Site Conditions
• Flood and Tsunami. The proposed site appears to be subject to flooding impacts to the
Comorro River and Tsunamis. Key electrical, mechanical and process equipment to
elevated to withstand events to support the City recover from such events.
• Soils. The proposed site appears to be on a thick layer of alluvial fan material, mostly
rounded/flat 50-75 mm rock with smaller sands and gravels, with the potential for lenses
of clay that must be removed if encountered during construction. Actual Conditions to be
confirmed by geotechnical investigation to confirm tank and building foundation designs
• Groundwater. The 2020 Groundwater Study indicates that a shallow groundwater table,
perhaps within two meters of the ground surface,
• Saltwater Intrusion. A localized pocket of saltwater intrusion could occur during
construction depending upon the depth of foundation and the depth to which the
underlying alluvial aquifer needs to be lowered to enable construction to occur. It may be
necessary to install a slurry wall on the beach (north) side of site to avoid drawing
saltwater into the alluvial aquifer under the site during dewatering operations.
• Power Supply. The power generation facilities in the area of Dili have more than adequate
capacity to supply the WWTP with the needed power. Information on the power
transmission has been requested to determine the routing of power transmission and any
upgrades needed to supply power to the WWTP site. It is estimated that the maximum
power draw (including secondary treatment) will be approximately 5 Megawatts.
