SUPPLY CHAIN (SUB-COUNTY) 8. SCPC 9. SCCIPU 10. INFORMATION OFFICERS MEMBERS ABSENT WITH APOLOGY 1. SCDE-UGEYA 2. SCDE-RARIEDA OPENING REMARKS BY CDE CDE-Siaya highlighted and emphasized that ,todays meeting was very urgent as concerns CBC classrooms progress .He too alluded that Gem Yala had to make remarks on the construction of administration office .He appreciated the roles played by all the departments as they moved in handy and obeyed presidential directive .He informed all members present that the report from Saya was the best in the whole country -Region of Nyanza .So he requested members to maintain the standards and retain the position. MIN 01/15/12/2021-PRELIMINARIES The CDE -Siaya called the meeting to order at 9.00am and requested the sub county Director of Education Siaya Mr. Michael Obonyo to say an opening prayer. This was well done MIN 02/15/12/2021-SCDE REPORT/PRESENTATIONS (Siaya sub county) The sub county director of Education Siaya sub-county made his presentations and highlighted the following procedures First he formed the sub county CBC implementation committee as required in order to operationalize the process .He then called the meeting of the same. Through consultation with DCC and members of the Implementation committee they formed the following committees I. Tenders opening committee II. Tenders evaluation committee III. Tender Award committee The supply chain management officer was given the mandate to prepare bids and invitation to bidders to presents their company(ies)or contractors to apply for the bids The above was done in accordance to the frame provided by the national CBC infrastructure implementation committee as guided in the template provided He further went through the guided procedures as a mentioned I. Opening tenders II. Evaluation of the tenders III. Award of tenders And now looking forward to write notification of awards then award tenders and receive acceptance letters from the bidders to jump start the ground -breaking ceremonies after the site had been handed over by the school manager who are the principals and board of management. MIN03/15/12/2021-SCDE REPORTS (PRESENTATION FROM BONDO SUB- COUNTY) The sub county Director of Education stood up and took the seating member (the CBC)Siaya county implementation committee through similar process on Siaya sub-county but had some challenges which he highlighted that one secondary in Mageta island did not attract any bidder and two more secondary schools along the shores of lake Victoria too did not attract any bidder .A member interjected and informed the seek-Bond to immediately write to the headquarters for such challenges as it may be due to price fluctuation and cost implications involved The SCDE took up the matter and promised to do it immediately after the meeting MIN04/15/12/2021 SCDE UGUNJA SUB-COUNTY The sub-county director of Education ugunja sub-county presented his report in a summarized format which he presented to the chairman of the county implementation committee .The summary had detailed information of the number of schools that had benefitted (17)and individual school name .The detail captured were contractors name and the name the school where he or she bided and those that met all mandatory requirements ,financial requirements (i.e technical requirements ) This was well received and adopted by the committee MIN05/015/12/2021-SCDE UGENYA SUB COUNTY The SCDE was absent with apology but the DCC said that though he had no written report but could make it verbally since thew process had been done. This resulted into chairman interjection but later DCC granted permission to proceed making verbal presentation which was not well guided . MIN06/015/012/2021 -SCDE GEM-YALA In Liaison the SCDE Gem Yala requested the DCC Gem Yala to make a written presentation which was professionally done and the procurement officer panel built it so well .Members agreed that those sub counties with written documents (reports)ought hand it to save time .It was candidly done MIN07/015/012/2021-SCDE RARIEDA This apology had been notified and therefore the DCC Rarieda presented unwritten report. Report which didn’t auger well with the chairman of the sitting committee .The chairman again reprimanded the DCC but later accepted the request of the apology. MIN08\015\012\2021-SCDE GEM WAGAI The secretary to CBC implementation committee requested the SCDE Gem Wagai to present the written report about her Sub-County which was wonderfully done It emerged that once the sub-county had a written report that was the 12 schools benefitted best way to go because CBC infrastructure is anchored on evidence based factors . The way forward was that every sub-county when called to the CBC implementation committee meeting the reports (all reports)should be written. MIN O9\015\012CLOSING REMARKS CDE The CDE said while attending Regional meeting me mbers doubled Ugenya -the ability to deliver on CBC classroom That the price given was intact lt only willing apply for the job Local fundis near theschool should be given first priority .The Kenya secondary school Association chairman of both sub county and county were invited to ensure they be part of the stimulus programme to solve problems of landlessness in some schools . MIN10\015\012\2021-COUNTY COMMISSIONER REMARKS . In his conclusion cc said by giving a short story that if a mau-mau was assigned a duty by his seniors he should not come back empty handed or without results but with it . That the project not withstanding obstacles but Four (4)schools per day should be monitored .PWO should come up with a template for monitoring as guided below: A-Slab B-Walling C-Ring beam D-Wall plate E-Geball F-Roofing G-Plastering H-Painting Emerging issues should be reported to County Commissioner No room for shoddy work .All classrooms should be qualitative They should be standard all through .There is no upfront payment .There is no front loading allocation . The implementing body is MOE ,but let us move together . County Commissioner reminded the committee that presidential Directive do not follow any or abide by the underlying laws .Ensure you have a written explanation on any of the challenge faced. MIN 11\015\012\2021-DIRECTOR PRESIDENTIAL DELIVERY UNIT He said that collectively and effectively let us work together Schools that want variations in minutes should be made and all attachment done Let the reports be anchored on verifiable information and that all complains must be documented .Ugenya and Rarieda -Relist Director emphasized onn quality work. Do not allow shoddy work Principal should not mix funds -This will amount to misappropriation. Monitor -Excavation -Blinding -Lagging foundation -Lagging of foundation stone NB:All CBC Classrooms should be stand alone projects If you want to mix up funds consult widely Be ready to terminate projects \contracts and give to the able contractors who do quality work Do a report early if you detect a mal practice .Be fully in charge The meeting came to an end by a word of prayer said by Rael Ngaywa the Sub county Director of Education Gem Wagai at 11:30 am NB :CONVENE AN URGENT MEETING Suppliers \contractors Hardware Banks to aid
