Objective
The purpose of this test procedure is to describe what will be carried out during the Grid compliance testing
to demonstrate compliance with CENACE Grid Code Plant capability.
The following has been prepared in line with the EVMII contract [1], Grid Code [3] and clarification letter [4].
These instructions are intended for qualified technical personnel only. Before executing the
tests, you must carefully read and understand this procedure.

2. SYMBOLS AND SIGNS USED IN THIS DOCUMENT
In this site commissioning procedure, the symbols and signs used are categorized according to the
Council Directive 92/58/EEC. These represent the minimum requirements for the provision of safety
and/or health signs at work.

Indicates a potentially hazardous situation, which, if not avoided, may result in minor or
moderate injury. It may also be used to alert against unsafe practices.

The following signs define prohibitive actions. The signs described herein are found throughout this
document without further explanation. They may also be found throughout the workplace.
As with the prohibitive signs shown above, these signs are usually found without further explanation in
this document. They may also be found throughout the workplace. Mandatory action signs communicate
an action to be taken to avoid a hazard. They point out a requirement to be observed, such as mandatory
wearing of certain personal protective equipment (safety clothing).

Do not begin any work unless you have received instructions from your supervisor and you are sure
that the plant is in a safe condition considering the work to be performed
Whenever work is carried out on life electrical systems there is danger of serious injury or death.
Ensure safety tagging before work. Ensure interlocking of energised breakers. Avoid wet surfaces.
The following protective gear is the minimal requirements and must be worn by the commissioning
personnel at all times during commissioning work:
4. COMPLIANCE TESTING
For each test a brief description, purpose of the test and the relevant agreement Clause(s) or standard and
approximate test duration are given in each section.
Prior the work is carried out, it’s very important to remind that all the following electrical tests are subject to this
DANGER Tag:

High voltage / electrical shock. Whenever work is carried out on life electrical systems there is
danger of serious injury or death. Ensure safety tagging before work. Avoid wet surfaces.
Prior to each test all involved parties as for example grid control, operation staff must be informed.
These tests will be carried out in accordance with the technical requirements define in Appendix A of NMX-J-501-
ANCE-2015 (Ref. [2]).
Use the EX2100e Excitation toolbox trender to record the following (min 5ms sampling for at least 60s).

For GT and ST

Note during the test, GE engineering will provide details test procedure to provide guidance on how to force
excitation to start with 0.5pu voltage so the no load curve characteristic can be recorded.
Repeat the test for the steam turbine with whatever is required to meet the STG at FSNL condition
The generating unit terminal voltage shall reach 90% and 105% of Un nominal stator voltage rating in manual
and automatic mode. 110% is not recommended.
Note: in case of undamped or instability response during the excitation test, engineering must be contacted to
provide new set of settings, prior to re-test and criteria of test condition must be clearly specified.

Repeat test 1 and 2 for each GTG units in turn (11MKA10, 12MKA10) condition A and B. Test 2 applies to STG unit
10MKA10 with condition B.
Note: For each test, the variables specified in Section 5.1.2 must be recorded before the step is applied and ending
once the steady-state operation has been reached. This is done by using GE EX2100e
Applying and removing of AVR set point change are managed directly by EX2100e step test function (BodeIL)
interface.
Note:
Steam turbine generator armature is directly connected to Generator Step-Up Transformer GSUT, the impact of the
GSUT reactance (Steam) on the excitation response will be corrected when applying the acceptance criteria noted
above.
It is not allowed to perform a step test response with a reference voltage at and above 105% initial set point.
in case of undamped or instability response during the open circuit step test, engineering must be contacted
to provide new set of settings, prior to re-test, criteria and test condition must be clearly specified.
This test shall be performed for each unit GTG and STG and shall demonstrate activation of the V/Hz limiter

The generating unit V/Hz limiter shall reach 107% with 0.01 p. u tolerance and without tripping.
The generator datasheet provides the range of V/Hz of the allowable generator operation.
Approximate test duration: To be confirmed
This test shall be performed for each unit GTG and STG and shall provide the key parameters of the excitation
system.

This test shall be performed for each unit GTG and STG and shall demonstrate the generating unit excitation system
capability to transfer between channels.

For GT and ST

Auto-manual test:
Check the following points:
Unit parameters are stabilized.
Conditions A in section 5.1.5.1 are satisfied.
Follow the procedure as described in NMX-J-501-ANCE-2015 section A.2.2.1.4.3 p39.
Note:
% Error < 1% criteria does not apply for transient period after the transfer, it is for steady state.
A dedicate site test procedure will be provided to field engineer with more details with a focus on software
configuration and test condition to help field engineer during the site test.
This test will be carried out in accordance with Client technical clarification letter [4]. The purpose of the test is to
check proper operation of the excitation system. GEH 6676 [8] is the technical guide from GE for PSS testing on site.

Set the initial conditions for the unit under test as per section 5.2.1.1 condition A. In all conditions, the
remaining GT unit and ST unit dispatch will be agreed between the parties and can be used to facilitate the
test. Perform test for the STG unit as per section 5.2.1.1 condition B.
Once each unit is tested successfully and trends recorded review and approved by GE P&W, PSS remains
enabled for this unit. As a following step, the whole set of tests is performed for the next unit.
Note: If it appears that the PSS settings (lead, lag and gain) are not suitable, then it will be re-adjusted, and the
test repeated until satisfactory response is achieved.
The PSS, when switched on, gives improved damping following a step change in the voltage reference of the AVR.
The following shall be fulfilled:
0.33 Afs > Aes.
5.2.2. Reactive Power curve and Minimum Excitation Limiter (MEL) / Leading Power Factor
This test shall be performed for each unit GTG and STG and shall demonstrate the activation of the minimum
excitation limiter and the leading reactive power capability of the unit under test.
Use the EX2100e Excitation toolbox Mark*VIe trender to record the following (40ms sampling for at least 60s).
Note that the below list is non-exhaustive, signals to be recorded by Mark*VIe trender will be communicated
and confirmed before the test.
Set the initial conditions for the unit under test (11MKA10, 12MKA10) as per condition A to D. The remaining
GT unit and ST unit dispatch will be agreed between the parties and can be used to facilitate the test.
Perform the Test for the STG unit (10MKA10) in CC operation as per condition B to D
Note:
The test is done from minimum to base load. In this case some Excitation settings will be adjusted for test
purposes at the time of the test and set back to rated condition of generator capability.
A dedicated site test procedure will be provided to field engineer focusing on software configuration and
test best practice to support the field engineer during the test. Some gain of AVR can be adjusted to permit
limiters testing as per condition of the grid.
5.2.3. Reactive Power curve and Over Excitation Limiter (OEL) / Lagging Power Factor
This test shall be performed for each unit GTG and STG and shall demonstrate the activation of the over excitation
limiter and the lagging reactive power capability of the unit under test.
Use the EX2100e Excitation toolbox trender to record the following (40ms sampling for at least 60s).
Note that the below list is non-exhaustive, signals to be recorded by Mark*VIe trender will be communicated
and confirmed before the test.
Set the initial conditions for the unit under test (11MKA10, 12MKA10) as per condition A to D. The remaining
GT unit and ST unit dispatch will be agreed between the parties and can be used to facilitate the test.
Repeat the Test for the STG unit (10MKA10) in CC operation as per condition B to D
Notes:
The test is done between minimum to base load. in this case some Excitation settings will be adjusted for
test purposes and set back to rated condition of generator capability.
A dedicate site test procedure will be provide to field engineer more focus on software configuration and
test condition to help field engineer during the commissioning. Some gain of AVR can be adjusted to permit
limiters testing as per condition on the grid of unit operation.
Record the value of generator field current at agreed MVar level and set the OEL parameters based on that.
a. FcrRefLo to 102% of the field current recorded
b. OE_PU to 104% of the field current recorded
c. OE_Inf to 106% of the field current recorded
d. OEIimitLev = 10%
Repeat this procedure for condition B to D in Combine Cycle operation to test Steam Turbine Generator excitation
limiter.
The generating unit can maintain operation between 95% to 100 % of the lagging reactive capability curve
without tripping.
This test does not apply to the EVMII project. As per description in NMX-J-501-ANCE-2015 section 6.3.3. point g) p 16
and section A.2.2.3.3.3. p 46, compensation is related to the compensation of the synchronous reactance (Xd) of the
generator. This compensation is required only in cases where several turbines are connected to the same bus bar
sharing the same step-up transformer (machines connected in parallel through a single step-up transformer), which
is not the case of EVMII. Power factor and reactive is controlled through different means / control loops within the
allowable working ranges of the generator, so no compensation is used in this technology. This test is provided for
information only and not to be performed.
This test will be carried out in accordance with Client technical clarification letter [4]. The purpose of the test is to
check proper actuation of the opening and closing of the fuel valve.
Use the toolbox Mark*VIe trender to record the following (40ms sampling for at least 5 minutes).

This test will be carried out in accordance with Client technical clarification letter [4]. The purpose of the test is to
check proper sequence during startup and record the startup time.
Use the toolbox Mark*VIe trender to record the following (40ms sampling for at least 5 minutes).
Set the initial conditions for the unit under test (11MKA10, 12MKA10) as per condition A.
For GT
1. Turbine generator stopped

4 Start-up sequence in Auto mode
This test will be carried out in accordance with Client technical clarification letter [4]. The purpose of the test is to
check operating speed range of the unit.
The gas turbine generating unit 11 operating at full speed no load shall be tested at off-nominal frequency. This test
is to be carried out on unit 11 only in fuel gas operation.
This test focuses on the GTG speed control in full speed no load operation prior to synchronisation and performs a
physical speed sweep of ±1% around nominal frequency value between 59.4 Hz (-1.0%) to 60.6 Hz (+1%).
The sequence of steps can be summarized as follows:
While the generators (GTG) is at full speed no load the GTG unit under test operating in speed control follows
a pre-defined sweep speed/frequency profile.
Under these test conditions, there is little power steam to the turbine as the load is small. The steam turbine
is in shutdown (not in operation and hence will not be part of this test).
The protection logic and settings for high and low frequency alarm and trips are checked and confirmed prior
to the test.
Maintenance factors applies, penalties for starts are reflected in GER3620 GE document see [5]

A Gas Turbine/Steam Turbine Generator
1. • Main circuit breaker, 52G, open.
• Load trender watchlist including key GT operating parameters.
Gas Turbine Generator in full speed no load operation.
Hold speed until conditions stabilize (new value 60.00 Hz) minimum 10 minutes and after thermal
stabilization as defined below.
2 Steam turbine is in off.
3. Voltage set point GTG = slightly lower than 18 kV
3 Thermal stabilization is defined as, no change greater than 5 deg F (2.8 deg C) wheel space TC's (TTWS1FI1) in 15 minutes.
This test focuses on speed control response. The test is for unit with isochronous controls (inherited from the past
times). The 7HA has NO isochronous controls and the test shall therefore be declared as not applicable. Alternatively,
open breaker to full load rejection test in section 6.2.4 shall be a good enough validation of frequency controls in full
speed not load. This test is provided for information only.
This test will be carried out in accordance with Client technical clarification letter [4]. The purpose of the test is to
check proper activation of the overspeed protection.
Use the toolbox Mark*VIe trender to record the following (40ms sampling for at least 5 minutes).

This test will be carried out in accordance with Client technical clarification letter [4].
The test is carried out for the combine cycle (GTs+ST unit). On delivery of 100% load block GTs+ST, the gas turbine
generating unit at agreed power factor shall be disconnected from the network by opening the GTG 400kV Circuit
Breaker.
A separate load rejection test for the Steam turbine and Gas Turbine units are described in section 6.2.5, for STG.
The sequence of steps can be summarized as follows:
While the generators (GTG+STG) deliver full Load, and operates at the assigned power factor, block under
test is disconnected from the High voltage network by means of the GTG HVCB.
The plant remains operating on house-load for 30 minutes, feeding its own auxiliaries while disconnected
from the high voltage network
