Duties and Responsibilities


The Planning Service, through the Project Preparation Division,

• shall oversee and monitor the conduct of FS

• is mandated to conduct Master Planning and Feasibility Studies in


support of the plans and programs of DPWH

Submission of Proposals

Project Proponents must provide the following to the Planning Service,


through PS-PPD:

1. Project Profile (Rationale, Objectives, Potential Benefits, etc.)


2. Length of the project
3. Indicative cost and proposed implementation schedule
4. Map of the project
5. E-copy and/or hard copy of Master Plans/ Feasibility Studies/ Pre-
Feasibility Studies relevant to the project
6. Other relevant documents such as Endorsements (e.g. Barangay
Resolution, RDC Endorsements, etc.)

Feasibility Study Pre-Feasibility Study Project Concept Paper


Required for projects that: These shall be conducted for Other projects not requiring a full-
projects with a total cost more scale F/S and Pre-F/S which shall
1. have total indicative project cost above than PhP300 Million but not be prepared by the ROs and/or
PhP1 Billion exceeding PhP1 Billion DEOs

2. located in or traverses through areas which Development Planning Division


are environmentally sensitive and/or listed (DPD), shall consolidate PCPs for
in Presidential Proclamation 2146 verification, prioritization and
consequent inclusion in the Public
3. located in or traverses through zones or Investment Program (PIP) and the
areas with considerable settlements or Three-Year Rolling Infrastructure
those that are covered under Indigenous Program (TRIP)
Peoples’ Rights Act of 1997 and/or with
indicative ROW acquisition cost of more
than 50% of the construction cost
