GUIDELINES FOR USE, FORMULATING SPECIFICATIONS AND


SOURCING OF STEEL FOR MES WORKS

1. Further to the policy issued vide this HQ Policy letter No. 11/2004 under E2(Des)
letter No. 83044/Stee1/219/E2(Des-3) dated 24 Jan 05 and 83044/Stee/ 350/E 2 Des-3
dt 26 Jul 05.

2. After the issue of above Policy letter, suggestions received from various
formations to improve the Guidelines on the subject. Deliberations were held at this HQ
and it emerged that there is a need to revise above Policy letter in order to provide
wider base for availability to the contractors. Accordingly, the revised Policy letter is
hereby issued to include the procurement of TMT Steel, Structural Steel, Fabric
reinforcement and GI Sheets. This Policy letter will supersede our Policy letter referred
above and is to be read in conjunction with SSR Part-I and relevant BIS Codes. The
guidelines for procurement of Steel are only for the purpose of guidance to the
tendering authority.

3. Following types of steel are in use in MES works: -

(a) Reinforcement steel High strength deformed steel bars produced by


Thermo Mechanical Treatment Process (TMT steel bars of grades Fe 415,
Fe 500 and Fe 550) meeting all other requirements of IS: 1786.

(b) Structural steel:


(i) Standard Quality - Conforming to IS: 2062.
(ii) Ordinary Quality - Conforming to IS: 1977.

(c) Galvanised Steel Sheets (Plain & Corrugated) conforming to IS: 277

(d) Fabric Reinforcement for Concrete. Conforming to IS:1566.

4. All steel in MES works shall be contractor's supply. In exceptional circumstances


CEs Command may permit selective issue of steel under Schedule 'B'. Following
checks shall be carried out before the steel supplied by the Contractor is accepted and
is approved for incorporation in the works.

5. Materials

(a) The Galvanised Iron Sheets & Fabric Reinforcement for Colit;re'ay to
be supplied by the contractors shall be ISI marked and shall be procured from
Main manufacturers.

(b) The Structural steel supplied by the Contractor will be procured from
Main producers like SAIL, Rashtriya 'spat Nigam Ltd, IISCO, TISCO or
Secondary producers who manufacture structural steel out of 151 marked billets
and are having BIS Certification of ISI marking on their Products and approved
by this HQ.

(c) TMT Steel supplied by the Contractor will be procured from Main
producers of steel like TISCO, SAIL, Rashtriya lspat Nigam Ltd, IISCO,
Reinforcing Bars upto 16 mm dia and less can be procured from the Secondary
EVCON Turbo process of
producers having Thermex, Tempcore or
manufacturing TMT Steel and approved by this HQ.

6. Procurement
The GE for every lot of steel shall obtain the particulars of the

manufacturer/supplier of steel from the contractor separately. The form given at
Appendix 'A' will be used for this purpose.
The site staff and GE shall verify the original documents in support of the

purchase of steel and will retain certified true copy of the results in GE's office.

The CEs will ensure that contractors place their demand/ requisition of

steel with adequate lead-time. The steel will be procurred from the storage
depots of the malts producers/approved Secondary producers and not from their
authorised agen/dealers as the authorised agents deal with the steel
manufactured by more than one manufacturer.

The authorised conversion agents of the main producers for TMT steel
(d)
can supply the steel to the contractors provided the main producers have given
such directions in a specific sale/purchase order and they are producing TMT
technology. In such case the
steel using Thermex/Tempcore/EVCON Turbo
purchase voucher or cash memo shall be from main producers. The difference
between "Authorised Conversion Agent" and "Authorised Agent/Dealer" needs
to be understood clearly. The purchase of steel when allocated through the
"Authorised Conversion Agent" by the main producer will have its quality assured
by the main producers. However the steel when purchased by a contractor
directly from the "Authorised Conversion Agent" or from "Authorised Dealer /
Agent" will not have its quality assured by the Main producers. It is therefore
necessary and mandatory to ensure that the contractor does not purchase steel
directly from the "Authorised Conversion Agent" or from "Authorised
Dealer/Agent" of the Main producer.

because of minimum one truckload would be sold by the main producers. The
quantity of 10 MT can be mix of various sections/diameters of the steel and not
necessarily be a single section/diameter. The approved Secondary producers
have confirmed that they will honour any order from MES contractors
irrespective of the quantity.

(f) However procurement of Reinforced steel, Structural steel GI sheets, and


Reinforcement Fabric may be permitted from authorised dealers of main
producers in case of small contracts of value not exceeding Rs 5 lakhs.

(g) At present the list of secondary producers for TIVIT steel, which stands
approved, is being forwarded alongwith. This HQ is making efforts to identify
more secondary producers on merits manufacturing adequate quality structural
steel, TMT bars sheets for inclusion in the list of approved secondary producers.

(h) Thermex/Tempcore/EVCON Turbo process of manufacturing TMT


Steel is being installed by some more manufactures also. The cases for their
approval will be progressed in due course as and when the installation of
Thermex/Tempcore/EVCON Turbo process of manufacturing TMT Steel is
complete.

7. Testing of Steel The manufacturer is to carry out inspections and testing of


steel in accordance with the relevant BIS provisions. The Contractor shall submit the
manufacturer's test Certificate in original along with the Test Sheet giving the results of
each mechanical test as applicable and the chemical composition of the steel or
authenticated copy thereof, duly signed by the manufacturer with each consignment.
The Engineer-in-Charge shall record these details in Steel Acceptance Register, as
given at Appendix 'A' after due verification and send a certified true copy of test sheet
to GE for his records. The GE/CWE shall also organise independent testing of random
samples of steel drawn from various lots from National Test House, SEMT Wing CME,
Regional Research Labs, Government approved Labs, Zonal Labs, etc. as per the
recommended minimum frequency shown in Table at Appendix Samples from
each lot should be tested for quality and elongation. The elongation shall not be less
than 18%. Cost of samples and transportation shall be governed as per condition of the
contract.. The cost of testing shall however be borne by Govt. The records of such
checks would be maintained in the steel test register.

8. Documentation The contractor shall submit original purchase vouchers from


the manufacturer for the total quantity of steel supplied under each consignment to be
incorporated in the work. The GE along with the relevant documents before acceptance
shall inspect all consignments received at the work site. The original vouchers and the
Test Certificates shall be defaced by the Engineer-in-Charge and kept on record in the
office of the GE duly authenticated and with cross reference to the control number
recorded in the Steel Acceptance Register. The Steel Acceptance Register will be
signed by JE, Engineer-in-Charge, GE and contractor. The entire quantity of all steel
items shall be suitably recorded in the Measurement Book as not to be abstracted,
before incorporation in the work and shall be signed by the Engineer-in-Charge and the
Contractor.
9. Contract Specifications Particular Specifications for supply of steel by the
Contractor shall be carefully framed so that no ambiguity is left with regard to its quality,
testing, and source of procurement. Specifications should cover all relevant
requirements specific for the particular work and should not become general
specification covering all types of works and grades of steel. For details on delivery,
inspection, testing facilities, identification and marking of Steel by the manufacturers,
reference be made to the relevant BIS Codes.

10. Following points inter-alia shall suitably be covered in the Contract


Specifications: -

(a) Type of Steel Refer Para 3 above.


(b) Source of Procurement Refer Para 5 above. Contractors can quote for
steel produced by any producers (main or approved secondary producers). No
price adjustment shall be made for use of steel of approved Secondary
producers in new contracts. However in existing contracts price adjustment (only
on minus side) shall be made for use of steel reinforcement of Secondary
producers in lieu of Main producers based on market inquiry.

(c) Testing of Steel Refer Para 6 above

(d) Documentation Refer Para 7 above

(c) Storage, accounting, preservation and maintenance of steel by the


Contractor till consumed in the work.

(f) Schedule of Supply.


(g) Procedure for making payments for steel including measurements,
conversion weight etc.

11. The steel directly procured by the department for issue under schedule `B'
required under exceptional circumstances will also be procured from main
producers/approved Secondary producers.

AMENDMENT OF MES STANDING ORDER

1. Following may be substituted in place of existing Paras 1 to 4 of


Annexure '3' of MES Standing Order :-

(a) Para 1 - The common buildings for ordinary use should


be designed and checked by the officer entrusted with task by the
Zonal Chief Engineer. The structural drgs should invariably be
signed by Director/S01 (Design).

(b) Para 2 - A complex/typical building, for which design


expertise is not available in the Zone, shall be got designed through
consultancy from ADG (D&C) or outside consultancy as per existing
instruction on the subject issued by this HQ from time to time. The
structural design of the building submitted by outsides agency shall
be got proof-checked from any of the Ifs by the consultant before
submission.

(c) Para 3 - The design of a building carried out by outside


consultant, shali be checked by design officer of the Zone inrespect
of the following :-

(i) That the relevant BIS Cods have been followed for
the consideration of loads for design of the bldgs (DL, LL,
WL, EL & Snow Load etc).

(ii) That general requirements of BIS Codes, like


maximum/minimum reinforcement, maximum/minir num
spacing of reinforcements, minimum diameter or
reinforcement, Wnforcement cover, seismic parameters and
winds ties, have L,:en considered in the design.
(iii) To ensure that certain detailing like diameter/spacing
of reinforcement, cross section of a member and dimensions
etc are not missing.

(iv) The hoist load, hook load etc have been taken into
consideration in the design.

(v) The grades of concrete mix have been specified


appropriately.

(vi)The design is commensurate with the ground data given


by the executives.

GUIDELINES FOR SPECIFICATION AND ACCEPTANCE


OF CEMENT SUPPLIED BY CONTRACTORS

1. Policy letter No 5(2) 97-D0-11/D(Works) dated 02 Jan 98 has been issued by the
Government of India, Min of Defence whereby cement has been made contractors supply
for MES works. Accordingly, the guidelines were issued vide our works Policy No 04/98
(Letter No A/90154/E2 Des-1 dated 09 Mar 98) to facilitate acceptance of cement and to
exercise quality control. Due to difficulty in availability of Ordinary Portland Cement (OPC)
from the manufacturers as intimated by Zonal Chief Engineers and builders, it has now
been decided to use Pozzolana Portland Cement (PPC) in addition to OPC for the MES
works. The guidelines for use of PPC and OPC for MES works are as elucidated in
subsequent pares. These shall be read in conjunction with the provisions laid down in SSR
Part-I, Section 4 (Para 4.3). The Guidelines shall be suitably incorporated in the contracts
for regulating the supply and use of cement in works.
2. Types of Cement. The details of various types and grades of cement are
enumerated below :-
(i) Ordinary Portland cement. Grade 33 (IS:269-1989).
(ii) Ordinary Portland cement. Grade 43 (IS : 8112-1989).
(iii) Ordinary Portland cement. Grade 53 (IS : 12269-1987).
(iv) Rapid Hardening Portland cement (IS : 8041-1990).
(v) Portland Pozzollana Cement (IS : 1489-1991).
(vi) High Allumina Cement (IS : 6452- 1989).
(vii) Sulphate Resisting Portland Cement (IS : 12230-1988).
3. The type of cement to be selected will depend upon the specific use in the work.
Since the price difference between 43 grade and 33 grade OPC is marginal, use of 43
grade OPC in normal structural work is recommended.
4. Control on Cement Supplied by Contractors. Following checks shall be carried
out before the cement supplied by the Contractor is accepted and is approved for
incorporation in the works-
(a) Procurement. The Cement supplied by the Contractor will be procured from
main producers of cement. The particulars of the manufactures of cement
along with the date of manufacture shall be obtained from the Contractor for
every lot of cement separately. The documents in support of the purchases
of cement shall be verified by the site staff and GE.

(b) Manufactures . The following are the main producers of OPC & PPC :-

(d) Use of PPC. While using PPC, the following requirements should be met.

(i) PPC shall be allowed to be used in MES works only after ascertaining
non availability of OPC in their region by the Chief Engineer concerned.
(ii) Zonal CEs are required to ensure that PPC meets the strength criteria
of 43 Grade OPC as laid down in IS-8112-1989.
(iii) The minimum period before striking formwork given in clause 11.3.1 of
IS. 456-2000 is to be suitability modified at sites by the Zonal CEs.
(iv) In cold climate regions and important structures like Overhead
Resevoirs, Underground Sumps, Prestigeous Buildings and Buildings with
spans 10 m or more only OPC shall be used.
(v) Mixing of OPC & PPC shall not be allowed in a work.
(vi) Direction for price adjustment for use of PPC in place of OPC shall be
issued separately by E8 Section this HQ.
(vii) While procuring PPC, the following requirements are to be ensured
and certificate to that effect is to be obtained for each batch from the
manufacturer.

(aa) The quality of fly ash is strictly as per IS 1489 (Part 1)-2002.
(bb) Flyash is inter-ground with clinker not mixed with clinker.

(cc) Dry fly ash is transported in closed containers and stored in


silos. Only pneumatic pumping should be used.
(dd) The fly ash is received from thermal power plants using high
temperature combustion above 1000°C should be used.
(ee) The fly ash content in PPC shall not exceed 25 % to ensure
consistency.
(e) Testing of Cement . The manufacturer is to carry out inspections and testing
of cement in accordance with the relevant BIS provisions. The Contractor shall
submit the Manufacturer's Test Certificate in original along with the Test Sheet
giving the result of each physical test as applicable and chemical composition of the
cement or authenticated copy thereof, duly signed by the manufacturer with each
consignment. The Engineer-in-Charge shall record these details in the Cement
Acceptance Register, as given at Appendix 'A' after due verification. The GE shall
also organise independent testing of random samples of cement drawn from various
lots from the National Test House, SEMT Wing CME, Regional Research
Laboratories, Government Approved Laboratories, Zonal Laboratories as per IS
3535 (Method of Sampling Hydraulic Cement) IS-4031 (Methods of Physical Test for
Hydraulic Cement) and IS-4032-1985 (Method of Chemical Analysis of Hydraulic
Cement). In order to undertake departmental testing, requisite facilities shall be
organised,
(f) Storage. Cement shall be stored over dry platform at least 20 cm high in such
a manner as to prevent deterioration due to moisture or intrusion of foreign matters.
In case of store rooms, the stack should be at least 20 cm away from floors and
wails. The stacking of Cement shaii not be more than 10 bags high. It shall be
ensured that tested and untested cement are segregated and stored separately with
distinct identification.
(g) Documentation. The Contractor shall submit original vouchers from the
supplier for the total quantity of cement supplied under each consignment to be
incorporated in the work. All consignments received at the work site shall be
inspected by the GE alongwith relevant documents before acceptance. The original
vouchers and the Test Certificates shall be defaced by the Engineer-in-Charge and
kept on record in the Office of GE duly authenticated and with cross reference to the
Control Number recorded in the Cement Acceptance Register. This register will be
signed by JE, Engineer-in-Charge, GE and the Contractor. The Accepting Officer
may order a Board of Officers for random check of cement and verification of
connected documents. The entire quantity of all cement shall also be suitably
recorded in the Measurement Book for record purpose before incorporation in the
work and shall be signed by the Engineer-in-Charge and the Contractor.

5. Contract Specifications. Particular specifications for supply of cement by


the Contractor shall be carefully framed so that no ambiguity is left with regard to its
quality, testing, storage and source of procurement in the contract. Specifications
should cover the entire relevant requirements specific for the particular work and
should not become general specifications covering all types of works and grades of

Following points, inter alia, shall be suitably covered in the Contract
Specifications:-

(i) Source of Procurement


(ii) Testing and Test Certificates including procedure to be adopted if test
results on samples are not within the acceptable limits.
(iii) The cost of test, samples etc. shall be governed as per condition 10 A
of IAFW 2249.
(iv) Schedule of supply shall be so ensured and specified so as to match
with the progress contemplated in the CPM prepared for that project.
(v) Procedure for making payments for cement including accounting,
weighing, etc.

6. Chief Engineers Zone will prepare the necessary specifications after taking
into consideration the aforesaid points and these are required to be approved from
their Chief Engineer Command before inclusion in the tenders at various levels.

7. This Policy has been approved by E-in-C and supersedes all previous policy
letters on the subject..

Lists 'A' & 'B'

PREPARATION OF AEs FOR MES INSTALLATIONS

1. It has been observed that several Comd & Higher Power Works include new E/M installations
which are to be manned on completion of the work for routine running and attending to the
complaints. All such installations do require, and are authorized, a telephone connection. However,
maintenance services suffer badly for want of telephone sanction for a long time.

2. Similarly, the buildings constructed under such projects often present an ugly look after a few
years of completion due to fading out of the exterior painting / fungous growth / blackening of the
fascia after rains and poor maintenance of flooring. This can be avoided by providing superior
specifications but this is generally not feasible due to financial constraints / authorization. However,
to provide a long lasting finish, there are number of protective coatings and flooring materials
presently available in the market which can be applied on external surfaces of buildings and for
flooring in all the MES installations.

3. In view of above, the provision of the following items of work may be included in the BPs and
AEs for sanction of the CFA at the NA stage itself; wherever MES installations are involved:-

(a) Provision of telephone in the estimates of the concerned E/M service, where any
new installation is coming up and which requires manning and operation for maintenance
after. completion.

(b) Provision of acrylic based exterior paints in place of white wash/cement based paint
as a special item in all new works / spl repairs.

(c ) Oil bound distemper on int surfaces, as spl item.

(d) Kota stone flooring in lieu of PCC/Terrazzo which is authorized in such


places having excessive wear and tear.

4. Suitable instructions may be issued to all Zonal CEs accordingly.

WORK STUDY ON MES FURNITURE

1. To improve the existing design of charpoys, certain samples with revised specifications were got
manufactured from the local Zonal CEs to overcome the following problems in the existing pattern:-
(a) Sagging & frequent replacement of Niwar, thus resulting in user dissatisfaction.
(b) Breakages of GI charpoy from threaded joints and Bed Niwar from wooden joints.
(c) Restrictions on use of wood due to its short life and as part of the national policy.
(d) High maint/capital cost in the long run.
2. After detailed deliberations with the officers of Army and Arch Dte, the following revised specifications
of the charpoys, as indicated against each, have been approved by the E-in-C..
(a) Charpov for OR.
Existinq Specifications as per FD 220. 32 mm dia med grade GI pipe with Nylon
Niwar.
(ii) Revised Specifications. To be manufactured as per following specifications.
(aa) Rails - 65 x 25 mm rect tube x 16 gauge with 2 stiffeners of 25 x 25 mm Sq
tube x 16 gauge.
(ab) Legs - 32 x 32 mm Sq tube x 16 gauge with stiffener on each side.
(ac) Top - 12 mm thick commercial ply with beeding all around.
(ad) All metallic joints to be welded and painted / powder coated.
(b) Foldi g Charpov
(i) Existing Specifications. 25 mm dia conduit pipe x 16 gauge with Nylon Niwar
(ii) Revised Specifications. 25 mm dia Conduit pipe x 16 gauge with 12 mm thick
commercial ply fixed in 2 pieces with counter sunk screws.
(c) Charpov for JC0s.
(i) Existinq Specifications as per FD -- 227. 60 x 60 mm wooden rails with woodell
legs and cotton Niwar.

To be manufactured as per following specifications.
(aa) Rails - 60 x 25 mm rect tube x 16 gauge,with 2 Stiffners of 25 x 25 mm.
(ab) Legs - 32 x 32 mm Sq tube x 16 gauge.
(ac) Stiffners - 25 x 25 mm Sq tube x 16 gauge between rails and legs.
(ad) Head Rest - 32 x 32 mm Sq tube x 16 gauge frame 200 mm high with particle
board.

(ae) Top - 12 mm thick commercial ply.

Detailed drg for all the above items will be developed by respective CEs Comd/Zone as per
responsibility already delegated to them. Any minor modification in size etc may also be made as per local
availability of materials. As regards provision of MNF sets and their fixing device, these will be made only in
consultation with users / Stn HQs wherever required as it has been noticed that at most of the places these are
not being used by the occupants due to availability of several mosquito repellent devices / fly proofing and
change in living style of JCOs/OR.

4. The revised design & specifications will be first used in


all the Stations where Army, Navy & Air Force
Comd HQs are located alongside the Zonal CE's office and at Delhi on a trial basis for a period of one year, as &
when the replacement of such items arises. The recommendations of the users will be simultaneously sought.
Thereafter wef Apr 2007, replacement in all the stations will be done with revised design & specifications after
carrying out any modification noticed by MES or brought out by the users/Stn HQs. No replacement of
serviceable/repairable items of existing pattern will be done, till their survey off due to fair wear & tear.

1)14:SIGN OF TOILET BLOCKS : GUIDELINES

1. It has been observed during the visit of E-IN-C to various buildings under construction
that while planning the toilet blocks adequate attention is not given to location of various
fixtures/fittings wrt proper circulation and visual barrier required to ensure privacy. The
commonly found deficiencies in toilet design arc as follows :-

(a) The EWC/WC arep.I


aca. Opposite the door Opening. which is visually
unacceptable.

01/ The wet area (bath, washing) and dry area (W1113/Urinals) are not \veil segregated
as a result of which the floor of toilet always remain wet and mishaps are likely to happen
due to skidding.

(c ) . The orientation of opening of door shutters causes obstruction in the activities •


inside bath/WC.

(d) The true dimensions according to contract drawings are not available due to faulty
plaster/dado work which does not allow adequate space and comfort.

(c) The floor trap/nahni trap are not provided at proper loc with respect to
slope/gradient of the floor.

(I) The plumbing of water supply pipe/vents/fixtures such as flushing sistern etc foul
with the ventilator.

(g) The ducts provided in multistoried buildings are inadequate in size and do not
allow desired ventilation and natural light. This causes smelling and unhygienic
conditions.

(h) Though the non-skid floor tiles to match with the dado/wall tiles arc available in
the market, the ceramic tiles of same specification as that of wall tiles arc provided whi::h
may result in skidding on the floor.

(i ) The toilet blocks are located at the entrance in foyer area or atrium. \\ hick

go with the ambience of the interior.

In view of the above it is pertinent to note that while preparing the toilet detail care must
he taken to avoid above deficiencies. It must be understood that the design of toilet is a matter of
detailing with due attention to functional requirements without compromising the comfOrt and
aspects of the user psychology.
In ordet to further improve the toilet plans the following suggestion arc made :-

(a) Anglo Indian type WC or Orissa Pan shall be provided to avoid sunken floor.
(b) 'he bath rooms in Ski barrack shall have thin PVC partitions instead of
,nventional eubicals, with a flap door as shown in the sketch.
(c) hrtead of water trough Ibr washing etc, stainless steel wash hand basins shall he
pr(vided a:. shown in the sketch.
(d) Inst.•ad of small size mirror over each WI-I13. one mirror with adequate length and
wia , shall be provided.
(e) The vovision for keeping shaving brush/shaving cream etc should he made by
provi( 1g a narrow glass plate or a niche.

(g) Instead of
lroviding a separate room for Janitor Closet (K7) a small cupboard of
600 depth - ith PVC shutter is functionally sufficient where a broomstick, bucket

as circulatioil lace.

Sir,

I am directed to ,,convey the sanction of the Prf.:siclent for


delegation of fincial powers to the Army Authorities as c ,:ntained in
the Schedules to this letter for incurring expenditure Ander the

Revenue and C Hpital heads of account.

2. The dele ated financial powers in respect of the .authorities


specified in thL]. Schedules will supersede the financial 1: owers laid
down in respec of the authorities for the specified purpose n the FRs

and Schedules . o MoD letter No A/89591/693/FP-1/200211: (GS-l)


dt 22 Apr 20C1:' or any other previous orders/ instructicls on the
subject. Any (::!egated powers conferred by Regulations Dther than
Financial Reg, aiions or Government or Army Instruc .ions will,

however, conti . le to remain in force. Powers conferred t .1- Projects


specifically sanjoned by the Government will also cont' -we to be

operative for th duration of sueli projects.

3. The delecH ,7 ion of financial powers for Capital procure l nts is to


be exercised per the procedures laid down in DPF 2005, as
amended from t •ne to time. The Competent authority to accord
various stage ..:..provals as per DPP procedure and the c. mposition
of Contract Ne tiation Committees will be laid down separately by

Army HO with the, approval of MoD.


4. The exerci::;e of the financial powers will be governed L:y existing
orders and in.,•ructions on the subject, as amended by the
Government fru' time to lime, and instructions /guidelines contained
in the encloses! Appendix as also those given in Not in the
Schedules. StaAard Operating Procedures (SOPs) relathig to the
exercise of the financial powers as issued and amended from time to
time will be strictly followed. However, where SOPs conflict with the
Govt Rules / Instructions, the latter will prevail. Cases not covered by
the delegated financial powers will be referred for sanction of the

Ministry of Defer ee.


5. The exeenditure incurred in exercise of financial powers

contained in Sc. ,edules 1 to XXII (except for Capital Works) will be


debited to Major Head 2076, and relevant Minor Heads under this
Major Head i.e. he expenditure covered by the delegates' financial
powers in these schedules lamely relates to Revenue Expelditurc of
the Army. The celegation of financial powers to the Army CFAs and
DGAFMS given ,n Schedule XXIII pertains to Capital acquisitions /

procurements expenditure thereon will be debited to Mejor Head


4076, Sub Major Head 01- Army and relevant Miner Heads

thereunder.
6. All purchaeas exceeding Rs five lakhs in value will be made on
the advice of the Tender Purchase Committee to be constitu by the
CFA and will include the IFA or his rep as a men or. The

composition of 1-le TPCs in conformity with the foregoing will be


specified in rele..ant• SOPs/Als. Further, the TPC / PNC will only be a
recommendatory body for plocuiernents which will be sanc.tioned at
the next highei level by the CFAs in the Services, Nith the
concurrence of re , pective IFA.
7. The requirment of TPCs does not apply to procur:ment of
equipment/items lade against DG S & D Rate Contract:3 or Rate
Contracts finalise:4 by the nominated Services authorities or DGAFMS
under their delec led powers. All CFAs delegated financial powers to
incur expenditure as indicated in the Schedules will b. Direct
Demanding Officers for placement of orders against DGS & D rate
contracts to the extent of the respective financial powers and in
respect of the ems for which the financial powers have been
delegated. V-
8. The powers to sanction indents, contracts and purchases in
respect of centra :wocurement of revenue stores on PAC be sis and
on non PAC singl; tender basis have been laid down in Sche T ule XIV
C and D. The p- *ars to purchase items/services on PAC ')asis in
respect of Schee' les I, XIX and XX will be 50 % of the powers
provided to CFAs :n the respective Schedules. The PAC certiicate is,
however, to be at the level of PSO/APSO /DG /ADG 1 Army
HQ and by the GOC-in-C/Corps Commander and Heads of
Establishment /Fo; mations or Units not below the rank of Maj Gen in
the Commands. l the case of purchase on single tender b.r , sis for
non-proprietary itef - s, the financial limits in the Schedules (oti*,or than
Schedule XIV) will : 2 Rs 15,000/- per transaction without conseiltation
of IFA and Rs 1,20, )00/- with the consultation of IFA.
9. Purchase of g:. )ds upto the value of Rs 15.000/- (Rupees Fifteen
thousand only) or. each occasion may be made without :wiling
quotations or bids (.1 the basis of a certificate to be recorded by the
competent authorit, terms of Rule 145 of GFR 2005.
10. The fine. powers to be exercised in consultation with CDA/

IFA shall be e) rcised by authorities in Army Headquarters in prior


consultation W [11 the IFAs and by authorities below Services
Headquarters ' • prior consultation with accredited PCsDA/CsDA/
officers specifio,:, by CGDA till IFAs are placed in the Commands at
the level of Corpc; Commanders and below and the requisite structure
for rendition of financial advice is created.
11. Financial advice/ concurrence will be provided in writing and will

be based on regular noting on .file. However, in cases of extreme


urgency, where lime does not permit floating of regular files, decision
could be taken in vieetings/discussions for which detailed
cleliberations/mii. Iles will be recorded. Proper briefing paper j with the

approval of the CFA will be made available to the IF,1, / CDA


sufficiently in ac'vance of the meeting/discussions. All such cases
should be follmm. d up immediately by regular noting on file v.here the
decisions taken during meetings/discussions will be reco; dal and
financial advice ccorded in writing. With a view to avoid cc reduce
cross- noting an back references, the proposals initiated on files
should be comprehensive and self contained and include all relevant
facts and data pe,.taining to the case. The administrative authorities
are required to make available any information, data or dc wments
relevant to the case as asked for by the IFA / CDA for rendition of
financial advice in the proper perspective.
12. In matters v .:.hin the delegated powers, it is open to the CFA to

overrule the advi: i = of the CDA/IFA by an order recorded it writing


containing a gist of the objection of CDA/IFA and rea::.)ns for
overruling the adt . r.;e. A copy of the order overruling the filancial
advice will be end:-.1-sed to the next higher CFA and the IFA. ,n such

cases it will be opt to the IFA to report the matter to the ney higher

IFA for pursuing :he matter further with the higher CFA or d'opping it
as deemed fit.
13. The financial powers contained in the Schedules are i.r respect

of each transaction and may cover procurement of one or rn,.: re items


within the financial powers specified. Further the purchase orders will,
not be split up in order to bring them within the delegated financial
powers of a lower CFA. The exercise of the financial powers is also
subject to availability of funds in the sanctioned budgetary allotment
under the relevant Budget Head.
14. Powers delegated to specified Army Authorities for exercise
during war, hostilities ancrspecial operations without consultation of
IFAs will become operative only on the issue of a Govt order declaring
such a situation or ordering of a Special Operation by the Army HQ,
inter alia indicating the overall ceiling of funds for this purpose.
15. In the case of import purchases under various Schedules
(Capital and Revenue) separate approval for release of FFE will not
be required and release of FFE will only be noted at Addl Directorate
General of Financial Planning/FP-3 at Army HQ after expenditure
angle approval for the purchase has been granted by the CFA.
16. CVC guidelines issued from time to tiim: on
purchase/procureny3nts/other financial dealings by Central Govt
Departments will be strictly complied with while processing cases
in exercise of the delegated financial powers.
17. The financial powers contained in the Schedules will take
effect from the data: of issue of this letter. However, in resii.:ct of
powers for 'Write off of Losses' given in Schedules V, VI & VII
and 'Regularisation of Audit Objections' given in Schedul XVI
the cases / objecti,:)ns outstanding as on date of issue c this
letter may be set: ed under the enhanced financial powers
conferred hercin. This will be subject to the concerned CDA

submitting an anitreport to the CFA.


18. Further amendments, if any, to the provisions of various

Schedules will processed by the concerned administrative sections


in the MoD dealing with the subject matter.

19. This issues with the concurrence of Ministry of Defence (Fin)


vide their Dy No 4894/ Addl FA (M) dated 18 Jul 2006.

IMPROVEMENT AND MAINTENANCE OF POWER FACTOR

1. A TI 1/2006 on "Improvement of Power Factor" has been issued to emphasize


the importance of maintenance of Power Factor (PF) above 0.95 by all GE & AGE (I)
formations. Following policy letters have also been issued: -

2. However, it has been observed in the recent past that there are some MES fmns,
which are not maintaining Power Factor above 0.95 resulting in paying of penal tariffs to
the local SEBs. This lapse has been viewed seriously by MoD. In case any MES
formation receives an electricity bill that includes penalty for not maintaining
minimum requisite Power Factor as notified by concerned Electricity Board, the
electricity bill will be cleared only after concerned Command CE is informed by the
respective MES fmn. The matter will be further reported to E-in-C Branch
immediately (within 24 hrs).

AIRFIELD WORKS : QUALITY CONTROL

1. Airfield construction/resurfacing is a highly specialized job and any inadequacy in


quality of workmanship/material can lead to serious consequences. E-in-C during his
recent visits to the work sites has noticed that adequate care is not being taken by the
MES executives and the contractors in planning and execution of the work resulting in sub
standard construction and avoidable delays. All Zonal CEs in future will take special care
in execution of runway works and ensure the guidelines enunciated in succeeding paras
are followed scrupulously.

Planning Stage

2. Selection of an experienced contractor for runway related works is an mandatory


requirement and will go a long way in ensuring quality of work. Selection criteria for short
listing of contractors will not merely be as per CVC guidelines/SS Class contractor but in
addition will include prior experience of the contractor in runway construction/resurfacing
works as a mandatory requirement. Following guidelines will be included in Pre
Qualification criteria documents :-

(a) Firm/contractor should have satisfactorily completed at least three pavement


construction works aggregating to double the cost of current work with MES/Airport
auth of India/NHAI/experience in National Highway/Expressway construction.
Experience for construction for State Highway/City Roads etc will not be considered.

(b) Contractor should have executed at least two times the quantity of Pavement
Quality Concrete/Bitumonous concrete works as in current tender in last seven
years.

(c) Minimum annual turnover of the contractors/firms should be specified at pre
qualification stage.

(d) Partners in working consortiums applying individually should have executed


the pre qualifying works individually.

(e) Firm should posses at least following plant in the books of the firm (not on
lease)

(i) Hot Mix Plant 60-90 TPH (if Bituminous works involved).

(ii) Truck Mounted Bituminous Sprayers.

(iii) Full width Sensor Paver (at least 9.0 m width).

(iv) Concrete Batching Plant of 60 cum/hr or more (if Rigid Pavement


involved).

(v) Slip Form Paver for concrete works.

(vi) Total stations/similar category precise survey eqpt.

(f) Requirement of other Plant and Machinery like tippers, vibratory road rollers
etc required for the work should be listed in Pre qualification bid which the firm
should be able to muster if tender awarded.

(g) Firm should ensure at least three graduate engineers should be always
available on the work site whenever the work is in progress out of which one of
them should be Post Graduate in Pavement/Highways/Transportation Engg.

3. Pre qualification criteria should be got approved from it DG (Contracts) in the E-in-
Cs Branch.

4. Source of aggregates and materials to be incorporated in works should be


identified, samples obtained and tested for suitability. These sources be included in the
tender documents to ensure quality and also to restrict the choice to the contractor.

5. It should be the endeavour to ensure that executives deployed for the airfield works
should have executed runway works before. Under no circumstances will work commence
unless above requirement is fulfilled. All executives (GEs/AGEs/)Es) executing the runway
construction/resurfacing works for the first time will visit at least one of the runway woriks
in progress and also SEM Wing, CME for training.
Mobilisation Stage

6. Before commencement of work, the Zonal CE will ensure that contractor has
employed qualified engineers and other technical manpower as also deployed specialized
equipment and T&P as per contract provisions. The condition and serviceability of the
same needs to be ensured.

7. Contractor should ensure that laboratory is established immediately on acceptance


of contract with staff and complete test eqpt. All tests on construction materials and mix
should be carried out as per MoRTH guidelines. The sampling frequency should be as per
laid down guidelines.

8. All construction material (aggregate, cement, Bitumen etc) used in the work must
be from approved source and as per specifications in This issued by the E-in-C's Branch
from time to time.

9. Ideally, the quarry site which is the source of aggregate should be inspected
regularly during stacking/supply of meterils. However, in case of any doubt regarding the
contractor's motives, all aggregate must be checked by GE's rep at the gate of the
Aviation Base before allowing the vehicle inside. Preferably no materials should be
permitted to enter inside the work/plant site after sunset.

10. Binder/bitumen should ideally be transported to the site in bousers. In case of


modified bitumen, the binder should arrive on site just prior to utilization to avoid
separation of polymer/additives.

11. Design mix be obtained from IIT/approved lab/SEMT Wing, CME Pune based on
provided samples. Based on this mix, design samples will be prepared at site lab and
checked for their practical feasibility at site and most appropriate and practical design will
be approved by the GE. This activity should take place simultaneously during the
mobilization period after acceptance of contract. In case there is requirement of redesign
of design mix due to change of gradation of aggregates, change of type of binder or other
unforeseen reason, above procedure will be repeated.

Execution State

12. There is need to run a trial patch of each component of pavement before actual
execution. This will ensure serviceability of Plants & eqpt, set up drills for execution and
will project quality of materials.

13. Levels need to be transferred from benchmark properly and it should be ensured
that levels are checked every day before commencement and after days work is
completed. No cumulative errors should be permitted and cross checks be carried out at
regular intervals. Levels to the sensor paver should be ensured and total Stations Survey
Eqpt should be deployed continuously with paver to ensure profile of surfacing.

14. Paving Joints in bituminous surfaces remains a sore point and thus needs to be
eliminated. Following should be ensured :-

(a) Paver employed should be as wide as possible but no case less than 9.0m
wide.

(b) Edge of the previous run should be either heated with a blow torch
(sparingly) or a fine spray of hot bitumen be added just prior to next run.

(c) Construction joints also needs to tackled as in para (b) above.

15. Ensuring of Proper slope and profile of runway should be a Key Result Area
for the executives. The values should be maintained as per annexure 14 of ICAO to
facilitate quick flow of rainwater/snow.

16. Joint cutting in PQC must be done in time to avoid any kind of cracking. Care
should be taken as any premature cutting of joints will damage the edges of the PQS slabs
as also any delay in cutting will result in cracking of slabs. Hence, a site trial need to be
carried out to ascertain the optimum time for cutting of joints.

17. Joints in PQS must be thoroughly cleaned using compressed air and then covered
with perforated masking tape to prevent clogging of joints; specified sealants should be
filled earliest but not before drying of slabs.

18. Proper project site management must be ensured by having all construction
material dumped well away from the runway/taxi track and the area must be
segregated/screened to avoid any spilling over of aggregate on runway/taxi track.

19. Whenever, a contractor's vehicle has to cross the operational runway/taxi track a
temporary tarpaulin must be laid to prevent falling of loose particles on the surface.

Completion stage

20. CE Zones to ensure that load testing of newly laid surface is done using only
authorized/specified procedures and not by innovative adhoc measures such as skid turn
of helicopters/moving loaded vehicles in circles etc. In this regards, policy enunciated by
this HQ letter No 95610/Misc/E2 plg (Pay) dated 17 Jul 06 (copy enclosed).

REPORTING OF ACCIDENTS

1. Para 40 of MES Standing Orders lays down the procedure to report accidents to the
E-in-C's Branch. However of late it has been observed that instructions as laid down have
either been lost sight of or are not implemented in letter and sprit with the emphasis being on
not reporting untoward incidents to this HQ.

2. Since MES is a service provider such incidents invariably come to the knowledge of the
User and are then brought to the notice of this HQ through Staff Channels causing acute and
avoidable embarrassment.

3. In addition, there are instances when a CBI raid/trap is conducted or an amn depot
catches fire or there is a failure of civ works resulting in collapse of a roof; in such occasions
too, pro active action needs to be taken and information forwarded by the fastest available
means to the E-in-C's Branch.

4. The E-in-C has desired that first information received (FIR) can be sent by passing
established channels of command and hence gives the flexibility to a GE/AGE (I) to even ring
up the E-in-C/DGW/DG(Pers)/ADGE (Pers) to inform about the incident. In fact, it will be
acceptable in case this information is only partially correct and is later amended to provide full
details.

5. Simultaneouslys the report of such untoward incident/accident, imdt on occurrence, to


this HQ must be forwarded in writing in terms of instrs laid down in MES Standing Orders to
this HQ.

Branch.

(ii) The procurement of automation equipments excluding computers &

done centrally by Additional Dte Gen ESP/ESP-4 Section, E-in-C's Branch.

(iii) The procurement of computers & peripherals for MES fmns and units of

ESP/ESP-4 Section, E-in-C's Branch.
(b) Financial Year 2007-08 Onwards

(i) The procurement of automation equipments excluding computers &


peripherals for MES fmns and units of the Army, Navy & Air Force will be
decentralized. The procurements will be made by concerned Command CEs as
per the requirement approved; to make up the deficiency; as per the
authorization laid down, by E-in-C's Branch with in the financial powers
delegated to them/with the approval of CFA. The budgetary support for the

USE OF STEEL SHUTTERING

1. There had recently been a case of collapse of a slab under casting in one of the
stations. One of the reasons for the collapse probably would have been the use of wooden
props and formwork, which was not designed and erected properly. It has also been noticed
in past that timber formwork suffers from the following inadequacies :-

(a) The vertical props are weak and at times give way.

(b) Improper vertical jointing of supports.

(c) The formwork of slabs, beams and column surfaces (soffits and sides) are very
rough and have been used number of times making the members weak. It also results
in poor finish.

2. In order to ensure safety of men, material and equipment and to have good quality
finishes, it has been decided that properly designed steel formwork (both verticals props and
surfaces) will only be used in all future works with immediate effect. In onaoing works, steel
formwork shall be used where length of props is more than 3.5 m or span is more than 4 m.

3. The price adjustment if any shall be as per instructions issued from E8 Section of this
Dffice.

GUIDELINES FOR SPECIFICATION AND ACCEPTANCE
OF CEMENT SUPPLIED BY CONTRACTORS

1. Policy letter No 5(2) 97-D0-11/D(Works) dated 02 Jan 98 has been issued by the
Government of India, Min of Defence whereby cement has been made contractors
supply for MES works. Accordingly, the guidelines were issued vide our works Policy
No. 04/98 (Letter No A/90154/E2 Des-1 dated 09 Mar 98) to facilitate acceptance of
cement and to exercise quality control. Due to difficulty in availability of Ordinary
Portland Cement (OPC) from the manufacturers as intimated by Zonal Chief Engineers
and builders, it has now been decided to use Pozzolana Portland Cement (PPC) in
addition to OPC for the MES works. The guidelines for use of PPC and OPC for MES
works are as elucidated in subsequent paras. These shall be read in conjunction with
the provisions laid down in SSR Part-I, Section 4 (Para 4.3). The Guidelines shall be
suitably incorporated in the contracts for regulating the supply and use of cement in
works.

2. Types of Cement. The details of various types and grades of cement are
enumerated below :-
(a) Ordinary Portland cement. Grade 33 (IS:269-1989).
(b) Ordinary Portland cement. Grade 43 (IS : 8112-1989).
(c) Ordinary Portland cement. Grade 53 (IS : 12269-1987).
(d) Rapid Hardening Portland cement (IS : 8041-1990).
(e) Portland Pozzollana Cement (IS : 1489-1991).
(f) High Allumina Cement (IS : 6452- 1989).
(g) Sulphate Resisting Portland Cement (IS : 12230-1988).
3. The type of cement to be selected will depend upon the specific use in the work.
Since the price difference between 43 grade and 33 grade OPC is marginal, use of 43
grade OPC in normal structural work is recommended.

4. Control on Cement Supplied by Contractors. Following checks shall be


carried out before the cement supplied by the Contractor is accepted and is approved
for incorporation in the work::-
(a) Procurement. The Cement supplied by the Contractor will be
procured from main producers of cement. The particulars of the manufactures of
cement along with the date of manufacture shall be obtained from the Contractor
for every lot of cement separately. The documents in support of the purchases of
cement shall be verified by the site staff and GE.

5. Use of PPC. While using PPC, the following requirements should be met :-
(a) PPC shall be allowed to be used in MES works only after ascertaining non
availability of OPC in their region by the accepting officer.
(b) The accepting officers are required to ensure that PPC meets the strength
criteria of 43 Grade OPC as laid down in IS 8112-1989_
(c) The minimum period before striking formwork given in clause 11.3.1 of
IS : 456-2000 is to be suitability modified at site by the Zonal CEs.
(d) In cold climate regions where temperature is lower than 15°C only OPC
shall be used.
(e) Mixing of OPC & PPC shall not be allowed in a work. However with the
strict control of the ground executives different buildings can have different types
of cement.
(f) While procuring PPC, the following requirements are to be ensured and
certificate to that effect is to be obtained for each batch from the manufacturer:-

(i) The quality of fly ash is strictly as per IS 1489 (Part I)-2002.
(ii) Flyash is inter-ground with clinker not mixed with clinker.
(iii) Dry fly ash is transported in closed containers and stored in silos.
Only pneumatic pumping should be used.
(iv) The fly ash is received from thermal power plants using high
temperature combustion above 1000°C should be used.

(g) Direction for price adjustment for use of PPC in place of OPC shall be
issued separately by E8 Section this HQ.

Testing/Storage/Documentation.

(a) Testing of Cement. The manufacturer is required to carry out the


inspections and testing of cement in accordance with the relevant BIS provisions.
The Contractor shall submit the Manufacturer's Test Certificate in original along
with the Test Sheet giving the result of each physical test as applicable and
chemical composition of the cement or authenticated copy thereof, duly signed
by the manufacturer with each consignment. The Engineer-in-Charge shall
record these details in the Cement Acceptance Register, as given at Appx 'A'
after due verification. The GE shall also organise independent Physical tests
from reputed laboratories such as National Test House, SEMT Wing CME,
Regional Research Laboratories, Government Approved Laboratories, Zonal
Laboratories as per relevant BIS and shall record in the respective portion of
Appx 'A'. The random samples of cement to be tested shall be drawn as per
Quality Assurance Manual.

(b) Storage. Cement shall be stored over dry platform at least 20 cm high
in such a manner as to prevent deterioration due to moisture or intrusion of
foreign matters. In case of store rooms, the stack should be at least 20 cm away
from floors and walls. The stacking of Cement shall not be more than 10 bags
high. It shall be ensured that tested and untested cement are segregated and
stored separately with distinct identification.

(c) Documentation. The Contractor shall submit original vouchers from


the supplier for the total quantity of cement supplied under each consignment to
be incorporated in the work. All consignments received at the work site shall be
inspected by the GE alongwith relevant documents before acceptance. The
original vouchers and the Test Certificates shall be defaced by the Engineer-in-
Charge and kept on record in the Office of GE duly authenticated and with cross
reference to the Control Number recorded in the Cement Acceptance Register.
This register will be signed by JE, Engineer-in-Charge, GE and the Contractor.
The Accepting Officer may order a Board of Officers for random check of cement
and verification of connected documents. The entire quantity of all cement shall
also be suitably recorded in the Measurement Book for record purpose before
incorporation in the work and shall be signed by the Engineer-in-Charge and the
Contractor.

7. Contract Specifications. Particular specifications for supply of cement by the


Contractor shall be carefully framed so that no ambiguity is left with regard to its
quality, testing, storage and source of procurement in the contract. Specifications
should cover the entire relevant requirements specific for the particular work and
should not become general specifications covering all types of works and grades of
cement. For details on Delivery, Inspection, Testing Facilities, identification and
Marking of Cement bags by the Manufacturers, reference be made to the relevant BIS
Codes. Following points, inter alia, shall be suitably covered in the Contract
Specifications:-
(a) Source of Procurement.
(b) Testing and Test Certificates including procedure to be adopted if test
results on samples are not within the acceptable limits.

(c) The cost of test, samples etc. shall be governed as per condition (10 A) of
IAFW 2249.
(d) Schedule of supply shall be ensured and specified so as to match with the
progress contemplated in the CPM prepared for that project.
(e) Procedure for making payments for cement including accounting,
weighing, etc.

8. Zonal Chief Engineers will prepare the necessary specifications after taking into
consideration the aforesaid points and these are required to be approved from their
Chief Engineer Command before inclusion in the tenders at various levels.

9. This Policy has the approval of the E-in-C and supersedes all previous policy
letters on the subject.

The Scales of Furniture for Defence Services-1989 stand amended accordingly.

This office letter No 35105/79/Q3(Policy)/349/DO II/D(W-1) dated 13 May 1993 and letter
No B/50448/Q3W(West)/1372/D0-11/ D(W-1) dated 21 Sep 1998 and corrigendum issued
vide letter No B/50448/Q3W(West)/1756/D0-11/ D(W-1) dated 18 Dec 192 are hereby
superceded.
Certain new items of furniture have been introduced in the above-mentioned

revised scale of furniture for married accommodation. Designs of certain existing items
are being modified/changed to incorporate modern design features as well as to change
over to durable environmental friendly material such as steel etc. whenever possible.
Photographs of new items of furniture/new designs are given at Appendix-I.

Revised scales of furniture for married accommodation will be applicable to new

married accommodation from the date of issue of this letter. Augmentation of the existing
furniture to the revised scales will be carried out in phased manner in a time span of ten
years. Existing scale of furniture falling short of new scales will not in itself be sufficient to
justify the provision of additional furniture without full consideration of the need in each
case. The existence of a scale will neither constitute evidence of need nor is an authority
of financial sanction for procurement of new furniture or for making improvernents in the
exiting items of furniture.
Built in furniture may be provided in existing married accommodation and

accommodation which has been completed /DPR finalized under Married Accommodation
Project (MAP) on the date of issue of these orders. Loose furniture may be provided in
new married accommodation to be built/DPR approved after the issue of these orders on
revision of scales of furniture for married accommodation.

1. Observations of CEs Comd have been received on revision of scale of furniture


for md accn for Defence Services, issued under GOI. MOD letter No 35105/79/Pol (Wks
Proc)/1135/D-11/D(W-1) dt 09 Oct 2006. Clarifications on these observations are giver;
in succeeding paras.

Almirah Steel for Capts Md Accn. Almirah Steel Medium (One No) has L.--?en
subsequently authorized for md accn of Capt and below vide QMG's Branch. Army 1-10
letter No 35105/79/Pol (Wks Proc) dt 07 Dec 2006.

3. TV Trolley for Capts Md Accn. Trolley for TV in md accn for Copts below
was disallowed on the grounds that they can not have same scale of furniture as that of
md accn for Majs and above since it has more plinth area.

4. Chair Verandah for JCOs McI Accn. 02 Nos chair verandah have bee;
authorized to JCO's md accn against 04 Nos authorized to OR md accn since JCOs
auth additional three Nos Chair Easy (with cushion).

5. Dining Table for JCOs Md Accn. Size of Dining Table in rud accn for JC(*..
is 90x.90 cm. After taking into consideration the total furniture auth and circulation spa,e(..
required, the size of table was considered adequate.

O. Stool Dressing for Mai Gen's Md Accn. 02 Nos Stool Dressing be


procured against 03 Nos auth for md accn for Maj Gens. Lt Gens PSOs. till case is
taken up for reduction of Stool Dressing to 02 Nos.

2. A large No. of married accommodation are being constructed under MAP Phase-1
with planning and execution by DG MAP. These married accommodations are provided
with superior specification in contrast to authorization as per Scale of Accn 1983.
Specially the number of 15 A Power point has been increased drastically and also electric
Geyser and Exhaust Fan have been provided in JCO's and OR's Married
Accommodations. Possibly the local MES auth are not aware whether adequate
measures were taken during pig stage to cater for the additional load and maintenance of
quality of electricity in terms of Power Factor and Voltage Drop etc.

3. MES is required to take over the M.d Accn on completion and maintain them
which includes payment of electricity tariff to State utilities Dept. Some of the completed
Md Accn have already been taken over from DU MAP and some serious problems have

pig. As an example the case pertaining to GE Sulur under CF (AF) Bangalore arc
elaborated in the succeeding paras.

4. GE Sulur took over and accn completed by DG MAP in Sept 06 and these actin
were occupied during Oct 06. The problems faced by GE Sulur since then are as under:-

(a) Recorded maximum Demand (RMD) against Contracted Maximum


Demand (CMD) of 750 KVA for the month of Oct 06 and Nov 06 are as under: -

8. It has been directed by the DGW that 'NO' repeat `NO' accn will be taken over
by ME S if problems of similar nature as brought out in Para 4 above or any other
problems on account of faulty design and execution are noticed during the
handing/taking over proceedings.

9. You are also requested to confirm whether or not similar problems do exist in
your area for the and accn which have been taken over from DG MAP.
