1.0 INTRODUCTION

The Consortium of PT. PADMA ENERGI INDONESIA will develop gas supply facilities from LNG
to PLN power generation facilities in Kolaka (South East Sulawesi) Indonesia. The LNG will be
distributed to PT. Ceria Nugraha Indotama smelter for power plants using gas engine. The
estimated total gas volume delivered to smelter Power Plants is around 45 MMSCFD.

2.0 SCOPE

This specification defines the minimum requirements for noise level for equipments and
maximum permissible noise level at specified load conditions on LNG Receiving Terminal
Kolaka.

3.0 TERMINOLOGY & ABBREVIATIONS

3.1 Terminology

SHALL : Means absolute requirement to be followed strictly in order
to conform the philosophy
SHOULD : Means recommendation, that alternative solutions having
the same functionality and quality are acceptable
MAY : Means course of action that is permissible within the limits
of the philosophy (permission)

4.0 REFERENCES
The requirements contained in the latest editions of the following publications shall be a part of
this specification. Where two or more references define requirements for the same subject, the
most restrictive reference shall govern.

ANSI / ASA S12.32 : Physical Measurement of Sound

ANSI S1.4 : Specifications for Sound Level Meters

ANSI S1.13 : Methods for the Measurement of Sound Pressure Level in Air

OSHA : Occupational Safety and Health Act

5.0 ORDER OF PRECEDENCE


In case of conflicting requirements among the applicable documents, the following order of
precedence shall be followed:

1) Project Specification;

2) Applicable Indonesian Laws and Regulations;

3) Applicable Industry codes and Standards;

4) Good engineering practice.

6.0 VENDOR’S RESPONSIBILITIES


It is the responsibility of the VENDOR providing the equipment under this specification to meet
the requirements for noise level required herein.

Requirements related to a complete machine or installation including all sub-assemblies and


components.

For multiple-unit installations, the VENDOR is to advise PURCHASER of the combined noise
level of all machines and auxiliaries based on layout, surrounding area and conditions which
PURCHASER will furnish.

7.0 POTENTIAL NOISE SOURCE


Areas particularly exposed to loud sound pressure levels on continuous basis:
 Gas Compression System
 Power Generation System
 Flare Area (Normal Load)
 Air Coolers
 Pumps
Areas particularly exposed to loud sound pressure levels on intermittent basis:
 Fire water pump
 Emergency diesel generator
 Flare area (peak load)
 Plant inlet/outlet area – FCVs
Contractor is also required to get a report prepared from large package vendors, containing all
noise sources on the package with the contour map and total sound pressure level prediction
during normal operation and start-up and inform to Company.
Vendor of smaller units are required to submit to the Contractor, a noise data sheet for the
complete unit.
The maximum sound level for equipment is maximum 75 dBA

Note:
All levels measured at 3 feet from the major bounding surface of the source.
Unless different values are shown on the individual equipment noise data sheet, the actual
noise produced by the equipment shall not exceed the maximum noise level limit.

7.1 NOISE ATTENUATION MEASURES

Contractor shall compute and plot noise levels for the complex from vendor data or typical
noise values of equipment. He should also inform the company of potential high noise level
areas determined by his prediction.
The reported sound levels for each of the equipment shall be based on one of the following:
 All measurements shall be taken in accordance with ANSI / ASA S12.32, ANSI S1.4 and

ANSI S1.13. Noise level data is not to be site corrected. For all noise tests, the ambient
noise level of the VENDOR's test area at the test instrument points are to be at least 10
dB below the sound readings of the equipment being tested.

 Noise test data obtained on a duplicate unit running under similar conditions in an existing

plant.

 Noise test data obtained on a duplicate unit at the supplier's plant, in accordance with

referenced standards.

 A categorical and unconditional guarantee that the equipment when operating under

design conditions in a free field will not produce noise levels exceeding the specific
permissible levels specified.

If the contractor concludes that noise levels set as maximum for the individual package
equipment the problem should be brought into the attention of the Company with a proposed
method of mitigation. Lowering of noise levels shall employ one of the following:

 Change in the path from noise source to the point being treated.

 Reduction of radiated noise from the source by use of an enclosure around the source.

Some of the desirable features for noise reduction are given below in the Table.

8.0 DOCUMENTATION

Documentation shall be furnished to PURCHASER by the VENDOR to show that the


equipment furnished meets the noise level required herein.

9.0 NON COMPLYING STANDARD EQUIPMENT


If an equipment in standard form will fail to meet this Specification, then the VENDOR shall
explain how he intends to meet the Specification. This shall be done with drawings and
engineering analysis, as appropriate.

The VENDOR shall report on the PURCHASER equipment noise data sheet the guaranteed
noise level after special design or acoustical treatment and the difference in bid price between
the standard and silenced version and whether the promised delivery time will be affected.
