MEMORANDUM CIRCULAR

TO THE SENIOR DEPUTY ADMINISTRATOR, DEPUTY


ADMINISTRATORS,
REGIONAL/DEPARTMENT/PROJECT/ DIVISION
MANAGERS, CHIEF DESIGN ENGINEERS AND ALL
OTHERS CONCERNED

SUBJECT NIA STANDARD PROCESS AND PROCEDURE FOR THE


PREPARATION AND CONDUCT OF DETAILED
ENGINEERING DESIGN (DED) AND REVIEV\ OF
PLANS/DRAV\^INGS INCLUDING THE DESIGN
DOCUMENTATION /REPORTS OF STORAGE/RESERVOIR
DAMS.

In view of the increased authority provided under MC No.55 s.2017 vested to NIA
Officials particularly the Field Managers (RIO's/DEPT OFFICES/PMO's/IMO's) who are
to conduct contract procurement under outsourcing scheme of Consultancy Services in
undertaking Detailed Engineering Design (DED) of Storage/Reservoir Dams [Reservoir
Irrigation Projects and the Appurtenant Structures /Facilities) and the approval of
same including the review of DED plans / drawings and reports, it is imperative that the
NIA Central and Field Offices Managers, and Dam Design Engineers [including the
hired Design Consultants/Firms/Entities) shall for uniformity adopt and maintain
common or standard process, procedure and requirements for the preparation,
undertaking and conduct review of DED's with the corresponding
documentations/reports prior to approval by the concerned Authorized Official or
Head of Office.

The herein attached Standard Process and Procedure shall serve as the Agency's
handy tool, reference and template for both the new practicing and experienced Dam
Design Engineers & Consultants in facilitating the preparation, conduct/ review and
approval of the project's DED documents.

Therefore, all concerned Managers and RIO/PMO/IMO Chief Design Engineers are
obliged to observe compliance with the said Standard Process and Procedure to
ensure completeness of details, information/requirements which are of vital
importance and a valuable reference in the conduct of Dam Integrity , Safety
Inspection and Evaluation.

NIA STANDARD PROCESS AND


PROCEDURE FOR THE PREPARATION AND UNDERTAKING/
REVIEW OF DETAILED ENGINEERING DESIGN (DED) OF
STORAGE/RESERVOIR DAMS
(DSD-CWDS-ED/Dec 2017 Version)

SECTION! PURPOSE/OBJECTIVE
This dDCument intends to provide the Agency a standard guidance
on process and procedure and also uniform template common for
all the nev\/ly practicing and experienced Dam Design
Engineers/Staff including the hired Individual Design Consultants
and Consulting Firms and concerned NIA officials both at the
Central and Field Offices who are mandated and duly authorized to
prepare, review and approve Detailed Engineering Designs
(DED's) Plans and Drawings including Documentations/ Reports of
Storage /Reservoir Dams.

It is envisioned and expected that with this standard, the desired


level and degree of completeness and correcmess of design data,
parameters and required information inscribed in the
documentations /reports being a prerequisite for an acceptable
DED's will be attained thereby in essence providing adequate,
informative and realistic references for the future conduct of
Integrity /Safety Inspection and Performance Evaluation of
Storage/Reservoir Dams constructed, operated and maintained by
NIA.
SECTION -2 SCOPE/APPLICABILITY

2.1 All Locally funded new Storage/Reservoir type Irrigation or


Multipurpose Projects having Dam & Reservoir with Size
Classification as defined befow:
2.1.1 Small - Reservoir/ Storage Dams having a
height equal to or less than 15.0 meters or
with total storage capacity equal to or less
than 3.0 Million Cubic Meters
(MCM).Where, Dam Height is defined as the
vertical distance referred from the
lowest/deepest natural ground of foundation
or river bed level at the lower dam toe up to
the dam crest level

2.1.2 Medium - Reservoir/Storage Dams having a


height of more than 15.0 meters but equal
or lower than 75.0 meters or with a total
storage capacity of more than 3.0 MCM but
equal to or lower than 60.0MCM .
2.1.3 Large - Reservoir/Storage Dams having a
height of more than 75.0 meters or with
total storage capacity of more than 60.0
MCM.
2.2 Foreign funded Storage/Reservoir type Irrigation or
Multipurpose Projects where the Dam and Appurtenant
Structures design will be subject for the Review/Approval of
NIA Officials as stipulated and mandated under MC No.55
s.2017, the Revised Delegation of Authorities for NIA Officials.

2.3 Design of physical interventions/measures for existing


Reservoir/Storage Dams including appurtenances subject for
rehabilitation, modification and or decommissioning.
However, the Rehabilitation, Modification and Decommissioning
Process and Procedure is beyond the Scope of this Standard but
discussed under separate guideline /policy document currently
being formulated entitled "NIA Design Guidelines and Criteria
for Storage/Reservoir Dams".
2.4 Pump Storage/Reservoir FaciHties having similar function/
purpose, physical, hydraulics and structural features and
appurtenances with the Dam and Reservoir Infrastructures.

SECTION-3 DETAILED ENGINEERING DESIGN (DED)/REVIEW PROCESS &


PROCEDURE

3.1. STEP-1 PREPARATION/ PRODUCTION / COLLECTION


/COLLATION / REVIEW & ASSESSMENT OF [APPROVED
FEASIBILITY STUDY REPORT) INITIAL DESIGN DATA

3.1.1 REVIEW & ASSESS THE ADEQUACY / COMPLETENESS AND


UPDATEDNESS OF THE APPROVED FEASIBILITY STUDY REPORT
[FSR).

3.1.1.1 FSR's PREREQUISITES/CRITERIA AND MANDATORY


REQUIREMENTS

The folbwing FSR's prerequisite /Criteria shall be observed


prior to proceeding on the next steps of the Process:

1. All FSR's shall be subjected first for approval as required


under MC No.55 s.2017 prior to adoption of contents as
reference and as initial or final and as primary data and
parameters for the conduct of DES & DED.
2. Project FSR's prepared and approved within the three to
five (3-5) years period prior to conduct of DES & DED shall
be subjected to mandatory Updating of Meteorological,
Hydrofogic including flood studies, Geobgic including
regional/local seismicity and all other previous studies done
for the project taking into considerations all of the transpired
special/uncommon/calamitous events (if there are any)
within the 3 to 5 years span of time.
3. FSR's prepared beyond the five (5) years span of time
prior to conduct of DES & DED shall be subjected to
mandatory Reformulation prior to its adoption as reference.

3.1.2 PREPARE/PRODUCE MAPS & REVIEW THE COMPLETENESS


AND CORRECTNESS OF THE FOLLOWING DATA:

3.1.2.1. Location Map/ Vicinity Map. The maps shall be prepared


and drawn at convenient scale. Scale to be reflected shall be
the combination of both the numerical and graphical/bar
form.
3.1.2.2. General Layout of Project Area. The project general layout
map shall be compliant and have the complete features as
prescribed and required under MC No.36 s.2016.
3.1.2.3. Topographic map of Damsite indicating tacation of dam axis,
spillway & outlet works & alignment. Delineate the
Reservoir area and reflect the location (Using the Grid and
or Geographic Coordinates System), designation of Vertical
&Horizontal survey Control Points /Benchmarks and
respective elevations. Control points should be tied to
National Mapping and Resource Information Authority-

Philippine Reference Survey of 1992 (NAMRIA-PRS '92)


as reference.
3.1.2.4. Map showing access roads & focation of quarry areas for
construction materials
3.1.2.5. River bed & banks Profile and cross sections at least 2.0 km
Upstream & Downstream from dam axis or as required
3.1.2.6. Cross sections of river @ dam axis ,and @ Downstream
where required and ideal focation for the preparation and
devefopment of the Tail water Rating Curves for the
Spillway, Diversion Tunnel/conduit and other Outlet Works.
3.1.2.7. Profile & Cross sections of Spillway & Diversion tunnel/
conduit and irrigation or hydropower Outlets at center
line/alignment with proper, consistent and standard survey
stationing.

3.1.3.. DETERMINE /REVIEW/VALIDATE & CONFIRM THE LAND


RESOURCES DATA

3.1.3.1. Determine & delineate existing irrigated, rain fed and new
area for inclusion under the project.
3.1.3.2. Verify/validate and confirm the delineated/identified
Potential Irrigable /Service Area and or Design Irrigable
Area as reflected on the General Irrigation & Drainage
Layout/Network and as identified on land classification map,
soil map and land use Map.

3.1.4. CONDUCT/REVIEW & CONFIRMATION OF METEOROLOGICAL &


HYDROLOGICAL/HYDRAULICS STUDIES

3.1.4.1. Gather and evaluate soils, hydrofogy and meteorofogy


parameters and prepare/devefop the proposed or review
the current Cropping Calendar being practiced within the
project area,
3.1.4.2. Derive the Irrigation Diversion Requirement [ IDR ) for
the identified /delineated design irrigable area
3.1.4.3. Undertake Sedimentation analysis & determine reservoir
sedimentation rate. Establish/estimate the reservoir
sediment storage or dead storage capacity based on the
estimated or projected economic and or serviceable life of

the infrastructure.

3.1.4.4. Determine & establish Reservoir (Irrigation /'Domestic


water supply and or Power) Demand in case of
multipurpose dam and reservoir projects.
3.1.4.5. Determine Reservoir fosses ( Evaporation, Seepages &
Leakages)
3.1.4.6. Undertake Reservoir Operation Simulation Studies
(Reservoir live storage Capacity determination & Initial
dam sizing/embankment height determination)
3.1.4.7. Undertake initial Project (Dam & Reservoir) Potential
(ffood/geofogic/seismic/man-made/sabotage) Hazard
and risk assessment and establish Potential Hazard &
Risk Classification (PHRC) of the project.
3.1.4.8. Establish / Specify the Inffow Design Flood magnitudes &
determine the corresponding Inflow Design Ffood [IDF)
Discharge or peak discharges for the Spillway & Outlet
Works
3.1.4.9. Prepare /devefop the Inflow Design Ffood (IDF)
Hydrograph
3.1.4.10. Prepare the reservoir Elevation-Area-Capacity Curve,
3.1.4.11. Prepare the Spillway & Diversion Outlet Tailwater Rating
Curve,
3.1.4.12. Undertake the IDF Ffood Routing for Spillway & Outlet
(Diversion Conduit) Works
3.1.4.13. Undertake Dam break simulation & Hazard & Risk
Analysis (Due to maximum flood, seismic and or man-
made/sabotage induced breach) for the preparation of
inundation map and environmental impact assessment &
hazard level /category and risk assessment.
3.1.4.14. Formulate the Emergency Preparedness Action Plan to
include Ffood Warning System for Social, Environmental
Risk and Hazard mitigation considerations.

3.1.5. PREPARE/ESTABLISH/UNDERTAKE REVIEW, ASSESS & CONFIRM THE


FOLLOWING GEOLOGICAL & GEOTECHNICAL INVESTIGATIONS DATA

3.1.5.1. Regional geofogy, Geofogic map of the project area. Seismic Map &
Geohazard map of the PhiUppines & the focality

3.1.5.2. Geofogic map of reservoir area , dam foundation/base area and


rim/planks indicating geofogical information & details,
locations/nature /orientation/length/width/depth of Fault Lines,
lineaments, shear zones crossing or passing near/afong the dam
axis (if there are any), reflecting also the focations of bore/drill
holes. Test pits of borrow areas for embankment construction
materials
3.1.5.3. Log of bore/drill botes (Factual Report) Require a minimum of
five(5) Drill holes focated afong dam axis & at dam foundation U/s
& D/S area . Depth of borehotes shall be approximately equal or
greater than the proposed dam height .A minimum of three (3)
Drill holes shall be required for both Spillway & Diversion/
Irrigation Outlet Works conduit alignment respectively.
3.1.5.4. Geofogic Profite of the foundation afong the Dam axis, Spillway &
Diversion tunnel/Outtet works conduit & Intake structure alignment
reftecting the engineering characteristic and index properties of the
foundation materials based on the observed core recovered and test
conducted during the expforation. Rock foundation condition and
properties shall be described based on Weathering Number (Wn),
Joint Number (Jn), Hardness Number (Hn) and Lugeon Value
(Lv). These values shall be reflected correspondingly with the
specific Drill or Bore botes which is the indication of the degree of
the competency of the underlying foundation materials.
3.1.5.5. Seismicity of the dam site & Reservoir area. Establish the Design
Seismic Magnitude/Return period & corresponding design seismic
acceteration or design seismic force coefficient.
3.1.5.6. Confirm the Permeability/ water tighmess of the reservoir area,
surrounding rim / flanks, abutments & foundation at dam axis
3.1.5.7. Confirm reservoir rim / flanks sfope stability.

3.1.6. UNDERTAKE/ REVIEW /CONFIRM COMPLETENESS & CORRECTNESS OF


FOUNDATION & DAM BODY (EMBANKMENT/CONCRETE/
MASONRY/RCC/HARDFILL) MATERIALS INVESTIGATIONS & TESTING

3.1.6.1. Confirm /verify / validate the focation of sources (quarry sites


&borrow areas) availability, sufficient quantity & quality of
embankment materials
3.1.6.2. Undertake & verify test of the availabte materials to determine the
physical/index or engineering properties. [Test results for Samptes

of impervious core, rancbm fill, foundation materials, filter


materials, boulders for riprap works /rockfill materials for
embankment and concrete aggregates and reinforcing steel bars
for concrete appurtenances]
The folbwing test shall be required to determine the Index
Properties of dam body and foundation materials for
embankment dam:
1. Grain size analysis
2. Permeabihty test
3. Compaction test
4. Tri-axial test[Total & Effective Shear Strength: cohesion & friction
angle)
5. Specific gravity test
6. Density test
7. Unit weights of the foundation & embankment materials
8. Foundation materials bearing and shear strength capacity and other
geotechnical (physical and engineering) properties.
3.1.6.3. Test of materials and expforation of foundation properties for
Concrete, Masonry and Hardfill Dams shall be subject to the
prescription and specific requirements of the Dam Design Engineer
and compliant with the applicable test specifications
internationally acceptable.

3.2. STEP-2 UNDERTAKE FINAL STRUCTURE LAYOUT AND


CONDUCT DESIGN/REVIEW OF HYDRAULIC/ STABILITY
& STRUCTURAL CALCULATIONS

3.2.1. FINALIZE DAM AXIS, APPURTENANT STRUCTURES LOCATION &


ALIGNMENT; PREPARE LAYOUT PLAN OF DAM & APPURTENANCES &
FOUNDATIONS, BASED ON ASSESSMENT OF THE TOPOGRAPHY,
GEOLOGY AND AVAILABILITY OF CONTRUCTION MATERIALS AT
PROPOSED DAMSITE. UNDERTAKE (HYDRAULIC, STABILITY &
STRUCTURAL) DESIGN CALCULATIONS FOR THE DAM & ALL THE
APPURTENANCES.

3.2.1.1. Prepare Initial Configuration layout Plan of Dam Embankment,


Appurtenances such as the Spillway, Diversion Conduit ,Other
Outtet Works & Foundations. Estimate/determine/establish the
required Dam Crest Width, Crest Camber, Freeboard, Upstream and

Downstream Surfaces Sfopes and type of sfope protection, Other


dam body/parts configuration. Set the Cutoff Wall (COW)/Cutoff
Trench [COT] alignment, estimate / calculate width & depth
requirement and COT base center line offset from the dam axis if
needed or as per design requirement.
3.2.1.2. Prepare design or conduct review of the Dam, Spillway & Outlet
Works Foundation Excavation Plan & Profite
3.2.1.3. Prepare /formulate design with the technical assistance of the
expert Engineering Geofogist and or Geotechnical Engineer then
conduct review of the Dam Foundation Treatment/ Grouting
Plan /Profile & Details. T he formulation of the Dam Foundation
Treatment shall include appropriate Fault Line measure/s and
shear strength & bearing capacity improvement as determined and
required
3.2.1.5. Prepare/formulate Spillway & Outtet Works Foundation Treatment
Plan & details.
3.2.1.6. Provisions for Operation and Maintenance & Security Facilities &
Appurtenances [Inspection access galteries & others] as dictated by
design requirement

3.2.2. FINALIZE DAM SECTION DESIGN & CONFIGURATION LAYOUT

3.2.2.1. Confirmation of derived/estimated minimum Dead Storage Capacity


based on Sedimentation Studies, Normal / Live Storage Capacity
based on Operation Simulation Studies & maximum reservoir water
surface tevels [Surcharge Storage Capacity] based on IDF Ffood
Routing.
3.2.2.3. Determine Cutoff Trench alignment, width and depth requirement.
3.2.2.4. Determine required height of upstream &downstream permanent &
or temporary coffer dams and rocktoe including freeboard
requirement.
3.2.2.5. Finalize the Freeboard & Camber requirement [Considering Wind &
Seismic induced wave height & run-up, Embankment & Foundation
Consolidation & Seismic induced Setttement.)
3.2.2.6. Layout the Dam embankment Sections /Zoning & specify the Slopes
Protection based on the materials availabte locally.
3.2.2.7. Establish the phreatic line and devefop or construct the Ffow-net for
the particular dam embankment foading condition/s subject for
analysis

3.2.2.8. Determine or estimate expected maximum tolerable or allowable


design seepage flow rate based on embankment & foundation
established permeability.
3.2.2.9. Determine the required filter drains size (filter material sizes,
gradation & layers thicknesses)
3.2.2.10. Determine seepage collector & conveyance channel capacity &
sizes/dimensions

3.2.3. UNDERTAKE / REVIEW DAM STABILITY CALCULATIONS FOR THE


SPECIFIED TYPE OF DAMS

3.2.3.1 Dam stability analysis procedures that shall be adopted and to be


applied shall include the applicable Limit Equilibrium Methods
and the Dynamic Analysis Procedure using applicable Finite
Element Software.

The folbwing bading conditions shall be observed in the slope stability


analysis for Embankment Dams:
(U/s & D/s Sbpes with & without earthquake)
1. End of Construction Condition
2. Normal Operation (Steady Seepage) Condition
3. Intermediate Reservoir Water Surface Level ( Steady Seepage )
Condition
4. Maximum Fbod Condition
5. Sudden Res. WS Level Drawdown Condition
3.2.3.2. For other type of reservoir dams (Conventional Mass Concrete (CMC) ,
Rolter Compacted Concrete (RCC) , Masonry & Hardfill type Gravity/
Buttress & Arc Dams) Stability check shall be undertaken for the folbwing
bading conditions:
1. Usual or Normal Load condition
2. Unusual Load condition
3. Extreme bad condition
3.2.3.3. Provide Tabulated Summary of Cafculated Critical Values of Factor of Safety
for all bading conditions. For sbpe stability of embankment (Earthfill or
Rock fill) dams , include on the tabulated summary the computed Factor of
Safety, bcation or bcal / grid coordinates of center of radius of Slip Circte &
the corresponding values of the radius of the circle.

3.2.4. UNDERTAKE DESIGN/REVIEW OF SPILLWAY & RELATED


APPURTENANCES & ELEMENTS

3.2.4.1. Confirm / finalize the preliminary risk and hazard assessment


being the basis in prescribing the Inflow Design Fbod ( IDF)
Magnitude used in the sizing of the Spillway & Embankment height
& freeboard
3.2.4.2. Undertake Sensitivity analysis [Fbod Routing) of the Spillway using
other than or higher than the prescribed IDF Magnitude for the
project & Other Spillway width/Sections
3.2.4.3. Conduct hydraulic / Water Surface Profile Cabulation or
determination for the Spillway channels [ Invert/sill elevations and
sbpes of approach channel, inlet section, chute section, stilling basin
or energy dissipator and outbt channel) and the determination of
freeboard for each spillway channel reach & sections or stations.
3.2.4.4. Hydraulics, stability and structural design of Inlet regulating &
Control Overflow weir and or gates
3.2.4.5. Hydraulic and structural design of Stilling basin/ energy dissipator
& Scour protection works
3.2.4.6. Structural design of spillway appurtenances & Etements [ Access
bridge, footbridge super & substructures, retaining walls)
3.2.4.7. Determine & design the Spillway chute slab anchorage requirement
to foundation.
3.2.4.8. O&M access facilities to critical / major appurtenances
3.2.4.9. Electro-Mechanical Gates & Lifting /hoisting mechanism and control
system
3.2.4.10. All type of Spillways having complex appurtenances and
elements, special and unique configuration/ geometries and
settings shall be subjected to mandatory physical and
numerical hydrauUc and structural modeling

3.2.5. UNDERTAKE DESIGN/REVIEW OF OUTLET WORKS & RELATED


STRUCTURAL ELEMENTS

3.2.5.1. Confirm /finalize the appropriate IDF Magnitude and value to be


adopted for fbod routing of the prescribed Diversion Fbod
Discharge for the sizing of the Fbod diversion Outtet Conduit &
Permanent & or Temporary Cofferdam.
3.2.5.2. Confirm the derived Irrigation Diversion Requirements [IDR) .

Determine / establish the maximum Irrigation Intake design


discharge and highest point or elevation of irrigable area.
3.2.5.3. Prepare an integrated Layout Plan of the Outlet Works [Diversion
Conduit & Irrigation Outlet Structure ] to include permanent
cofferdam, Inlet & Outlet parts of the structure, approach & exit
channels. Irrigation Intake Tower Structure, Control & Regulating
Gates Chamber, gate lifting / hoisting mechanism and platform
3.2.5.4. Mandatory provision or Integration of multi-purpose / Emergency
Outlet [ Sediment Extrusion for Small reservoirs & Lowering of
reservoir water surface level in case of Emergency Situations for
dam safety inspection and repairs considerations)
3.2.5.5. Hydraulics and Structural design of Outlet Works appurtenances &
Elements
3.2.5.6. Structural Design of the Electro- Mechanical gates. Lifting
mechanism & electrical/ electronic control systems.
