical industries and sectors, promoting
entrepreneurship particularly in the countryside, helping build more productive communities, advancing
environmental protection, and contributing to the improvement of lives of Filipino across the nation.

c. HOUSING CHOICE VOUCHER PROGRAM- It provides very low income families,


including those with past evictions, access to affordable housing. The homes will be income based, and
the government arranges public housing for the poor, disabled, and elderly.

ENTREPRENEURSHIP AND THE GOVERNMENT

I. List down government agencies that support entrepreneurship. Please site also what
support the government give. Give at least 5

1. LOCAL GOVERNMENT UNIT (LGU)- Register with the municipality or city


where the business will set up. This office will issue the business permit.
Through the help of the LGU entrepreneurs can get legal permitted
papers or documents so that they can operate and run the business
legally and properly.
2. BARANGAY HALL- Register with the specific barangay in the
municipality or city where the business will operate. This office will issue
the barangay clearance. As an educated and responsible citizen of a
community, you need to get a barangay clearance first for you to be
able to start a business and the barangay hall will provide it for you so
that you can operate the business.
3. BUREAU OF INTERNATIONAL REVENUE (BIR)- One of the most
important requirements for doing business in the Philippines is BIR
registration. After all, you cannot work unless you have a Tax
Identification Number (TIN), which can only be obtained through
registration. The office assigns a nine-digit number to each individual
and corporate taxpayer in the country, which they can use to identify,
track, and maintain records about registrants.
4. SOCIAL SECURITY SYSTEM (SSS)- The Business Development Loan
Facility is a loan facility designed to contribute to the economic growth
and development of the country by providing financial support to the
business community with the aim of increasing productivity and
potential income through 'expansion, diversification and other business
development projects. It is also intended to support the government
program to stimulate economic activity and increase employment.
5. DEPARTMENT OF LABOR AND EMPLOYMENT (DOLE) - will help micro-
entrepreneurs sell their products on the internet through a new online
marketplace platform. The DLBPS online marketplace platform, created
by the Bureau of Workers with Special Concerns (BWSC), will help DOLE
Integrated Livelihood (DILP) beneficiaries improve their sales and
marketing skills. The platform also includes a product rating feature,
which allows customers to provide feedback and rate the seller's
products.
