Centre & Assam govt signed tripartite agreement with the banned NDFB
On January 27, 2020 Govt. of India has signed a tripartite agreement with the representatives of the
banned National Democratic Front of Bodoland (NDFB) organisation and Government of Assam at the
Ministry of Home Affairs (MHA). The pact was signed to boost peace in the Northeastern state of Assam. The
agreement would fulfill political and economic demands besides safeguarding the language and culture of the
Bodo community people.

Agreement signing: The agreement was signed by Assam Chief Minister Sarbananda Sonowal, four factions of
the NDFB, All Bodo Students’ Union(ABSU), Joint Secretary of Home Ministry Satyendra Garg and Assam Chief
Secretary Kumar Sanjay Krishna in presence of Union Minister of Home Affairs(MoHA) Shri Amit Shah.
Tripartite agreement with NDFB:
i.Assistance: Over 1500 armed cadres will abjure violence and join the mainstream. A Special Development
Package Rs. 1500 crores for over 3 years will be given by the Govt. to undertake specific projects for the
development of Bodo areas.
ii.A commission under Section 14 of the Sixth Schedule to the Constitution of India will be set up. The
commission will work in recommending inclusion or exclusion of tribal population residing in villages
adjoining the Bodoland Territorial Area Districts (BTAD) areas.
• Commision representatives: In this commission, apart from State government, representatives
will also be from ABSU and BTC. The recommendation will be submitted within 6 months from the
date of notification.
iii.The All Bodo Students’ Union (ABSU), which has been spearheading a movement for a separate Bodoland
state also signed the accord.
iv.Welfare council: The Assam govt will establish a Bodo-Kachari Welfare Council and will also notify Bodo
language as an official language in the state. A separate directorate for Bodo medium schools will also be
established.
v.Similar agreement: Similar to the tripartite agreement, a pact named Bru-Reang agreement was signed on
January 16, 2020 to end the humanitarian crisis in the states of Meghalaya and Tripura by bringing the armed
cadres in Assam and 88 armed National Liberation Front of Tripura (NLFT) cadres in Tripura to bring them to
the mainstream.
vi.NDFB is an armed separatist outfit which seeks to obtain a sovereign Bodoland for the Bodo people. This is
the 3rd bodo accord signed in the last 27 years.
• 1st accord: The 1st was signed in 1993 leading to creation of Bodoland Autonomous Council with
limited political powers.
• 2nd accord: The second accord was signed in 2003 with the Bodo Liberation Tigers (BLT) militant
group leading to formation of Bodoland Territorial Council (BTC). this pact lead to formation of 4
districts( Kokrajhar, Chirang, Baska & Udalguri) in Assam to the BTC.

Horticulture output to be 313.35 million tonnes in 2019-20: First advance estimates


On January 27,2020, The Ministry of Agriculture & Farmers Welfare, Government of India (GoI) has
presented the first advance report for 2019-20 & as well as the final estimate for 2018-19 for Area and
Production of various Horticulture Crops.

Highlights:
i.Horticulture production: According to the report, horticulture production in 2019-20 can be 313.35 million
tonnes (mt),0.84% higher than in 2018-19 (310.74 mt).
ii.Vegetables & Fruits production:Vegetables production was expected to be about 183.17 mt, while fruits
production was to be around 97.97 mt in 2018-19(Final).In 2019-20(1st Advance Estimate) Vegetables
production was estimated to be around 188.009 mt, while fruits production was estimated to be around 95.74
mt.
iii.The government hopes to increase the yield of these 3 vegetables (Onion, tomato and potato) in the current
financial year 2019-20.
iv.According to government estimates, onion yields are expected to increase by 7.17% (24.45 Million Tonne),
as against 22.82 Million Tonne in 2018-19., potato by 3.49%(51.94 Million Tonne),as against 50.19 Million
Tonne in 2018-19 and tomato by 1.68% (19.33 Million Tonne) in this financial year,as against 19.01 Million
Tonnes in 2018-19.

India’s first underwater metro, ‘Kolkata metro’ to be opened by March 2022


On January 28,2020 Kolkata Metro Rail Corporation (KMRC) is set to complete its East-West Project, which
runs partly under the Hooghly river, West Bengal, by March 2022. It will be India’s first underwater metro.

The new metro rail is expected to carry about 900,000 people daily & will take less than a minute to cross a
520-meter underwater tunnel. 74% of the East-West metro project is owned by India’s Railway & remaining
26% by the nation’s Ministry of Housing & Urban Affairs.
Key Points:
i.Manas Sarkar, Managing Director(MD) at KMRC, reported that the authority is waiting for the final installment
of 200 million rupees ($2.8 million) over the next 2 years from the Indian Railway (IR) Board.
ii.A soft loan of 41.6 billion rupees from Japan International Cooperation Agency (JICA) funded 48.5% of the
project.
iii.KMRC will repay the JICA loan over 30 years after an initial 6 year moratorium with an interest rate between
1.2% to 1.6%.

1st estimate of rabi crop released by NCML; record grain output to be witnessed in 2020
On January 27, 2020 agriculture post-harvest management company- National Collateral Management
Services Limited (NCML) has released its 1st estimate of for 2019-20 rabi crop production. The year 2020 is
expected to make record food grain production led by the wheat crop along with corn and jowar while Oilseeds
and pulses may have lower production.
1st estimate of rabi crop by NCML:
Rabi season: This season which contributes 50% of foodgrain production usually starts from the month of
November and lasts till the following year’s April month. The Rabi paddy production is also estimated to
increase by 5% further.

• Cereal production: Overall cereal production is forecasted to increase by 7% in the current Rabi
season i.e., from 2019-20.
• Rabi food grain production: The total rabi food grain production is estimated to be higher
by 6% at 1527 Lakh Tonnes as against 1432 lakh tonnes of production witnessed during Rabi 2018-
19.
• Rabi oilseed production: The oil seed production is expected to decline by 2.7% for 2019-20.
• Monsoon: The year 2019 witnessed 10% above normal rainfall with 968 mm rainfall level which
was higher than the normal level of 880.6 mm. The excess rainfall has generated more favourable
conditions for sowing.
Crop production:
i.Wheat Production: Wheat being the main crop of the Rabi season saw a total production of estimated at
1090 lakh tonnes for 2019-20 which is 6.27% higher than 2018-19 production (1021 lakh tonnes). The
production is also expected to increase further due to Minimum Support Price’s (MSP’s) increase.

ii.Maize production: Apart from paddy and wheat, in India, Maize is the third largest cereal crop of Rabi
season. The maize production during 2019-20 was estimated to be 89.2 lakh tonnes and was higher by 8.25%
from 2018-19.
iii.Jowar crop: This crop is primarily grown in the states of Maharashtra, Karnataka and Andhra Pradesh. The
jowar production was estimated at 31.2 lakh tonnes during 2019-20 as against 20.2 lakh tonnes during rabi
2018, higher by 35.2%.
Pulse production:
The pulse production may show marginal decline by 2% from its previous year production. Indian Rabi pulses
production for the year 2019-20 is estimated at 144.8 lakh tonnes as against 148 Lakh tonnes witnessed
during 2018-19.
i.Gram: Among all the rabi crops, Gram has the highest acreage (land area). For the current season 2019-21 the
gram production is estimated to be lower by 5% at 95.82lakh tonnes from previous production of 101.3 lakh
tonnes.
ii.Moong bean: It is estimated to decline by 10% to 4.62 lakh tonnes in 2019-20 from 5.10 lakh tonnes in the
foregoing year due to decline in acreage.
iii.Mustard production: Production of Mustard is estimated at 85.79 lakh tonnes for 2019-20 which is lower
by 8.8% as against last year’s production of 93.4 lakh tonnes. The oilseed is primarily grown in the states of
Rajasthan, Uttar Pradesh, Madhya Pradesh and Haryana.
Horticulture output:
The Horticulture output including tomato, onion, potato etc is estimated to be 313.35 million tonnes(mt) in
2019-20 from the actual output of 310.74 mt of 2018-19.
• Onion production: The overall onion production is expected to increase 7% to 24.45 mt in 2019-
20, which can be seen as a relief to consumers from high prices seen in the past few months.
• Potato production: Production of potato is estimated to go up to 51.94 mt for 2019-20.

Brazil’s gunmaker Taurus pacted with steel group Jindal to produce guns in India:
Brazilian gunmaker Taurus Armas SA has signed for a joint Venture(JV) with Indian steelmaker Jindal
Group to manufacture and sell guns in India. As per the agreement Jindal will hold a 51% stake in JV and the
remaining 49% will be held by Taurus.
Participation at India’s 71st republic day:
Bolsonaro was the chief guest for the Republic Day celebrations and attended the Parade ceremony at Rajpath
in New Delhi along with Indian Prime Minister Shri Narendra Modi, President Ram Nath Kovind along with
other leaders. It was the 1st visit of Bolsonaro after assuming his office in January 1, 2019.

Key Points:
i.This is also the 3rd time a Brazilian president attended as chief guest of the republic day. The last time a
brazilian president attended the ceremony was Luiz Inacio Lula da Silva (former Brazilian president) in 2004.
ii.Previous guest: In the year 2019, South African President Cyril Ramaphosa was the chief guest of the 70th
Republic Day event.
Piyush Goyal addressed India-Brazil Business Forum in New Delhi:
The Union Minister of Commerce and Industry Shri Piyush Goyal addressed the gathering at the India-Brazil
business forum in New Delhi. The forum was organised by Industry Body Associated Chambers of Commerce
and Industry of India (Assocham). Assocham has also announced to set up an office in Brazil. Visa free travel
between the two countries was announced by the Brazilian president during the forum.
i.$15billion target set: The bilateral trade and work target of $15 billion between India and Brazil was set to
be achieved by 2022. The current trade level accounts to $8.2 billion. The 2018-19 export and import details
between the two countries are as follows:
• Export: India’s export to Brazil during the above mentioned period were worth $3.8 billion.Some of
the exports were agro-chemicals, synthetic yarns, auto components and parts, pharmaceuticals and
petroleum products.
• Import: Brazil’s import to India were worth $4.4 billion. Some of the major imports were crude oil,
gold, vegetable oil, sugar and bulk mineral and ores.
ii.IR with 100% electrification by 2024: The Indian Railways(IR) has set a target to run entire railway
network with 100% of electricity by 2024. IR will also be the 1st railway in the world with large scale and size
to be run on electricity. By 2030 IR plans to run on clean energy and become net zero carbon emitter.
iii.Participants: Brazil’s Minister of mines Bento Albuquerque, agriculture minister Teresa Cristina and other
officials were present.
PM Modi, Brazilian Prez Jair Bolsonaro hold talks in New Delhi:
PM Shri Modi and Brazilian president Bolsonaro held bilateral talks in various areas which include medicine,
defence, scientific research and trade etc.
Visit in India:
The Brazilian President visited the Taj Mahal in Agra, Uttar Pradesh(UP) before concluding his 4-day visit to
India. He had also visited the Akshardham Temple in New Delhi.

Rajya Sabha panel submits report on child porn


On January 25,2020, An ad hoc committee of the Rajya Sabha (RS) headed by Congress
parliamentarian Jairam Ramesh submitted its report on child pornography to Vice President (VP) and Rajya
Sabha Chairman Muppavarapu Venkaiah Naidu.
Key Points:
i.In it, 40 recommendations have been made to strictly prohibit the promotion and access of child pornography
and related content through social media. This includes amendments to POSCO (Protection of Children from
Sexual Offences) Act, 2012 and IT (Information Technology) act, 2000 & to control children’s access to such
content containing generation and dissemination of Child Sexual Abuse Material (CSAM).
ii.The committee has suggested enabling effective action by governments and authorised to curb child sexual
content & has appealed to Prime Minister (PM) Narendra Modi to raise the issue in its ‘Mann Ki Baat’ program
so that people can become aware of it and curb it. This committee was formed by the Vice President to examine
the issue of such widespread social concern and prepare its report.

WHO has declared the global risk of Noval Coronavirus (2019-nCoV)
The World Health Organisation (WHO) has declared the global risk degree of the novel coronavirus strain
2019-nCoV that cause serious illnesses ranging from the common cold to Middle East Respiratory Syndrome
(MERS-CoV) and Severe Acute Respiratory Syndrome (SARS-CoV) from moderate to high .

WHO Report:
i.According to WHO report on January 27, 2020 Globally there is 2798 confirmed cases in out of which in China
there are 2741 cases. Nearly 80 cases were found dead in China according to the report.
ii.Also there were four cases each in Japan, Republic of Korea, Singapore, Australia, Malaysia and five cases in
United States of America and Thailand.
iii.WHO also confirmed Coronavirus cases in France(3), Canada(1), Nepal(1) and Viet Nam(2).
Coronavirus -symptoms
i.The infected person feels uneasy breathing, sore throat, cold, cough, and fever which can later transform into
pneumonia and cause various problems kidneys.
ii.The virus can affect the people with the weakened immune system, infants and old age people.
Prevention:
i.Avoid close contact with affected persons and unprotected animals.
ii.Frequent hand-washing after direct contact with infected persons.
iii.Avoid eating of sea foods.
Government of India on Coronavirus:
i.Under Union Health Minister Dr. Harsh Vardhan, the National Centre for Disease Control (NCDC) call centre,
91-11-23978046, has been made operational for 24×7 for people .
ii.According to the government all the passengers from China will undergo compulsory health check up in all
airports.
iii.Ministry of External Affairs has also been requested to provide details of travelers from Wuhan city, China
where the virus is spreading rapidly.

EU moves resolutions against India over CAA, Kashmir


On January 27, 2020 the European Union(EU) parliament has decided to make a debate and conduct vote on
the resolution against the controversial Citizenship Amendment Act(CAA) 2019, and on the annexation of
occupied Kashmir by India after abrogating Jammu and Kashmir’s special status. The decision taken after

Pakistan Prime Minister Imran Khan’s global campaign against CAA and the Kashmir issue, cited that the
annexation of Kashmir was in clear violation of the United Nations Security Council (UNSC) resolutions.
Resolution against CAA 2019 and Kashmir issue:
i.Out of the total 751 EU parliament members, 626 have moved a total of 6 draft resolutions related to both of
the above mentioned issues. The debate will be conducted on January 29, 2020 with the voting on January 30th
in the parliament in Brussels, Belgium
ii.The resolution condemns implementation of CAA citing that the act is seen as a descrimination against
Muslims. The resolution calls on to promote implementing the UNSC resolution on Kashmir. Engagement in a
peaceful dialogue by India with various sections of the population is required as per the resolution.
iii.This need for a resolution by the EU against India comes ahead of Prime Minister Narendra Modi’s visit to
Brussels,Belgium for the 15th India-EU summit in March, 2020.

Draft resolution findings:


i.Not complying with UNSC:The draft resolution noted that India did not implement the UNSC resolution
which is needed, to require a referendum. The referendum is to allow all Kashmiris to determine as well as
decide the future status of Kashmir.
ii.International guideline violations: The CAA is seen to be violating India’s International guidelines and the
citizenship is thought to have been deprived based on race, colour, descent, national of ethnic origin as given in
the human rights treaties.
• India being a sovereign secular democratic republic, inclusion of religion as a criterion for
citizenship becomes fundamentally unconstitutional.
iii.Security forces to comply to UN principles: Security forces should be ensured that they comply with the
basic principles of the United Nations(UN) on the use of force and firearms by law enforcement officials.
iv.NRC: Other than CAA, the National Register of Citizens (NRC) in Assam is also expected to deprive citizenship
of India of the minorities living in the country.
• Muslims excluded from the NRC will face difficulty winning their cases at foreign tribunals.
v.References made in resolution: Charter of the United Nations, Article 15 of the Universal Declaration of
Human Rights (UDHR), India-EU Strategic Partnership Joint Action Plan signed in November 2005, and EU-
India Thematic Dialogue on Human Rights were made as a reference in the resolution.
• These references urge the Indian authorities to engage constructively with the protestors of CAA
and to consider their demand to repeal CAA.
vi.UN Declaration: The resolution reminds the Indian govt of its obligations under the 1992 UN Declaration on
the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities. The declaration
establishes to protect the identity of religious minorities within their territories.
vii.JNU violence: The resolution mentioned about recent violence by mobs that took place at Jawaharlal Nehru
University in New Delhi in which the students protested against CAA and NRC and the police refused to control
and arrest the mob.
viii.Resolution passing: If the resolution is passed, it will be formally sent to Indian government and
Parliament as well as to the European Commission chiefs.

ix.Resolution sponsor: The main resolution is sponsored by European People’s Party(EPP). It is the largest

13th edition of International Children’s Film Festival inaugurated at Dhaka, Bangladesh


On January 24, 2020 the 13th edition of International Children’s Film Festival was inaugurated in Dhaka,
Bangladesh. The theme of International Children’s Film Festival 2020 is ‘Under The World’ and slogan
is “Future in Frames”. The week-long festival will be concluded on January 31, 2020.
KeyPoints:
i.It is organized by the Children’s Film Society, Bangladesh. It is the biggest film festival of Southeast Asian
country and only international festival celebrated exclusively for children and young adults since 2008.
ii.It will feature 173 films from 39 countries including Bangladesh, India, France, Korea, Spain and other
countries.
iii.German film ‘Rocca Changes the World’ directed by Katja Benrath will be screened during the inauguration.
iv.To mark the 100th birth anniversary of the country’s founding President Sheikh Mujibur Rahman, ‘Khoka
Jokhon Chhoto Chhilen’ directed by Sudipta Saha will also be screened at the festival.
v.Bangladeshi Children Filmmakers Section, Special Film Competition, International Film Section and
Bangabandhu Through My Lens are some of the sections under which the films will be screened.

NABARD predicts Rs 90,395cr credit potential for Odisha in FY21
On January 27, 2020, National Bank for Agriculture and Rural Development (NABARD), an Apex
Development Financial Institution in India, in its State Focus Paper for Odisha, has estimated Odisha’s credit
potential at Rs 90,395.69 crore for Financial year FY- 2020-21 with a hike of around 20% over credit
projection of 2019-20.
Key Points:
i.Out of the total credit potential for priority sector,agriculture constitues Rs 43,282.11 crore, in which, Rs
40,227.79 crore (92.94 %) is estimated under farm credit, which consists both crop loans and term loans for
agriculture and allied activities.
ii.In addition,the credit potential under agriculture infrastructure & ancilliary activities have been predicted at

Rs 1,603.94 cr and Rs 1,450.38 cr, respectively. Also, out of the total credit potential assessed under agriculture
sector, 31 per cent is under term loans. Credit potential under MSME sector has been assessed at Rs 30,457.99

education, housing, renewable energy, others and social infrastructure have 18.43 per cent share in the total

Government of India has decided to sell 100 percent stake of Air India
On January 27, 2020, Indian Government has decided to sell its 100 percent stake of Air India (AI) under the
reconstituted Air India Specific Alternative Mechanism (AISAM) for re-initiated strategic disinvestment of
Air India. It includes its 100 percent stake in low-cost airline Air India Express and 50 percent shareholding in
joint venture AI SATS Airport Services Private Limited.

i.The deadline for submitting the interest to bid Air India is March 17,2020 .The net worth of the parties
interested in bidding for Air India should be Rs 3,500 crore.
ii.AI’s debt is slashed from Rs 62,000 crore to Rs 23,286 crore.
ii.According to Employee Stock Ownership Plan (ESOP), 3% of the equity shares must given to the permanent
employees of AI.
iii.Ernst & Young Global Limited (EY) acts as transaction advisor for Air India disinvestment process.

‘Samvidhaan’ named as Oxford Hindi Word of the Year for 2019


On January 28, 2020, the Oxford University Press (OUP) has named ‘Samvidhaan’ (constitution) as the Oxford
Hindi Word of the Year (HWOTY) for 2019. This name received widespread attention in August 2019 with
the abrogation of Article 370 and article 35(A) of the Indian Constitution on August 05, 2019. The articles
removed special status granted to Jammu and Kashmir.

capped and highest run-getter for Rajasthan in the Ranji trophy. Saxena scored 7,637 runs in 129 first-class
matches, which also includes 17 hundreds and 38 fifties.

i.In his 2 decade spanned cricket career, He achieved the Man of the match title winning 257 against Tamil
Nadu in finals of the 2011-12 Ranji Trophy edition. He is also the only cricketer from Rajasthan to play 100 or

1947 in Amsterdam, Netherlands.

i.In his club career, he became famous at Royal Sporting Club (R.S.C) Anderlecht, Belgium where he won the
league title in 1972 and 1974 as well as four Belgian cups in 1972, 1973, 1975 and 1976.
ii.Rensenbrink also played in the teams which won European Cup Winners Cup in 1974 and 1978.

Nepal became the first South Asian nation, which has offered to “mediate” between India and Pakistan over
