Bohnert#11-8 1207/2021 1728 Hrs 0 On Monday November 22, 2021, Assistant Jail Commander, Richard Eder, told me that he had received some information fron inmate, SAAMI iat ICE detainee, Dongwook Ko (DOB 02/18/2002), had provided dil with a hit list of ps iat Dongwook wanted killed. Richard told me that dd brought it to his attention about the hit list, and @ijpwanted to let the authorities know. Richard told me that he had the hit list, and that he would provide it to me. A short time later, I received the hit list. The list was somewhat hard to read, but I observed several names with descriptions of the people, as well as, how he wanted these people to be suffered or killed, and abbreviations next to the names (TOS, DOS, SOS). ‘The names on the list that I could read were as follows: with abbreviation of TOS with abbreviation of TOS }with abbreviation of TOS jth abbreviation of TOS |with abbreviation of DOS with abbreviation of DOS 7. ‘with abbreviation of TOS 8. ith abbreviation of DOS; stating, make it long and slow, confirmation via social media, 9. Prosecutor, stating, not priority, best it happens 10, aaaglll stating Justice Center, with abbreviation of TOS ra ee a sine ‘The Herald, with abbreviation of TOS, not priority. 12. ‘with abbreviation of SOS with abbreviation of SOS 13. eT Thad learned that Dongwook had been arrested in Monroe County, Indiana in 2019 by the Indiana University Police Department for Attempted Murder Level 1 Felony, Aggravated Battery Level 3 Felony, Kidnapping Level 3 Felony, Confinement Level 3 Felony, Battery Level 5 Felony, and Strangulation Level 6 Felony. I then contacted the Indiana University Police Department, and I spoke with Lieutenant Rebecca Schmubl. 1 asked Lt. Schmuhl if she was familiar with Dongwook Ko, and she said yes. Lt. Schmuh! told me that in the summer 2019, Dongwook violently assaulted a 13 year old female in the IU Music building on campus. Lt. ‘Schmuhl told me that Dongwook lured the female juvenile to a room in the building and started choking her and stabbing her with a knife. Lt. Schmubl said that an TU employee heard the female screaming for help and they found Dongwook assaulting the female in a locker room. Lt. Schmuhl said that Dongwook fled the ‘scene, but was later found at his residence and arrested. Lt. Schmuhl said that Dongwook was seventeen years old at the time, but they charged him as an adult. Lt Schmuhl said that Dongwook received 8 years of home detention for the charges. Lt. Schmubl said that Dongwook was in the United States with his mother, who was on a work or student VISA. Lt. Schmuhl said that ICE had received information about Dongwook, and he was taken into custody by them to be deported back to South Korea. Let it be noted that Dongwook was booked into the Clay County Justice Center by ICE on November 5, 2021. I explained to Lt. Schmuhl of what I had learned about Dongwook writing a hit list and then giving it to another inmate to carry out. Lt, Schmuhl then offered any assistance to us if we needed it. I then spoke with Chief Deputy Prosecutor, Zach Clapp. | informed Zach of what I had learned. 1 told Zach that L was going to speak with MQW to gather some more information. Zach said that he would get a hold of attorney, Caleb Fleschner, to see if he could meet with us and have a meeting to discuss the information that MMP had provided. I told Zach that I would let Qj} know that, ‘On Tuesday I was provided with another hit list that Dongwook had given to QM. @ilijapthen brought it to Assistant Jail Commander's attention again, and he provided me with a copy of that list. The list was somewhat hard to read, but the list contained more names of people that Dongwook wanted to suffer, or be killed. The list is as follows: a tates that, embarrass, humiliate, make it miserable for them. Just like how they spread rumors 2 years ago and knew the truth but refused to tell the truth, Took my first love away by lying and manipulated her into dating a new guy. Casted me off to the side. Emotionally traumatized me for 2 years. I never forget what they did. Make is slow painfu/FK them til they pass out. Jealousy is bad but what they did was unacceptable. 2. Prosecutors; states that, They don't care about the truth, It's always about playing God and ruining thousands of people! 3 Family; states that, It wasn't their business they aren't involved. They used their political power to get me charged as an adult at age 17. Made my bond go up to $300,000. Still BS about how they are victims. states that, Played second victim/lied to the police saying that I tired to kill her the previous day. No charges filed to me at the first place. Ruined my name everything. Her statements made no sense and her ridiculous parents made IU pressure the judge despite all the evidence of seizures that I had. (id that he just calls him Mikey. | told @jMjBthat I have spoken with Prosecutor Clapp about what was going on, and he wants his attorney and all of us to have a meeting on Tuesday December 30, 2021, to discuss what he knows. W§Msaid that was perfectly fine. d that when Dongwook came into the jail, he kind of took him under his wing. QM said that ‘Dongwook thinks that he: is affiliated with the Latin King gang. 4@§@M@M% said that he is no longer affiliated with the Latin Kings. then handed me a map, and said that Dongwook drew it up last night (11 23/2021). (Ww seid tha itjust kept escalting from thee. said that he talked about it with another inmate and that inmate said that he was dumb if he didn't do something about it. ji) said that is when he brought it to Assistant Jail Commander Richard Eder's attention, and he told his attorney about it. DOS abbreviations meant. said that TOS means terminate on site, SOS means, smash on site, and DOS. means disable on site. I asked how would Dongwook know what those mean, said those are Tasked QM if he understood a on the note. @jjiipsaid yes. I asked tifillpwhat the TOS, SOS, and military terms. 4@0MMB said that Dongwook told him that, “ id JROTC (military trainin, said that Dongwook would talk to him about different weapons. said that the weapons that Dongwook would talk about, he would have no idea what they are unless he did some research on them or has been in the military. ‘BMW seid that Dongwook used the phonetic alphabet from the military, T meaning Tango, O meaning Oscar, ‘and S meaning Sierra. sQ@M@Mlipsaid that Dongwook said that he used that in the notes in case they were found ‘and nobody would know what it meant. I asked Det, Koon if he could send me the relationship or what the involvement was on the list of names that Dongwook had given to @{il. I received an email a short time late after speaking with him, of that information. On Tuesday November 30, 2021, I met with Chief Deputy Prosecutor Zach Clapp, ips attorney, Caleb Fleschner, and fjjjifeat the Sherifi’s Office. We conducted an meeting in interview room number two. The meeting was audio and video recorded Meeting 11/30/2021 Mo showed us the list that Dongwook gave him, as well as the map. said that everybody on the list is ‘who Dongwook wants him to kill, hurt really bad, scare, or torture. 1 asked fa to tell us how this all transpired, ain i that when Dongwook first came into the block, he was very scared. (Qj said that one of the jail officers asked him to keep an eye out on Dongwook to make sure that he was ok. $BPMp said that the first night that Dongwook was in the block, he started to have a seizure. @giilesaid that he is epileptic and has seizure's so he knows what they are: said that Dongwook was not really having a seizure, but he was having more of a panic attack because he was overwhelmed. 4QMMBsaid that he looked out for Dongwook after that, ities that Dongwook saw his gang tattoos and he has told Dongwook about his military history. WRB said that after a while Dongwook started to talk to him about his case. Ail said that he told Dongwook that it sounded like he got railroaded. ‘id that Dongwook told him that he wanted some street justice, but he didn't know how to go about doing it. ili¥said that he told Dongwook that it could be taken care of. WROD said that Dongwook thinks that his QJ uncle is the one who is doing it on the outside. fil said that Dongwook told him to tell his uncle that this operation is a go. said that last night (11/29/2021) Dongwook brought him the list and pointed to two names, the victim and another female on the list and said that he wanted picture or video conformation of them being dealt with. I askedajpwhat Dongwook thinks is going to happen to him for him to think that he is going to be able to do this. said that he told Dongwook that his family is trying to get him bonded out. ssaid that Dongwook told him that he would try to help him ‘out, but he couldn't promise him anything said that Dongwook told him that once he gets to South Korea it will be a different story. said that Dongwook told him that he could have money sent to him. said that he and Dongwook spoke about the payment last night. | asked {fi if Dongwook has told him anything about his case. (Q§MMbsaid that the only thing that Dongwook has told him was that it started out as an attempted murder, but it was dropped to a criminal confinement said that Dongwook told him that the victim had kniff wounds on her hands from when he had a seizure. id that Dongwook told him that he didn't know what was going on. iii said that he didn't know how true any of it i: ‘alii that Dongwook told him that he was supposed to get home detention, but ICE picked him up. [asked ip if he has pressured Dongwook into doing any of this, and he shook his head no. ggjjijpsaid that the only thing that he has Dongwook do is write one of the females in the block next to them just to try and keep him calm. Chief Deputy prosecutor Clapp then went over with iP of what his plea bargain could be if he was willing to cooperate with us. [asked @@QMiMMbif there was any money discussed between he and Dongwook. aggiilisaid yes it was $20,000.60 said that Dongwook asked him how much his bond was, and he told him $2,500. said that Dongwook wrote that down on a piece of white paper and he put it in his shirt pocket. | askedipif Dongwook told him that he would give him $20,000 to do this, and he said yes. Prosecutor Clapp and I then took a brief break to discuss what we were going to do. We then spoke with Detective Jamie Switzer and Deputy William Nevill.
