1. What is kickback?

 A kickback is a form of negotiated bribery in which a commission is paid to the bribe-taker in


exchange for services rendered. Generally speaking, the remuneration (money, goods, or services
handed over) is negotiated ahead of time. The kickback varies from other kinds of bribes in that
there is implied collusion between agents of the two parties, rather than one party extorting the
bribe from the other. The purpose of the kickback is usually to encourage the other party to
cooperate in the illegal scheme.

2. Give an example of a scenario where taking bribes of other officers is present

 Philippine National Police chief Oscar Albayalde said Tuesday that he accepts consumable items
of "insignificant amount" such as roasted pig or lechon, just like his predecessor Senator Ronald
Dela Rosa, as long as it is allowed under existing provisions and laws.
 "Yes, of course, during anniversaries we all accept mga pagkain [food items], lechon," Albayalde
said.
 The PNP chief also appeared to have received a branded shirt in the past.
 Former PNP general, Senator Dela Rosa reportedly admitted he also accepted a branded shirt and
lechon (roasted pig) during festivities such as Christmas, police anniversary celebrations and
birthdays.
 Republic Act 6713, the Conduct and Ethical Standards for Public Officials and Employees,
provides: "Public officials and employees shall not solicit or accept, directly or indirectly, any
gift, gratuity, favor, entertainment, loan or anything of monetary value from any person in the
course of their official duties or in connection with any operation being regulated by, or any
transaction which may be affected by the functions of their office."

3. Research on the definition of the following terms:


Classification of Corrupt Officers

A. MEAT EATERS- Meat eaters, who aggressively misuse their police powers for personal gain.
 In the typology of deviant officers, these officers actively seek out opportunities for
corruption.

B. GRASS EATERS- simply accept the payoffs that the happenstances of police work throw their
way.

C. STRAIGHT SHOOTERS- In the typology of deviant officers, these officers are honest but
willing to overlook some of the indiscretions of other officers.

D. ROGUES- A rouge cop is an officer who solicits and can be easily influenced by the lure of
bribes and other inducements for the passing on of sensitive information and or for the
discontinuation of impending or other criminal proceedings.
