Chapter 1 Introduction
Background Information

1.0 Executive summary


The Central Computing Services in Zimbabwe is operating under the Ministry of ICT and
the trust bearing of the organisation is to provide government E Services and
innovations.

OVERRALL FUNCTIONS:
 Create an enabling environment for creation of an e-knowledge based society
that transgresses across all levels of society.
 Developing, in conjunction with the relevant ministries, a strong ICT human
resource base in the country;
 Spearhead the development of appropriate regulatory frameworks that facilitate
the promotion of information communication technology, telecommunication
postal and courier services ;
 Champion and promote ICT literacy and utilisation in the country in order to
enhance regional and international competitiveness as a nation ;Champion
,promote and coordinate national ICT research and development of cost effective
software, hardware and infrastructure so that it reaches best international
standards.

1.1 BRIEF DESCRIPTION OF CURRENT SYSTEM

The current system is a manual system that do not have an online platform which staff
members can use to book for fuel when they need to travel. Everything is currently done
manually and require each individual to sign a requisite form. The form is to be signed by
three people which are the requester, head of department and the issuing officer. The
issuing officer is the last person to sign and approve the form. By doing so a lot time is
consumed and will take too long than to do all these processes on a phone or desktop
using the internet.

1.2 SHORTCOMINGS OF THE CURRENT SYSTEM


 Manual system is time consuming since the process has to go through
offices so that it can be signed.
 It takes up a lot of physical storage space;
 Keeping track of requested files is difficult.
 Security breaches due to document lost.
 Manual system does not offer any backups hence when a disaster
occurs all records will be destroyed.

1.3 THE BRIEF DESCRIPTION OF THE PROPOSED SYSTEM


The aim of the proposed system is to overcome all the limitations of the existing system.
The system is more secured since there will be no forms that would be moved with
around from one office to another, everything would be done online. The proposed

system helps the staff members to work user friendly and can do their jobs without time
lagging, can work, request from anywhere where the network is available.

1.4 OBJECTIVES FOR THE PROPOSED SYSTEM


i. To register system users.
ii. To send SMS feedback on request status.
iii. To automatically calculate fuel needed based on destination provided.
iv. To give summary reports on all fuel disbursements figures daily,
weekly, monthly and yearly.
