This special specification is intended to set the following conditions, which will be executed:
ENGINEERING, SUPPLIES, WORK, TRAINING, TEST AND COMMISSIONING OF THE

Nota: The scope of works can evaluate.

4 - Terms of Operation:
The 220/60 kV GIS is remote controlled from the CRC. The equipment will be provided for remote
control, tele-measurement and tele-signaling from the different centers of control.
The equipment will be provided to local climatic conditions.
The operation and monitoring equipment will be electrically controlled remotely from the control room
and the various control centers and from local panels of local controls.
5 - Extension of Benefits:
5.1 The Manufacturer will at its expense:
 The engineering, calculation notes, implementation plans (with updated after execution)
the work to implement the outdoor, indoor civil works, any body of work including all constraints
following the rules of art.
 The manufacturing, the supply on site of all equipment and the whole steel ctructure, base of
equipment and various brackets.
 The assembly of the whole electrical equipment, the control in factory, the acceptance test, the
commissioning, the warranty service of equipment supplied and various materials destinated for
the execution of contract as described in the conditions of “Piece I and II”.
 The approval CTC.
 The safety work

The specification of each chapter is just a statement and not limited.

Nota : The manufacturer is required to submit a work in running order, including all accessories and
bodies clean, necessary for proper operation of the farm and for everything which is not specified as to
supply the master of the work. All power connections are sized for 1.2 of power transit

CHAPITRE 1 - CIVIL-ENGINEERING

1. PREAMBULE:
The purpose of this document is to describe the design, the technical specifications of implementation
and technical data, the conditions of realization of:
- LOT 1: TWO (02) GIS 220 / 60 kV – 3X 120 MVA AT INDUSTRIAL AREA OF SKIKDA
- LOT 2: TWO (02) GIS 220 / 60 kV – 3X 120 MVA AT INDUSTRIAL AREA OF ARZEW
The realization and installation is defined in the special plan of the client described in this document and
the plans and documents of the client given ot manufacturer.
The description which follows are not limited, the manufacturer should supply a full facilities and in
order of work.
The manufacturer under his full reponsability cannot claim, if during the normal execution of the
contract, he need to increase the quality or the quantity of his materials compared to his previous
engineering.
The study and calculation of civil engineering works will be done following Part 1 and 2 of tender of
construction of EHV substation Edition June 1993 and aslo the RPA version 2003.
The consistency of works includes mainly the civil works of buildings and outdoor civil works.
2 CONSISTENCY OF WORK OF CIVIL WOKS OF BUILDINGS:
The reponsability of manufacturer:
 Industrial buildings: These buildings include a 220 kV building and 60 kV building with bridge
crane each and will be remote controlled (the control of bridge crane should be in wireless). The
bridge crane should lift the heavier equipment of each industrial building
 The control building and premises with lightning conductor include the following:
 Control room
 Relay room
 Auxiliary room
 HF room
 Battery room
 Washroom facilities
 Tea kitchen (first choice) and chamber passage
 Store with wire counter display
 Workshop
 Office and meeting room equipped with furnitures and fixtures (1 st choice).
 A space as workshop in each hall of GIS and to serve by the bridge crane.

 The 220 and 60 kV industrial buildings, control building, local of generator, gatehouse and guard
house will be in durable.
 The industrial and control building will be elevated 80 cm compared to the side of project.
 The plat form of GIS buildings will be in armoured concrete.
 The framing of buildings will be in armoured concrete

 The framing of the GIS building including the slab must not be connected to ground network and to
any other detached structure (firewall and other).
 A total service space of 2.80 m minimum in height under-girder for all GIS building 220 and 60 kV
 Foundation and slab of industrial buildings including the screed
 Terrace inaccessible in armoured concrete in hollow building unit with sealing
 Ceiling, suspended ceiling and raised floor
 Facing with bricks, double partition with treatement of facing.
 Encapsulation inside the building with recovery of skeletons
 The tiled floor and faience on all heigh of walls for the battery room and toilets.
 Provision of special products for screeds and other (paint anti dust and anti acid for battery room)
 Supply and installation of special cements, shrinkage compensated or otherwise.
 All trades Secondary Sanitary Plumbing, Lighting, Air Conditioning, Metallic carpentry, wood and
aluminum, Sanitation, Painting ordinary and special fitters (DENY) and glazing ... etc ...
 Supply of heating system and air conditioner, Split ype in (n+1), confirmed by calculation ote.
 For the industrial buildings of 220 and 60 kV GIS, the manufacturer should provide an air
conditioning in panel (n+1) (duplicate element)
 Provide the pressurization for all premises: GIS Hall and the whole of all premises of control building.
 The supply and installation of manifolds and down rainwater from the roof to the collector sewer.

1.3- CONSISTENCY OF OUTDOOR CIVIL WORK:


The outgoing civil works include mainly:
 The possible demolition of infrastructure buried or not buried and evacuation of wreckage and possible
defective equipment to the nearest public dump.
 Outdoor civil works: (foundation support device, gantry, transformer foundation, pit for oil recovery,
cable tray, track, firewall…)
 Provide an earth pit according to soil study
 Provide firewalls in armoured concrete for one side and for other side of transformer
 The reserve transformer will be installed on a plate-form in armoured concrete and connected by
trackway with the heavy road.
 Provide the civil works of the future third bay of transformer (Transformer room, base, gantry, tendue,
foundation device with base…etc)
 A sidewalk of (01) meter in width will encircle the buildings, the Manufacturer will propose during the
engineering stage the method of finishing of the board of the S/S for choice.
 All outdoor pad, after installation and setting of structure will receive a no-armoured concrete and will
have a finishing of diamant with very smooth surface.
 The generator premises will be made separately from the buildings.
 All works should be within the surface mentioned by the client
 The manufacturer should provide a gravestone for the inauguration of S/S

1.3.1 DETERMINATION OF PLATFORMS:
 The leveling concerning mainly the execution of plate-form of S/S and road, the land should be
ridded vegetation before the operation of leveling.
 The study of eart movement and development of earth for the preparation of the site of S/S and
its access, should allow justifying the solution to use for ease of execution and evacuation of
rainwater.
 The number of plate-form tolerated by the client is two (02) if necessary at maximum with
justification of soil survey, with a possible max slope of 3 %. The same floor will be located on
a same plate-form.
 The plan of grading and leveling are the responsibility of the Manufacturer and will be submitted
for the approval of client.

1.3.2 RENOVATION OF PLATFORMS:

 The platform is fitted over, after grading, by spreading gravel with a thickness of ten (10) cm,
bounded by a concrete curb.
 The surface to grit is determined in function of ground network.
 All embankment will have a protection in shotcrete with welded mesh, with cunette for rainwater
recovery

1.3.3 RENOVATION OF SITES:


 Concrete compaction: leveling, demolition, scrub clearing and evacuation to public dump, drawdown,
drainage, heavy road, light road, road of access to site and parking.
 Outdoor development of site with implantation of grass, trees….
 Folding and site cleanup
 The architecture of the buildings should be aesthetic and environmentally appropriate

1.3.4 FOUNDATION:

 The study of the foundations for base of equipment, device, anchor portal and buildings based on the
geotechnical report and the specifications of the client
 In the case that the land type doesn’t require no special foundation, the foundations of buildings are
footings and concrete sleepers, and those portals and media anchors EHV switchgear, foundations of
concrete or sole individual isolated.
 The dimension of foundation will be determinated in function of building load and the rate of
allowable work of soil.
 To calculate the foundation, the safety factor of foundations shall be as follows:
 Stability of overturning > 1.5
 Stability of sliding> 1.2
 Stability of toothing > 1.2

 The plans of foundations including the reinforcing steel must be properly and with the axial of
reference relative to the layout darwing and implantation drawing for a correct positioning of the
foundation.
The manufacturer will prepare a guide drawing of civil works in which will be collected at least the
following data:
 Definition of levels of leveling.
 Definition of anchor rod and size.
 General implementation of civil works
 Axes of their foundationive with their numbers and/or codes duly sides.
 Heavy and light roads, wells, cable tray, identification and numbers of all intersections and
details.
 Data and runs of loads and solicitation on the foundations of the S/S identified by axes, and
codes that will be confirmed with calculations.
1.3.5 FENCE

 The fence will be in reinforced concrete of 3.5 m in height stilted with concertina wire Φ600 of
diameter with detector wire with a treatement of the main frontage (see fascicule 1)
 The fence will be carried out on the naturel land. It will be carried out from the opening of the site and
following the safety requirement.

The manufacturer should make the execution plan of fence and submit it to client for approval.
The gatehouse and the keeperhouse of S/S should be intergrated to the fence; without space separating
them from the fence.

1.3.6 RETAINING WALL

If necessary, it will be included the study and realization of retaining walls in armoured concrete founded on
the solid soil.

These walls will be used to maintain the active earth pressure and will be provided a banister with body guard
between the different levels of plate-form.

1.3.7 OIL RECOVERY PIT


Article 1- Civil works - 110.2 is supplemented as follows:

 An recovery pit of oil used of transformer or shunt, this pit is common to transformer ans shunt, the
sizing of the pit will be 1.5 of oil volume of predominant transformer.

 This pit is constituted of a bottom, curtain wall and slab in unsurfaced exposed concrete

 The bottom, curtain wall and slab will be tight. The bottom will be installed on a concrete dosed
250kg/m3.

 The pipeline included in the walls of the pool must be placed before the pouring of concrete.

 This pit of retention tight should be covered with waterproofing protection and equipped with a
manhole and a sump wich will be used for the evacuation of oil.

 This manhole will have a metallic galvanized trapdoor equipped with a lock and ladder in galvanized
steel putted up the curtain wall.

1.3.8 PIT OF TRANSFORMER

Civil work - Article 110.1 will be completed as follows:


 Provide a special paint on the inside walls of the pit (Protection against Oils)
 The manufacturer will make a proposal for the inking unit of transformers and shunt on the concrete
taking into account the seismicity; the engineering should be submitted for the approval of client.

1.3.9 CABLE TRAYS AND WORKS FOR UNDERGROUND PIPING

The manufacturer should make a study and propose the works of crossing and crossing of channel for the
crossing of the S/S cables
 The cable tray should meet the following conditions:
 The space occupied by the cables should not exceed 60 % maximum
 Not inundable
 Easy retractable cover
 Bracket for the installation of cables
 The crossing of cables by optical fiber should meet the characteristics of cables and the
recommendation of installation of cables supplier.
 The power conncetions will be provided in different cable tray by Transformer connection.
 For the cable trays which are located outside of the S/S, the manufacturer should study the line route
and their sizing taking into account all recommendation presented by the installations and in particular the
necessary relieving of handling material.

1.3.10 TRAFFIC AND HANDLING

 The temporary access to the site is the responsability of the manufacturer


 The access road to S/S, the heavy and light roads will be in concrete. The manufacturer should check
the weight which the heavy pavement will support (six (6) m of width) for the access of transport
used for the routing of Transformer on road trailer is 250 T.
 Provide a light acces road for the access to buildings and Outdoor EHV equipments.
 Provide the access road to substation by a heavy road in concrete of 6 m in width from the asphalt
road (wilaya or national road) until the entrance of S/S
 The transformer will be moved from the heavy road to transformer foundation by using a running
track with rails.

 The rails will be 46 kg/ml, the spacing of road will be 3 m for transformers 220/63.10.5 kV, the rails
will be supplied and installed.

1.3.11 INTERNAL AND EXTERNAL LIGHTING

 Provide the external lighting, external of fence and sides and also inside the S/S, (Industrial building
and control building and all annexe premises). The lighting will be studied to allow all intervention
during night without the need of empowerment means.
 The external lighting should be studied and carried out to allow the good visibility and should take into
account the tele-monitoring system.
 The external lighting and sides, also the near the substation of S/S on tower with double brackets, the
height of post light is 6 meter.

1.4 RUN-OFF OF WATER, DRAINAGE AND DRIPPING


 Drainage
The drainage network is studied according to climatic conditions of site, the manufacturer should make:
 A drainage plan taking into account the possible existing drainage, the nature of soil, with finding
the best points of installation of weirs.
 Detailed study of drainage with calculation note confirmed in function of saison torrential rain
and the most important pluviometry of the area.
By drainage, it concerning:
- Recovery of infiltration of water in the soil
- Avoid the stagnation of water on or in the soil
- Unwater a land until a determinated depth
- External drainage
- Maintain dry a work undergrounded until a determinated deepth (service space, cable
tray, road….)
- Sink until a determinated level the possible ground water table
- Avoid the upflow of fringe water
- Limit the maximum or avoid the erosion, onground as well underground, caused by
water (especially for land in slope, embankment, etc…)
Whatever the goal of drainage, its role is also to evacuate fastly the catching water either naturally (flow
of water), either (pumping by well filter, etc….)

For the external drainage, it will be carried out by tubing tray in armoured concrete outside and along
the fence of S/S.

 SANITATION NETWORK

The manufacturer should carry out a sanitation network of rainwater and a sanitation network for
sewage.

 DRIPPING
As far as possible, the spilling of all catching water will be in the public network, as well as the
authorization required was delivered.
If the public network does not exist, the manufacturer will make septic tank.and a well, which will be
installed far as possible from the works to don’t alter the characteristics of soil supporting the works.

1.5 CONVEYANCE AND DISTRIBUTION OF WATER

The power supply in drinking water in the S/S and in housing will be carried out as:
- Either a conncection for distribution of water connected to public network: Hower, 2 tank of 3000 L in
galvanized steel; One for each building with the supply of supercharger and the whole equipments
and accessories necessary.
- Either from drilling: however, it will be provided a water tank of 10 m 3, a supercharger, lift-and-force
pump, piping, valve and other accessories (drinking water)
- Provide a special paint (non toxical) on the internal walls of water tank
All materials will be supplied by the manufacturer.
All formalities beside the official organization will be done by the manufacturer, in case of connection
of distribution or drilling

1.6 SECURITY WORKS


- Provide SAS, guard house, gatehouse and fence with concertina and anti-intrusion system.
- The gate house and guarding house should be Clinet type. Provide a roof at ramp with tile and present
an architecture file (frontage, plan view and perspective)
- In the guarding house, it will be provided:
- A weapon room, with walls in armoured concrete (1.20 m of width x 0.8 of deepth and 2m
of height) with metal covered door
- A lockable premise to receive the equipment of record of tele-monitoring.
- An office
- The mud-room of guard house will be sized for at least 60 closet
- Provide a SAS with guarding house for the main entrance of S/S, the two doors will be sliding type;
the 1st will be motorized and the second not motorized.
- The control of sliding doors with manual and electrical control will be done from the guarding house
and/or the control room
- Provide additional to SAS for the main entrance of control building and industrial building.
- The access door of building will be double steel, reinforced and filled with insulating materials.
- The manufacturer should provide a panic door.

1.7 KNOWLEDGE OF LOCATION

The manufacturer is supposed to have vist the location and had knowledge about its configuration,
conditions of access and all difficulties of execution which can occur during the works and cannot
claim for an additional for all visible or invisible works which he have to demolite or to move inside
the land of project to build and which are a n integrate part of his performance.

1.8 HYPOTHESIS OF CALCULATION

The study of civil works, steel structure and EHV equipment will be considered in seismic zone III.
The seismic factor will be 0.4 g (RPA 2003); using group 1 A of parasismic regulation in force.
In the calculation of works in armoured concrete, the manufacturer will use the soil study which is
submitted by the client for reference.
For all calculation, the Algerian regulations and equivalent will be used and written in French.
The convention with CTC will be the reponsability of manufacturer, All Civil works (building, transfor
pit, portal foundation, structure…etc.) will be submitted for approval of CTC.

NOTA:
The soil study and the topographic survey are given to client during the commercial stage as reference,
he should check them and complete or remake them if he judge that are complete; as result, the
manufacturer will have the full reponsability of all imponderable which can occur during works.

1.10 TESTS AND CONTROLS OF MATERIALS

- All doubtful materials will be tested.


- The comments of crushing tests of concrete or materials carried out by laboratory should be included
in the test reports to submit to client.
- If after crushing of sample of prepared concrete doesn’t meet the characteristics fixed by the rules and
standard, all works made the day of sampling during the control will be destroyed and rebuild with the
manufacturer’s expenses, independently from the defects whci the client has the right to calim for the
delay of works and disturbance which can be caused to the whole project.

1.11 OTHERS
- The architecture of buildings should be esthetic and adapted to environnement
- For buildings including the guarding house, the manufacturer will present an architecture file
(frontage, plan view and perspective). The choice will be done by the client according tto the samples
proposed.
- The arrangement of control building should allow a visibility of whole S/S
- Envisage the space inside GIS building for the extension of two (02) bay of one side including the
space outside for the conncetion until line head.
- The dimension of GIS building should respect the fact that the height of lift should be enough to move
the heaviest element and the most awkwardly shaped of GIS.
- The width of GIS building should integrate the necessary space to remove an element of GIS in
horizontal position and allow the move of filling and maintenance equipment.
-The industrial buildings including oremises and control building should take into account the reserve
equipped and the future extension inside and outside.
- The manufacturer should size the annex premises (control room, auxiliary room, HF room, etc…)
tanking into consideration a future extension of at least 4 bay.
- The diemsnion of all premises and their arrangement will be studied by the manufacturer and
presented to client for approval taking inti account the futur extension.
- The plan and dimension of premises will be submitted for the approval of client
- The block for client’s staff will be in cabin.
- The outdoor temperature change between -10 °C and + 55 °C, the ambient temperature in the hall of
GIS is 28 °C and in control building and annex premises 22 °C
- The GIS equipement should be elevated 40 cm compared to slab.
- For all equipment to provide in the opposite site, the manufacturer should be sure about the existence
of space in HF room of each S/S, if not, he will envisage a new HF room.
- The possible move of HV and MV line at site are the reponsability of client.

Chapter 2: Steel Structure.

2.1 Limits of Manufacturer performance


The manufacturer will be responsible to study the performance, calculations, plans implementation (with
updated documents after construction), provision, galvanization, transport, loading and unloading of steel
structures, chassis to support various hardware and equipment necessary to equip the station and erection of
all steel structure and various fittings including industrial building.
The limits of benefits relating to supplies, transport and erection to achieve steel structure are defined in
Parts I and II of the contrcat and take account of these requirements, including all constraints.
The provision includes all necessary accessories (grating, grating, fittings, supports, cables, cable racks,
iron anchors, etc. ...) for the whole S/S.
The extent of achievements and facilities is set to the client's specific plans mentioned in this specification
and the plans and documents submitted guides the customer to the manufacturer.

The steel structure works include:


 The study, Supply and assembly, the galvanization of structure and support base of device,
busbar, and various bracket necessary for equipment of S/S
 The supply and installation of brackets supporting the HV, MV and LV cables as well as in the
cable tray or on the vertical target, also duckboard and gril, etc…
 For the equipments to install, the Manufacturer should provide the steel structure appropriated
and the realization of corresponding foundation.
 The steel structure in section hot rolled
 The structure will be VIRENDEL type for the stage 220 kV and 60 kV.
 The structure will be hot galvanized, the thickness of the galvanization is 90 microns minimum
(take into account salina atmosphere).

2.2 Special Requirements


The studies and work will be done in accordance with part 2 and given the details below.
2. 2. 1 – ENGINEERING AND BUILDINGS:

2.3 Structure Gratings:
The manufacturer shall supply and installation of all grating metal blades crossed and galvanized necessary
to control each equipment of the S/S, (for TR foundation, DS…), their dimensions should be sufficient for
an operator is not required to leave during this maneuver.
The slats are connected by cable to the copper block of control equipment.
The final positioning of the grating is determined by the control device equipment to install.

2.4 Testing and Control of steel structure:


The quality of metal structures can be controlled in an independent laboratory at the customer's request.
The review must include the provided materials, certificates, service quality and corrosion protection.
The thickness of hot dip galvanizing will be checked at random by a non-destructive;
This control should be made by the manufacturer with the presence of customer.
The thickness and appearance will be checked after the assembly building in the Post and any damage will
be repaired.
The structures must be ready to receive equipment and their control.
They must include all the fittings and all necessary mounting holes (Malts, regrouping cabinet, lighting ....
Etc.), drilling of the structure after galvanizing is prohibited, all drilling mentioned - before must be done
before galvanizing.

3.4. High Voltage Connection:

3.4.1 Connection line 220 kV and line 60 kV:


The connection of lines 220 kV and 60 kV between the line head gantry and the GIS will be made by SF6/Air
Bushings.
All equipemnts of these bays will be shielded type SF6 except the capacitive voltage transformers, wave trap
and lightning arresters which are outdoor type.

3.4.2 Connection of Power Transformer


The connection of Transformers will be overhead from the SF6/Air bushings for primary side and in cable
secondary side
The equipment of cell will be shielded type SF6 except lightning arrester; All equipment installed in the
transformer box are the responsibility of the manufacturer (These equipments include: Isolators, conductors,
cable boxes, Connecting and earthing switch, structural steel, various fittings including all items).

NOTA: The whole performance of supply, works, tests are the reposability of manufacturer

3.5 Special performance:


The studies and works will be performed in accordance with part 3 and taking into account the
requirements of GIS specifications

3.5.1 Determination of the Section of Connections and connector size:

Transformer bay and Tranformer incoming 220/60 kV:


Sections of connections and sizes of connectors will be determined by the manufacturer according to the
characteristics of power transformers in particular the overloads.

Outgoing bay 220 kV and 60 kV:


The connections and connectors of outgoing bay 220 kV will be designed to pass the rated current of
2000 A and the connections and connectors of outgoing bay 60 kV will be designed to pass the rated
current of 1250 A.

Coupling bay 400 kV et 220 kV:


The coupling bays will be designed to pass a current of 4000 A for 220 kV and 3000 A for 60 kV

3.5.2 Insulator string:


The insulator strings with spark gaps and accessories will be provided to meet the Standard 20 of IEC.
They will also be provided for reinforced insulation and made of 18 to 22 elements CTV (220 kV) in
tempered glass and 6 elements CTV (60 kV) in tempered glass.
All accessories mentionned above are the responsability of the manufacturer.

3.5.3 Reinforced insulation:
The facilities and equipments will be planned with reinforced insulation of 31 mm / kV.
Diagram:
The symbol of bodies will be represented on each compartment of 220 and 60 kV sub-station for easy
identification.
3.6.4 - Earthing system:
The achievement of different grounding to perform in the station must meet the requirements of international
standards and specifications of client.
The general earthing network will be composed of a loop circuit network. The network will be realized and
buried about 1 m deep and formed of bare copper cable of 200 mm ² minimum section.
The real section will be determined according to zero sequence current. The earthing network must be
arranged to form loop circuits connected without interruption of conductors, to frames, foundationes rails and
various foundationes. The transversal mesh are connected at their ends, at main looping by appropriate
connectors of clamping bolt type, Visible and easily removable, welds are excluded.
No connection will be buried.
All high and medium voltage switchgear, both outdoor and indoor, frames and railings, transformer tanks,
cables, panels and LV cabinets, rectifiers, and all the cabinets, light devices and outlet, the secondary circuits
of instrument transformers, etc. ... Will be connected to earthing system properly.
The manufacturer should:

1 – During engineering stage:


a) Make measurements of soil resistivity using Wenner method at a depth of at least 2 m, where the soil
resistivity good, otherwise it should go deeper. This measure must be in the area of the station in several
places (preferably ten values).
b) To calculate the earthing circuit dimension by specifying: The resistance of earthing system. The contact
voltage at 1 m from the station gate and some metal parts of elements available during operations.

2 - During the implementation


Once the earthing system made and before the connection of lines to station, the manufacturer must make a
measurement by injection according to the method of voltage drop, of the resistance of earthing system.

3 - During the Commissioning stage:


Once at least one line connected to station, the client will proceed to the measurement of earthing system
resistance and voltages of step and contact by the method of far land.
To ensure good quality of earthing system and the absence of danger due to voltage of step and contact
induced during electrical faults in the earth.
Thus the file "Earthing system" of a work will be formed and approved by the Client.

proposes. It will provide the features, types, plans, drawings and documents relating to the equipment
expected for installation.
The Manufacturer will be responsible for the supply including all subjects for the full realization in
working order of works.
The Manufacturer will bear the transportation, loading and unloading of all supplies.
The Manufacturer will also bear the assembly and disassembly of electrical equipment, the connection
and commissioning.

This protection against the failure of the CB should be digital, decentralized type, operating when the
operation of one or other of the protections after adjustable delay and that the CB refuse to open.

4. 2. 1. 4 – DIFFERENTIAL PROTECTION OF HV BAR: Manufactured ……., Type


The differential protection of HV bar is central digital type on a measurement of differential current in
the bar ans stabilized against the external fault sized for ...........outgoing and (01) coupling. It ensures a
single-phase measurement.

The retimimg of the protection should be internal.

All automatisation: bistable or positions of switching DS and auxiliaries of tripping, etc... of the
protection of bar will be independent from the failure of the CB.. A monitoring of the equilibrium of
each bus bar is necessary to inform the operator about a bad position of bistable during the opening of
secondary of CT or any form of adaptation of transformation ration of CT.

In the S/S with 2 bus bar, the coupling bay includes one CT with 2 secondary windings to power
supply the protection of each bar.

in parallel and independent (automatic regulation, manual local and by Remote control, and the position of
tap changer locally and remotely). The compounding device must be taken into consideration.
The material chosen or accepted wiring diagram shall not allow parallel operation with a gap of more than
one tap between the two transformers (concordance taken must be respected).
The Manufacturer must provide all equipment for operation in both directions of flow (Wattmetric
directional relay and regulator)
The voltage regulator will be manufactured by ………… type ………… and must receive approval from
the Client.

4. 2. 4 - CABINET OF PROTECTIONS AND RELAYING
The equipment of protection and relaying will be modular plug-in type in racks 19 inch.
These racks will be mounted in ouble doors separated cabinets with adequate degree of protection and
accepted by the customer.
The painting of cabinets will be preceded by a common type of treatment, degreasing, pull-in rinsing
and topcoat paint in epoxy paint, color to be determined.
The cabinets will be wired, the wiring to the protection being made from one or more connectors.
The cabinets will be connected to a terminal block outwards using cables.
The terminal will be in insensitive and inaccessible materials to heat and not hydroscopic.
The model will submitted for approvel of client.
All equipment and wiring will be perfectly marked.
The cabinet of relaying and protections will be installed (and connected) in the relaying buildings.
The forced ventilation in the panels should be confirmed by the manufacturer by calculation note.
The color code should be respected by function (Current circuits, voltage, polarity…)
The panels are a rotating part with access from the front, installed, adjoining to the wall in realting
buildings. The test boxes associated to protections.

4 . 2 . 6 - PRINCIPLE OF SUBSTATION CONTROL SYSTEM:

4 .2 .6.1: It will be provided a redundant and duplicated SCS (two (02) central units installed in
different rack and different panel) for the whole 220/60 kV S/S for the control, signaling, measurement
and recording. It will be manufactured by ………, type …………..

For the station:

The optical fiber connection will be planned between the command control system and the bay units IN
WYE.
The optical fiber connection will be planned between the command control system and the digital
protection IN WYE.
The Manufacturer will be responsible for the provision of all equipment (industrial computers adequate,
Printers, accessories, modems, converter fiber/copper, software, etc..).
All controls, measures and fault or operating signaling of equipment necessary for the operation will be
developed according to the tele information sheet type attached to this document. For addresses of
station as well as address ranges for (measurement, control, signaling,). The client will provide the
information.

With all the elements provided by the client, the manufacturer will present the complete tele information
sheets for the concerned station with the addresses for proper operation.
The refund and the processing of information will be carried out at the controller station and local
levels.
The printers must use normal paper. The digital command control system must be in accordance with
standard protocol IEC recently.
The Manufacturer will be responsible for all equipment including all the items for rational exploitation.
The communication system must be opened protocol according to IEC 61850. This equipment will
allow the monitoring and the remote control of the station (for remote control of all circuit breakers and
electrical disconnecting switch of all bays).

Complete, redundant and split system, including 2 industrial computer with auxiliary memory integrated
to the system + software including licences and updating + printers + 02 screens 21 inch + big screen 42
inch and accessories + keyboard, UPS (DC and AC) and computer for engineering EHV S/S, tele-
metering system indepenedant from the CCN with computer, modem and printers.

In addition to the resources necessary to the normal operation of the station, it will be provided:
A key for the passage of the whole operating station from local to operation in remote or vice versa. A
key by unit at relaying cabinets for the passage of the unit from local to remote or vice versa.
Provide a system of synchronization by GPS for all equipment with computer and setting and all items.

It is also planned at general unit:
Clocks for the duration function of intervention with In Service/Out of Service Commutator.
The function of travel time, a QUART table for telephones, lighting, return of alarms, duration of
response, intercom, door call and a general alarm.

4 . 2 .6 . 4 PRINCIPLES OF COMMUNICATION AND TELECONTROL:

4. 2 .7 - Principle of teleindication, telemetry and remote control:

The substation being teleindicated, telemetered and remote controlled from a superior station, all the
teleindication, telemetry and remote controls will be developed and brought to the HF terminal block
according to teleinformation sheet.

4. 2 .8 - PRINCIPLE of ESTABLISHMENT OF DIAGRAMS:

The diagrams will be etablished according to the client habits and IEC standards.

4 . 3 . 1 - GENERAL:
All the measuring instrument, indicators, recorders and meters must be in conformity with the

It will be envisaged the internal and external lighting of S/S (Control building and industrial building)
and different premises also the peripherical lighting of the fence of S/S.

Provide air conditioner Split type (n+1) for the whole premises of control building, store, workshope,
generator, except for battery room provide an air separating jar anti-explosive which the number will be
cobfirmed by calculation note.
For the GIS provide panels with air conditioning (n+1).
The manufacturer should provide pressurization of all premises: The GIS halls and the whole premises
of control building.

NOTA :
The whole of the equipment proposed in the contract must have the approval of the
customer. In case of refusal. The customer reserves the right for the choice of Change of
the equipment without any financial incidence.

4. 6. 4-Software:
The principal interface for the system must be ensured by software installed on the computer.
The remote users can work as an on-line mode to visualize the data and the results of the models in
real-time, by communicating in continuous way with the system via networks or Internet. In
autonomous mode, the users can consult the data and results stored which are stored in the Access
database, this information can also be exported in Excel spreadsheet for additional analyzes and
reports.
The software must allow the remote configuration of models and set point of alarms, the protection
thanks to a password, the display of summary lists of alarms and events, and filing to amount of two
years of the data.

SYSTEM OF REMOTE MONITORING AND ANTI INTRUSION
It will be envisaged a system of remote monitoring and anti intrusion for the whole stations
5.1 Purpose:
The security system is for:
- The monitoring of the outer perimeter of sites and access roads.
- Detection and signaling of any attempted intrusion by detection cable which is bonded to the
surveillance video.
- Event logging into a computer.
- The introduction of barbed wire concertina.
- The signaling of the incident by optical and acoustic signals.
- This specification is intended to establish conditions that will be the design, supply, works and the
installation of anti-intrusion systems and video for the video surveillance concerned.
Nota: What follows is a minimum requirement; the MANUFACTURER shall clearly indicate any
change or proposal made in order to have a functional and efficient system.
5.2 TECHNICAL PROFILE:
The security system must be centralized management type. It must be able to detect any time, preventing any
malicious attempt all over the perimeter of the institution.
The operations will be regrouped and managed from the same control center.
The supplier offers the appropriate transmission medium.
The system of protection, detection and monitoring will consist of the following elementary systems:
2.1 defensive network of sharp barbed wire (Concertina) placed in top of the fence:
- The barbed-wire type concertina inert (with detector wire) in stainless steel and high strength with the
inability to cut with ordinary tools.
- The coils will be folded with 04 turns per meter.
- The diameter of the turns is about 700 mm.
- The spikes sharp as razors are set at regular intervals.
- The blade bit barbed wire is equipped with high strength steel stitch to make the assembling clips between
the turns.

2.2 Perimeter detection system per microphonic cable:


- The detection cable will be installed along the fence and set locally on the concertina.
- The system must prevent any attempt of climbing, cutting or crushing of the concertina with maximum
reliability (false alarm rate very low).
- The length of the detection zones will be determined by the video coverage.
- The system must be subservient to the remote monitoring.
- The sensitivity of detection must be adjustable to prevent false alarms.
- The detection cable must be insensitive to interference of electrical facilities as well as atmospheric and
climatic disturbances.
- The operating temperature is - 20 °C to 70 °C.

- A terminal (Computer) constructed with interactive graphic standard software initialized with the site
information defining the surveillance zones, the positions and the status of camera operation.

2.3 System of remote monitoring by cameras:

This system must be organized in such manner so that any intrusion is immediately checked automatically;
this recognition must make possible the remove of doubt.
In the case of a release of alarm, the zone concerned would be immediately encircled by cameras with the
appearance of images of the area of intrusion in full screen.
It must be installed judiciously on the perimeter so that the whole of the fence is covered.
This equipment will have to be fixed on mates being able to resist the loads of the latter and to resist the
wind power without vibration for the rotary cameras.
2.3.1 Camera:
The video surveillance cameras should help to make very high quality take. They must be equipped with an
automatic circuit making its operation simpler and more efficient:
- All cameras are color type Day / Night
- Sensor 1/4 '' ccd
- Control of sensitivity and gain control (CAG)
- The sensitivity of the cameras must be 0.02 lux or more with AGC
- The horizontal resolution is 480 lines or more.

cameras and associated circuitry.
The video surveillance system is a good combination of static and dynamic cameras.
2.3.1.1 The dynamic color camera (Dome) from established brand, will ensure the coverage of fixed
cameras installed to protect the perimeter of the site, as well as the possible shadowing of intruder inside
the site, they will be located in sensitive areas and should be putted in location in order to allow the view
of the whole electrical installations.
In case of alarm, the dynamic cameras should move automatically to the location of the incident.

The images focused at the control station must allow with a minimum errors to detect the cause of the
outbreak and the intrusion
2.3.1.2 The fast camera Day / Night will be arranged on the fence walls of site to cover totally the
external perimeter of site.
The system shall allow a cyclical representation of all takes of cameras to have a snapshot with the
visualization of the location of the incident in case of alarm. The image of the area of intrusion must be
displayed in full screen.
The protection of elements of the monitoring network against outdoor atmospheric stress is essential
for the lifespan of the system.
2.3.1.3 Lens for cameras: The lens must be equipped for the control of iris and zoom motor control
and focusing.
The mechanic and automation must be studied for intensive use of these focusing functions and iris
control.
These objectives should be the same brand as the camera brand or equivalent.

2.3.2 -Digital recorder from established brand:


- The taping will take place on DVR (digital video recorder) with the possibility of archiving on DVD.
- The taping will take place on large hard disk to ensure a large storage capacity.
- The choice of recording mode will be given to the operator as needed by the operating system (bu
an alarm input, scheduled or continuous).
- The DVR must have the movement detection function with the possibility to select the area to cover
on the monitor.
2.4- The video control room
Composed of IT management device from cameras, allowing them to be moved toward various media.
A central management unit is installed in the guardhouse where all information will result from the
various elementary systems.
The central station will be equipped with specialized equipment and reserved for each detection line
which will receive the information transmitted.
From this station we must, know the exact location (zone) of intrusion, follow all movements of the
intruder, sound the necessary alarm and reproduce on paper the person or incident.

The main functions of the video control room are:


- Sending remote orders to cameras.
- The selection of images from different cameras to view
- Overall management of the system from a computer.
- The recording of images.
- The reproduction of images or event on printer.
- Selection of areas within the images for movement detection.

The dialogue between the operator and the system uses a computer in which will be installed software
that can increase the effectiveness of interventions.
The presentation of images is mainly in response to an alarm for outdoor surveillance.

A suitable office furniture (ergonomic) and good quality, will be provided for an easy and comfortable
operation of the system.

2.5- Mimic diagram panel:

The display on the screens must include:


- The display of alarms.
- The position of cameras
- The Statements of cameras
- The signalling elements for the detection

2.6- The image transmission:

The video signal transmission will be done by the most appropriate way according to the site to
protect. It follows that the transmission of image must be protected against electromagnetic
interference.
In case of using cable (coaxial or optical fiber), the latter should be chosen so that the installation
operation and environmental conditions do not alter their mechanical and electrical properties.
The function of transmitting images to a remote control center must be integrated into the proposed
system. The system must allow consultation remotely through IP and / or GSM.

2.7- Computer system

All computers must be the last generation and established brand with flat-panel display TFT 21'' to
manage video and screens 17'' for the management system of anti intrusion.

5.3 EMERGENCY SYSTEM

The entire system must be connected to the backup system that will allow the operation of the entire
system (camera + video control + anti intrusion device) even in case of accidental or deliberated
outage of power supply.
It will provide an UPS – 2 kVA which will be sized for an operating time of (01) hour

5.4 Conditions of inviolability

All external intervention on the elements of the facility, likely to neutralize the surveillance and alarm

5.5- EASE OF OPERATION

The supplier must provide all documentation needed for maintenance and operation of equipment in
French and 4 copies, including:
- The overall architecture of the system
- The overview of the installation,
- Layout plan of electric cables of all equipment,
- Wiring diagrams,
- Note of commissioning of all modules
- A maintenance manual of system,

5.11 THE TRAINING OF PERSONNEL

Training for 20 person/days will be planned for the personnel operating the system and will allow them
to do the exploitation of monitoring system, maintenance and maintenance of monitoring and anti
intrusion equipments.
The supplier undertakes to make available for staff an education materials for the smooth running of
training and the courses will be taught in French and their documentation will be delivered in French.
The training program offered by the manufacturer will be submitted for approval from CLIENT who
undertakes to amend or supplement if necessary.

5.12 MAINTENANCE OF EQUIPMENT

Out of warranty period, the Supplier undertakes to take in charge, upon request of CLIENT,
maintenance of remote monitoring and anti-intrusion equipment. This provision will give rise to a
contract which will be between the two parties.

6.4 – CONSISTANCY OF THE SUPPLY:


It will be supplied:

and one (01) for CNC) and each communication board will have two (02) output port (one port
RS232/485 and one optical fiber output) + parametry, integration, commissioning, communication and
communication warranty with the CRC, CNC and CNC-R.
- The manufacturer should provide optical board for the opposite S/S and ensure the adaptation of PCM
supplied with the existing PCM type BX06 or BX10 (supply of the whole material and software to
ensure the telecontrol)

The RTU equipment must operate on two supports: powerline and optical fiber. There should be
facilities at both ends.

The manufacturer will make his case for the communication of its equipment with existing
equipment at CRC, CNC and CNC-R

 Envisage two switching filters (or balun) for the connexion of the “phase 0’

 Set of Coaxial Cable / Optical Fiber for all installations

 Set of telephone cable for all installations.

The autoswitch will be digital type and approved, with redundancy of CPU, power supply and network
of connection. It must fit or adapt without difficulty in the network of existing client.
For its programming and maintenance, it shall be provided a laptop computer (microphone, visu,
keyboard, and printer) with software of programming and maintenance as well as modems adequate for
fiber connection and powerline with adjustable speed (50 - 9600 baud) for telemanagement.
The BLU equipment will be for mixed use (voice and signals) working in the entire range 40 - 500
KHZ.
The teleprotection equipment will be 04 orders type.
The connection and coupling device will be two types. One phase-ground and the other phase- phase.
A lenght of coaxial cable 75 ohms between HF room and each phase equipped with wave trap.
A HF dispatcher located in HF Room reflects the exact configuration and complete telecommunications
equipment in addition a set with strips as reserve.

- The equipment should have the possibility to carry out all network protections MSP, PP, LSNP,

- The missing board of equipment should be powerful and have in minimum the capacity of 256 VC4 x
256 VC4.
- The equipments should be installed in rackj of 19 inches.
- Provide all connectors and cables for the connection of equipments
- The equipments should have at least 4 port of synchronization 2 ports (2 Mhz) and 2 ports (2Mbits)

6.5 POWER SUPPLY

The power supply of equipment in 48 dc is supplied by the distribution box 48 dc installed in the HF
room and which is composed of:

- A bar of switching Earthing more than 48 V
- Bipolar outgoing protected by CB 6 A
- The positive pole is to the ground of S/S
- The positive and negative 48 kV arriving on wall box “Distribution box” in the HF room.
It’s envisaged many outgoing (bipolar) as the equipments to power supply more than three (03)
outgoing of reserve.

6.6 BLU EQUIPMENT

Should be from approved technology, simple maintenance and with characteristics according to CCIR,
CCITT, IEC standards.
- The BLU should have the possibility to provide at least 2 channels (data and digital or analogic voice)
- The principle of operation is being used by the technic of carrier current on energy line (CPL)
- The connection between 2 S/S is constituted by transmission equipments Sender/Receiver with many
channels LF and working in the HF band as single side system.
- They are connected to energy line through a system called coupling composed of:
- Coaxial cable (BLU connection/Connection box)
- Connection box and drainage coil
- A capacitive PT or capacitor of coupling
- A wave trap which the resonance frequency is adjustable on site
- It’s envisaged a BLU connection

reliable and sure between the protection system installed at each end of HV lines.

Multiplexer:
The system to provide for each work should be a full transmission system and it can also serve as basic
system of the hierarchical upper levels.
It allows:
- The transmission of data, telephone channel and image

A connection with optical fiber needs three types of components:

electrical signal.
This connection on optical fiber should meet the following criteria:

The equipment of transmission work on two different fiber: one for the sending and the other for the

The manufacturer proposes the equipments in function of the level of security required.
The transmission by optical fiber should ensure:
- Transmission performance: very weak attenuation of signal, possibility of multiplexing of lot of signal
and lot lot of users, Big flow of informations.
- Operation: small weight, small dimension, big agility
- Electric and electromagnetic security: Total insulation between terminals, using in the extreme
conditions (strong voltages, explosive atmosphere), insensitivity to disturbance, security of beam,

5-10- DISPATCHER:
The dispatcher is telephone type or terminal mounted on DIN rail. It’s presented at minimum on two
firms:
- Firm with terminal or interruptible strip for the wiring of electronic panel (BLU, TC)
- Firm with terminal or no interruptible strip for the wiring coming from the organe of electric S/S
- The missing of cable between the firms will be done by jumper.
- All informations of tele-control equipment are available on this dispatcher.

Works and equipment to provide for the bay of opposite S/S:

It’s the reponsability of manufacturer any possible decommissioning, deinstallation and packing of
existing BLU at the opposite substation during the replace, the manufacturer has the reponsability to

The manufacturer should provide al telecom equipment to opposite site: transport, assembly,
installation, parametry, integration, test, commissioning, communication and warranty of
communication.

The manufacture should provide for the opposite site 220 and 60 kV all optical and electrical boards
and the necessary extension on the SDH and PCM equipment manufactured by HUAWEI and provide
the integration of SDH node in management system HUWAEI.

6.5 MAINTENANCE:
For the whole supply, it will be proposed for each equipment a lot of parts and spares as necessary for
the operation and maintenance of equipment.
Measurement and adjustments points should appear on the front before the blocks for various controls,
such as: supply voltage, level and type of signals, etc. ...).
Detailed explicit documentation with diagrams in French must accompany each equipment.

6.6 – TELEPHONE SET:

The distribution of telephony and the provision required will the responsability of the
MANUFACTURER.

The manufacturer should provide seal telephone set at each transformer room and also normal telephone
set at each premise of building (EHV) except for battery room.

6.7 – CLIMATIC CONDITIONS:


The equipment must operate normally at temperatures between -10 'C and + 40 'C without forced
ventilation incorporated to the equipment and in atmosphere characterized by a relative humidity
rate of 60% for a temperature of + 40' C

speed is adjustable between 50 and 9600 baud.

6.8. 2 - Definition of information:

The exchange of information between the PC and PA are in both directions.

6.8.3 - EQUIPMENT OF CONTROLLED SUBSTATION:


The equipment must be of modular design, proven technology, easy maintenance and can acquire the
information of the substation (TSD, TSS, TMA, TCG) and treat it and send them to the PC.
For the PA of the substation, the Telecontrol equipment must be sized in accordance with a sheet
Teleinfo and in accordance with the single-line diagram.
It is anticipated the possibility of retransmission to a higher center (Regional and national dispatching of
TSD, TSS, TMA, TCG)

6.8.4 - Wiring:
The wiring between the different cabinets will be by flexible telephone cable and channeled
through the dispatcher, or sometimes all of the information, which is the element of breaking
and mixing of all the wiring.
This dispatcher reflects the exact configuration and entire of telecommunication equipment.
The connectors of cabinets will be provided wired.

SPECIAL PROVISIONS:

extended only by adding modules

Chapitre 7 - Tests

All tests of 220 and 60 kV equipment will meet the IEC standard and carried out with the presencc of client.
For 220/60 kV S/S, the manufacturer will carry out the controls and routine test following the planning above:

7.1 Control in factory

7.1.1 Measurements of partial discharge.

Unit testing on all high-gradient insulators 1.5 kV eff / mm locally at spare part stage following IEC
publications 270. (Cones are not in that category).

On the cell mounted routine test 50 Hz and lightning 1.2 / 50 μ sec.

7.1.2 Pressure test of enclosures


A hydraulic test by taking 1.5 times the maximum operating pressure.

7.1.3 Sealing of enclosures


Three tests: helium test under vaccum on spare part (gross stage and factory) for a nominal pressure test of
SF6 on the item equipped.

7.2 Planning of routine test in factory:

7.2.1. Operation of circuit breakers.


The control routine tests will be carried out on the part of the cell completely assembled. 50 operations of
opening and closing cycle comprising the cycle requested, and operation to pressure and rated voltage,
minimum and maximum of power supply

- Sheet of operating time on the 3 poles


- Opening time and closing time since the emission current in the coil until the opening or closing of contacts.
- Measuring the time reset (inflator) of the actuating organ at power voltage, after opening operation and after
a closing operation.-
- Measurement of consumption of reinflation engine at power voltage after an opening operation and after a
closing operation.
- Measuring the chemical preparation of the closing and opening coils

7.2.2. Operating of disconnecting switch and earthing switch


25 opening operation and 25 closing operation which 5 maximum operation and 5 operation at minimum of
the power voltage will be carried out.

7.2.3 Other tests on the cell
 . Control of compliance of assembly following the diagram
 . Checking the sealing of assembly junctions between subset

6.4 Test on site before commissioning


Generally, before the commissioning, we proceed to the following control operations:
 1. Control of contact resistance.
 2. Control des manocontacts
 3. Control of humidity in gas
 4. Control of filling pressure
 5. Control of sealing of junctions made on site
 6. Control of the wiring and mechanical operation of devices
 7. Dielectric test and partial discharge
After having made all previous checks, we start the dielectric test phase by pahse or part of phase by part of
phase. These tests are designed to check that the material was transported and installed correctly and that all
conditions necessary to reach the insulation level met.
All equipments of test are the responsability of manufacturers.
