Dream Research Title: Feasibility Study for Development of Enterprise Data

Center in Sarawak

1. Background Info
This research proposal is submitted to propose Sarawak Government to conduct
feasibility study for development of enterprise data center in Sarawak. As we know, data
center plays a vital role in this information and communication era. With Sarawak’s
vision on Digital Economy, data center is a must have facility in order to attract
technology player to establish their company as we seen in many other countries such as
in Silicon Valley, California. According to Department of Statistics Malaysia[1], digital
economy in Malaysia worth RM 320 billion in 2020 and this contributed 22.6% of our
GDP.

2. Aims and Objectives

The feasibility study aims to provide detailed study on the geographical advantage
of Sarawak with relocation of Indonesia’s capital city to East Kalimantan, to study the
existing data center in Sarawak, conduct a requirement analysis and proposed a strategic
location for the data center. Besides that, major data center player will be identified and
recommendations will be provided for Sarawak Government to decide whether to proceed
with the development.

3. Research Questions
There are few main questions to be answered from this research.

For relocation of Indonesia’s capital, we will need to know the exact location for
the relocation, identify economic impact to bordering town, timeline for the relocation
and most importantly is to identify whether there is data center to cater needs by the
enterprises.
For existing data center in Sarawak, we need to answer whether there is available
enterprise data center in Sarawak, what tier of data center we have and who are the
targeted client for the data center.

Besides that, we also need to conduct requirement analysis and location

identification. Probable questions to be answered from this research is on the tier of data
center will be required, is there any solution provider that can provide design and build
solution, is there any specific requirement on the power supply and water, and also
capacity of the data center to be built.
Other question to be answered in this research is whether data center player is
willing to establish their data center in Sarawak and determine what is their criteria to
establish data center.

4. Methodology
Proposed method for this research will be using interview for the main focus
group. Before we begin with this research, focus group will be identified and along the
way more organization or people will be identified for the interview. This is important to
have primary source of data to ensure the information is accurate and verified.

5. Project Management
Proposed team member for this research as below:
No. Team Member Number of Personnel
1. Researcher 2
2. Researcher Assistant 2

6. Costing
Most of the costs for this research will involves administrative costing such as
researcher’s allowance, research assistant allowance, printing, travelling and flights cost.

7. Summary
In summary, we strongly believe that this research that we proposed will generate
