PERSONAL OBSERVATION OF PUBLIC ADMINISTRATION SYSTEM OF THE
PRESENT GOVERNMENT

On the first year of the administration of President Rodrigo Duterte, he signed the
Executive Order no.5 or the “Ambisyon Natin 2040” that focuses for the twenty five-year
long term vision for the country to eradicate poverty. Also that year NEDA board approved
a seventeen projects of the administration such as the Plaridel Buy-Bus Road which the
public started using on 2018 and the North-South Railway project that has not stop a
procurement and construction until this year when covid-19 pandemic hit the country. On
the second year of his term in 2018, the National Economic and Development Authority or
(NEDA) reported the strongest economy growth since 1970 in which the economy was
growing at least six percent for fourteen consecutive quarters. This is due to the progressive
trade, increased infrastructure, construction and manufacturing. It was in 2019 when the
inflation rate stays at 2.5 percent. But Duterte’s economic team was in a roll entering into
2020. It has slowed down due to budget issues in 2019 but it was still doing very well all
things considered. The Duterte administration succeeded in reducing unemployment and
underemployment to record low levels. It cut poverty by its target reduction ahead of its
deadline. It cut growth at a high level
