1. General
1-1 Purpose
This specification describes generally recommended method, procedure, and/or guidance for
inspection on receipt, handling at site and storage of the shipped package to protect all
equipments and materials to be used at the construction site from any damage and impairment
caused during storage.

1-2 Scope
This specification applies to the all equipments and materials supplied by Fuji Electric Co., Ltd.
for INDONESIA ISM POWER PLANT.

1-3 Packing condition prior to delivery


The equipment, prior to delivery, shall be packed in accordance with customer’s requirements
and/or supplier’s standard method for export packing.
Fuji assumes no responsibility for any damage or missing caused during transportation.

1-4 Material control


Material controller should be placed at site and supervise the receipt, inspection on receipt,
handling, storage, protection and warehouse management of all equipments and materials.

2. Receipt of cargoes
Material controller should confirm the arrival date, contents of cargoes and quantity of all
equipments and materials based on the Delivery Notice and Packing List for preparation.
Material controller should instruct necessary information to all workers with regard to the contents
of cargo, unloading place, piling method and preparation of temporary materials (dunnage sheet
wire, etc.), as required.
If necessary, heavy machinery for handling should be arranged (refer to Appendix A).

3. Inspection on receipt
3-1 Inspection without unpacking
Received packages should be checked against Delivery Notice and Packing List for the
quantity of packages (or equipments and materials) and visually checked for any damage
wounded in transit.
Packages should be stored at proper place on site.

3-2 Inspection with unpacking
Inspection for the quantity of equipments and materials and visual inspection for any damage
should be conducted with unpacking the packages. This inspection with unpacking should be
conducted immediately after reception of cargoes in the following case. In other case, it should
be conducted before the installation works so as not to affect installation sequence.
(1) Any damage was found by the visual inspection (refer to Item No. 3-1 Inspection without
unpacking)
(2) For equipments and materials necessary to be stored in specific condition, such as air
conditioned indoor storage, etc. (refer to Item No.5 Storage and protection)
(3) For equipments and materials should be managed in specific procedure, such as checking
sealing gas pressure, periodical rotation and energization, etc. during storage.

3-3 Records of inspection on receipt


Material controller should make records of inspection on receipt by checking the Delivery Notice
and Packing List and storage them until the finish date of construction.
If any damage, over, shortage or missing of equipments and materials was found by the
inspection, material controller should have pictures and records of these defects and report
them to Fuji head office.

4. Handling at site
Material controller should handle equipments and materials complying with the caution mark on
the package (refer to Table A in Appendix A) and prescription from Fuji and supplier.
Care should be taken for the intensity of equipments and materials, necessary space for handling
and surrounding situation. Curing of necessary portion should be conducted to prevent all
equipments and materials from any damage.

If any damage or missing of equipments and materials is caused by handling, material controller
should report them to Fuji head office. (Reporting procedure should be referred to Item No. 3-3.
Records of inspection on receipt.)
Erection contractor has responsible for any damage caused by their work when handling.
If necessary, heavy machinery for handling should be arranged (refer to Appendix A).

5. Storage and protection
Material controller should store and protect equipments and materials complying with the caution
mark on the package and prescription from Fuji and supplier.
Care should be taken for the intensity of equipments and materials, necessary space for storage
and surrounding situation. Curing of necessary portion should be conducted to prevent all
equipments and materials from any damage.
Erection contractor has responsible for any damage or missing caused by their work during
storage period.
Especially, electrical products, metering equipments and precisely machined mechanical products
should be stored by strictly keeping away from humidity and dusts.

5-1 Preparation for storage


Material controller should consider following items for storage and protection of equipments
and materials.
(1) Preparation of necessary documents such as Delivery Notice and Packing List for
warehouse management.
(2) Selection of the storage place with consideration of quantity and contents of the
equipments and materials, construction sequence, required space, and storage rack etc.
(3) Structuring environment and necessary protection in case of air-conditioned indoor, indoor
and specific place storage
(4) Efficiency of work using heavy machinery for transportation, such as trucks or wreckers,
and that of manual transportation.
(5) Preparation of subsidiary materials such as gas sealing tool, pressure gauge, skid and
sheet cover, etc.
(6) Protection against theft (guard by a security company, antitheft device or systems)
(7) Any other things necessary for safe storage of equipments and materials

5-2 Storage place


Material controller should select solid and flat floor (ground) and avoid a place where corrosive
gas exists. Proper storage condition for each equipment or material should be selected from
following storage conditions. Detail information of each storage condition and a list of
appropriate storage condition of each equipment or material should be referred to Appendix
C-3 and Table.C

5-3 Quality Control (QC) patrol


Material controller should periodically, at least once a month, check the storage conditions of
equipments and materials need to be stored more than a month in principle.

5-3-1 Inspection during storage period


1) All packages & components shall be periodically checked visually, to make sure that
there are no changes in storage condition, damages, etc.
2) If any damage of water proof sheet or packing material is found, the damage part
should be repaired immediately. (Repairing procedure should be referred to Appendix
D.)
3) For materials during outdoor storage, remove the sheet once a week when the
packages have gotten wet or when they have fungi, expose them to the sunlight.

5-3-2 Inspection after storage period (before installation)


All stored packages and materials should be inspected at the out of storage
period to assess the condition. Inspection procedure should be referred to
item No.3-2 inspection with unpacking.

If any damage was found by the inspection in both cases, material controller should have
pictures and records of the damage and report them immediately to Fuji head office.
Erection contractor has responsible for any damage caused by their work during installation.

6. Warehouse management
Material controller should make “Warehouse Inventory” based on the Delivery Notice and Packing
List to manage the equipments and materials in the warehouse.
Material controller should record every entering and dispatching from warehouse using this
“Warehouse Inventory”.

7. Other works
7-1 Handling of spare parts and special tools
Cargoes of spare parts and special tools should not be unpacked without instruction by Fuji’s
Turbine TFA or Generator TFA. After the instruction, material controller and Fuji’s TFA should

unpack and check quantity.
Prior to handover to the customer, contractor should store spare parts and special tools.
Erection contractor has responsible for any damage or missing caused by their work during
storage period.

After the storage period, material controller should hand over them to the customer complying
with “Spare parts list” and “Special tool list”.

If necessary, material controller should borrow them from customer with clearance of purpose
and preserve the record on the “Warehouse Inventory”. After usage, borrowed items should be
returned immediately to the customer.
Management of “Warehouse Inventory” should be referred to 6.Warehouse management.

7-2 Long term storage


If it is necessary to store the equipments and materials over the long term, material controller
should conduct long term storage (more than 6 months in principle) for those equipments and
materials.

Appendix

A. Handling procedure
Procedure of heavy machinery for handling
(1) Use of overhead traveling crane (truck crane)
a) Arrange a truck crane in a suitable plan and fix the outrigger.
b) Check for the presence of obstacles in the operating area of the crane.
c) The crane should not be operated by the judgment of the operator alone.
The operator must follow the signs from supervisor.
d) Do not lift any cargo which exceeds the allowable weight limit of the crane.

(2) Use of fork lift


a) The cargo to be handled should not exceed the allowable load limit of the fork lift and the
auxiliary pawl.
b) Check for the presence of obstacles on the working area of the fork lift.
c) As a rule, the pawl of the fork lift should be inserted from the side of the cargo.
d) Keep the tip of the fork lift away from the cargo.
e) Do not lift or lower the cargo with the mast inclined forward.
f) Do not move quickly the lift up and down.
g) Avoid quick start, stop and revolution.
h) When driving, lower the pawl to about 10-15 cm above the ground.
i) Care should be taken with regard to the center of gravity

In both cases, care should be taken to the pictorial mark on cargos.(refer to Table A)
All workmen cargoes should comply with these pictorial marks when handling cargoes.

B. Unpacking procedure
(1) Removing the top
a) First, remove the top boarding and check whether the beam, beam retainer and other
internal bracing members are in order.
(Note) Water-proof paper is furnished between the top boarding and the beams;
therefore, remove it together with the top boarding.
b) Next, remove the beams and the beam retainer.

(2) Removing the bracing members


a) Remove the freight bracing members from inside the package. These bracing members are
nailed from the side boarding and the end boarding, respectively.
b) Remove the nails from the respective boarding, and then the bracing members can be
removed.
(Note) Take care in removing these bracing members not to give any impact to the cargo. Avoid,
by all means, breaking or cutting them.

(3) Removing the side boarding


Remove the boarding on both sides according to the following procedures when the top
boarding and the bracing members have been dismantled.
a) Remove all the nails in both ends of the respective lateral sides and the end boarding, then
remove the corner plate.
b) Remove all the nails driven into the skid through the lower part of the side boarding.
c) When above works have been completed, the side boarding can be removed as a unit.

(4) Removal of end panel


a) Remove the side boards and then remove the end panels.
b) Pull off all nails driven into the underside of the cover board of the end panel.
The end panel will now be ready for removal.

(5) Removing cargo from the skid


a) When a package has been unpacked by removing the top, side and end boarding in this
process, remove the cargo from the skid.
b) The cargo is bolted to the skid and held in place by means of bracing members; therefore,
remove the bolts and bracing members first and lift the cargo only.

C. Storage procedure

C-1 General
Dunnages should be used beneath the cargo at the setting position ±200 mm or less from the
lifting mark. When the cargo is long, dunnages should be used in the middle of the cargo, as
shown in Fig. C1.

C-2 Pile of Cargoes


When piling up the cargoes to save the storage space, the following points should be
observed to protect them from damage.

(1) As a rule, the cargoes to be piled up should be of the same type.


(2) If it becomes necessary to pile up different types of cargoes, the upper ones should be
lighter in weight than the lower ones.
(3) When piling up, dunnages should be used as shown in Fig.C3 so that the load is given on
the side, not on the ceiling.
(4) As a rule, cargoes should be piled up in two tiers.
(5) Avoid piling up cargoes in excess of 3 tons in weight.
(6) Dunnages for piling should be placed over all poles of the lower cargo.
(7) For piling cargoes, the floor should be checked to make sure that it is flat and rigid.
If required, appropriate materials should be used for reinforcement.

C-3 Details of storage procedure


Before storage, all equipments and materials should be referred to Table C for selecting their
storage area. It should be made sure that selected area complies with their indicated
appropriate storage conditions.

(1) Air-conditioned indoor storage


After cleaning, the electrical and C&I equipment should be stored in air-conditioned room
under the conditions below until their installation.

・Ambient temperature should be kept between 10 and 40 deg C (50 and 104 deg F)
・Ambient humidity should be adjusted low enough to prevent condensation.
・Vacuum packing should be kept. (Do not unpack the package of equipment)
・The packed equipment should be stored away from any wind or moisture.
・The packed equipment should be stored away from direct sunlight.
・The packed equipment should be protected against vermin such as rats, mice, termites,
insects and etc.

(2) Indoor storage
After cleaning, the cargoes be stored indoors under the conditions below untill their
installation. The performance of these products and materials should not be impaired by
entry of water or dust.

・The packed equipment should be stored away from any wind or moisture.
・The packed equipment should be stored away from direct sunlight.
・The packed equipment should be protected against vermin such as rats, mice, termites,
insects and etc.

(3) Outdoor sheet-covered storage


As a rule, the cargo should be covered with sheet and stored outdoors like Fig.C3 under the
conditions below. If indoor storage space is available, it should preferably be stored indoors

・Storage area should be flat, dry place and free from salt water and dust.
・Storage area should be leveled and graveled.
・Cargoes should be stored at a proper height from the level of the ground, using dunnages to
prevent damage due to entry of rain water.
・Water proof sheet (plastic protection sheet) should be used for protection against rain, dust,
etc. Care should be taken not to tear the sheet by the corners or projections of products.
・Covered cargoes should be bound with rope in order to protect the products from being
exposed.
・The proper ventilation should be kept in order to prevent any sweating on equipments
・The packed equipment should be stored away from rain and/or water infiltration. If water
gathered, it should be removed

(4) Specific place storage


Equipments and materials of danger, acidic, chemical, radiogenic, or noble metallic and
specific instrument equipments should be handled and stored in the specific place in
accordance with the MSDS and the low of Vietnam. Storage place for these equipments
and materials should be selected complying with respective instructions for specific place
storage, assigned each of equipments and materials.

Care should be taken especially for the following items.

・ Fire should be kept away from flammable materials.


・ Storage should not be conducted in the area under high-temperature condition.
・ Shading and ventilation should be conducted depending on the nature of each material.

D. Repair and Repack procedure

D-1 Repair of sheet or packing procedure


(1) Simple method with cloth gum-tape (refer to Fig.D1)
This method should be applied when water proof sheet or packing material is
damaged in a line.

a) Put desiccant in the packing (refer to 6-2)


b) Squeeze the damaged portion immediately and overlap more than 10mm
(0.39in).
c) Stick gum-tape on the damaged portion.

(2) Method with heat sealing patch (refer to Fig D2)


This method should be applied when the damage of sealing is hole-shaped or difficult
to be repaired with tape.

a) Put desiccant in the packing (refer to 6-2)


b) Make a tap-sheet for patching.
c) Fold the patch inside the damaged potion.
c) Seal it with HEATSEALER.

D-2. Precautions for repair / repack


(1) Inspection of desiccant
Check desiccant before packing / after unpacking.

[For example]
a) Silica-gel White grains with a few blue ones. When the blue grains
turn to red (pink), it is an indication of moisture
absorption. Then, all the grains should be replaced.

b) KALAHARI DRY The Kalahari Dry solidifies to signal the user when
maximum absorbency has been reached.

(2) Replacement of desiccant into the package
When the packing is damaged, the desiccant should be replaced before repairing.

a) Put the desiccant into the package before packing/ repair


b) Take out desiccant from its container just before packing/ repair. After putting the
desiccant make the package immediately. (If the desiccant is exposed to the air, it
absorbs moisture in 2 or 3 days and loses its function.)
c) The desiccant should be put on top of the packing, preferably, by supporting it with a
string. (It is best to absorb moisture on top of the packing.)
d) When the desiccant bag comes in contact with the contents in the package, use
proper material, such as a vinyl sheet, for protection. (Note that the contents will be
rusted if they get wet.)

(3) Sealing of barrier with HEAT SEALER

a) When sealing the barrier, put the polyethylene sides together and attach HEAT
SEALER from the aluminum side. (It will not be sealed if attached from the opposite
side.)
b) Attach the HEAT SEALER for about 1-2 seconds. If it is too short, the barrier cannot
be sealed sufficiently. If it is too long, the HEAT SEALER will be melted. In either
case, perfect sealing cannot be expected.

(4) Deaeration before completion of repair

a) Before sealing the final portion with HEAT SEALER, evacuate the inside of the
packing.

b) After evacuation, seal the packing with HEAT SEALER immediately.

(5) When unpacking, the barrier should be cut with a sharp knife or the like with
consideration for replacement of desiccant. Do not tear the packing by hand, as it
makes the repair difficult.

(6) Upon completion of repair, cover the packing with a sheet and store it indoors.
