Notes:
The updating of the List of Establishments (ULE) is an activity of the PSA. The updating activity could be comprehensive or non-comprehensive. Comprehensive ULE is a nationwide undertaking
which covers all establishments in the country. It is conducted a year prior to the conduct of the Census of Philippines Business and Industry (CPBI) to come up with an updated and reliable
frame for the sample census. While, Non-Comprehensive ULE covers only selected areas, usually those with special concerns or growth areas, conduct of which depends mainly on the
availability of resources or as needed. The updating is usually supplemented by information from available lists from other sources and establishment's reports to surveys undertaken by the
PSA.

The List of Establishments (LE)
The List of Establishments (LE) of the Philippine Statistics Authority (PSA) is a database
establishments in the Philippines (whether registered or not in any regulatory body like the
SEC, CDA or DTI).
The statistical unit of the LE is the establishment. An establishment is defined as an economic
unit, which engages, under a single ownership or control, i.e. under a single legal entity; in one
or predominantly one kind of economic activity at a single fixed physical location. The
operational definition of establishment is the unit that is engaged in the production of the most
homogeneous group of goods and services, usually at one location, but sometimes over a
wider area, for which separate records are available that can provide data concerning the
production of these goods and services and the materials, labor and physical resources used in
the production.
Scope and Coverage

LE covers economic activities under the 18 industry sections as defined in the amended 2009
Philippine Standard Industrial Classification (PSIC) namely:

Units not included in the LE are the following:.

Ø Ambulant peddlers (“maglalako”) and hawkers and movable stall either along a public road or
in a market place
Ø Open stalls in shopping centers, malls and markets
Ø Individual professionals and technical workers or craftsmen who do not maintain fixed offices
or shops
Ø Construction or project sites
Ø Sari-sari stores with no regularly paid employee
Ø Retail sale via stalls and markets
Ø Jeepney and AUV (“FX”) operation (if without business office)

Basis of Updates
§ The data is based on the result of Comprehensive 2018 Updating of the List of
Establishments (ULE) conducted in 2018. (Comprehensive updating refers to the
listing/updating of establishments in the 2018 ULE Barangays (covering around 27,832
barangays with listed establishments in the preliminary 2017 List of Establishments (LE)). The
2018 ULE adopted the use of the tablet-based Establishment Inquiry Application in the data
collection. The Establishment Inquiry Application, was also known as the ULEApp, a
customized android tablet-based application designed by the PSA for exclusive use in ULE
operations.
