EXECUTIVE SUMMARY
The epidemic, COVID 19, has taken the troll on mankind. All service sectors from health to transport, have
witnessed its adverse effects. One amongst which is Public Transportation. With protocols of staying indoors to
restrictions in travelling to social distancing, Public transport operations witnessed drastic effects on its
operations.
While lockdowns posed the challenge of maintaining their rolling stocks, social distancing protocols pushed
them to roll out their rolling stock. The STU’s (State Transport Undertakings) were pushed beyond their
capacity to adapt stringent yet user friendly strategies of assuring safe commute to PT commute. While few
cities were equipped to handle the spread, others had to start from ground zero.
Over close to two years of the epidemic, operators as well as commuters are still reluctant on the use of PT.
This report documents the behavioral changes of cities across the Covid spread while also documenting the
various strategies adopted at retaining and re-assuring commuters to use of PT. The strategies adopted to revive
the Public Transport services has been broadly classifies into areas of interventions of Public Health Safety,
Operation, Communication & Outreach and Financial Mechanism. A few cases study on India cities has also
been documented.
This study has been refrained to PT which are either Bus or rail based. In order to capture a widespread of
international cases, cities were selected from European, North American, South-American and Asian continents.
An extensive skimming of cities and its impact of Covid was carried out and the selected cities which were
either of the following criteria were selected for a detailed study:
Cities with PT mode share greater than 30% and were able to retain/regain PT share despite Covid.
Cities which have adapted innovative strategies towards the spread of the epidemic
Based on the above criteria, the cities selected from the various continent are as listed below:
The study has also demonstrated on how various stakeholders working in tandem have helped not only PT but
cities at regaining back their life to normalcy. While health care services kept radar look out for people with
epidemic, relief funds from the Government helped service to maintain the safety protocols.

To slow the spread of the virus, most countries worldwide adopted measures to decrease social contact in
everyday life through lockdowns and restrictions in gathering and dine-in services etc. These measures affected
the transport networks in general, as well as mobility patterns in particular. Although the measures, taken by
various cities are somewhat similar, the effect they had on the public transport system differed. Furthermore, the
pandemic itself has been presented in three major waves in almost all parts of the world. On analyzing public
transport (PT) patronage data, the three waves are observed to have different effects. This seems to be dependent
not only on measures taken by governments and operators, or on the number of cases registered, but also on the
size of the urban community that is serviced and the point of start of the pandemic.

To ensure the seamless travel and develop efficient traffic management system at Jewar Airport using different
modes of Transportation.

2. To Identify management practices for efficient passenger handling at International airports.
3. To enhance the passenger management using ITS & other interventions.
4. To optimize the travel time by different modes of transport at the Jewar airport using efficient
management techniques.
