Education is the most important elements in a community. The main purpose of


education is to educate individuals within society, to prepare and qualify them for work in
economy as well as to integrate people into society and teach them values and morals of society.
With the new generating educational system in the country, the Department of Education
(DepEd) sets overall standards and mandates standardized test for K-12 basic education
curriculum. The K to 12 Program covers Kindergarten and 12 years of basic education (six years
of primary education, four years of Junior High School, and two years of Senior High School
[SHS]) to provide sufficient time for mastery of concepts and skills, develop lifelong learners,
and prepare graduates for tertiary education, middle-level skills development, employment, and
entrepreneurship.

K-12 Program implementation in public schools is being done in phases starting SY


2012–2013. Grade 1 entrants in SY 2012–2013 are the first batch to fully undergo the program,
and current 1st year Junior High School students (or Grade 7) are the first to undergo the
enhanced secondary education program. To facilitate the transition from the existing 10-year
basic education to 12 years, DepEd is also implementing the SHS and SHS Modeling.

Table 6-A shows the educational status among residents of Barangay Ruby, Tacloban
City, Leyte. Among the 456 populations, 444 or 97.37% has educational background which
includes populations who are currently attending school and those who attended school in the
past. While 8 or 1.75 of the total populations are 0-2 years old group who have no education or
not attending school because of young age. Lastly, 4 or 0.88% of the total populations are 3-9
years old group who have no education or not attending school even though children aging
within the range are eligible to attend school already.

Figure 6-A presents the educational status among the residents of Brgy. Ruby, Tacloban
City. It shows that the number of population with educational background has the higher rate
than the 0-2 age group, 3-9 age group and 10 years old and above. This implies that the residents
of barangay ruby are stable since 90 percent of the population graduated, able to have education
and some are currently studying. With this, it may have associated with a higher income which
may correlate with better health. On the other hand, less rate is the 0-2 years old group who have
no education or not attending school because of young age and 3-9 years old group who have no
education or not attending school because of the different reasons.
Based on the 2017 Annual Poverty Indicators Survey (APIS), about nine percent of the
estimated 39.2 million Filipinos aged 6 to 24 years old were out-of-school children and youth
(OSCY). OSCY refers to family members 6 to 14 years old who are not attending formal school;
and family members 15 to 24 years old who are currently out of school, not gainfully employed,
and have not finished college or post-secondary course. The most common reasons among
OSCYs for not attending school were marriage or family matters (37.0%), lack of personal
interest (24.7%), and high cost of education or financial concern (17.9%).

The table shown above represents the educational level of the residents in Barangay Ruby.
Those who are eligible for basic education (3 years old and above) consists of 444 out of 456 residents
in Barangay ruby while the remaining 12 remain illiterate and below the age for basic education.

Based on the table there is a total of 6 residents or 1.35% of the population who are currently
taking pre-elementary education (3-6 y.o.).

There are 10 residents or 2.25% of the population who belong in the Primary level (Grade 1-4),
9/10 are currently taking primary education and 1/10 has stopped receiving education in the primary
level.

In the table, there are 14 residents or 3.15% of the population who belong in the Intermediate
level (Grade 5-6) 13/14 are currently taking Intermediate education and 1/14 has stopped receiving
education in the Intermediate level.

There are 42 residents or 9.45% of the population who belong in the junior high school level
(Grade 7-10) 27/42 are currently under the junior high school level and 15/42 has stopped receiving
education in the junior high school level.
There are 23 residents or 5.18% of the population who belong in the senior high school level
(Grade 11-12) 22/23 are currently under the senior high school level and 1/23 has stopped receiving
education in the senior high school level.

There are 324 residents or 72.97% of the population who belong in the College level, 119/322
are currently taking college education and 203/322 are out of college and have received a degree or
have discontinued receiving education in the college level.

There are 4 residents or 0.9 % of the population who have taken vocational education 1/4 is
currently taking vocational education course and 3/4 has completed a vocational education course.

No residents in Barangay Ruby have taken an alternative learning system for their education.

There are 21 residents or 4.7% of the population who have taken Graduate studies 1/21 is
currently taking graduate studies and 20/21 have graduated from a post-graduate course.

Education in the Philippines is managed and regulated by the Department of Education (DepEd),
Commission on Higher Education (CHED) and Technical Education and Skills Development
Authority (TESDA). DepEd is responsible for the K-12 basic education; it exercises full and
exclusive control over public schools and nominal regulation over private schools, and it also
enforces the national curriculum that has been put in place since 2013. CHED and TESDA, on
the other hand, are responsible for higher education; CHED regulates the academically-oriented
universities and colleges while TESDA oversees the development of technical and vocational
education institutions and programs in the country.
From 1945 to 2011, basic education took ten years to complete--six years of elementary
education and four years of high school education for children aged six up to fifteen. However,
after the implementation of the K-12 Program of DepEd and subsequent ratification of
Kindergarten Education Act of 2012 and Enhanced Basic Education Act of 2013, the basic
education today takes thirteen years to complete--one year of kindergarten, six years of
elementary education, four years of junior high school and two years of senior high school for
children aged five up to seventeen. As of 2016, the implementation of Grade 11 has started.

There are 207 residents from Barangay Ruby who were able to graduate from college while 14
residents were unable to complete a full college course. This was taken by subtracting the
number of college graduates from the total number of the out of college and graduate studies
population.

Basic literacy is almost universal in the Philippines. Basic literacy or simple literacy
refers to the ability of a person to read and write with understanding a simple message in
language or dialect. Functional literacy refers to a person who can read, write, and compute or
one who can read, write, compute, and comprehend.

Based on the data gathered, the table shown above shows that out of 456 residents who
are eligible for basic literacy (ages 3 and above), only 444 residents from barangay Ruby,
Tacloban City, Leyte or 97.35% are considered literate and with education. While 12 out of 456
residents or 2.65% of the population are illiterate or are without education. The table shows that
most of the residents from Barangay Ruby are considered literate. The literate group includes the
residents with educational background and the illiterate group includes the residents who are
unable to read and write due to the lack of an educational background.
