Greetings from the Bureau of Jail Management and Penology!
This refers to your request through the Freedom of Information Portal with tracking
number BJMP-640801240909 dated October 3, 2021
The BJMP Minimum Deployment Standards is created to provide guidelines and
standards in the deployment of personnel to rationalize the distribution of available
uniformed personnel based on actual individual needs of every BMP manned jails
hence providing an evidenced-based reference for personnel placement and
assignment,
Under this, jail units are classified according to their average Persons Deprived of
Liberty (PDL) population as the base variable to identify designations as fulltime and on
concurrent status to perform the function of other positions i.e. multi-tasking, while
standards/formulas for each position shall determine the additional personnel to be
assigned thereat.
In response to the query of the minimum number of personnel assigned in a jail,
assuming that the jail is under the small jail classification (1 to 100 PDL) and such jail
has the minimum criteria per variables, at least twenty-seven (27) BJMP personnel can
be assign in that jail, five (5) of whom are assigned as custodial officers.
