Definition
 Development controls have been defined as the mechanism through which entire process of urban development is
regulated to achieve the objective of promoting overall benefit of the society and creating a distinct image of the city.

What Is Urban Development


 Is a technical and a political process that is focused on the development and design of land use and built environments.

How to achieved regulated Urban Development

 By guiding the development and use of land


 Curbing misuse of land
 And promoting rational and orderly development of built environment by conforming to the pre determined set of policies or
standard and building by laws.

Importance of Development Control Regulations?


 To safeguard health and security of the society
 To promote maximum economic success
 To protect nature from uncontrolled development
 To create sustainable development
What are the objectives of the Development Control Regulations?

 To stop the unfavorable demand and misuse of land.


 To assist private interest along with public interest in all phases of development.
 Development control is legal in nature and the planning authority has the power to
punish the defaulters.
 To control and limit overcrowding on land.
 To control the private development as per the required rules in connection to public
safety, health, and convenience.

GENERAL PROVISIONS

Section 101. Title. This Decree shall be known as the "National Building Code of the Philippines" and shall
hereinafter be referred to as the "Code".

Section 102. Declaration of Policy. It is hereby declared to be the policy of the State to safeguard life,
health, property, and public welfare, consistent with the principles of sound environmental management
and control; and to this end, make it the purpose of this Code to provide for all buildings and structures, a
framework of minimum standards and requirements to regulate and control their location, site, design
quality of materials, construction, use, occupancy, and maintenance.

Section 103. Scope and Application. (a) The provisions of this Code shall apply to the design, location,
sitting, construction, alteration, repair, conversion, use, occupancy, maintenance, moving, demolition of,
and addition to public and private buildings and structures, except traditional indigenous family dwellings
as defined herein. (b) Building and/or structures constructed before the approval of this Code shall not be
affected thereby except when alterations, additions, conversions or repairs are to be made therein in
which case, this Code shall apply only to portions to be altered, added, converted or repaired.

Function
A building envelope serves many functions. These functions can be divided into 3
categories:
 Support: to ensure strength and rigidity; providing structural support against internal and
external loads and forces.

 Control: to control the exchange of water, air, condensation and heat between the interior and
exterior of the building.

 Finish: this is for aesthetic purposes. To make the building look attractive while still performing
support and control functions.
