November 21, 2011 with subject: Pulis Nyo Po sa Barangay (Addendum
to LOI 22/09 Bayanihan).

2. Background

On March of this year, the Police Regional Office 12 trained 96 personnel to


compose the Pulis sa Barangay Team (PSBT). They were strategically deployed to 15
Pilot Barangays out of the 62 ELCAC Priority Barangays after undergoing a 15-day
Preparatory Phase. The 15 PSB Teams were deployed on the first week of April for
GIDAS Community Immersion.

The ORCADD regularly monitored and assess the effectivity of the deployed
PSBT to the 15 Pilot Barangays through:
a. Assess skills development of the PSBT personnel;
b. Acceptance of the community;
c. Allocating resources;
d. Documentation and reports;
e. Security Management;
f. Community Engagement; and
g. Programs and projects implemented.

The community immersion conducted by the PSBT, manifested by the


statement directly from the vulnerable and neglected communities in the GIDAS,
showed gradual rise of support of the people in the formerly insurgent influenced
barangays in spite of the minimal resources utilized during the immersion.

In the assessment conducted by the Quad Staff under the supervision of


DRDO, PRO 12, the PSBT’s initiated program are community-based activities in
partnership with the LGUs, NGOs and stakeholders (one-stop shop), intensified
information campaign, on-the spot conflict resolution and livelihood trainings. These
activities strengthened the Barangay-Based Peacekeeping Institutions of the affected
barangays especially in the support to the PNP’s anti-criminality efforts in crime
prevention and anti-insurgency campaigns.

3. Mission

This PRO aims to enhance the PSBT effectiveness through the OPLAN
IRON CLAD by the Strategic Deployment and conduct of Community Affairs and
Development (CAD) programs and activities of the PSBT in all clustered barangays in
this PRO.

4. Concept of Operation

a. The former PSB Team will undergo a 2-day PSBT Enhancement Training
to perform the following functions:

1) To be strategically deployed in the different clustered barangays in


their respective AOR classified as;
2) Provide support to existing Barangay Peacekeeping Institutions
through the various thrust and program on the PNP;
3) Provide immediate response to crisis and disaster incidents at the
barangay; and
4) Promote good deeds through “Barangayanihan KAPATID”.

b. Strategic Deployment of PNP Units at Clustered Barangays

1) The barangays will be clustered depending on the Geographical locations,


number of houses, and support groups:
a) Highly Urbanized (Commercial Build Up Areas);
b) Urbanized (Developed Community); and
c) Rural (GIDAs) – Under Developed Communities.
2) There will be a PSB for every identified cluster supervised by the most
senior PNCO (Cluster Supervisor);
3) The one Police Officer per PSB will be augmented by another police officer
coming from administrative sections;
4) A security support team from Public Safety Forces will provide technical
and operational assistance and security to the PSBTs;
5) The security teams will conduct low-level reconnaissance patrol and utilize
drone operations for security assessment;
6) Operational duration will depend on the target activity at the barangay,
however, the following concept must be observed:
a) Urban Areas will conduct a 2-day E-PSB every week and will stay
overnight if possible; and
b) Rural Areas (half-day travel to GIDAs) will conduct 3 days every week.
7) The Deputy Station Commander will be the E-PSBT Focal Person and
supervisor to ensure the conduct of the following activities:
a) Organize and Mobilize the Global Coalition of Lingkod Bayan Advocacy
Support Groups and Force Multipliers of PRO 12;
b) Provide Support to existing Barangay Peacekeeping institutions through
the various PNP program; and
c) Organization and deployment of BPATs in all clustered barangays.
5. Recommendation

With the success brought by the conduct of the PSBT project, this office
concludes that the said project shows significant impact to the community and further,
recommends the following agenda to be undertaken to enhance the scope of services
offered by the PNP:

a. Enhancement of the PSBT in accordance to the concept of operation of

b. Conduct Orientation Lectures to former PSBT that will compose the City,
Provincial and RMFB Pool of Instructors on the OPLAN Iron Clad;
c. Deploy PSBT in all barangays; and
d. Review the issues, concerns and recommended interventions to improve the
PSBT Program.
