It is recommended that City Council approve to enter into an agreement for camera software and hardware solutions
with Flock Safety and the funds be appropriated from the Fiscal Year 2022 Municipal Capital Improvement Fund. It is
also recommended that City Council approve the agreement with the Michigan Department of Transportation (MDOT)
for use of the MDOT right-of-way to install solar-powered cameras.

Summary of Request:
The Municipal Capital Improvement Fund (MCIF) currently has $50,000 budgeted for the funding of
intersection cameras scheduled for purchase in FY-2022.

Council is requested to approve a subscription service agreement with Flock Safety for an intersection
camera solution. The public safety department in conjunction with the City's IT department reviewed
solutions for the intersection camera system and determined the Flock Security subscription model offered
a unique system specifically geared towards law enforcement. No other systems were identified that could
provide a similar combination of equipment, information processing, and alerting capabilities.

This specific camera system provides unique services and abilities for law enforcement. It provides the most optimal
solution to intervene when a crime may be occurring and to solve criminal cases that have already occurred. The
system can interact with the National Crime Information Center (NCIC) law enforcement network and notify law
enforcement agencies with real-time alerting on stolen vehicles, stolen vehicle plates, missing persons, outstanding
warrants, and other alerts. The system can also assist investigators by using retroactive searching capabilities to
locate vehicles and individuals that have been involved in criminal activity.

The cameras capture still photographs and are not video cameras. They detect vehicles and license plates. The
vehicle information obtained is used for law enforcement purposes only. The cameras will be installed and owned by
Flock Safety and will require no capital investment from the City. All repairs and updates will be the responsibility of
the vendor. The cameras are solar-powered and do not require any electric use or electrical installation costs. City
technology staff were involved with the analysis and research of this project and approve this camera system.

As part of this process, the City is required to sign an agreement with MDOT to install cameras within the MDOT right-
of-way in some locations. This agreement is attached.

All attached documents have been reviewed by the City Attorney.
