• Individuals-Professional Regulation Commission (PRC) license - valid licenses issued by the Professional
Regulatory Commission (PRC) for design professionals in accordance with the provisions under Section 24.7.1
(Technical Documents) of this IRR
• Enterprise-PCAB- Under Republic Act No. 4566, as amended, otherwise known as the Contractor’s License
Law, contractors, including sub-contractor and specialty contractors engaging in the business of contracting
must first secure a license to conduct business under the Philippines Contractor Accreditation Board (PCAB). It
is done so for public safety—that only qualified and reliable contractors are allowed to undertake construction

B. In the procurement of infrastructure projects, foreign contractors may be eligible to participate in
the bidding if they form a joint venture with local contractors; provided that their interest in or
ownership of the joint venture shall not exceed twenty-five percent (25%). However, where the
structures to be built require the application of techniques and/or technologies which are not
adequately possessed by a person/entity which meets the seventy-five percent (75%) under Section
23.11.2 of the IRR-A, they may be eligible to participate in the bidding.
C. For foreign bidders claiming eligibility by reason of their country’s extension of reciprocal rights
to Filipinos, a certification from the relevant government office of their country stating that
Filipinos are allowed to participate in their government procurement activities for the same item or
product.

2. How does The Safety Organization of the Philippines (SOPI) work? Any charge? What certificate to output?
What's the difference between the safety officer certificate of the Philippine Department of labor and that of the
Philippine Department of labor (DOLE)?
SOPI – is non govt agency, collaboration of businesses, schools, public agencies, private groups, labor
organizations and individuals . They work hand in hand or coordinate with Asia Pacific Occupational Safety &
Health Organization (APOSHO), World Safety Organization (WSO) and Japan Industrial Safety and Health
Association (JISHA).
They conduct research; trainings for employers and workers; training for OSH professionals; advisory services;
information services; public awareness raising; specialized post-secondary education; diagnosis or recognition
of work-related injuries and/or illnesses; compiling and analyzing data on occupational injuries; compiling and
analyzing data on exposure to hazardous factors and substances (occupational hygiene).
The ideal individuals to attend are Safety managers, safety engineers, safety officers and building
administrators. Membership costs P1,300. To attend every arranged seminars/trainings, you have to pay usually
1,500 for non-members, and 1,200 for members.
What's the difference between the safety officer certificate of the Philippine Department of labor and that of the
Philippine Department of labor(DOLE)?
Safety Officers certificates- you can secure it either by attending the required hours of seminar/ training at
DOLE-OSCH or accredited partners- institutions or organizations (refer: https://oshc.dole.gov.ph/sto/ )

3. How does PMP certification operate in the Philippines? How to charge? What is the salary of the PMP
trainer?
PMP certification validates that you have the project leadership skills . If you are PMP certified, you can expect
up to 20% increase
You have to attend the Certified Associate in Project Management (CAMP)/ project management training
equivalent for 35 hours.
Small training provider hire working professionals to conduct PMP training batches at as low as 6–7k per day.
Freelance trainers are generally bit more experienced so they take 10–12k per day. If you are with high end
training providers and got corporate training batches then it could even be like 25–30k per day. It could be
higher for corporate international training opportunities which are generally rare.
On the other hand, according to Payscale.com, a certified PMP could earn as much as 1.2M annually, around
100K per month.
4. The training mode of spoken English in Philippines, the salary of trainers and the charging mode of trainees.
Technical Education and Skills Development Act of 1994 (Republic Act No. 7796) Section 22, “Establishment
and Administration of the National Trade Skills Standards” of the RA 7796 known as the TESDA Act mandates
TESDA to establish national occupational skill standards. The Authority shall develop and implement a
certification and accreditation program in which private industry group and trade associations are accredited to
conduct approved trade tests, and the local government units to promote such trade testing activities in their
respective areas in accordance with the guidelines to be set by the Authority.
