Committee : United Nations Children’s Fund (UNICEF)

Country : Monaco
Delegate : Dyandara Sekar Pradipta
Topic : The Covid 19 and The Impact for Childrens Mobility and Mental health

The COVID-19 pandemic that has continued to occur in the world for the past 2 years has
certainly had a huge impact on various aspects of human life. The children are no exception.
Monaco is concerned about the mental health that children may experience in their country and
in other parts of the world. Given that all learning activities have been shifted to online, it is
feared that children will be shocked and unable to adapt properly which will have an impact on
their mental health.

The rapid assessment amplified the voices of 8,444 adolescents and young people between the
ages of 13 and 29 in nine countries and territories in the region. The report gives an account of
the feelings they faced in the first months of the response to the pandemic and the situation in
September. Among the participants, 27% reported feeling anxiety and 15% depression in the last
seven days. For 30%, the main reason influencing their current emotions is the economic
situation. The general situation in the countries and their localities has affected the daily life of
young people as 46% report having less motivation to do activities they usually enjoyed. 36%
feel less motivated to do regular chores.

To date, Monaco has had a specific mental health policy in its health legislation. Inpatient
psychiatry is covered by the general hospital system, and is under the national health insurance
scheme, Caisses Sociales de Monaco or CSM. Outpatient mental health care is also funded by
the State. As for the hospital in Monaco, which is likely to be in the country's main general
hospital, Princess Grace, any psychiatric treatment will be free. In addition, Monaco will also
provide protection from disability discrimination under the Equality Act of 2010, and this
includes mental disorders. Legal professionals can also provide advice in cases of bullying and
harassment in the workplace.

Monaco proposes 2 possible solutions that can be implemented by UNICEF. The first possible
solution is to send child psychologists and mental health experts to developing countries that
have the highest rates of depression. These experts can later be expected to be able to provide
consultation and direction on how to manage good mental health. The second possible solution is
to recommend providing assistance in the fields of education and the economy. Considering that
one of the factors causing children's mental health to be disturbed during this pandemic is their
parents who have lost their jobs, or the limitations of communication tools in participating in
online learning.
In conclusion, Monaco has a high level of awareness of the mental health of children in various
worlds during covid-19. Monaco is openly ready to contribute directly to the handling of
children's mental health in various worlds. Monaco believes that the dispatch of
psychologists/experts in mental health and the delivery of assistance in the fields of education
and economics will benefit the global community.
