The Appointments Committee of the Cabinet (ACC) has approved the following
Secretary level appointments:

(i) Shri Sanjay Bandopadhyay, lAS (MP:88), Additional Secretary, Ministry of Ports,
Shipping and Waterways as Chairman, Inland Waterways Authority of India, Ministry
of Ports, Shipping and Waterways in the rank and pay of Secretary to the Government of
India by temporarily upgrading the post.
(ii) Shri Sundeep Kumar Nayak, lAS (JK:88), Managing Director, National
Cooperative Development Corporation, Ministry of Cooperation as Director General,
National Productivity Council, Department for Promotion of Industry & Internal
Trade in the rank and pay of Secretary to the Government of India by temporarily upgrading
the post.
(iii) Ms. Upma Srivastava, lAS (SK:88), Additional Secretary, Department of Social
Justice and Empowerment, Ministry of Social Justice and Empowerment as Secretary,
National Commission for Scheduled Castes, Ministry of Social Justice & Empowerment
in the rank and pay of Secretary to the Government of India.
(iv) Shri Dharmendra S. Gangwar, lAS (BH:88), Additional Secretary and Financial
Adviser, Ministry of Health and Family Welfare as Secretary, Department of Border
Management, Ministry of Home Affairs.
(v) Ms. Juthika Patankar, lAS (UP:88), Additional Secretary, Ministry of Skill
Development and Entrepreneurship as Secretary, Central Information Commission,
Department of Personnel & Training in the rank and pay of Secretary to the Government
of India by temporarily upgrading the post.
(vi) Ms. Anita Praveen, lAS (TN:89), Special Secretary, Department of
Telecommunications, Ministry of Communications as Special Secretary, Ministry of Food
Processing Industries by temporarily upgrading a vacant post of Joint Secretary in the
Ministry. The officer will take over as Secretary, Ministry of Food Processing Industries
upon superannuation of Ms. Pushpa Subramanyam, lAS (TG:85) on 31.01.2022.

2. The ACC has also approved in-situ upgradation of the following officers to the level
of Special Secretary in the rank and pay of Secretary to the Government of India as a
measure personal to them:

(i) Shri Rohit Kumar Singh, lAS (RJ:89), Additional Secretary, Ministry of Culture as
Special Secretary, Ministry of Culture by temporarily upgrading the post held by the
officer.
(ii) Shri Amrit Lal Meena, lAS (BH:89), Additional Secretary (Logistics), Department
of Commerce, Ministry of Commerce & Industry as Special Secretary (Logistics),
Department of Commerce, Ministry of Commerce & Industry by restoring the post to the
level of Secretary to the Government of India.

3. The ACC has further approved the following Additional Secretary/Joint Secretary
level appointments:

(i) Ms. Alka Upadhyaya, lAS (MP:90), Additional Secretary, Department of Rural
Development, Ministry of Rural Development as Chairperson, National Highways
Authority of India, Ministry of Road Transport & Highways in the rank and pay of
Additional Secretary by temporarily downgrading the post.
(ii) Shri G. Asok Kumar, lAS (TG:91), Mission Director, National Water Mission,
Department of Water Resources, River Development and Ganga Rejuvenation, Ministry of
Jal Shakti as Director General, National Mission for Clean Ganga, Department of Water
Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti in the
rank and pay of Additional Secretary vice Shri Rajiv Ranjan Mishra, lAS (TG:87) upon his
superannuation on 31.12.2021.
(iii) Shri Amit Yadav, lAS (UT:91), Director General, Directorate General of Foreign
Trade, Ministry of Commerce & Industry as Additional Secretary, Department of
Commerce, Ministry of Commerce & Industry.
(iv) Shri Vijay Kumar, lAS (UT:92), presently in the Cadre, as Additional Secretary,
Ministry of Cooperation.
(v) Shri Ashish Srivastava, lAS (MP:92), Additional Secretary, Ministry of Women
and Child Development, as Additional Secretary, Cabinet Secretariat (SR).
(vi) Shri Sriram Taranikanti, lAS (TR:92), presently in the Cadre, as Additional
Secretary, Inter State Council Secretariat.
(vii) Ms. Neelam Shammi Rao, lAS (MP:92), Director General (Training), Ministry of
Skill Development and Entrepreneurship as Central Provident Fund Commissioner,
Employees' Provident Fund Organization, Ministry of Labour and Employment in the
rank and pay of Additional Secretary.
(viii) Shri Amit Agrawal, lAS (CG:93), Additional Secretary, Department of Financial
Services, Ministry of Finance as Additional Secretary, Ministry of Electronics &
Information Technology by temporarily upgrading a vacant post of Joint Secretary in the
Ministry.
(ix) Ms. Deepti Umashankar, lAS (HY:93), Additional Secretary, Department of
Personnel & Training as Establishment Officer & Additional Secretary, Department of
Personnel & Training.
(x) Shri Vivek Aggarwal, lAS (MP:94), Additional Secretary, Department of
Agriculture and Farmers Welfare, Ministry of Agriculture and Farmers Welfare as
Additional Secretary, Department of Revenue, Ministry of Finance.
(xi) Shri Han Ranjan Rao, lAS (MP:94), Joint Secretary, Department of
Telecommunications as Additional Secretary, Department of Telecommunications vice
Ms. Anita Praveen, lAS (TN:89) upon her appointment as Special Secretary, Ministry of
Food Processing industries.
(xii) Ms. Roli Singh, lAS (RJ:94), presently in the cadre, as Additional Secretary,
Department of Health & Family Welfare by temporarily upgrading a vacant post of Joint
Secretary in the Department.
(xiii) Shri Mritunjay Kr Narayan, lAS (UP:95), Joint Secretary, Ministry of Power as
Additional Secretary, Department of Home, Ministry of Home Affairs.
(xiv) Shri Ashish Kumar Goel, lAS (UP:95), Joint Secretary, Department of Rural

4. The ACC has also approved in-situ upgradation of the following officers to the level
of Additional Secretary to the Government of India, as a measure personal to them by
temporarily upgrading the post held by them:

Mumbai Port Trust in the rank and pay of Additional Secretary.

Forest and Climate Change as Additional Secretary, Ministry of Environment, Forest and
Climate Change.
