Subject: NCOC Decisions and NPIs


NCOC session dated 19 May 2021 reference.
1. NCOC session chaired by Mr Asad Umer (Federal Minister for Planning, Development,
Reforms and Special Initiatives) was held on 19 May 2021 and was attended by Chief Secretaries
provinces (via video link). A detailed review of current disease situation in the country and
corresponding NPIs was carried out. Forum deliberated various NPIs, reopening of education sector and
unanimously agreed on implementation of following NPIs / decisions as per dates mentioned against
each:-

a. Lockdowns Broader lockdowns with stringent enforcement
protocols based on risk assessment will continue. No
mobility will be allowed except emergency. NCOC will
regularly share heat maps with federating units for
implementation of lockdowns.
b. Gatherings Ban on all types of indoor / outdoor gatherings
including cultural, musical / religious / miscellaneous
events will continue.
c. Religious Closure of Shrines will continue.

d. Cinemas Closure of Cinemas will continue.

e. Sports Continuation of ban on contact sports, festivals,


cultural and other events. Status quo will be
f. Recreation Closure of amusement parks will continue; however, maintained
walking / jogging tracks will remain open with strict
adherence of COVID SOPs.
g. Gyms All types of indoor Gyms throughout the country will
continue to remain closed.
h. Railways Railway will continue operations at 70% capacity.

i. Mask Wearing Compliance to compulsory mask wearing by all


federating units while incorporating innovative
measures for enforcement.
j. Media Mass media coverage highlighting punitive actions.

k. Business Resumption of market activities with closure by 08:00

Milk / Dahi Shops, Tandoors and Takeaways). Decision already taken
l. Office Routine Resumption of normal working hours for public / on 17 May 21
private offices with 50% work from home policy.
m. Public Transport Resumption of all types of public transport with 50%
occupancy.
n. Ban on inter Ban on inter provincial public transport on 2 x closed 22 May 21

r. Marriages Ban on all types of indoor marriages / functions.
Outdoor marriages allowed with maximum 150 x 1st June 21

Note:
a. NPIs as mentioned vide para 1a to r will remain enforced till 15 June 21, review will be carried
out at NCOC on 7 June 21.
b. A critical monitoring of disease prevalence / critical health care system is being carried out by
NCOC on daily basis and necessary decisions will be taken accordingly whenever deemed
appropriate to control the disease spread.

2. Decision Specific to Education Sector


a. Staggered re-opening (2 x days attendance per week) of all education sector will be done
in districts / cities with positivity less than 5% from 24 May 21. Details of districts where
education sector will remain closed will be shared separately by NCOC.
b. Staggered re-opening (2 x days attendance per week) of education sector in remaining
districts / cities will be done on 7 June 21; subject to review at NCOC on 3 June 21.
c. All SSC / HSSC exams will be held after 20 June 21 as per already taken decision. Federal
ministry of education will share details with NCOC.
d. Conduct of all professional / nonprofessional exams will be decided on case to case basis.

e. Federal education ministry will ensure priority vaccination of all teaching staff as per govt
laid down policy.

3. All concerned are requested to issue notifications at priority.
