On December 6, 2021, a Local State of Emergency was declared in response to the increasing cases of
COVID, COVID-related hospitalizations and deaths. This declaration allows the Chairman of the Board of
Supervisors to request assistance from NYS Governor Kathy Hochul to assist in the event our local resources
become exhausted. Finally, the local state of emergency allows the Chairman to issue local emergency orders
to protect health, safety and property of Wayne County residents. At this time, no emergency orders have
been issued. However, emergency orders can be enacted if the situation requires further action.

Currently, Wayne County is experiencing a significant increase in COVID-19 infections, hospitalizations, and
deaths amongst our residents. The Wayne County Public Health Department reports 24.5% of the total
number of reported COVID-19 infections has occurred from November 1, 2021 to December 7, 2021. 21.5%
of these infections are occurring in fully vaccinated individuals who have experienced milder symptoms. During
the same period of time, 29.47% of the total number of reported deaths associated with COVID-19 has
occurred. As of December 5, 2021, Wayne County had the 7th highest Positivity Rate over a 7 Day Rolling
Average in New York State. Widespread community transmission is occurring.

Earlier this week, Rochester Regional Health proactively decided to postpone all non-essential elective inpatient
surgeries at Newark-Wayne Community Hospital for at least the remainder of the week. We are actively
communicating with impacted patients and hope to resume inpatient surgeries as soon as it’s possible. As the
area enters the third wave of this pandemic, Rochester Regional remains deeply committed to caring for the
community. Patients should not delay necessary care at this time.

As we gather together with family, friends and neighbors to celebrate the Holidays, the Wayne County Board
of Supervisors is requesting all Wayne County residents’ cooperation over the next six weeks in helping us to
reduce the spread of this deadly virus. By implementing specific protective measures, the risk of contracting
and spreading the virus greatly reduces. These measures are:

 GET VACCINATED.

 Wear a mask while indoors in a public space regardless of your vaccination status

 Stay home if you are sick and get tested, regardless of your vaccination status

 Do not attend large social gatherings

 Maintain 6 feet of distance between those of unknown vaccination status

 Wash your hands frequently with soap and water or use hand sanitizer containing 60% alcohol

By working together, we can celebrate the holiday season safely by protecting our families, friends, and
neighbors. It will take all of us to help meet our goals to reduce the spread of the virus, the number of
hospitalizations, and deaths occurring among our residents.
