Subject 9.23 Approval of the Opposition to the Elysian Charter School Expansion

Recommended Action WHEREAS it is the responsibility of the Hoboken Board of Education to continually enhance
programs, improve student achievement and expand opportunities while managing notable
increasing enrollment within our public school district and being fiscally responsible to the
taxpayers of Hoboken; and

WHEREAS, the Hoboken Public School District is already coping with a state-imposed annual
reduction of adjustment aid, beginning in 2018 and totaling $3.8 million through 2025;

WHEREAS imposing increased charter school costs on the Hoboken Public School District, in
addition to the aforementioned loss of state aid and on top of normal and expected annual cost
increases, will result in further budget reductions and program cuts in the district schools to
the detriment of the district academic programs; and

WHEREAS recent and historic enrollment data clearly demonstrates a severe yet increasing
segregative effect on the student populations of Elysian Charter School and the Hoboken Public
School District, with Elysian Charter School serving a disproportionately low number of
economically disadvantaged students, and an increase in enrollment at Elysian Charter School
will likely exacerbate and increase this effect;

THEREFORE BE IT RESOLVED, that the Hoboken Board of Education, in exercising its


responsibility to the students of the Hoboken Public School District, must oppose the
application of the Elysian Charter School to increase its enrollment and hereby authorizes the
Superintendent of the Hoboken Public School District to take necessary steps to urge the New
Jersey Department of Education to reject that application.
