NARRATIVE

SUMMARY:
On 7-30-2021, at approximately 1303 hrs, I was dispatched to the area of 222 N. Kalamazoo Mall in reference to a fight. Callers reported an
employee with the Kalamazoo Ambassador Program had fought with a black male wearing a blue and yellow shirt. One of the subjects left when
the caller reported the incident. At 222 N. Kalamazoo Mall, I contacted a Kalamazoo Ambassador Program employee, VENON COAKLEY
(DOB: ). COAKLEY had been assaulted by a black male, who was later identified as HERMAN WHITE (DOB: ). During
the incident, WHITE spat on COAKLEY face twice, then grabbed him around the neck. COAKLEY punched WHITE a couple of times in the
face, and then WHITE left the area. COAKLEY did not wish to pursue criminal charges for this incident; he only wished for it to be documented.

ARRIVAL:
KCCDA had received multiple reports of a fight in different locations, including at the KVCC campus and on N. Kalamazoo Mall. I checked the
area and contacted Ambassador employees at N. Kalamazoo Mall and E. Water St. One of the Ambassador employees I contacted was VERNON
COAKLEY.

INTERVIEW WITH VERNON COAKLEY:


VERNON COAKLEY was working for the Kalamazoo Ambassador Program on the day of this incident. He was blowing the grass and leaves on
N. Kalamazoo Mall. A subject was sitting in the area and COAKLEY contacted him to advise the subject they were blowing the grass and if he
wished to leave for a short time, they would be completed shortly. The subject got upset and started yelling at COAKLEY. The subject then spat
on COAKLEY`s face one time. COAKLEY wiped the spit off his face and told the subject he needed to leave. The subject continued to argue
with COAKLEY as COAKLEY told him to leave the area.

The argument continued and the subject spat on COAKLEY`s face again, with the spit entering his mouth. The subject then grabbed COAKLEY
around the neck, and COAKLEY responded by punching him a few times in the face. The subject fell to the ground and then got up and left the
area.

As I was speaking with COAKLEY, the suspect returned to the area and COAKLEY pointed him out to me. COAKLEY advised he did not wish
to pursue criminal charges; he only wished for the incident to be documented at this time.

CONTACT WITH SUSPECT (HERMAN WHITE):


I contacted the subject that VERNON COAKLEY pointed out as being the subject who spat on him and tried to choke him. This subject verbally
identified himself as HERMAN WHITE (DOB ). I later confirmed WHITE`s identity with his I/LEADS information.

As I was speaking with WHITE, he was very difficult to understand. His speech was very broken, and it appeared as though WHITE may have
been suffering from some sort of a mental illness and may have been intoxicated. I asked WHITE what had occurred, and WHITE rambled on
with words I could not understand. I asked WHITE if he had spat on the subject with whom he was in an argument. WHITE put his hands up as
if he were saying `I don`t know.` I asked WHITE if he tried to choke the subject or put his hands around the neck of the subject, and he made the
same gesture. I advised him the incident was on video, and he began speaking again but was very hard to understand.

WHITE said he was leaving the area and would not return, so there would be no further issues.

Notes/Narratives

VERNON COAKLEY did not have any visible injuries from the incident. HERMAN WHITE did spit in COAKLEY`s mouth, so COAKLEY was
going to the doctor to be tested for any transmittable diseases.

SUSPECT INJURIES:
HERMAN WHITE had a cut to his forehead which was bleeding. This injury was documented on my body camera, but photographs were not
taken of it.

CONTACT WITH WITNESS (WHITNEY DAVIS):


WHITNEY DAVIS was working in the area of 222 N. Kalamazoo Mall on the day of this incident. She observed the argument start, so she began
recording the incident with her phone. DAVIS observed as HERMAN WHITE tried to choke VERNON COAKLEY and COAKLEY punched
him. DAVIS did provide me with a copy of the video of the incident.

VIDEO INFORMATION:
WHITNEY DAVIS provided me with a copy of the video of the incident. In the video, VERNON COAKLEY could be seen arguing with
HERMAN WHITE. As COAKLEY was telling WHITE to leave the area, WHITE grabbed COAKLEY around the neck. COAKLEY
immediately punched WHITE a few times in the face. WHITE fell to the ground, and COAKLEY immediately stopped punching him. This was
when the video ended. This video was placed into the Forensic Media Evidence Files folder.

DVR / BODY-WORN CAMERA:


DVR #1404 and my department-issued, body-worn camera were activated during this incident.

DISPOSITION:
VERNON COAKLEY did not wish to pursue criminal charges for the incident; he wished for the incident to be documented only. Both subjects
left the area so no further issues would arise.

This concludes my involvement in the investigation.
