1. INTRODUCTION
 In Malaysia, 415,000 registered
employers with 8.9 million
employees.
 A continuous and systematic
approach needs to be designed to
manage safety and health at the
workplace.
 For detailed information about the
implementation of Occupational Safety
and Health Management System
(OSHMS), the standard requirement
MS1722 guideline for OSH
Management System published by
Department of Occupational Safety
and Health, Malaysia can be referred to.
2. CONCEPT OF SAFETY MANAGEMENT
 OSH Management can contribute to the :
◦ Safety & protection from hazard
◦ Elimination of work-related injuries
◦ Inabilities
◦ Diseases, near misses
◦ Fatalities

 Visible commitment and involvement from


top and senior management are the most
important elements in all system
proposal.
 Common proactive programmes such as :
◦ Hazard identification

◦ Workplace monitoring

◦ Inspection

◦ Reporting of incident

◦ Audit & survey

◦ Collect data for analysis prevent accident from


occurring
 Several management key
responsibilities regarding OSHMS :

◦ Top management involvement and work


organization
◦ Consulting employees
◦ Assigning representatives to provide health and
safety assistance
◦ Giving adequate supervision and training
◦ Monitoring and reviewing condition for best
practices
2.1 OSH Management System
 Everyone is responsible for SH in
workplace, but management more
responsibility than employees.

 OSHMS is defined as a set of interrelated


or interacting elements to establish and
implement OSH policy and objectives and
to achieve those objective (MS1722:2011)
 Managers can influence safety
performance by :
◦ Setting policies that require high safety
performance
◦ Providing resources to achieve the aims of all
policies
◦ Encouraging & supporting local managers,
supervisors and senior employees for efforts to
achieve high standards of safety performance
◦ Demonstrating high commitment towards the
development of safety culture in the workplace
5 COMPONENT OF TYPICAL OSH-
MS 1722

The primary components of OSH-MS1722 are policy,


organizing, planning and implementation, evaluation and
action for improvement
i. POLICY
 The policy should :
◦ Be a clear statement regarding safety, health
and environment
◦ Identify who is responsible for Safety & Health
performance
◦ Identify the source of expert competent with
knowledge
◦ Be signed by the senior person in organization
◦ Prominently displayed & up-to-date
◦ Clear & concise terms to everyone
ii. ORGANIZING
 The employer responsibility and
accountability towards to protect workers’
safety & health & organizing OSH
activities
 Competence & training should be provided
among the workers
 All occupational safety & health work
documented
iii. PLANNING & IMPLEMENTATION
 System planning, development and implementation are
important to support the requirement of national laws and
regulations and continual improvement in OSH
performance.

 Hazard prevention and protective measure should be :

◦ implemented to minimize risks


◦ change the working management environment
◦ Identify any potential accidents to provide necessary
prevention, preparedness & response
iv. EVALUATION

 3 main components :
◦ Performance monitoring and measurement
◦ Audit
◦ Management review

 Performance indicator should be measureable according to


the size and nature of activity in the organization
 Monitoring activities should be developed, establish and
review at all levels in management
 Audit includes an evaluation of the organization’s OSH
Management system elements
v. ACTION FOR IMPROVEMENT

 Prevention & corrective should be


establish & maintained.
 The arrangement should include :
◦ Identifying & analyzing root cause
◦ Initiating, planning, implementing, checking
the effectiveness of corrective & preventive
action.
2.2 SAFETY AND HEALTH COMMITTEE
 All industries with equal or more than 40 employees must
have a safety and health committee.

 The safety & health committee provides a link between


employees & employers

 Reasons :
◦ Accidents rates are reduced
◦ Safety and health awareness is improved
◦ A broad range of safety and health expertise and
experience for solving problems
◦ Cooperation is encouraged through better
communication
i) SECTION 30 OSH 1994

 According to section of the OSH Act 1994, every


employer with more than 40 workers or as by
the Director General must establish a safety and
health committee at their workplace.

 A person who violates the provisions of section


30 OSH 1994 shall be guilty of an offence and
shall on conviction be liable to a maximum fine
of RM 5,000.00 or maximum imprisonment of 6
months, or both.

iii) COMMITTEE CLASSIFICATION AND SPECIFIC
FUNCTIONS

 CHAIRMAN
◦ Schedules monthly meeting, arranges time,
date & places
◦ Develops safety and health agendas for
meetings
◦ Conducts monthly meeting
◦ Helps members to arrive at a consensus on the
solution
◦ Ensures all members are involved: everyone
has the opportunity to share facts & ideas
 SECRETARY
◦ Records meeting minutes
◦ Distributes minutes to representatives
◦ Post minutes for all employees to review
◦ Maintains and manages the safety and health
committee file
◦ Points outs item that require discussion and
follow up by the committee
◦ Keep minutes and agendas for at least three
years
 COMMITTEE REPRESENTATIVES
◦ Report employees’ safety and health concerns
to the committee
◦ Report collection of accidents, near-miss
incidents, and unsafe workplace environment
to the committee
◦ Suggest items to include in the monthly
meeting agenda
◦ Encourage employees to report workplace
hazards and suggest how to control them
