    depth interview should suffice to develop a theoretical

    No it is not sufficient to develop a therotical frame work. Because from


    literature review

     Literature review provide you a base to start your work from past
    knowledge.
     It also provide help that which approach you should follow to do
    your research.

     You might have a risk of reinventing the wheel. If you do not review
    the literature you might done a work on which is previously done.

     Litreature review is also important to check wheather your research


    is addressable.

     It has a link with past researches. On which your work is based on.
    So alone good quiestineers is not sufficient to develop a frame work
    .
