Activity 1.1 Critical Questions: Reflect and write your answer to the following questions
1.Does the professionalization of teaching have an impact on you as a future teacher?
As a future educator, I believe that professionalization of teaching has become a useful platform of
the government to oversee and regulate the profession in the Philippines. In fact, every country
adopts similar standardization processes for their local teachers. By passing the licensure
examinations, aspiring teachers guarantee that they have sufficient pedagogical knowledge and
expertise on their subject matters. Once teachers are in the educational system, the Department of
Education and CHED, for example, conducts skills and development trainings to improve and
further train teachers to be more relevant and up to date with the contemporary practices and
strategies. I fully support the mission and vision of DepEd and CHED, as they ensure that Filipino
teachers are equipped with the proper credentials to practice the profession; no wonder Filipino
teachers are globally in demand—because aside from their commitment to the teaching standards
and proper credentialling processes, they are also one of the most creative and hardworking teachers
in the world.

2. The Board of Professional Teachers is described as a collegial body in Sec.5 Article II of RA 7836.
What does collegial body mean?
From what I understand, a collegial body is a government entity whose power to execute is conferred
on its members. Thus, the Board of Professional Teachers, under direct oversight and administrative
control from the Philippine Regulation Commission, consists of five members duly appointed by the
president of the Philippine republic to execute authority and perform duties and responsibilities
expected of them.

3. What is required of teachers covered by Section 26 of RA 9293 who have not practice their
profession for the past five years?
According to Section 26 of RA 9293, the requirements for an aspiring teacher in the Philippines
include: (a) being a Filipino citizen, (b) of good moral character, (c) is physically/mentally fit to
practice teaching, and (d) has minimum educational qualifications, i.e., BS Elem. Educ. or its
equivalent for an aspiring kindergarten or elementary teacher; BS Educ. with a major/minor or a
Bachelor’s degree in Arts or Sciences with at least 18 units of professional education for aspiring
secondary school teachers; a Bachelor’s degree in the field of specialization with 18 units of
professional education for aspiring secondary vocational teachers or teachers of two-year technical
courses.

4. Explain the meaning of “exigencies of the service” referred to in Section 6 of the magna carta as
regards transfer of a teacher from one station to another.
The term exigencies of the service describes ‘situations where service is urgently needed and any delay in
its execution will adversely affect the outcome of service to clients.’ Thus, if the transfer of the teacher
to another station is exigent, the superintendent of the school can effect such transfer and notify the
teacher concerned of the reason/s of transfer. The teacher can appeal to the Director of Public

Schools to contest the decision by the superintendent, when he/she believes that such transfer is
unjust.

5. Actual classroom teaching a day should not exceed six hours. What can be some reasons behind
this limit on teaching hours?
According to Section 13 of RA 4670, the actual classroom teaching a day should not exceed six
hours, so as “to give the teacher time for the preparation and correction of exercises and other work
incidental to his/her normal teaching duties.” This is not absolute, however, as he/she can be asked
to teach ‘more than six hours but not exceeding eight hours’ in case exigencies of the service is
required.

6.What is the importance of Batas Pambansa Blg.232?


The Batas Pambansa Blg. 232, or simply the Education Act of 1982, was enacted to “govern both
formal and non-formal systems in public and private schools in all levels of the entire educational
system.” The State’s policy for enacting the Act is “to establish and maintain a complete, adequate
and integrated system of education relevant to the goals of national development,” with the goals of
(a) advancing economic and social progress in the republic, (b) ensuring the maximum participation
of the citizens in the enjoyment of such progress, and (c) “to achieve and strengthen national unity
and preserve, develop and promote desirable cultural, moral and spiritual values in a changing
world.”
