PREAMBLE
Scope of Payment
The Contractor shall consider that all items shown in contract and corresponding to BOQ
shall include full payment for all labour, material, tools, equipment, organizational costs,
insurance, shipping, duties and other charges, overheads, profit, royalties, transport,
handling, setting up, payments to others for land or use of land or damage to property of
others, all temporary works, incidental works necessary for proper completion of the Works
and which shall not be paid for directly but shall be considered as subsidiary works the costs
of which shall be deemed to be included in the Contract Rates and Amounts for related Pay
Items.
Basis of Payment
C. The measurement rules contained in this Standard Method of Measurement for sewer
works may not cross reference to all the Sections of the Specification. Wherever these rules
are absent, the works prescribed in those particular Sections of the Specification shall not be
measured for direct payment, unless shown as Pay Items in the Bills of Quantities, but shall
be considered as subsidiary works the costs of which shall be deemed to be included in the
Contract Rates and Amounts for related Pay Items.
D. Unless shown as Pay Items in the Bill of Quantities, all other works prescribed in the
various Sections of the Specification, shall not be measured for direct payment, but shall be
considered as subsidiary works the costs of which shall be deemed to be included in the
Contract Rates and Amounts for related Pay Items.
E. In the case of works or drawings details that are not mentioned in BOQ, these works
and details shall be considered included in other items of BOQ.
F. All length measurements shall be horizontal to the nearest 1/100m. All area
measurements shall be the nearest 1/100m2. Volumetric measurements shall be to the
nearest 1/100m3.
G. Abbreviations:
A. All works, other than works prescribed in Section 1.04 of the Specification, shall not
be measured for direct payment, but shall be considered as subsidiary works, the costs of
which shall be deemed to be included in the Contract Rates and Amounts for related Pay
Items.
A. Unless shown as Pay Items in the Bill of Quantities, sampling, testing, and retesting,
material sources, quality requirements, certificates' inspections, storage and handling
requirements, standard specifications to be furnished, and all other works prescribed in
Section 1.05 of the Specification, shall not be measured for direct payment, but shall be
considered as subsidiary works, the costs of which shall be deemed to be included in the
Contract Rates and Amounts for related Pay Items.
A. The works prescribed in Section 1.06 of the Specification shall not be measured for
direct payment, but shall be considered as subsidiary works, the costs of which shall be
deemed to be included in the Contract Rates and Amounts for related Pay Items.
A. Unless shown as Pay Items in the Bill of Quantities, all other works prescribed in
Section 1.08 of the Specification shall not be measured for direct payment, but shall be
considered as subsidiary works, the costs of which shall be deemed to be included in the
Contract Rates and Amounts for related Pay Items.
DIVISION 2 : EARTHWORK
Unless shown as Pay Items in the Bill of Quantities, all other works prescribed in Division 2
of the Specification, shall not be measured for direct payment, but shall be considered as
subsidiary works the costs of which shall be deemed to be included in the Contract Rates
and Amounts for related Pay Items.
2.2.1 Measurement
Unless shown as a Pay Item in the Bill of Quantities, which would be included in square
meters, clearing and grubbing shall not be measured for direct payment, but shall be
considered as subsidiary works the costs of which shall be deemed to be included in the
Contract Rates and Amounts for related Pay Items.
a) Location of Obstructions:
Payment shall be affected for works of relocation of services in linear meter to cover costs
of full works required for execution, covering excavations, bedding, backfills, supply, repair
of surfaces, asphalting and concrete protection… etc., covering also any incidental expenses
and any sum paid by contractor to any competent public or private authority.
Payment shall be effected against number of present tanks that should be fully removed and
replaced, or the area in m2 of septic tanks that will be partially removed, at unit rates
specified in bills of quantity. Works are to cover all requirements, like providing facilities
of temporary drainage, excavation, destruction, breakage, rebuilding of walls in case of
partial destruction, disposal of residues, emptying tanks, backfill of ruined area, repair of
surfaces, asphalting works … etc., settlement of said costs represents full compensation for
supply of all material, providing labour force and equipment, in line with specifications and
directions of project engineer.
2.4.1 Measurement
C. Structural excavation shall be measured by cubic meter of material excavated for the
major structures, hauled away and disposed of as directed, or stockpiled on, or in the vicinity
of the Works, and the excavated areas backfilled, completed and accepted.

portion of the structure.
F. Undeclared overdepth and overwidth excavation in soil and rock and the backfill
material including blinding concrete required in such cases, shall not be measured for direct
payment, but shall be considered as subsidiary works the costs of which will be deemed to
be included in the Contract Rates and Amounts for related Pay Items.
2.5.1 Measurement
A. Trench excavation and backfill shall be paid for per meter cube measured in
horizontal layers for the different depth categories shown in the list of Pay Items. The depth
of each layer shall be the average depth. Trench length shall be measured between outer
surfaces of manholes or chambers after subtracting 50cm from each side, which are included
in excavation for manholes and chambers. Trench width shall be as specified in
specifications or shown on Drawings. Trench depth shall be measured from the finished
road level to the bottom of pipe bedding.
B. The following, related to trench excavation and backfill, shall not be measured for
direct payment, but shall be considered as subsidiary works the costs of which shall be
deemed to be included in the Contract Rates and Amounts for related Pay Items:
- Excavating in any material encountered excluding rock for which an extra over item
is provided.
- Levelling, ramming, trimming and grading bottoms and trimming sides and bottoms
of excavation.
- Planking and strutting and supporting the sides of excavation except for areas where
soil support system is required.
- Segregation of the various classes of excavated spoil and stock piling as may be
directed by the Engineer.
C. Thrust boring works for crossing highways and railways shall be measured by linear
meter for the different diameters, and it shall include all necessary material, works,
coordination with concerned parties and all that is necessary to complete works according
to the technical specifications and drawings.
3.1 Measurement
B. Sealing of cracks shall not be measured for direct payment but shall be considered
as subsidiary works the costs of which will be deemed to be included in the Contract Rates
and Amounts for related Pay Items.
C. Pavement repairs shall be measured by the square meters of repair, prepared, filled,
compacted, completed and accepted. This area shall be calculated based on payable trench
width as shown in the table of the trench excavation detail. Measurement shall be of the
areas shown on the Drawings or ordered by the Engineer.
D. Trench reinstatement and asphalting works shall be measured by cubic meters for
works of reinstatement, preparation, filling, compaction, completion and acceptance. This
volume shall be calculated based on payable reinstatement trench width as shown in the
table of the trench excavation detail drawing with an additional 15 cm from each side.
Measurement shall be made for surfaces and thicknesses as shown on drawing or as
directed. Where allowable trench width is exceeded, Contractor shall bear the cost of
additional excavation as well as the cost of surface reinstatement and asphalting.
G. Bituminous layers or materials for pavement and for base and sub-base layers and
traffic signs and cat eyes and others shall not be measured for direct payment.

A. Unless shown as Pay Items in the Bill of Quantities, all other works prescribed in
Division 4 of the Specification, shall not be measured for direct payment, but shall be
considered as subsidiary works the costs of which shall be deemed to be included in the
Contract Rates and Amounts for related Pay Items.
4.2.1 Measurement
A. Trench excavation, bedding and backfilling shall be measured and paid for as
indicated in Section "Earthworks for Pipe Trenches".
B. Pipes shall be paid for per linear metre measured as a straight line between the
external faces of consecutive manholes. This includes fittings, couplings (2No.) on each side
of the external wall of manholes. No allowance will be made for cut ends and waste.
C. Connection to existing pipelines shall not be measured for direct payment, but shall
be considered as subsidiary works the costs of which will be deemed to be included in the
Contract Rates and Amounts for the related Pay Items.
D. The following, related to pipes, shall not be measured for direct payment, but shall
be considered as subsidiary works the costs of which shall be deemed to be included in the
Contract Rates and Amounts for related Pay Items:
- Y connection for empty plots or plots under construction with spindles for a depth
greater than 2.5m.
- Thrust block for bends, tees and tapers for force mains.
- Transportation to and hauling about the Site, loading, unloading and lowering
materials in the trench.
- Assembling the pipes and couplings and connecting to fittings and valves, or
chambers, manholes and or structures as applicable.
- Tape wrapping for DI pipes with 55% overlap, where required and as
specified
- Warning tape for metal pipes and dielectric tape for non-metal pipes.
E. Unless stated as pay items in the BOQ, all items like excavation, sheeting or
backfilling, pipes connections, painting equipment, forms, tools, furnishing and placing of
material and all required items to complete works appropriately will not be measured for
direct payment but shall be considered as subsidiary works the costs of which will be
deemed to be included in the Contract Rates and Amounts for the related Pay Items.
F. Pipes shall be paid for in two payments. The first payment shall constitute 50% of
the item’s value after completion of trench excavation, bedding, and laying of pipes,
accomplishing testing successfully, and the second payment will constitute 50% of the
item’s value after completing final backfilling and after connection to existing pipes.
4.3.1 Measurement
A. Unless shown as Pay Items in the Bill of Quantities, items of work such as
excavation, sheeting or backfilling, or for breaking into existing pipes, blinding works,
painting, equipment, forms, tools, furnishing and placing materials, labour, or any other item
necessary for the proper completion of the work, shall not be measured for direct payment,
but shall be considered as subsidiary works the costs of which shall be deemed to be
included in the Contract Rates and Amounts for related Pay Items.
B. Isolation valves on force mains (gate or butterfly) shall be paid for per unit installed
according to size indicated in the Bill of Quantities.
C. Air valves on force mains shall be paid for per unit installed according to size
indicated in the Bill of Quantities.
D. The following, and/or any other requirements to accomplish the work related to
isolation valves (gate or butterfly) completely, shall not be measured for direct payment, but
shall be considered as subsidiary works the costs of which shall be deemed to be included in
the Contract Rates and Amounts for related Pay Items:
E. The following, and any other requirements to accomplish the work completely
related to air valves on force mains, shall not be measured for direct payment, but shall be
considered as subsidiary works the costs of which shall be deemed to be included in the
Contract Rates and Amounts for related Pay Items:
- Drilling and fixing the flanged spool outlets for air valve connections.
G. The following, and/or any other requirements to accomplish the work completely
related to house connections to sewer network by mean of “Y” connections or saddles or
manholes shall not be measured for direct payment, but shall be considered as subsidiary
works the costs of which shall be deemed to be included in the Contract Rates and Amounts
for related Pay Items:
- Supplying and installing pipes, fittings, and all necessary works for connections
between inspection chambers and plot limit.
I. Connecting pipes: payment for connecting pipes shall cover payment for excavation
and earthworks as per section 2.5 and the payment for pipes and accessories as per section
4.2
J. Cleanouts: payment for cleanouts shall include all materials and connections as well
as mounting connecting, testing and commissioning
4.4.1 Measurement
A. Granular bedding and initial backfill shall be paid for by cubic meter where the depth
is measured from bottom of trench to 30 cm above pipe crown, and the payable width shall
be as mentioned in the specifications. Pipe length shall be measured from the outer surfaces
of manholes or valve chambers. The volume of pipe calculated based on outside diameter
shall be deducted from the total volume of excavations.
B. Bedding and initial backfill cost shall include supply, backfill, compaction with
suitable equipment as per manufacturer’s recommendations and all other requirements to
complete the Works.
C. Concrete Encasement shall be paid for by cubic meter where the width and depth of
concrete encasement shall be 40 cm plus the outside diameter of pipe as shown on drawings.
Length of pipe shall be measured on site, and pipe volume based on outside diameter shall
be deducted from the total volume of concrete.
D. All other works shall not be measured for direct payment, but shall be considered as
subsidiary works the costs of which shall be deemed to be included in the Contract Rates
and Amounts for related Pay Items.
4.5.1 Measurement
A. Manholes shall be paid for per unit and according to the depth categories shown in
the Bill of Quantities.
B. Inspection chambers shall be paid for per unit complete, including all necessary
connections to adjacent networks or houses.
D. No separate payment shall be made for blinding, painting, equipment, forms, tools,
furnishing and placing materials, labour, or any other item necessary for the proper
completion of the work. All such additional items shall not be measured for direct payment,
but shall be considered as subsidiary works the costs of which shall be deemed to be
included in the Contract Rates and Amounts for related Pay Items.
E. The following, related to manholes and inspection chambers, shall not be measured
for direct payment, but shall be considered as subsidiary works the costs of which shall be
deemed to be included in the Contract Rates and Amounts for related Pay Items whether
pre-cast or cast-in-situ:
- Excavating in any material including rock. Excavation shall be 50cm greater than
largest manhole section from each face of the manhole. This includes soil support,
dewatering, backfilling and carting away.
- Concrete, reinforcing steel, blinding, beds, surrounds, benching and suspended slab
in accordance with the preambles for ‘Concrete Work’ as specified.
- Fittings, inside manhole wall with each pipe section, short pieces within manholes
and within the external faces of the walls or the protrusions,and the concrete
surround of manhole back drop.
- Half pipe sections, isolated openings and coupling sections mounted with the
manhole for all house connections.
- Supply and fixing of covers, grates and frames with all ancillary works and
protective coating.
- All ancillary items as specified and as shown on drawings and all other requirements
necessary to complete the work.
4.6.1 Measurement
A. Valve chamber (for butterfly valves, air valves, and washout valves) shall be paid
per unit. Payment shall include excavation, soil support, backfilling, surface reinstatement,
concrete works, frames, covers, and all ancillary works to make a complete unit.
C. No separate payment shall be made for blinding, painting, equipment, forms, tools,
furnishing and placing materials, labour, or any other item necessary for the proper
completion of the work. All such additional items shall not be measured for direct payment,
but shall be considered as subsidiary works the costs of which shall be deemed to be
included in the Contract Rates and Amounts for related Pay Items.
D. The following, related to valve chambers, shall not be measured for direct payment,
but shall be considered as subsidiary works the costs of which shall be deemed to be
included in the Contract Rates and Amounts for related Pay Items whether pre-cast or cast-
in-situ:
- Excavating in any material including rock in accordance with the preambles for
‘Excavation and Earthworks’ including soil support, dewatering, backfilling and
carting away.
- Concrete, reinforcing steel, blinding, beds, surrounds, benching and suspended slab
in accordance with the preambles for ‘Concrete Work’.
- Necessary fittings, couplings, short pieces and concrete surrounds for drop
manholes.
- Supply and fixing of covers, grates and frames with all ancillary works and
protective coating.
