INTRODUCTION

Power for Castaway’s most valuable resource is its people. This plan describes the process that
seeks to create a safe and professional work environment in which personnel can reach their
full professional potential. Regardless of race, gender, sexual orientation, religion or health
status the PFC work environment is equitable, and an Equal Opportunity Employment
workplace.

This HR Management Plan describes the processes and procedures used to staff the Power for
Castaway Project. This plan supplements the overall Project Management Plan (PMP). Its scope
includes project roles and responsibilities, project organization, HR policy, staffing estimation,
staff management processes, staff skill sets, staff acquisition, staff development, performance
monitoring. The HR Management Plan is intended to be a living document, reviewed, and
updated as needed.
ROLES AND RESPONSIBILITIES

Malia Tu’amoheloa Project Manager  Depending on the complexity, either develops the plan or
leads the team in the development of the HR and Staff
Management Plan.
 Escalates staffing-related issues to the Project Sponsor, the
steering committee, or the executive committee.
 Presents the final staffing plan to the Project Sponsor for
approval.
MaMalia Sita ‘Ali IT Sponsor  Provides overall guidance and direction for technical staffing.
 Provides final approval for commitment of technical resources
Inoke Taufa Human Resources  Assists the Project Manager in identifying HR-related policies,
Lead & Training Lead constraints, and processes for hiring required staff.
 Supports the Project Manager in developing job descriptions
and navigating the State hiring process.
 Assists the Project Manager in identifying training resources
and associated costs.
Elizabeth Prescott Project Planning  Provides input on the staff estimating process.
Team  Provides input on the staff skill requirements.

Acquisition of Staff

Local staff will be acquired using the normal local hiring or assignment process. Position
descriptions and minimum qualifications will be prepared and processed through the normal
channels. The Project Manager coordinates with the resource manager to coordinate staff
assignment and availability.
Consultants and contracted staff will be utilized on the project when local staff does not
possess the necessary qualifications for specific focus areas, or the services are of an urgent or
temporary nature. The process for acquiring consulting contractors is directed by the resource
manager. This process starts with the development of the Statement of Work (SOW) and by
determining the minimum and desired qualifications. The project manager will coordinate with
the project procurement team to select the appropriate contract vehicle, solicit proposals or
offers from the bidder community, coordinates the proposal or offer reviews, schedule vendor
interviews, and participate in the final vendor selection.
