Objective
The purpose of this test procedure is to describe what will be carried out during the Grid compliance testing
to demonstrate compliance with CENACE Grid Code Plant capability.

The following has been prepared in line with the EVMII contract [1], Grid Code [3] and clarification letter [4].

These instructions are intended for qualified technical personnel only. Before executing the
tests, you must carefully read and understand this procedure.

2.4. Mandatory action signs

As with the prohibitive signs shown above, these signs are usually found without further explanation in
this document. They may also be found throughout the workplace. Mandatory action signs communicate

3. HEALTH AND SAFETY

Observe and follow the site specific environmental, health and safety plan!
Follow the safety rules and local regulations!
Refer also to the Safety Chapter of the Operation and Maintenance manuals of the specific
systems under testing

3.1. General safety rules

 All valid site-specific safety procedures and plans must be followed

 Smoking is strictly prohibited outside designated areas

 Do not put yourself or others at risk

 Always wear the correct personal protective equipment

 Always use the correct tools

 Do not begin any work unless you have received instructions from your supervisor and you are sure
that the plant is in a safe condition considering the work to be performed

 Whenever work is carried out on life electrical systems there is danger of serious injury or death.
Ensure safety tagging before work. Ensure interlocking of energised breakers. Avoid wet surfaces.

 Do not remove or shut down any protective equipment

 Do not block any doors or emergency ways

 Always ensure that adequate and sufficient lighting is available

3.2. Protective gear

The following protective gear is the minimal requirements and must be worn by the commissioning
personnel at all times during commissioning work:

4. COMPLIANCE TESTING
For each test a brief description, purpose of the test and the relevant agreement Clause(s) or standard and
approximate test duration are given in each section.

Prior the work is carried out, it’s very important to remind that all the following electrical tests are subject to this
DANGER Tag:

DANGER

High voltage / electrical shock. Whenever work is carried out on life electrical systems there is
danger of serious injury or death. Ensure safety tagging before work. Avoid wet surfaces.

Prior to each test all involved parties as for example grid control, operation staff must be informed.

5. EXCITATION CONTROL SYSTEM TEST

5.1. Excitation System Open-Circuit Tests

These tests will be carried out in accordance with the technical requirements define in Appendix A of NMX-J-501-
ANCE-2015 (Ref. [2]).

5.1.1. Operating Voltage Range


This test will be carried out independently for each GTG unit in turns and as follows:

 Use the EX2100e Excitation toolbox trender to record the following (min 5ms sampling for at least 60s).

 Note that the below list is non-exhaustive, signals to be recorded by Mark*VIe trender will be communicated
and confirmed before the test.

5.1.1.1. Initial Conditions

Prior to start excitation, AVR must be in Manual mode.

For GT and ST

5.1.1.2. Test procedure

Note during the test, GE engineering will provide details test procedure to provide guidance on how to force
excitation to start with 0.5pu voltage so the no load curve characteristic can be recorded.

Check the following points:


 Unit parameters are stabilized.
Conditions A in section 5.1.1.1 are satisfied.
Follow the procedure as described in NMX-J-501-ANCE-2015 section A.2.2.1.1.3 p37.

Check the following points:


 Unit parameters are stabilized.
Conditions B in section 5.1.1.1 are satisfied.
Follow the procedure as described in NMX-J-501-ANCE-2015 section A.2.2.1.2.3 p37.

Repeat the test for the steam turbine with whatever is required to meet the STG at FSNL condition

5.1.1.3. Acceptance Criteria:

The test is passed if the following is achieved:

 The generating unit terminal voltage shall reach 90% and 105% of Un nominal stator voltage rating in manual
and automatic mode. 110% is not recommended.

Note: in case of undamped or instability response during the excitation test, engineering must be contacted to
provide new set of settings, prior to re-test and criteria of test condition must be clearly specified.

This test will be carried out independently for each GTG unit and STG in turns, as follows:

5.1.2.2. Test Procedure

Repeat test 1 and 2 for each GTG units in turn (11MKA10, 12MKA10) condition A and B. Test 2 applies to STG unit
10MKA10 with condition B.

5.1.2.3. Acceptance Criteria


 Following each step changes in the voltage reference, the generating unit terminal voltage shall come back
to nominal voltage and stay stable, once the step is applied.
 Response time (Rt). Rt < 0.25 s.
 Stabilization time (St). St < 1.0 s.
 SP Overshooting < 25% on final value.
 Reduced damping (ξ): 0.403 < ξ < 1 % (note that the damping criteria ξ is not applicable for non-oscillatory
response)

Note:
Steam turbine generator armature is directly connected to Generator Step-Up Transformer GSUT, the impact of the
GSUT reactance (Steam) on the excitation response will be corrected when applying the acceptance criteria noted
above.
 It is not allowed to perform a step test response with a reference voltage at and above 105% initial set point.
 in case of undamped or instability response during the open circuit step test, engineering must be contacted
to provide new set of settings, prior to re-test, criteria and test condition must be clearly specified.

This test shall be performed for each unit GTG and STG and shall demonstrate activation of the V/Hz limiter
 Use the EX2100e Excitation toolbox trender to record the following (40ms sampling for at least 60s).

and confirmed before the test.

5.1.3.1. Initial Conditions

Note: A dedicate site test procedure will be provided to field engineer with more details with a focus on software
configuration and test condition to help field engineer during the site test.

5.1.3.3. Acceptance Criteria:


The test is passed if the following is achieved:

 The generating unit V/Hz limiter shall reach 107% with  0.01 p. u tolerance and without tripping.
 The generator datasheet provides the range of V/Hz of the allowable generator operation.

5.1.4. Excitation and De-Excitation Test. Automatic manual sequence

This test shall be performed for each unit GTG and STG and shall provide the key parameters of the excitation
system.
 Use the EX2100e Excitation toolbox trender to record the following (40ms sampling for at least 60s):

5.1.5. Automatic follower between channel and auto-manual test

This test shall be performed for each unit GTG and STG and shall demonstrate the generating unit excitation system
capability to transfer between channels.
 Use the EX2100e Excitation toolbox trender to record the following (40ms sampling for at least 60s).
 Note that the below list is non-exhaustive, signals to be recorded by Mark*VIe trender will be communicated
and confirmed before the test.

5.1.5.1. Initial Conditions

Channel change over test:


Check the following points:
 Unit parameters are stabilized.
 Conditions A in section 5.1.5.1 are satisfied.
 Follow the procedure as described in NMX-J-501-ANCE-2015 section A.2.2.1.4.3 p39.

5.1.5.3. Acceptance Criteria:


The test is passed if the following is achieved:

 Automatic-Manual follower sequence successful


 Channel change-over sequence successful
 Transfer % Error < 1% de Vt nom. The transfer will be greater than 1% while raising or lowering but will come
back to less than 1% at steady state.
 No action from limiters or protection

5.2. Excitation System On-Load Tests

This test will be carried out in accordance with Client technical clarification letter [4]. The purpose of the test is to
check proper operation of the excitation system. GEH 6676 [8] is the technical guide from GE for PSS testing on site.

5.2.1.2. Test Procedure

Set the initial conditions for the unit under test as per section 5.2.1.1 condition A. In all conditions, the
remaining GT unit and ST unit dispatch will be agreed between the parties and can be used to facilitate the
test. Perform test for the STG unit as per section 5.2.1.1 condition B.

Once each unit is tested successfully and trends recorded review and approved by GE P&W, PSS remains
enabled for this unit. As a following step, the whole set of tests is performed for the next unit.

5.2.4. Reactive Power Compensation test

This test does not apply to the EVMII project. As per description in NMX-J-501-ANCE-2015 section 6.3.3. point g) p 16
and section A.2.2.3.3.3. p 46, compensation is related to the compensation of the synchronous reactance (Xd) of the
generator. This compensation is required only in cases where several turbines are connected to the same bus bar
sharing the same step-up transformer (machines connected in parallel through a single step-up transformer), which
is not the case of EVMII. Power factor and reactive is controlled through different means / control loops within the
allowable working ranges of the generator, so no compensation is used in this technology. This test is provided for
information only and not to be performed.

6.1.3. Operating Speed Range Test (65F)

This test will be carried out in accordance with Client technical clarification letter [4]. The purpose of the test is to
check operating speed range of the unit.
The gas turbine generating unit 11 operating at full speed no load shall be tested at off-nominal frequency. This test
is to be carried out on unit 11 only in fuel gas operation.
This test focuses on the GTG speed control in full speed no load operation prior to synchronisation and performs a
physical speed sweep of ±1% around nominal frequency value between 59.4 Hz (-1.0%) to 60.6 Hz (+1%).
The sequence of steps can be summarized as follows:
 While the generators (GTG) is at full speed no load the GTG unit under test operating in speed control follows
a pre-defined sweep speed/frequency profile.
 Under these test conditions, there is little power steam to the turbine as the load is small. The steam turbine
is in shutdown (not in operation and hence will not be part of this test).
 The protection logic and settings for high and low frequency alarm and trips are checked and confirmed prior
to the test.
 Maintenance factors applies, penalties for starts are reflected in GER3620 GE document see [5]

6.1.4. Speed Step test at no Load.

This test focuses on speed control response. The test is for unit with isochronous controls (inherited from the past
times). The 7HA has NO isochronous controls and the test shall therefore be declared as not applicable. Alternatively,

6.2. Turbines on Load Test


For all the tests below the Plant Load Control is in normal operation (in service and switched ON).

6.2.1. Power Ramping Test (65P).


This test will be carried out in accordance with Client technical clarification letter [4].
The capability to ramp up and down between defined load points will be performed as follow:
Starting from a load level at Maximum Load (100%) on the day of the test, the Combined Cycle are un-loaded as follow:
 100% MLC -> 75% MLC -> MECL
The unit is up-loaded in one ramp-up:
 MECL -> -> 75% MLC -> 100%MLC
The loading / de-loading gradient is 8.33 %4/min for normal loading / de-loading.

6.2.1.1. Data to be recorded

Prior to the tests, the GTG units are required to run on full load conditions (100% loading) continuously for thirty
minutes. This value is needed to determine the net power output in terms of percentage and available maximum

6.2.2. GTG Droop Test.


This test will be carried out in accordance with Client technical clarification letter [4].
The purpose of this procedure is to carry out frequency regulation measurements of the EVMII generating units
connected to the Mexican high voltage electrical network during normal operating conditions.
The frequency response regulation will be initiated by simulation of a defined frequency profile a drop/raise within the
frequency control software. This is achieved by injecting in the test function implemented in the gas turbine controller,
a simulated frequency into the governor and recording the Unit response.
For this test droop settings of 3%, 5% and 8% will be adjusted. Prior to the tests, the unit is required to run on full load
conditions (to determine 100% loading) continuously for thirty minutes before the frequency injections begin. This
value is needed to determine the net power output in terms of percentage and available maximum power according
to actual ambient condition for the test. This value is referred as maximum loading capacity (MLC) and will be used for
the calculation of the Governor Droop.
Number of tests to be done are described further in section 6.2.2.4 for fuel gas operation. These tests will be generally
in line with frequency injection given in A, B, see below with the unit at 75% of its full load capacity measured on the
day of the test (MLC).

All tests are to be done with fuel gas operation. The capability of the block and its Gas Turbine (GT) to provide frequency
response will be tested for each GT unit individually and in turn.

This test will be carried out in accordance with Client technical clarification letter [4].
The purpose of this procedure is to perform step load reference test and carry out power regulation measurements of
the EVMII generating units connected to the Mexican high voltage electrical network during normal operating
conditions.
The load response test will be initiated by simulation of a power reference step a drop/raise within the power control
software. This is achieved by injecting in the test function implemented in the gas turbine controller, a simulated power
reference into the GT controller and recording the Unit response.
For this test -/+7% step in the power reference will be performed. Prior to the tests, the unit is required to run on full
load conditions (to determine 100% loading) continuously for thirty minutes before the frequency injections begin. This
value is needed to determine the net power output in terms of percentage and available maximum power according
to actual ambient condition for the test. This value is referred as maximum loading capacity (MLC) and will be used for
the calculation of the Governor Droop.
The test will be generally in line with power reference injection given in A, see below with the unit at 75% of its full load
capacity measured on the day of the test (MLC). The remaining GT unit and ST unit dispatch will be agreed between
the parties and can be used to facilitate the test.

6.2.4. GTG-Full load rejection tests (52G)


This test will be carried out in accordance with Client technical clarification letter [4].
The test is carried out for each GT units. On delivery of 100% GT load, the gas turbine generating unit at agreed power
factor shall be disconnected from the network by opening the GTG 18 kV Circuit Breaker (52G).
A separate load rejection test for the Steam turbine unit is described in below for STG.

6.2.5. Steam Turbine Full Load Trip Test (52L)


This test will be carried out in accordance with Client technical clarification letter [4].
On delivery of 100% load and the Steam generating unit at agreed power factor shall be disconnected from the
network by means of opening the high voltage circuit breaker.
A separate load rejection test for the Gas turbine unit is described in section 6.2.4 for GTG.

6.2.5.1. Data to be recorded


 Use the toolbox Mark*VIe trender to record the following (40ms sampling for the duration of the test).
 Note that the below list is non-exhaustive, signals to be recorded by Mark*VIe trender will be communicated
and confirmed before the test.

re-start the Steam turbine.
Note this test will be used to derive the total inertia H (kW sec/kVA) of the STG unit.

6.2.6. House load Operation Test

This test will be carried out in accordance with Client technical clarification letter [4].
The test is carried out for the combine cycle (GTs+ST unit). On delivery of 100% load block GTs+ST, the gas turbine
generating unit at agreed power factor shall be disconnected from the network by opening the GTG 400kV Circuit
Breaker.
A separate load rejection test for the Steam turbine and Gas Turbine units are described in section 6.2.5, for STG.
The sequence of steps can be summarized as follows:
 While the generators (GTG+STG) deliver full Load, and operates at the assigned power factor, block under
test is disconnected from the High voltage network by means of the GTG HVCB.
 The plant remains operating on house-load for 30 minutes, feeding its own auxiliaries while disconnected
from the high voltage network

6.2.6.3. Test procedure


Tests will be carried out independently for each unit in turns where XX is either unit 11 or 12. The remaining GT unit
and ST unit dispatch will be agreed between the parties and can be used to facilitate the test. Test and steps are as

minutes up to re-synchronization takes place.
 No protection gets activated.
 Successful re-synchronization of GTG and STG to the network.

6.2.8. GTG Shut down sequence and Stand-By Time after Generator Stop

This test will be carried out in accordance with Client technical clarification letter [4]. The purpose of the test is to check
proper sequence during shutdown and record the following:
 Minimum Operating Power (before the unit goes out of service) in MW.
 Shut down Time
 Stand-by time after generator stops.

6.2.8.1. Data to be recorded

Initiate plant shutdown sequence to reach full speed no load operation.
Measure shutdown time (for customer information) and Power before the GT unit goes out of service.

 Plant is shutdown safely.
 No opening of safety valves
 No premature trip occurs
 Minimum GT operating Power before the GT unit goes out of service is 10% referred to "Load Spinning
Reserve".
 Measure Standby Time when the plant declares readiness to synchronize from cold and hot condition.
