which is directly related to Carbon Emission. The Consequences of climate
changes are Global and Long Term. Climate change is an issue we cannot
ignore. It is already beginning to transform the way we live. Most of us have
felt the impact but few are able to relate them to climate change. Saving just
1 kWh of electricity each day over a one year period can reduce the carbon
dioxide emissions by around 325 kg.
Therefore, tackling climate change from the demand side will help achieve
the higher goal of sustainability: saving energy means saving natural
resources, reducing carbon emissions and saving costs.
In the light of foregoing, we approach you with a request to issue an
Advisory or Order to amend the Clause 12.3.2 of IRC SP 84 and 87 in line
with the Indian and European Standards to SAVE ENERGY.

Highway Lighting Standards and Requirements
‘The standards governing norms for Highway lighting requirements in India are;
+ Code of Practice for Lighting of Public Thoroughfares "IS 1944 (Part | & Il)" and
National Lighting Code “NLC SP:72"
While in European Countries, the governing standard Is;
+ International Commission on Illumination - Lighting of Roads for Motor and Pedestrian Traffic
1€ 115-2010"
Al the above stated, Indian as well as European Highway lighting Standards clearly state that the “Road Lighting Shall
be Specified/Measured as Average Illumination (Eavg)".
On the other hand, NHAI Manual of Specification and Standards For 4/6 Laning of Highway "IRC-SP:84 and 87",
Clause “12.3.2. Specification” states that "The Minimum Level of Illumination on the locations of Project Highway
where lighting is to be provided as per this section shall be 40Lux’,
‘And this stipulation becomes the ‘bone of contention’ as invariably it is interpreted that the lighting level need be
minimum 40 Lux at any points on the Highway, which is in contrary to the requirements spelt out in any of the
applicable Indian or International standards!
In fact, the above quoted code (IRC-SP:84 and 87) should be read as "Minimum Value of Average Illumination” and
ot as “Minimum”.

TYPICAL ILLUSTRATION
Table:01 below gives a typical example to illustrates the above wherein a comparison has been made for Annual
energy consumption for lighting 1KM of Highway Comparing “Indian Standard Vs European Vs NHAl Manual’. The
results clearly substantiates that by rationalising the requirement and by issuing appropriate clarification in this
regard would avoid undue wastage and culminate in to energy savings to the extent of 35-45%, without
compromising on any of the performance parameters on the required lighting levels necessary for ease of driving
and any of the safety related issues.
