1.0 SCOPE OF SUPPLY
This specification defines the general philosophy and technical criteria of instruments for
ABADAN Gas turbine Power Plant.
2.0 ENVIRONMENTAL CONDITIONS
2.1 Design Conditions
The supplier shall take precautions in the selection of materials and equipment against
deterioration due to the effects of temperature and dust. Particular attention must be paid to
the selection and protection of electronic components, instrumentation and temperature and
humidity sensitive equipment.
Evaluation of the existing climatologically factors yield the following design meteorological
conditions, which shall be accounted for in the supplier’s design, construction, planning and
operations. Unless otherwise noted, the following shall be used for maximum and minimum
design values.
Site location 9km East of ABADAN

Site elevation 6.6m above sea level
Max. Ambient air Temp. 51°C
Min. Ambient air Temp. –1.4°C
Relative humidity Means of 44.3 %
3. INSTRUMENT IDENTIFICATION SYSTEM

3.1 Nameplates
All instruments and accessories shall carry identifying tag number.

The Vendor shall supply a stainless steel nameplate, fixed by screws and clearly engraved
with the followings as a minimum:
1) Manufacturer's name
2) Manufacturer's model and serial number
3) Instrument range
4) Pressure rating
5) Contact rating (if any)
6) Enclosure classification
7) Tag number (KKS system shall be used)
3.2 Language
The nameplates shall be in English language.
4.0 TECHNICAL CRITERIA
For detailed technical specifications please refer to the instrument data sheets, section 2,
attachment A.
5.0 FACTORY TEST / INSPECTION AND CALIBRATION
The vendor shall submit quality assurance plan along with bid. The Engineer shall have the
right to inspect design material, and workmanship, and to report there on at any time during
the progress of design and/or fabrication.
All instruments specified in this Section shall be calibrated by the Vendor using his standard
calibration procedures, which he shall submit to the Engineer for his review prior to the
performance of it.
The Vendor shall submit the records of all calibrations at the time of delivery of the
equipment specified.
The Vendor shall provide equipment, instruments, tools and personnel, and shall bear all
expenses incidental to the foregoing tests, including replacement of damaged parts and
material.
5.1 List of Tests
The tests shall be performed as specified in item 1.8 of scope of work / supply. (Section 2)
6.0 SPARES
6.1 Recommended Spare for Operation & Maintenance
The supply of spare parts as necessary and recommended by the supplier for Three (5) years
reliable trouble-free operation & maintenance of the equipment shall be under the scope of
this specification.
The spares shall be interchangeable with the parts for which they are intended for
replacement.
The supplier shall assess the service expectancy period for spares under normal operating
conditions after which replacement will be necessary.
6.2 Commissioning & Start up Spares
Spares which may be required during various test, trials and commissioning shall be
arranged separately and shall be supplied along with the main equipment, so that
commissioning is not disturbed due to lack of these spares. If any item is not listed but
found necessary during commissioning the supplier shall arrange the same immediately
without any extra prices unless agreed by purchaser.
7.0 SPECIAL TOOLS & TACKLE
The supplier shall indicate a list of special tools & tackle, which may be required for
maintenance, overhaul, and replacement of the main equipment to be supplied under this
specification.
The supplier shall also indicate essential test gadget (such as portable field calibrator for
transmitters), which may be required for test/calibration of the equipment at site.

SCOPE OF WORK / SUPPLY
1.0 GENERAL
This material description covers the minimum requirements for design, manufacturing,
testing and delivery of: Instruments as per selected type and materials indicated for
ABADAN Gas Turbine Power Plant.
1.1 Scope of Work
The scope of work shall include but shall not be limited to the followings:
- Supply of Instruments 7 Nos (Quantity) as specified on instrument data sheets

included in attachment A.
- Supply of recommended spare parts for 5 years operation & maintenance as per
attachment B
- Supply of recommended commissioning & start up spare parts as per attachment C
- Supply of recommended special tools & tackle as per attachment D
- All required shop test calibration using all test devices / facilities arranged in house
- Engineering & submission of relevant documents as listed in 1.3 (Documents to

be provided)
- Warranty as specified

1.4 QUALITY OF DRAWINGS
All calculations reports and specifications shall be done in software approved by

Client/Engineer.
All final prints or transparencies shall be of suitable quality for microfilming.

Transparencies shall be polyester material only. Sepias or blue prints are not acceptable
without prior approval by the Client/Engineer.
All drawings, literature, etc. shall be written in contractual language. (English)
Unless stated otherwise in the material description or specification, all dimensions and
weights shall be in the (S.I) metric system of units. English sizes shall be used and shown
on all drawings, specifications etc. for the following items:
- Size and rating of piping, valves, flanges, fittings and gaskets.
The following European drawing sizes A1, A3, A4 and A0 can be used.
All drawings shall have at their right-bottom corner the Client label.
A4 size forms or drawings must have a client label cover sheet.
1.5 OPERATIONS AND MAINTENANCE MANUALS'
A. Scope
It is intended to assist in the initial start-up/commissioning of the equipment and to

aid personnel in subsequent operation, maintenance, and inspection check of
equipment performance.
B. Contents
In general, supplier as identified by check box shall use the following structure.

Note : Suppliers standard catalogue for the instrument is acceptable if all

section 1 and 2 items are incorporated.
C. Binding Details
All pages of O & M manuals shall be in the contractual language and shall be A4
standard size.
All drawings larger than A4 size shall be folded and inserted in individual A4 size
transparent plastic pockets.
The supplier shall provide required quantity of sets complete with facing sheet. The
manuals should not be side punched and bound in books or hard covers, since they
will be incorporated in plant operations and maintenance books.

1.6 Testing / Inspection Documentation Requirements
A. Two weeks after P.O
1. Schedule of workshop final acceptance routine test on completed equipment

including:
a. Test list evidencing all tests and inspections to be performed on the

equipment during final acceptance and/or Customer representative as
required in the P.O. document (P.O., Technical job Specs) and in the
applicable standards called therein.
b. Testing procedure with description of each test, diagrams, values,
sequences, necessary equipment etc.
c. Manufacturer's standard record forms in the English language. The

forms shall be blank.
2. Schedule of test/inspections during fabrication and of routine tests on main

components, which are required on P.O. documents, but will not be
necessarily witnessed.
This will include as per above 1a), b), c), tests list,
procedure and record forms.

B. Two weeks before final test
Itinerary of final test detailing:
- Timed schedule of acceptance tests detailing sequence of the tests and

duration of each of them
- Place of testing
- Starting date
- Name of contact person
- Any other useful information

C. At time of final tests
- All certificates of tests, inspections, NDE's, material analysis, etc. performed

during fabrication.
- Calibration certificate supporting calibration and accuracy of all the

instruments to be used during test. Such calibration certificates shall be
issued by a recognized testing laboratory and shall not be more than one year
old.
All the mentioned documents shall be subjected to Client/Engineer approval.
Note: When this block is checked off by Client/Engineer supplier may provide his
standard in house testing/inspection documents as proof that hardware design,
manufacture and testing meets the intent of this description and attachment A "data
sheets" and instrument technical specification.
1.7 General Notes
A. All materials shall be in accordance with the specifications herewith enclosed.
In case of deviation Supplier is obliged to provide with the offer a complete list of
the deviations, independently from and in addition to any other documentation
provided with the offer.
B. In case of P.O. award, the Supplier's Quality Control department will be required to
maintain a job file for Client/Engineer review at all times. This file will contain all
relevant documentation for the purchase components.
C. The Supplier shall indicate shipping weights (metric tons) shipping volumes (cubic
meters) and storage requirements.
Packing shall be suitable for overseas shipment.
D. Client/Engineer reserves the right to witness any of the tests.

The Supplier shall permit free access at all times to his manufacturing facilities, for
Client/Engineer, the "Independent Inspection Authority" and the Client for purposes
of inspection and expediting.
If part(s) of the WORK is being manufactured at other premises the Supplier shall
obtain for Client/Engineer permission to inspect, examine, and test as if the said
WORK were being manufactured at the Supplier's premises.
Such inspection, examination or testing shall not relieve the Supplier from any
obligation or responsibility under the contract.

1.8 INSPECTION REQUIREMENTS
Supplier shall provide the following inspection requirements as a minimum for any boxes
checked off by Client/Engineer.
 Visual
 Functional
Hydrostatic (In accordance with ANSI B16.5 for 10 minutes, min)
 Calibration to range specified in instrument data sheet
Other, as specified below
1.9 Warranty
Supplier shall be responsible for satisfactory performance of equipments as per specification

requirements and provide warranty for 12 months from date of commissioning or 18 months
from date of delivery at site which ever is less. Any replacement or rectification of defective
equipment shall be free of cost to the purchaser within warranty period.

purchaser.
