UIA$2014:$STUDENTS’$COMPETITION$–$EXPLORATION$WITH$THE$WARWICK$JUNCTION$
THE$ADJUDICATORS’$REPORT,$$

1.$INTRODUCTION$AND$BACKGROUND.$$$
It%is%great%honour%to%represent%the%International%Jury%for%the%UIA2014%Students%Competition.%Thanks%to%this%Jury%for%
entrusting%me%with%this%responsibility.%It%has%been%a%great%experience%to%share%the%responsibility%of%finding%the%best%
design%propositions%for%the%Warwick%Junction%competition%with%such%amazing%panel.%The%intellectual%discourse%with%
such%an%esteemed%group%of%professionals%and%practitioners%was%a%humbling%experience%and,%on%behalf%of%this%Jury,%I%
wish%to%THANK%THE%UIA%for%the%selection.%
%
This%however,%is%the%moment$for$the$students%who%took%part%in%the%competition!%165$Entries$were$received:%They%
deserve%a%round%of%APPLAUSE.%Entries$received$from$51$Countries:%This%is%an%amazing%achievement%when%you%consider%
that%Durban%is%actually%somewhere%OTHERWHERE%from%most%countries!%%
%
SADLY%however,%we%have%to%say%that,%that%out%of%165%entries,%AFRICA%submitted%40%ENTRIES,%(10%)%and%17%of%which,%
are%from%South%Africa.%This%is%a%disappointing%statistic!%The%Jury%would%like%to%encourage%our%Universities%and%our%
Tutors%to%find%ways%to%encourage%CREATIVE%THOUGHT%and%the%CAPABILTY%of%students%to%deal%with%complex%
environments%like%WARWICK%JUNCTION.%The%interest%in%Urban%studies%needs%to%be%increased.%
Architecture%as%a%medium%for%SOCIAL%CHANGE%should%in%our%opinion,$receive$more$attention$in%our%schools%of%
Architecture.%We%have%seen%great%examples%from%Francis%Kere%and%Rahul%Merhotra%on%the%value%of%this%kind%of%work!%%

ADJUDICATION$IN$2$STAGES$
Stage$1:%REDUCTION%OF%165%entries%to%a%short%list%of%15%
The%adjudication%was%undertaken%through%an%anonymous%process.%A%series%of%sessions%which%commenced%in%April%2014%
were%held,%where%all%the%165%entries%were%systematically%interrogated.%
Stage$2:%SELECTION%OF%3%FINALISTS%from%the%shortlist%of%15%
Stage%2%took%place%at%the%beginning%of%August%2014%to%assess%the%final%short%list%of%15.%The%identity%of%the%entries%was%
divulged%at%the%end%of%the%Adjudication.%%

Composition$of$the$International$Jury:%The%Jury%is%listed%in%you%CONFERENCE%PACK/%PROGRAMME%BOOKLET%%
We%wish%thank%the%COMPETITION%REGISTRAR:%Gerhard$Bruyns%for%setting%the%parameters%for%adjudication,%and%for%
tirelessly%keeping%us%all%on%track,%and%on%time,%to%take%those%hard%decisions%at%times%of%‘deadlock!%%This%made%our%task%
not%easy,%but%he%kept%reminding%us%of%the%brief%and%objectives%of%the%competition!%%
Thanks%to%Amira$Osman:%UIA%General%Reporter%for%her%logistical%support%and%‘quiet%management%and%coordination’%of%
our%processes.%Both%of%them%made%us%work%long%hours,%but%we%also%enjoyed%our%stay%in%Durban.%

We%have%to%thank$the$UIA$for$organizing$the$STUDENTS’$Competition%in%the%context%of%OTHERWHERE,%and%the%
opportunity%to%build%the%students’%CAPACITY%to%tackle%COMPLEX%URBAN%ENVIRONMENTS,%based%on%the%themes%of%
ECOLOGY,%RESILIENCE%AND%VALUES!%

THE$COMPETITION:$EXPLORATION$OF$WARWICK$JUNCTION$
Adjudication$Criteria:%Three%aspects%remained%central%to%the%adjudication%of%this%Competition.%They%are;%%
1. The%Exploration%of%Otherwhere,%
2. The%Intervention$Scales:%%Short/Medium/Long%Term%interventions,%
3. Consideration%of%site%specificity:%The%special$needs$of$the$site,%area%and%community.%

Students% were% expected% to% select% on% EDGE% of% Warwick% Junction% for% more% detailed% resolution:% Brooke$ Street%
Edge/Theatre$Lane%Edge%

2.$THE$FINALISTS$
GENERAL:$$
The%Jury%was%overall%impressed%by%the%commitment%to%strong%and%clear%idea[s]%mirroring%ways%of%thinking%and%
questioning%within%a%contemporary%era.%It%must%be%said%that%most%of%the%proposals%were%not%adequately%resolved;%
however,%the%Jury%acknowledges%that%this%was%an%ideas%competition%and%the%students%would%not%have%been%able%to%
resolve%all%aspects%of%the%designs.%%

Jury%awarded%3%prizes,%1 ,%2 %and%3 %prize%but%due%the%competitiveness%of%the%TOP%FOUR,%the%theme%and%issues%
articulated%by%the%last%four%in%the%context%of%OTHERNESS,%the%Jury%found%it%appropriate%to%award%an%HONOURABLE%
MENTION%–%with%a%PRIZE.%This%was%awarded%by%the%SAIA%endorsed%Digest%of%South%African%Architecture:%Editor%Iain%
Low.%%

1 The%project%was%seen%as%promoting%multiHfunctionality%and%respecting%the%clear%and%divisible%spatial%links%
between%market,%station%and%graveyard,%including%movement%and%complexities%associated%with%informal%trade%
and%commerce.%

1 It%was%noted%that%the%proposal%was%seeking%practical%solutions%to%the%notions%of%shelter%by%way%of%enhancing%
process%related%to%storage%within%the%current%market,%[re]defining%the%conditions%of%Warwick%within%the%
parameters%of%a%new%urban%context.%%

1 The%Jury%commends%the%Authors%for%the%deliberate%architectural%solution%as%well%as%being%one%of%the%most%
provocative%presentations%from%the%range%of%entries.%

1 This%project%completely%turned%the%notion%of%built%form%being%the%only%answer%to%complex%urban%challenges%on%
its%head.%The%authors%explored%the%notion%of%architecture%as%‘temporality’,%and%identified%mobility%as%a%possible%
solution,%thereby%dislocating%our%conventional%architectural%perceptions,%which%start%first%with%physical%
buildings.%%

1 This%body%of%work%proposes%a%series%of%mobile%units,%which%contained%various%services%and%commercial%
opportunities.%This%would%allow%the%users%to%move%around,%as%they%needed.%%

1 The%strength%of%the%project%is%its%potential%for%universal%application%and%this%was%recognized%after%quite%an%
intense%investigation%of%the%merits%and%deHmerits%of%the%scheme.%It%was%acknowledged%that%the%concept%of%
mobility%captured%the%concept%of%OTHERWHERE%best.%%

1 This%proposal%thematically%embraces%the%congress%theme%of%RESILIENCE,%at%the%macro%and%micro%scales,%
opening%new%directions,%exposing%new%forms%of%interdisciplinary%and%extending%thinking%beyond%a%selfHclaimed%
disciplinary%comfort%zone.%It%deliberately%agitates%and%underlines%institutional%responsibility%as%part%of%openH
ended%projects.%

1 This%approach%which%is%based%on%establishing%common%ground%for%engagement,%creating%a%common%climate%
and%common%spaces%reflects%an%understanding%of%a%site%and%context%by%examining%site%particularities%of%
Warwick%Junction,%at%all%scales,%informed%by%a%well%researched%urban%analysis.%%

1 The%jury%was%impressed%with%the%projects%resourceful%approach%and%its%ways%of%tapping%into%present%festivals,%
building%on%existing%vernacular%in%a%contemporary%sense,%taking%care%not%to%rescript,%and%therefore%eliminate,%
but%to%enhance%by%way%of%repetition%which%allows%for%site%formalization.%The%proposal%presented%a%very%
comprehensive%analysis%of%the%site…%%

1 What%is%proposed%represents%a%thoughtful%tectonic%process%of%scales,%urban%levels%and%placeHmaking%without%
becoming%prescriptive,%and%although%weak%in%architectural%interpretation%and%falling%back%onto%typical%informal%
aesthetic,%the%proposal%acknowledges%the%city%and%the%notion%of%VALUES%in%all%ways.%

1 Merit%was%found%in%the%process%of%building%capacity%through%the%make%and%remake%process%of%collective%multiH
disciplinary%actions%especially%within%the%educational%focus%and%between%architect%and%user.%

1 The%activation%of%the%Brooke%Street%edge%in%dialogue%with%the%grave%yard%may%not%have%been%well%resolved,%but%
the%proposal%was%found%to%be%playful%as%well%creating%a%soft%edge%between%two%conflicting%urban%
environments.%

1 The%winning%project%was%found%to%embody%a%longHterm%vision%for%2050%Durban,%building%on%interHmodality%to%
reinforce%new%types%of%urban%infrastructures,%new%types%of%social%condensation%and%new%possibilities%for%public%
realms.%The%concept%clearly%demonstrates%contextual%insight,%using%Warwick%Junction%to%build%on%‘city’H%origins%
H%in%this%case%the%railway%station%H%and%its%historic%legacy.%%

1 The%authors%propose%to%extend%the%Railway%station%and%this%is%the%strength%of%the%project:%To%acknowledge%the%
railway%station%as%the%hub%of%growth%and%integration%for%Warwick%Junction,%yet%creating%linkages%to%integrate%
the%existing%context,%strengthening%the%existing%linkages%between%the%market%and%the%graveyard.%

1 It%was%noted%that%the%stitching%together%in%no%way%represents%a%seamless%notion,%but%a%densification%and%
compaction%of%form,%concentrated%on%the%station%precinct.%It%is%a%provocative%concept,%which%thematically%
establishes%a%contextual%discourse%with%the%notions%of%ECOLOGY%within%the%complexity%of%OTHERWHERE.%%

1 The%architectural%strategy%was%found%to%be%a%cumulative%one,%using%existing%infrastructure%to%become%a%
temporal%connector%rather%than%proposing%a%‘traditional’%master%plan.%The%Jury%found%the%proposed%compact%
form%to%maximize%the%underutilized%railway%tracks%particularly%forward%looking,%but%deliberately%unresolved%
architecturally,%to%allow%for%further%engagement%and%contextual%design%exploration.%%

1 The%strength%of%the%project%is%the%contextual%insight,%showing%respect%for%the%cemetery,%cultural%specificities,%
and%highly%problematic%site%edges%conditions%are%acknowledged,%by%implementing%programmatic%‘anchors’%to%
assist%with%the%informal,%using%social%infrastructure%(childcare%and%training%initiatives)%as%generators%for%new%
urban%orders%within%the%informal%settings.%%
